Notable Figures: Cárteles Unidos Part I - Los Viagras and La Nueva Familia Michoacana

Cárteles Unidos
The 2017 formation of United Cartels (Cárteles Unidos, CU) is detailed in the article The Security Strategy in Michoacán, which was published by Nexos and written by Eduardo Guerrero, a partner at Lantia Intelligence. 

The article reports the Sinaloa Cartel (Cártel de Sinaloa, CDS) formed Cárteles Unidos, which is an alliance of local cartel organizations and supposed self-defense groups, with the express purpose of utilizing them to confronting their rival, the Cartel Jalisco New Generation (CJNG). In exchange for fighting their rivals on their behalf, the CU would be promoted and financed by CDS families such as the Zambadas and the Coronels. The degree to which the Sinaloa Cartel is still actively involved in the CU in 2021 is unclear although there are persistent social media rumors of CDS funding certain elements of the CU. 

Developing the List of Groups and Subgroups
The list of CU groups derives from the article The Security Strategy in Michoacán where Eduardo Guerrero details that Lantia Intelligence registered, as of the first quarter of 2021, four major groups which fall under the Cárteles Unidos umbrella in the state of  Michoacán, which are:

1) La Nueva Familia Michoacana (LNFM)

For Notable Figures purposes we will expand on Lantia’s list. La Silla Rota reports that according to the Attorney General's Office (FGR) there are two groups of Knights Templars (CT) operating in Michoacán currently: one group centered around El Tena and one group centered around El Gallito called "Guardia Michoacana", a part of the CU. Los Tenas group also appears to be a part of the CU. (Source, Source)


Los Pulidos group that Lantia Intelligence refers to is based out of Huahua in Aquila municipality. But of note, in addition to fighting the CJNG, Los Pulidos has also been known to fight against other CU groups such as CT Los Tenas, allegedly killing Tena’s brother El Chuy Playa. They now appear to be protected and/or merged with a group led by Germán Ramírez Sánchez, alias “El Toro”. (Source, Source, Source)  


Other groups such as the LFM group associated with José Pineda González “Don José” and Medardo Hernández Vera “El Mantecas”, as well as the LFM group associated with El Pez appear to be in an alliance with the CU but whether they belong within the CU is unclear. (Source) The Don José La Familia Michoacana (LFM) group appears to still have a presence in Michoacán; however, El Pez group appears to largely hold power in areas outside of the state of Michoacán, in places like the State of Mexico. (Source, Source, Source) So for now only the Don José group will be added to the Michoacán CU category. 


Another CU group not mentioned in Lantia’s report that is known to be active in Michoacán is Los Revueltas, a group led by El Chirrius (Source). This group notably was said to have issues with Adalberto Fructuoso Comparán Rodríguez alias “El Fruto”, who frustratingly is described by almost every publication ambiguously as “the leader of the Carteles Unidos” with no further specificity to group or subgroup. This leaves us with the work in progress list below. Only the last three groups have been given a specific shade of green due to their history fighting against other groups within the CU and therefore there is a need to distinguish them.


"Carteles Unidos Part I" will only cover "La Nueva Familia Michoacana" and "Los Viagras". Other groups will be covered in articles to follow.

The Viagras, the Sierra Santana Brothers' Clan and Their Trail of Blood in Tierra Caliente

The Viagras cartel, founded by the Sierra Santana brothers, is one of the most feared criminal organizations in Michoacán.


Founded by the Sierra Santana brothers in the heart of Michoacán's Tierra Caliente region, the Viagras Cartel is one of the most feared criminal organizations in the country. It has even been classified as a "terrorist" organization by the current United States government.


The Viagras emerged between 2013 and 2014 as a splinter group of Michoacán's self-defense groups, which were born to confront the subjugation and abuses of the Knights Templar Cartel.


Initially, these groups were supported by the federal government to combat the Knights Templar. However, over time, many of these groups evolved into criminal organizations, and the Viagras were no exception.


Their name comes from a nickname related to one of the brothers' excessive use of hair gel, which drew comparisons to the erectile dysfunction pill.


In December 2014, the Viagras took control of the municipality of Apatzingán, sparking a confrontation with the Federal Police on January 6, 2015, which left 10 civilians dead and 21 wounded.

Nicolás Sierra Santana, "El Gordo" or "El Coruco", leader of the Los Viagras Cartel.


The Sierra Santana brothers are considered the founders and main leaders of Los Viagras. Nicolás Sierra Santana, "El Gordo" or "El Coruco," has been identified as the cartel's main leader.


However, intelligence reports place Rodolfo Sierra Santana, "La Teresa," as the true leader of the criminal group, and he has maintained a lower profile.


Rodolfo Sierra Santana was identified in a video published in 2013, in which he appears meeting with Servando Gómez Martínez, "La Tuta," the detained leader of Los Caballeros Templarios, for whom he worked as a hitman for his group.


Unofficially, reports indicated his presumed death in an ambush in May 2024, although this information has not been officially confirmed.


Daniel Sierra Santana, known as "El Chaco," was identified as a cartel boss in Tumbiscatío and allegedly died in January 2024 after stepping on a mine, according to local reports.


Juan Carlos Sierra Santana, known as "La Sopa," was identified as a cartel boss in the Bajío region of Michoacán and served as the leader of one of the armed wings of Los Viagras, La Nueva Familia Michoacana. He died in a confrontation with the CJNG in 2019.


Gabino Sierra Santana, known as "El Ingeniero," is currently a fugitive from justice, but was reportedly arrested in security operations in 2018 and 2019.


Key Operators and Leaders of the Viagras Cartel


In addition to the Sierra Santana brothers, founders of the Viagras Cartel, the cartel has a hierarchical structure that includes several key operators and leaders, including Heladio Cisneros Flores, known as "La Sirena," who is presumed to be the actual killer of the self-defense group's founder, Hipólito Mora Chávez. La Sirena is identified as a high-ranking operative linked to the group.


Also identified is César Alejandro Sepúlveda Arellano, known as "El Bótox," leader of the Los Blancos de Troya Cartel, a group that operates as the armed wing of Los Viagras, primarily in Cenobio Moreno, Apatzingán municipality, but which extends its activities to Buenavista and Tepalcatepec.


Iván García Salgado, “El Ratón,” who was identified as his second-in-command and arrested in operations in 2018. Omar Faburrieta Pérez, “El Gordo,” was arrested in operations in 2018 and 2020.


The aforementioned have been key to the cartel's operations, participating in activities such as extortion, drug trafficking, and clashes with other criminal groups.


Territory and Criminal Activities of Los Viagras


Los Viagras operate primarily in the municipalities of Apatzingán, Buenavista, Tepalcatepec, Tumbiscatío, Uruapan, Jacona, Zamora, and Sahuayo, although intelligence reports indicate that their influence also extends to the states of Guerrero and the State of Mexico.


Among the criminal activities they are accused of include drug trafficking, particularly methamphetamines, fentanyl, and heroin; extortion of agricultural producers, especially lemon producers, and local businesspeople and merchants; as well as murders linked to disputes with other groups aimed at consolidating their power in the region.


The use of minors and women as human shields in confrontations, as well as in roadblocks and demonstrations, has also been reported, in what authorities refer to as the criminal group's "social base."


Alliances and rival cartels of Los Viagras


Los Viagras have established various alliances and rivalries with other criminal groups. Among these alliances are cells operating for them, such as the Nueva Familia Michoacana; the Blancos de Troya; and the Guardia Michoacana. At one point, they belonged to Cárteles Unidos, a group that brought together criminal associations from the states of Michoacán, Guerrero, and Guanajuato to combat the Jalisco New Generation Cartel (CJNG), with whom they established an alliance in August of last year.


At one time, the Jalisco New Generation Cartel was their main rival, with whom they maintained a dispute over criminal operations in several regions and municipalities across Michoacán. However, they are currently allies in the fight against the United Cartels, a group that, in the state, includes the Tepalcatepec Cartel, led by Juan José Farías Álvarez, known as "El Abuelo Farías," and the Reyes Cartel, headed by Alfonso Fernández Magallón, known as "Poncho La Quiringua," and Luis Enrique Barragán Chávez, known as "Güicho de Los Reyes" or "El R5."


In addition to the United Cartels, Los Viagras also compete for criminal operations in Apatzingán against the remnants of the Knights Templar Cartel. Although they were initially allies, they currently act as rivals.

Juan Carlos Sierra Santana, leader of Los Viagras shot dead in confrontation

Juan Carlos Sierra Santana, La Sopa, one of the seven brothers that heads the criminal organization Los Viagras ( Otis: also see Fuerzas Rurales Michoacan), lead by El Gordo Santana, was taken down Sunday afternoon during a confrontation with antagonistic groups in the limits of this town and Buenavista, informed sources from the SSP and the Army.

La Sopa was killed by wounds sustained by bullets. The confrontation was reported by the authorities, but the local Police did not intervene. At the site of the confrontation hundreds of rounds, rifle magazines, rifles, 40 mm grenades and tactical equipment was confiscated.

Ivan Margarito Esquivel Garcia, El Terry or El Terrible, cell boss of the CJNG that operates in the Colima region of the Tierra Caliente, Michoacan, was detained by elements of the investigation agency of the PGR.

The subject, identified by authorities as violent and dangerous, has been alleged to be responsible for the homicides of agents of the PGR in Colima, as well as the execution of Carlos Sierra Santana, La Sopa, leader and founder of the criminal group Los Viagras on the 4th of March on the outskirts of the towns of Agulilila and Buenavista in Michoacan. Tuta Complains Americano and others Owe him big time

Servando Gomez Martinez, "La Tuta", is once again reaching out to the public to share his woes.  His beef this time is with the  former Buenavista autodefensa group.

The former group known as "H3" is the most controversial autodefensa group, as many in  the group were made up of so called "former" Templarios. Many are now "Rurales" working for the government.

Luis Antonio Torres, aka El Americano, was the Leader/Coordinator of Buenavista (H3) including all the communities in Buenavista.

Originally, autodefensas labeled each group who raise arms with a "H" and a sequential number.  H1 was La Ruana, headed by Hipolito Mora.

In the video Tuta asserts that members of the Buenavista "community police", owe "The Company" (Caballeros Templarios) a large amount of money

In the 51 second recording, Tuta says that, among others,  'comunitarios' (community police) such as, Luis Antonio Torres, aka "El Americano", H3, now has a leadership role in the government controlled "Rurales" group, and Adalberto Fructuoso Comparan, aka "Fruto" former mayor and founder of the Aguililla self defense forces, owes the cartel money for drugs or cash loans.
Americano  has always maintained a close personal and business relationship with the seven Sierra Santana brothers, the founders of "Los Viagras", the first splinter group of  Templarios.  After they splintered, Viagras and Tuta came to a working agreement.

Last fall a video surfaced in which Tuta is giving an ultimatum to Carlos Sierra Santana for not abiding with the conditions of the agreement encroaching on territory of Templarios.  In the video El Americano appears.
What Tuta apparently did not know at the time, is that Viagras broke their agreement with Templarios and had allied with CJNG and Mencho.  Carlos and his brother Mariano are the premier leaders of Viagras.


Viagras had discovered that Mencho had both the federal police and some former community police on the payroll allowing him to conduct business at will, that was enough to compel the brothers to jump ship.

Based out of the Huetamo area, but when they joined CJNG they began operating in  the Coastal Sur area of Guerrero.  They conduct most of the kidnapping and killing in the area and is said to take care of Mencho's "dirty work".

Dr Mireles says the Viagras are a very dangerous group, they have no loyalty and are even more brutal than Templarios.

El  Gavilan, jefe de plaza of Petacalco (CJNG), Guerrero, was recommended for the position by the Sierra Santana brothers.  Gavilan was blamed,  via a Guerrero banner, as the perpetrator of the Harry Devert kidnapping.  He and/or his lieutenant El Tigre.   Galivan hung banners disclaiming the crime.  However, the brutal crime was done, no doubt, at the direction of Mencho by either Viagras or Gavilan, or in coordination of both.

The Sierra Brothers are Godsons of El Chango Méndez, leader of La Familia Michoacana.  Some of the LFM cells are now with Los Viagras.

Self defense groups were split into two groups, one is the coastal group led by Dr Mireles.  The other group was led by Americano, Cinco and Smurf.

It was the Americano group that "allowed" reformed narcos to serve in  self defense groups.  

The coastal group of municipalities have the reputation of being clean.  It was in one of those commuities, La Mira, where  Dr Mireles, coordinator for the coastal groups, was arrested.

Purportedly, Americano now has control and operation of many of  the drug labs in Michoacan.  

When he is not fighting crime with the  Rurales, of course.

Tuta mentions yet another video,  with "Denisse Demerck", (I am sure he mean Televisa's Denise Maerker) .  In the  video, he says he speaks a little about "Fruto", " I was asked about him, and I answered I was not the person to ask, because they will say I am speaking bad about him, or to have attention drawn to him. to make him look bad for several situations that have occurred. 

He continues, "But I am going to tell you something, "La Mami", who was police in La Ruana, who owes a lot of money to the company. "

"And, he owes drugs to almost all of the boys."

"El Americano from Buenavista owes us a lot of money. "Fruto" was loaned cash. I don't know if that was the reason or whether that was the real difference with "Tena". I know that he has said he has a lot of respect for us", La Tuta points out. 

He asserts that Maerker does not dare broadcast the video because  because "She's  Televisa, one of the government networks and they don't want to expose the situation."

Several months ago, the Federal Commissioner for Safety for Michoacan, Alfredo Castillo, said that "La Tuta's" arrest would be the icing on the cake for the Federal operation that was undertaken in Michoacan.

The government official insisted Tuta's capture "would take place"..

That is yet to happen
