Colombian President Assures that Drug Traffickers Who Do Not Negotiate, Will be Extradited to the US

President Gustavo Petro revealed points he addressed with the United States Government delegation regarding narco-trafficking.

Both Colombia and the United States have had differences regarding the drug policy that Colombia will assume now that Gustavo Petro has been elected president. For that reason, Petro proposed to the North American nation the extradition of drug traffickers who are not willing to negotiate.

"We proposed that drug traffickers who do not negotiate with the State will be extradited, drug traffickers who negotiate with the State and re-offend will be extradited without any type of negotiation in the United States," Petro explained. In this sense, those involved in the illicit business would acquire legal benefits only if a dialogue is established and they will not pay a sentence in the North American country.

"A drug trafficker who negotiates legal benefits with the Colombian State and definitively stops being a drug trafficker, will not be extradited," he added.

Despite this proposal, the president maintained the position he had expressed since his inauguration on drug policy. Petro gave the order to "end a negative policy in relation to drugs that is to fumigate peasants, to impose themselves on peasants to forcibly eradicate crops."

The head of state explained his drug policy: “The indication I have given is to revive the PNIS, which was a process of dialogue that must now be strengthened between the State and the Colombian coca-producing peasantry.” For the progressive leader, peasants are geographically marginalized in the country and it is necessary to build crop substitution alternatives. For this, it would be essential to include "land substitution" and "agro industrialization processes of new crops." Without that, it would not be possible "to achieve the returns that coca paste leaves, which is what comes out of the peasant house," said Gustavo Petro.

The president explained that in total there were four points that were addressed in the meeting with the delegation; however, he did not mention what other proposals or agreements were reached with the US government during this week. Therefore, since day one of the Petro government, changes and agreements have been announced on the strategy to combat all fronts of this problem. Two of these were released on August 23.

New Strategies in Colombia

The Director of the National Police, Henry Armando Sanabria Cely, announced that he had asked the National Agency for Environmental Licenses (ANLA) to stop studies with which it was intended to meet one of the requirements of the Constitutional Court in order to to be able to restart the aerial fumigation with glyphosate, which had been promoted by the government of Iván Duque and which goes against what was signed in the peace agreement between the government of Juan Manuel Santos and the extinct FARC, which specified the importance of doing the eradication manually.

The United States government announced its financial support for projects that seek to provide care to addicted people from prevention and health care: “The US launched three programs of great benefit to Colombia, aimed at strengthening the capacities of addiction professionals to improve treatment in this area and implement good practices to prevent consumption,” emphasized the government of the United States.

In this same line, another of the announcements made by Colombia is related to the conception of the growers, in this aspect, the government will seek to support the transits of those who take advantage of the projects to carry out manual eradication and change coca crops for another agricultural product. Officer Sanabria assured El Tiempo in the fight against drug trafficking, the institution seeks to "guarantee that people who owe less on this issue of drug trafficking are not affected and advance decisively against criminal networks."

Despite the fact that the government is seeking regulation as an alternative, it has been clarified that it will not legalize cocaine. The Minister of Justice, Néstor Osuna, explained what changes are being made, but denied that the government plans to legalize this drug and clarified that what is intended, among other changes, is to centralize the fight against drugs more in the criminal structures that commercialize the drug than in growers.

From the Congress of the Republic, the official of the first elected leftist government in the country pointed out that “cocaine is not going to be legalized. If there has been any information that could have been understood in that sense, it must be clarified, cocaine is not going to be legalized in this government.”

And he added: “The persecution, the police apparatus, and state judges will try to focus on the structures of drug trafficking, mafias, money laundering and will focus on public health and economic survival for consumers. and for the cultivating peasants”.

  1. It will be very hard to convince someone who grows coca plants to grow coffee plants instead, for 50 times less profit.
    The coca plant only grows in Peru Boliva and Colombia and maybe Venezuela .However Bolivia and Peru dont seem to have many problems with Cartels .

      The new Colombian president isn't going to war with the narcos. He wants to make peace with them. This is a failed policy as can be seen by what happened with the FARC peace deal.
      With the FARC peace deal, everyone that wanted out was given a free pass for murders, rapes, kidnapping and other crimes that they committed. The ones who wanted to stay in only gave the same organizations new names and continued with their criminal activities. The same can be expected from this president's efforts.
      The threat of extradition to the U.S. is a very powerful tool. You have to remember that Pablo Escobar spent millions creating a political movement in Colombia in order to fight extraditing criminals to the U.S. because being extradited to the U.S. was his biggest fear.
      Almost all drug traffickers in Colombia fear extradition to the U.S. because they can't pay off the judges and are treated the same as everyone else in prison. Pablo Escobar called being extradited to the U.S. being put into the "iron coffin".
      The drug traffickers have no say in extradition. If Colombia wants to extradite traffickers, they most likely will be extradited.
      This president was a member of one of these guerilla groups in the past. His efforts will only give a bunch of criminals a free pass and frustrate U.S. law enforcement efforts.
