Federal forces detained two alleged “Mochohomitos” and/or “Linces” hitmen, belonging to the “Beltrán Leyva” criminal organization, led by Jesús Alfredo Beltrán Guzmán, alias “El Mochomito”.


Information from the federal government indicates that while carrying out reconnaissance and surveillance actions in the town of El Alto del Coyote, Army personnel from the National Guard were met with gunfire and after repelling the aggression, they detained two people.


The detainees are linked to “Mochomito”, a cell that is supporting the “Los Chapitos” faction in their dispute for territory.


The detainees were found with four long arms, a Barret rifle, a grenade launcher, two grenades, 15 magazines, 420 useful cartridges, two tactical vests and 1,000 fentanyl pills.


Alfredo Beltrán Guzmán is the son of Alfredo Beltrán Leyva, and was arrested in 2016 in Zapopan, Jalisco, but was released in 2021.

Colombia's navy has uncovered a new drug smuggling route from South America to Australia after intercepting a "narco submarine" packed with cocaine in the Pacific Ocean.

The discovery was made during a six-week anti-narcotics operation — carried out jointly by Colombian authorities and security officials from dozens of other countries — that resulted in the seizure of at least 225 tonnes of cocaine, according to media reports.

"This is perhaps the largest seizure of cocaine in transit made by Colombia in history," Colombian President Gustavo Petro said in a post on X.

This is according to a source who asked to remain anonymous, and the male voice warns law enforcement authorities to stay out of the fight of the La Mayiza against Los Chapos. 


The audio also confirms what we mentioned in a previous Borderland Beat post: that La Mayiza or MF Group has made an offensive attack against La Chapiza inside Culiacan because Los Chapos are unwilling to fight outside of Culiacan city.

Armed civilians left a suspected explosive device outside a Sushi restaurant at the Tres Rios branch in Culiacan, on Thursday morning, November 28th.

The subjects also opened fire at the building, leaving one of the walls damaged with multiple bullet impacts.

The events occurred around 06:00 hours when citizens reported to 911 that they had heard gunshots in the Tres Rios and Isla Musala sector of the Sinaloa capital.

Firefighters from Culiacan arrived at the scene, who were working to extinguish the fire; however, when they heard gunshots, they left the area immediately.


Subsequently, security forces from the three levels of government came to secure the area and firefighters were able to return to finish their work and control the fire.

Simultaneously, there was an attack on the Ranch Roll Tres Ríos branch, where they opened fire on the façade and left a suspected homemade explosive device, which failed to explode when it was extinguished with a fire extinguisher.

Four men were killed and four more were wounded during a shooting attack at a beer and “jugada” stand located in the railroad neighborhood south of Culiacán. 

The incident took place minutes before 1:00 a.m. this Thursday morning at a convenience store located on Pablo Macías Valenzuela Street, between Macario Gaxiola and Benjamín Hill Avenues.


Reports indicate that those present were chatting and playing at the gambling machines when a group of armed men arrived and shot at them with a high-powered weapon. 

After the aggression, the criminals fled without being located. 



The “play” has video surveillance cameras whose images will be secured by investigation personnel to locate the criminals.

This is the second attack in less than 12 hours in the city that has left five dead and four wounded. 

The first one took place on Wednesday night in a “jugada” located in the El Ranchito neighborhood in the south of Culiacán, where a man was shot and killed while he was playing in the gambling machines.

The federal agency announced on Saturday afternoon that the discovery was made during security and crime prevention patrols in the town of Trigomil in the municipality of Xalisco, Nayarit.

Elements of the Secretary of National Defense seized magazines, ammunition and drugs in the municipality of Quitupan, in the Southern Region of the State.

The Attorney General's Office (FGR) opened an investigation against whoever is responsible for the crimes of violation of the Federal Law of Firearms and Explosives and against Health.

The federal agency explained that the soldiers were conducting surveillance on a road leading from the town of Lagunillas to the town of El Cuervo, when they located a makeshift camp.

Ronald D. Yandell, a leader of the Aryan Brotherhood prison gang, allegedly attacked two officers last Friday morning as they were transferring him back to his cell after an appointment at the prison’s health building.

Prison officials say he drew an improvised weapon with razor blades against the officers. He dropped the weapon after an officer used pepper spray and was restrained and removed without further incident, officials said. No staff was injured.

Yandell is serving a life sentence without the possibility of parole for first-degree murder and voluntary manslaughter. He arrived at the Sacramento (New Folsom) California prison in 2004. The case will be referred to the county district attorney’s office for possible felony prosecution for attempted homicides, officials said.

Mexico City - To kick off the 'morning' conference this Tuesday, November 26, Mexico's President Claudia Sheinbaum Pardo read a letter to be sent this day to U.S. President-elect Donald Trump in response to his announcement to impose tariffs.

Sheinbaum proposes that if a percentage of what the United States allocates to wars were directed to peace building and development, “the mobility of people” would be addressed.


“On the other hand, and for humanitarian reasons, we have always expressed Mexico's willingness to prevent the fentanyl epidemic from continuing in the United States, which is a problem of consumption and public health in your country's society,” she said.


The president informed Trump that in this year 2024, the Armed Forces of our country, as well as the Prosecutor's Offices, have seized tons of various narcotics, 10,340 weapons and have arrested 15,640 people linked to violence related to drug trafficking.


He also explains that a constitutional reform is in the legislative process to qualify as a serious crime, without the right to bail, the elaboration, distribution and commercialization of fentanyl, among other synthetic drugs.


“However, it is publicly known that chemical precursors for the manufacture of this and other synthetic drugs enter Canada, the United States and Mexico illegally from Asian countries, for which international collaboration is urgently needed”, she clarified.


The chief executive reminded Trump that most of the illegal weapons entering Mexico come from the United States.


“Seventy percent of the illegal weapons seized from criminals in Mexico come from your country. We do not produce the weapons, we do not produce the synthetic drugs, we do not consume them. Those killed by crime to respond to the demand for drugs in your country, unfortunately we put them,” She sentences.


“President Trump, it is not with threats or tariffs that the migratory phenomenon or drug consumption in the United States will be addressed,” She emphasizes.


She considers 'cooperation and reciprocal understanding' necessary to face these challenges.


“One tariff will be followed by another in response, and so on, until we put common enterprises at risk. Yes, common. For example, Mexico's main exporters to the United States are General Motors, Stellantis and Ford Motors Company, which came to Mexico 80 years ago. Why put them at risk with a tax? The Secretariat of National Defense (Sedena) deployed 860 elements in six municipalities of Michoacán, including Apatzingán, Buenavista, Parácuaro, Múgica, Tepalcatepec and Aguililla, to guarantee the production and commercialization of lemons, threatened by extortion by members of organized crime, mainly by the Viagras cartel.

La Jornada visited the “Rancho Seco” orchard, the “La Luna” packing plant and El Tianguis Limonero, located between the town of Antunez and the municipalities of Apatzingan and Paracuaro, which were targets of extortion by organized crime. Producers were asked for up to 2 pesos for each kilo of packaged lemons.

However, President Claudia Sheinbaum Pardo committed to actions in favor of security in Michoacan municipalities where lemon production is the main economic activity.

“With the start of the current administration, strategies were implemented mainly related to the attention to the different problems in the country, mainly violence and insecurity. In Michoacán we are working with all the authorities: federal, state, armed forces, police, state and municipal public security. There are 64,111 hectares of lemons grown in the state. The state has the first place in lemon production. We have a register of 3,411 producers. Those designated today are tied to the Gulf Cartel’s involvement in criminal activities associated with illegal, unreported, and unregulated (IUU) fishing, human smuggling, and narcotics trafficking in the Gulf of Mexico. IUU fishing often involves criminal activity, forced labor, and human rights abuses, and is often a revenue stream for criminal organizations. IUU fishing is also a threat to U.S. maritime security, as criminal organizations may use the same vessels for smuggling narcotics and humans across borders.

“Today’s action highlights how transnational criminal organizations like the Gulf Cartel rely on a variety of illicit schemes like IUU fishing to fund their operations, along with narcotics trafficking and human smuggling,” said Acting Under Secretary for Terrorism and Financial Intelligence Bradley T. Smith. “Treasury, as part of a whole-of-government approach to combatting transnational criminal organizations, remains committed to disrupting these networks and restricting these groups’ ability to profit from these activities.”

Today’s sanctions are the result of strong collaboration with the U.S. Coast Guard, Homeland Security Investigations, and the Drug Enforcement Administration. This action was also coordinated closely with La Unidad de Inteligencia Financiera (UIF), Mexico’s Financial Intelligence Unit.

HARMFUL IMPACTS OF IUU FISHING

The U.S. Department of the Treasury is a member of the U.S. Interagency Working Group on IUU Fishing, which was established by the Maritime Securities and Fisheries Enforcement (SAFE) Act and is the primary mechanism for coordination of counter-IUU fishing actions across the U.S. government. On June 27, 2022, President Biden issued the National Security Memorandum on Combating Illegal, Unreported, and Unregulated Fishing and Associated Labor Abuses, which notes that IUU fishing and related harmful fishing practices are among the greatest threats to ocean health and are significant causes of global overfishing, contributing to the collapse or decline of fisheries that are critical to the economic growth, food systems, and ecosystems of numerous countries around the world. 

CRIMINAL OPERATIONS OF MEXICO’S GULF CARTEL 

The Gulf Cartel is a long-standing, powerful drug trafficking organization that operates throughout Tamaulipas State, Mexico. The Gulf Cartel has moved arms, drugs, and migrants into the United States, and was responsible for the kidnapping and murder of American citizens in March 2023.

On December 15, 2021, OFAC designated the Gulf Cartel pursuant to Executive Order 14059 (E.O. 14059) for having engaged in, or attempted to engage in, activities or transactions that have materially contributed to, or pose a significant risk of materially contributing to, the international proliferation of illicit drugs or their means of production. OFAC had previously sanctioned the Gulf Cartel as a significant foreign narcotics trafficker pursuant to the Kingpin Act in 2007.

The Gulf Cartel engages in the illicit trade of red snapper and shark species through “lancha” operations based out of Playa Bagdad, also known as Playa Costa Azul, a beach located several miles south of the U.S. border. Lanchas are light, fast-moving boats utilized by Mexican fishermen that are generally between 20 to 30 feet long. Apart from their use for IUU fishing in U.S. waters, lanchas are also used to move illicit drugs and migrants into the United States. 

As the fishing of red snapper and shark species is under strict limits in the United States, and therefore those species are more abundant in U.S. waters, Mexican fishermen cross into U.S. waters to fish via these lanchas. They then bring their catch back to lancha camps into Mexico, where the product is ultimately sold and, oftentimes, exported into the United States. This activity earns millions a year for lancha camps. In addition, it also leads to the death of other marine species that are inadvertently caught.

Ismael Guerra Salinas (a.k.a. Mayelo) and his brother Omar Guerra Salinas (a.k.a. Samorano) are the Gulf Cartel members in charge of Playa Bagdad. Beyond overseeing IUU fishing, Mayelo and Samorano manage drug trafficking operations on Playa Bagdad. Mayelo has also facilitated human smuggling conducted via these lanchas, in which the individuals are kept hidden for transport across the Rio Grande River. In addition, Francisco Javier Sierra Angulo (a.k.a. El Borrado) currently leads the Gulf Cartel in Matamoros, Tamaulipas, Mexico. El Borrado was previously in charge of the Valle Hermoso Plaza for the Gulf Cartel.

Raul Decuir Garcia (a.k.a. La Burra) and Ildelfonso Carrillo Sapien (a.k.a. El Chivo) are lancha camp owners who oversee and enable lancha fishermen crossing into U.S. waters for or on behalf of the Gulf Cartel.

Mayelo, Samorano, El Borrado, La Burra, and El Chivo are being sanctioned pursuant to E.O. 14059 for being owned, controlled, or directed by, or for having acted or purported to act for or on behalf of, directly or indirectly, the Gulf Cartel, a person sanctioned pursuant to E.O. 14059.

SANCTIONS IMPLICATIONS

As a result of today’s action, all property and interests in property of the designated persons described above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked. Unless authorized by a general or specific license issued by OFAC, or exempt, OFAC’s regulations generally prohibit all transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons. U.S. persons may face civil or criminal penalties for violations of E.O. 14059 and the Kingpin Act. Non-U.S. persons are also prohibited from causing or conspiring to cause U.S. persons to wittingly or unwittingly violate U.S. sanctions, as well as engaging in conduct that evades U.S. sanctions. The power and integrity of OFAC sanctions derive not only from OFAC’s ability to designate and add persons to the Specially Designated Nationals and Blocked Persons (SDN) List, but also from its willingness to remove persons from the SDN List consistent with the law. The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior.
