After a discussion that lasted more than 12 hours, the proposal promoted by President Andrés Manuel López Obrador was endorsed by the legislative majority of Morena, the Labor Party and the Green Party. By agreement of the parliamentary groups, two votes were cast. The first contemplated the three articles of the initiative, as well as the transitory ones, which resulted in 264 votes in favor, 212 against and one abstention.
The second vote, referring to the Law on Promotions and Rewards of the Mexican Army and Air Force, in matters of the National Guard and Public Security, obtained 451 votes in favor, 23 against and one abstention. The initiative aims to give operational, financial and administrative control of the National Guard to the Ministry of National Defense.
However, this police force would continue to be assigned to the Secretariat of Security and Citizen Protection to preserve its civilian character, although operated by the Army. The Mexican president has pointed out that, when the military have violated human rights, it is because they received instructions from the civilian command, referring to previous presidents. He trusts perhaps candidly that, in the future, whoever occupies the Executive will not order the commission of such profusely documented crimes in Mexico and in the world.
In addition to the above, the announced agreement to transfer the National Guard to the Sedena is contrary to the Constitution. There is no ambiguity in this, the Magna Carta defines the National Guard as an organization of a civil nature and also establishes that this dependency will be subordinate to the Ministry of Public Security. No presidential agreement could be above this double mandate without violating the democratic order. In addition, the National Guard law orders that this police force be a "civilian public security institution, attached as a decentralized administrative body to the Secretary of Public Security."

Internal Affairs needs to be up and running, the military and police can't be left to their own devices, they have never failed at being corrupt.
