Knowing He'd Be Murdered By Hitmen, Officer Asked Friends to Donate to Animals Instead of Buying Funeral Flowers, Sonora

"HEARST" for Borderland Beat

A municipal police officer was shot to death while he was in a park in Emplame, Sonora. A message he left on his social media shows that he may have seen his death coming.

The Murder in the Park

Monday, August 8, was police officer Manuel Alejandro Ibarra Vizcarra’s day off from work and he chose to spend it riding his bike through the downtown parks and central square of the coastal city of Empalme - the same city where he worked.

The 37 year old officer took a brief video of a park’s scenery and monuments. He then posted it to social media. The video can be seen below.

Shortly after the posting, at approximately 7:00 pm, a number of cartel hitmen rolled up beside Ibarra in their vehicle and shot him multiple times. He crumpled down onto the sidewalk, still entangled in his bike and bled to death shortly after the shots ceased.

The officer was gunned down while he was riding through the centrally located Tinaco plaza, in a busy downtown section of the city. Many civilians were milling about nearby and the shooting caused them to panic and duck to find cover.

By 7:30 pm, a civilian reported the shooting to the emergency phone line and officers were sent to cordon off the area. Forensic experts processed the evidence and the state Attorney General’s Office (FGE) has opened an investigation into his homicide.

The Events Prior and The Context

On July 21, 2022, Manuel Alejandro Ibarra Vizcarra made a public request on his social media. In a Facebook post, he told his friends and family that if he should die, he’d like them to not spend money on flowers for his funeral but instead spend that money on dog food and donate the kibble to animal shelters.

Officer Ibarra Vizcarra was known as an animal lover. Social media photos posted by others show that he saved an injured dog, carrying him in his arms, during a police operation.

Ibarra Vizcarra was also a frequent supporter of his local animal shelter, often donating food to it, however he was very discreet about it and he never posted about his donations on social media. It was instead the animal shelter itself which took to social media to highlight the kind donations that Ibarra Vizcarra and his girlfriend often made.

Just five days before Ibarra was killed, his police department in Empalme got a new police commissioner, named Luis Ángel Flores Estrada.

Commissioner Flores Estrada was previously a Navy Captain. His appointment to the head of police follows a tradition within the southern Sonora region wherein Navy leaders are brought into positions of law enforcement as part of a larger attempt to clean up these departments from narco corruption.

As an example of this movement, see Navy Frigate Captain Cándido Tarango Velázquez who became police commissioner of Cajeme in November 2020. Or Navy commander Andrés Humberto Cano Ahuir who was installed as the police commissioner of Guaymas in August 2019. Both of these men were later surrounded by scandal and accused of working for Sinaloa Cartel’s Los Salazars.

Empalme is believed to be mainly controlled by the Caborca Cartel subgroup “La Plaza”, which is allegedly led by Francisco Javier Espinoza Camacho, aliases “El Picipi” and “El Fino”.

    6. Uh. I don't know how to break this to you but the Caborca Cartel owns a decent chunk of Sonora and they fight to the death against certain CDS groups in the state.

So no. CDS does not own Sonora. This literally happened in Caborca Cartel - La Plaza territory.

    7. @10:31 That's easy to say, especially by USA/Canada standards. It's really difficult to do in Mexico, where large families frequently reside in the same town or house. He moves, they kidnap or kill a relative or his girlfriend instead. Seems to me like he was willing to sacrifice his life in order to save loved ones. Just speculating.

    9. @1:41 oh I'm sorry for trying to place the blame of this killing on a cartel that kills innocent priests and kidnaps 13 year old girls for a boss pleasure like they did in Guachicho Chihuahua I think about a month and a half ago.

    10. 9:49 I'm aware of that and that's why I did not mention cds. I mentioned sinaloas, which include caborca cartel. Where do you think the main players for caborca cartel are from? Not Sonora

    11. Caborca cartel is made up of family from Caro quintero. Where is that family from?

That's the reason I say same shit different toilet.. it's a bunch of sinaloas in that state murdering, kidnapping and disapearing many young pretty women and flooding the state with drugs.

  4. The Rules Of Civil Procedure are written AND unwritten. The latter applies to criminality - do it well, with 'respect' - no killing of innocents of which this police officer was + combined with his benevolence for animals.

The person(s) who killed officer Vizcarra has also harmed his loved ones and beautiful animals; hence betraying the Unwritten.

    Punishment BLOOD EAGLE.

La(s) persona(s) que mataron al oficial Vizcarra también dañaron a sus seres queridos y hermosos animales, traicionando así a los No Escritos.

    EL CASTIGO ÁGUILA DE SANGRE.

    1. We have no idea what this man was like. Being sentimental about animals is not always a sign of compassion- often its the opposite- a man who loves dogs might have no compunction about torturing a man to death, cos ''no dogs ever betrayed me''. I'm NOT saying, for a second, that this man was anything, because I have absolutely no idea other than the fact he was brutally murdered. Just that trying to add more sympathy to the story because he liked dogs? Come on..

  7. Wonder how much the sicarios got paid to kill him. Very tough with guns, killing a person by surprise. They should just kill criminals running around like they do in Brazil.

Don't the U.S. special forces kill our nations enemies by ambushes slash surprise also?
It's part of their routine training from what I understand.

  8. @9.21. It's a bit more complicated than that dude. Sinaloa don't control Sonora. Its been chaotic as fuck in Sonora for so long. If it was as simple as a single mob doing that then it's much more likely to be La Plaza.

    2. Sinaloas control Sonora. They control the cops, they also have the politicians in their pockets and they sell drugs without no interference.
The local people are all drugged up to even care. I've been 8n many cities and small towns in Sonora and its the same.
Plus the guys want to be sinaloas.
Not saying it's bad, not saying it's good, but it's what it is.
You can argue all day but the fact will be the same.
