Iguala mayor's wife charged with organized crime offenses

The wife of the ex-mayor of Iguala, the Mexican city where 43 college students went missing in September, has been ordered jailed indefinitely for organized crime, prosecutors said Monday.

Maria de los Angeles Pineda had been held under provisional arrest until now, in the case which has rocked Mexico. The 43 are feared dead.

Today, a judge issued a warrant for her pretrial detention "for her likely role in committing organized crime ... and operations with funds of illicit origin," said Tomas Zeron, who leads the criminal investigation unit of the prosecutor's office.

The students went missing September 26, in a massacre by a police-backed gang that sparked nationwide protests and caused a crisis for President Enrique Pena Nieto.

Confessions made during the investigation have indicated that the ex mayor, Jose Luis Abarca, ordered police to crack down on the students to stop them from protesting at a public event his wife was to lead.

Authorities say the aspiring teachers vanished after narco-linked police attacked their buses in the city of Iguala, allegedly under orders from the mayor and his wife in a night of terror that left seven other people dead.  

Rurales Commander, 'El Americano', charged with aggravated murder

The First Criminal Court in Morelia issued a formal arrest warrant forLuis Antonio Torres,alias  "el Americano".

At 4:30PM Judge Consuelo López read her decision, charging El Americano and the 9 men who turned themselves in,  of aggravated murder, citing the group of  being responsible for 10 of the 11 deaths.

She ordered formal imprisonment for Americano and his group.

Judge López, reported that not only was Americano at the scene, but he was a participant in the shootout and fired a weapon.  He also tested positive for gunshot residue on his right hand.  

Only a fraction of persons from Americano’s group have turned themselves in,  there is a total of 15 others who had warrants issued against them, they remain at large.

She said that it had not yet been determined who began the conflict.

But its not unique proof that the PRI is in alliance with La Tuta , the more convincing proof is in the form of the incarcerated 240 auto-defensas , imprisoned using false proof and sown evidence. They were even arrested a day before the end of the disarmament period , denounced the priest.

Other proof of the alliance with the PRI with criminal groups , are Los Viagra. A delinquent group that love Alfred Castillo , they are committing a series of crimes in Apatzingan and the Tierra Caliente Region. They have protection from the Municipal Presidency.

Los Viagras are assassins, they have " disappeared 16 youths , the proof is that they have not been arrested. They know where the bodies are but the institutions of Michoacán are lost , they are colluding with criminal organizations.


He explained that if the clandestine graves that exist in Tierra Caliente were opened up they would find more than 500 bodies , but the PRI does not want to dig them up because they are covering up for the criminals.


"We believe that there will not be elections , as that will ensure the Presidency of the IEM because there are simply no conditions and because the party of the devil follows in alliance with criminals, but if there are elections , we exhort all Michoacanos to vote PRD or PAN , they are the larger parties and will give less votes to PRI said Padre "Goyo".

MEXICO, D.F. (proceso.com.mx).--Jose Enrique Jimenez Zavala, "El Wicked", to whom the Chihuahua authorities attributed the murder of activist Marisela Escobedo, was in reality murdered by another inmate inside the San Guillermo prison, the State Attorney General revealed today.



On (December) 31, the State Attorney's Office of Execution of Punishment and Judicial Measures (Fiscalia de Ejecucion de Penas y Medidas Judiciales) had reported that the inmate died last Tuesday at 9:30 p.m. from a massive heart attack.



"El Wicked" had also  been convicted of taking part in the massacre at the Bar Colorado in Chihuahua, where 16 persons died, among them journalists Javier Moya and Javier Salinas. For this action, which took place in April, 2011, Jimenez Zavala was sentenced two years later, in February, 2013, to life in prison.



The State Attorney for the Central Zone, Sergio Almaraz, confirmed that the person who murdered "El Wicked" was Jaime Noel Cuevas, "El Jimy", who was supposedly linked by Jimenez himself to the attack against the customers in the Bar Colorado.



The government official explained that the real cause of death for Jimenez Zavala was strangulation, a consequence of revenge between him and his accomplice, "El Jimy", for various crimes.



The new version by the authorities states that, inside the cell, "El Jimy" subdued "El Wicked" with a kick to the genitals, then threw him on the floor and strangled him.



The murder took place inside the cell where "El Wicked" was staying, to which Jaime Noel Cuevas entered. However, Almaraz did not explain why two highly dangerous inmates were in the same cell.



Jimenez Zavala was part of the program Free from Prisons (Libre de Prisiones). Through this program, the State Attorney Specializing in Punishment and Judicial Measures informs students from upper middle schools and high schools about the consequences of breaking the law. 



"El Wicked" became the principal speaker in the program, using his own testimony as an example. He would say that he was a child with dreams like everybody else, that he dedicated himself to school, but that life's circumstances led him to break the law and he never thought he would be imprisoned.

At the conclusion of scientific studies that were performed on the body of the person who in life answered to the name of Jose Enrique Jimenez Zavala, aka "El Wicked", forensic medical experts determined that the cause of death was by "strangulation" caused by dislocation fracture to the -C1-C2 vertebra (fracture of the cervical column), reported the Central Zone Office for Investigation and Persecution of Crime in a communique.

It reported that several X-rays and scans were performed on the body, which presented edema and cerebral congestion with hemorrhagic infiltration to the base of the cranium, compression of the medulla oblongata and the spinal medulla. from a dislocation fracture of the C1-C2(first vertebrae in the neck), and pulmonary edema on the right side with bruised areas, as well as superficial hemorrhage on the right testicle.

According to the investigations, "El Wicked" was strangled by Jaime Noe Cuevas, who was tried for the multiple murder of 16 persons in the "El Colorado" bar in Chihuahua, in April of 2012.

The State Attorney said that the motive for the homicide was revenge.

On December 31, the same State Attorney General's office, through the Office Specializing in Execution of Punishment and Judicial Measures, disclosed via a communique that Jimenez Zavala had died on December 30 as a result of a massive heart attack in a cell in the State CERESO 1, in Aquiles Serdan.

Around 9:20 p.m., a custodian noticed that Jose Enrique Zavala, who was inside his cell, was undergoing convulsions, which is why he immediately called for help to transfer him to the hospital area", reported the State Attorney General in the communique issued on December 31.

"Once in the medical area, CPR was applied, and an electrocardiogram was taken, verifying that the inmate did not show vital signs", it added.

"El Wicked" was declared dead at 9:30 p.m. on December 30, the State Attorney's office explained on that occasion.

However, the State Attorney stated that the Medical Services coordinator, Dr. Mauro Bernal, explained that once an autopsy was performed on the body, the results established that the vertebra was dislocated, which compressed the medulla and the medulla oblongata, and that the injury resulted in loss of life.

On his part, the State Attorney Specializing in Investigation and Persecution of Crimes for the Central Zone, Sergio Almaraz Ortiz, stated that, based on the scientific results and on the investigation by the Office of the Public Ministry, the alleged murderer was clearly identified.

In his statement, given on Saturday before the Public Ministry Officer and represented by his lawyer, Jaime Noel Cuevas Baeza, stated the following:

"That, finding himself in his cell on December 30, 2014, in the company of Jose Enrique Jimenez Zavala, aka "El Wicked", they had differences, and, remembering that it was he (Wicked) who had testified against him on the charges he is being tried for, he got angrier, and when he saw that Jimenez Zavala was distracted, he kicked him in the testicles. Then "El Wicked" fell on his knees and that is when he began to strangle him and twist his head from side to side with all his strength", the communique mentions.  

"He indicated that he then heard the footsteps of the jail guards, and when the custodian came closer, he told him that Jimenez Zavala had gone into convulsions. Immediately, the prison guards assisted "El Wicked" and transferred him to the CERESO hospital.  He states that, minutes later, he became aware that Enrique Jimenez Zavala, alias 'El Wicked', had died."

The Office of the State Attorney General indicated that Cuevas Baeza has fully confessed and within the next few days, they will draw up charges for intentional homicide committed against Jimenez Zavala.

Marisela Escobedo was murdered on December 16, 2010, in front of the Chihuahua Government Palace, where she was demanding justice for the murder of her daughter Rubi Fraire Escobdo. 



El Menchito of CJNG free for two months

Ruben Oseguera Cervantes " El Mencho " , regained his liberty for the second occasion, after a Federal Judge in Toluca ordered his release with a condition that after two months of freedom under a restriction order , he would regain legal status.

Last Friday , a District Federal Judge from the Federal Criminal Proceedings Court in the State of Jalisco declared an auto decree of freedom for " El Menchito " , due to lack of elements ( evidence )to process in favour of the 24 year old,  who faced charges of crimes against health , and violation of the Federal Law against weapons and explosives.

That same day 26th December , " El Menchito " left the prison Centro Federal de Readaptacion Social numero 2 " Occidente" , en Puente Grande , Jalisco , where he had arrived directly from Centro de Arraigo ( Central Base ) of the Procuraduria General de La Republica (PGR)in Mexico Federal District on the 18th December.

Sources at the PGR gave the news of the release of " El Menchito " , however they didn't say that he was first acquitted in the State of Mexico, where he was charged with offences of possession of fire arms and ammo for exclusive use of the Govt Forces, using resources of illegal origin , and crimes against health.

ZETA investigations , exposed that before he was liberated , on the 16th October 2014 " El Menchito " left the maximum security prison Altiplano No 1 , in Almoloya de Juarez , but Federal Police Agents were already waiting to transfer him to SEIDO Headquarters.

Telling family and friends “I am not going back to prison, I will shoot it out”, murder suspect Ignacio Ruiz is sitting in a Mexican jail cell after an intense shootout with police, that resulted in the killing  of a Piedras Negras police officer.


Bexar Texas sheriff's office spokesperson says Ruiz, 37, born in San Jose, California,  is currently on parole after  serving time for attempted capital murder on a police officer


Ruiz is wanted for the murder of Joshua Vidales, who was shot and killed on January 1st  on Macdona Lacoste road.  


The shooting occurred inside a residence and resulted in a second  victim being taken to the hospital.


Ruiz fled to Piedras Negras, the Mexican border town adjacent to Eagle Pass Texas.  
Originally, Ruiz was driving his black Mazda to escape Texas.  At the time of the shootout, Ruiz was riding in a Taxi, and had instructed the driver to stay away from areas with police and to drive south to get him out of the area.  He became enraged when he saw they were in an area with police, the driver stopped the cab and tried to run away when Ruiz gunned him down. That prompted the shootout that killed 2 and injured 2.  An element of police, and taxi driver subcummed to their inuries, and two others, civilian passer-byes were injured. 

(Zocalo just reported an hour ago the taxi driver died from his injuries.)

Judge attemps to explain why she ordered Hipolito Mora's arrest

She specified that the gun powder residue test showed positive in both hands for the 27 defendants.

"Those are the facts that I have in order to establish their participation in carrying out the actions, so their submission to trial is ordered.," she said.

The judge revealed that in the La Ruana confrontation there were more than 1,500 shots fired; 1,218 shots with .223 caliber and the remainder with diverse calibers.

In addition, there was evidence in the file that fragmentation grenades were used, since four .40 caliber casings were found for this type of weapon.

With respect to the argument by the defense for Hipolito Mora and his group acted in self defense, she explained that this is the same argument being made by the other group that participated in the shootout, which is led by Luis Antonio Torres, "El Americano".

Judge rules Mora will be charged

MORELIA, Michoacan.-- The First Criminal Court issued an order of formal imprisonment for the founder of the self defense forces in Michoacan, Hipoplito Mora.

The judge ruled that there are elements to charge the activist and 26 of his men for the shootout on December 16 in La Ruana, which left 11 people dead.

(Mora), also a commander with the Rural Police (Fuerza Rural), was arrested on December 27, after he negotiated with authorities for his and his group's surrender. That same day, they were confined in the Mil Cumbres prison, charged with homicide.

The State Attorney General imputed responsibility to these 27 individuals for 10 of the 11 deaths that resulted from the shootout they sustained against the followers of the former Rural Police commander, Luis Antonio Torres, "El Americano".

The defense argued that its clients acted in self defense and were carrying out their duties.

Still pending is the resolution regarding the other 10 detainees, among them "El Americano", which will be known next Monday.

"I feel like a pendejo" says Hipólito upon court decision for formal arrest

by Lucio, reporters note at top is an update to the original post.  Originally Hipólito's attorney reported he was hopeful that his client would be released, but now all 27 men have men formally arrested, today is the last days of the 12 day period where the government must formally charge or release


The first criminal court judge of Morelia, Michoacan, ordered a formal arrest of Hipólito Chavez Mora, founder of AUC, and currently commander for the federally created police agency ‘Michoacán Rurales Fuerzas’.

“I feel like a dumb asshole, I do not understand how this decision can be made, how can we be imprisoned if we were attacked?”said Mora from prison.   He also called on the army to protect his supporters in La Ruana, as many are being chased from Ruana and their homes, by the same people who continue to threaten and stalk them.  Others have taken their families and fled. 

He refused to answer the question if he thought the move was a political vendetta.When asked if turning himself in was a bad decision, he said “no, I do things the right way, but I asked that justice be done.  Perhaps feeling the worse just ahead, he stressed that what would be sad is “if the others (Americano) would be set free”.


Hipólito's  attorney "This fucking thing is not justice"

Following the disclosure of the detention order for Hipólito Mora and 26 other members of the AUC of La Ruana,  their attorney or record, Eduardo Quintero Madrigal, described the decision;

 “this fucking thing is not justice, this is fucking bullshit”.


He said he was notified of the decision this morning, and that he immediately notified Mora and the others.
The attorney said this is an example of injustice and how across the country the legal system is coerced and influenced by “outside interests”. 

Quintero is the same attorney that defended Mora, after his arrest last year following the first attack by Americano.   Americano was not arrested or incarcerated at that time.

Eduardo Quintero, attorney for  Hipólito Mora, says that the founder of the self-defense group and 26 should go free, after this Saturday deadline for their legal status is determined. "We (hope) that tomorrow the 27 people will be released tomorrow  at 12 days deadline and  the order of formal freedom is rendered, he said in an interview with Radio Formula. 

He was asked; “Without charges?”,   "Of course, no charges", was his reply.

The attorney contends, that Mora and his group, who are in the Mil Cumbres prison, were only defending themselves in  the attack last December 16 in La Ruana, where 11 people died. Further saying, Mora was in his domicile when he was attacked after months of threats.

Human Rights Commission Meets With Americano

Meanwhile, the man accused of being behind the attack on Mora, which resulted in the death of Mora’s son,  Mora’s nemesis; Luis Antonio “Simon” Torres, better known as “el Americano”, had visitors on Friday, The Human Rights Commission.

Alfredo Castillo, Security commissioner, tweeted on his twitter account a photo of the visit.  Americano,  his hand-picked commander in the federal generated police group Rurales Fuerzas, and the other 9 men arrested with Americano had a face to face meeting with the commission.

The staff of the State Human Rights Commission of Michoacán, inspected, and  reviewed the conditions under which they were arrested and are being held in the prison of Mil Cumbres.  The commission also interviewed the men at length.

On December, 31st Americano and his men gave their preliminary statements, which is the first step in the criminal process.

The agents involved in the investigation managed to discover the whereabouts of “ El Furby “ , in the house at 223 Calle Terra Nova Sur , Fraccionamiento Terra Nova, in the south of La Paz city. 

After 16 days of intelligence work ," El Furby" was detained with three accomplices they are as follows:
Aaron Aguirre Bueno “ El Jockers “
Carlos Villegas Ramos
Juan Servando Robles Celis.

In addition they rescued Alejandro Castro Aguilar and Arturo Eleuterio Castro Aviles , a waiter from the disco Red XS , they had been kidnapped by the delinquents.
The Federal Investigators arrived to take down “ El 28's “ successor , after going through the evidence and analysing the contents of narco messages left at the scene of other victims of violent crimes in La Paz.

Arrest of Sinaloa Cartel Member "El 80" Confirmed (Updated)

Rolando Ángulo Meza, alias "El 80", a high ranking member of the Sinaloa Cartel, was arrested along with two others by members of the Ninth Military Zone, in coordination with officers of the State Police, on Sunday, December 28 in Culiacán, Sinaloa.  During the operation, two rifles, a pistol, 678 rounds of ammunition of different calibers, thirteen ammunition clips, a fragmentation grenade, and a packet containing what appeared to be heroine was confiscated.

"El 80", 44 years old, was once a municipal police officer in Culiacán.  He is reported to have become one of the principal operators for the Sinaloa Cartel, working directly under the command of Iván Archivaldo Guzmán Salazar, alias "El Chapito", a son of Joaquín "El Chapo" Guzmán.

He was further said to be the head of the Culiacán plaza following the death of Francisco Torres, alias "El 50", on August 3, 2013 in a shootout in which "El 80" participated (Update: While it was reported at the time and continues to be reported by multiple sources that the "El 50" killed in the shootout was Francisco Torres, Noroeste reports that it was, in fact, Adrián Guardado Salcido that was killed, which conforms with multiple comments below).  Initially, it was rumored that "El 80" was among those killed in that operation; it is now being reported that he managed to escape through a tunnel connecting the house to the storm drain.  It is worth noting that at the time of his arrest, "El 80" carried a pistol engraved in the memory of "El 50"

It was reported that unofficial information indicated that "El 80" was the person who dictated the rules by which the drug dealers of Culiacán had to follow, as well as being entrusted to order the killing of unauthorized dealers and alleged car robbers who operated without his consent.

There have been questions regarding the sources of this information and statements that some information is incorrect.  I am the first to admit that my knowledge of the Sinaloa Cartel is limited compared to other individuals and hesitated to write this article in the first place, but felt that it should be posted as no other Borderland Beat reporter had addressed this news.

As for my sources, the bulk of the article echoed multiple news sources that first reported his arrest, El Debate being a good example.  Days later, multiple sources confirmed his arrest and reported the confiscated items, with La Jornada being an example.  The story of his participation in the "El 50" shootout in which he escaped through a storm drain was reported by Noroeste.  Finally, the pictures and the information on the pistol was reported by Excelsior.

 As a multi-national company (with sales and marketing outlets in 54 counties (compared to Cemex, which only operates in 17) with a 35 percent world-wide market share in its core product (marijuana), and with more employees than McDonalds, perhaps it might be profitable to other entrepreneurs to study the factors leading to the Sinaloan’s success.

Peréz acknowledges the Sinaloan’s geographical advantage — production facilities close to transportation.  Besides the port of Mazatlán and excellent roads — incidentally vastly improved under the Calderón Administration thanks to the new Mazatlán-Durango highway — Sinaloa has airfields (recognized and otherwise) offering easy access to their single most important outlet, the United States.  Having acquired facilities in a number of other seaports  (Manzanillo, Lazaro Cárdenas, Acapulco and Salina Cruz) within a comfortable proximity, vastly simplified the ability of the Sinaloans to dominate the export market.
  While there has been some drop in sales lately, due to moves to legalize marijuana in the United States, the Sinaloans, opiates remain steady, with some growth in sales, and with it’s already existing transportation facilities in place, has been able to adjust to changing consumer demand.  Ports are not only for export.  China and Mongolia provide the ingredients needed for methamphetamine production, and with the Sinaloan’s sales force already in place, there seems to be an unlimited growth ahead.

More than geography and product delivery though, what has been essential to the success of the Sinaloans has been their management structure and successful branding.  Mixing the best of both worlds, the Sinaloan mangement strategy has been to adopt both the common Asian business model, with key executive positions held by people related by blood or marriage, with the model used by successful U.S. and European firms of hiring outside experts for specific tasks (accounting, software design, money laundering, murder) as needed.

Good afternoon everyone, my name is José Enrique Jiménez Zavala, alias "The Wicked". I currently find myself a prisoner in the area of high security of the CERESO Aquiles Serdan, for crimes against health, organized crime and homicides such as;

Marisela Escobedo, Bar El Colorado case, which resulted in 16 victims, these,  among other cases.

In  the Bar "El Colorado" case I was sentenced to life, simply, life means that I spend the rest of my life behind bars, in a cell.

I was born in Ciudad Juarez, I lived with my mother, father and three brothers, among issues of marital problems, infidelity, and domestic violence.  

My mother and my three siblings immigrated to El Paso, Texas, in the hope of finding a better life, achieving the ‘American Dream’, but in the end the opposite occurred.  

Since elementary school I started to become greatly affected by the problems of  home. From that young age I lived a dangerous life, in excess of alcohol and drugs, partying in my own home.

In secondary and high school, there continued problems at home, I learned to live with them.

At the time I liked studying, always was a child of dreams, until at some point I stopped dreaming. 

I allowed  myself to react to the deficiencies;  lack of love, understanding, to be listened to. I
began to pay attention to the material shortages,  from coming from  a poor family.

As I grew up I met people on the streets, I joined a gang, my criminal life started at a young age, I identified with the life of drugs, robberies, vandalism and brawls.

From the age of 14, I encountered the courts, I left school, I stopped studying. At 18 I went to prison 5 years, for robbery armed, I completed my sentence at age 23, I was deported to my native city, Ciudad Juarez.

Because of my studies, and my knowledge of English, I was able to get a good job, but I never have like the idea of starting at the bottom, I wanted what I never had.

I stopped working honestly, I joined a criminal cell, my first work was the sale of drugs in the retail drug trade.  There were the trucks, clothing, jewelry, partying….I never thought about or was aware of the price that I would have to pay later.

I arrived in the Chihuahua capital; where I managed my own criminal group.

3 Bodies Found in Taxi, Next Day Another in an Explorer in Acuña, Coahuila (Updated 1/2/14)

Three dead bodies were found inside a taxi in the Las Aves subdivision, for which different police corporations had arrived at the place to initiate the investigations.

The auto was found abandoned on Tuesday around 10:00 in the morning, at the corner of the streets of Las Aves and Albatros of the Las Aves subdivision.


A man and a woman approximately 35 years old were found in the rear seat, while another man also about 35 years old was in the front passenger seat and witnesses stated that the auto was left in that place around 3:30 in the morning.

Upon arriving the authorities observed the deceased inside the Nissan Tsuru automobile, 2010 model, white in color, at the center of the site of Los Aztecas.

The three people were beaten on different parts of the body and in order to determine the cause of death were sent to the Semefo for the legal autopsy.

None of the three had identification and it is expected that in the coming hours they may be reclaimed by some family member.

At the place police officers of the State Investigatory, State Accredited, State Operative, and Sedena forces arrived.

Update:

Inside a gray Explorer SUV was located a deceased person of approximately 26 years old, the body presented clear signs of beating, including injuries with a bladed weapon.

The number of people found dead increased in the last few days at this border.

The person was found inside a gray 1994 model Ford Explorer SUV.

The body was found in the rear of this vehicle that was left abandoned around 9:00 at night on Wednesday, along Santa Marta avenue in front of the little plaza of the El Periodista colonia.

At the place where said body was found, police officers of the State Accredited, State Operative, and State Investigatory, as well as Sedena forces arrived.

Yesterday morning the authorities were hoping that some family member would claim the body so that it could be identified, in the meantime it was taken by the Forensic Medical Service, the delegate of the northern zone, José Alberto Vázquez Figueroa, assurred.

Padre Goyo threatens gridlock in Michoacan if Hippolito is found guilty
