President of Mexico Justifies Release of Rafael Caro Quintero

Mexican President Andrés Manuel López Obrador (AMLO) on Wednesday justified the 2013 ruling that freed Rafael Caro Quintero, one of the drug traffickers most wanted by US authorities, despite the fact that Mexico's Supreme Court of Justice later ruled that It was a mistake.

Caro Quintero was serving a 40-year sentence for the murder of DEA agent Enrique Camarena, perpetrated in 1985 when he was released, and since then he appears to have resumed his role as a drug trafficker. The kingpin is at the top of the DEA's most-wanted list, with a $ 20 million reward being offered for his capture.


On Wednesday, López Obrador said that the legal recourse that led to the release of Caro Quintero was "justified" because no sentence had allegedly been handed down against the kingpin after 27 years behind bars. The president also mentioned a subsequent arrest warrant as an example of the pressure exerted by the United States.

"Once he leaves, to look for him again because the United States demands that he should not have been released, but the legal protection proceeded," said López Obrador. Jesús Ramírez, spokesman for the presidency, said that López Obrador "only pointed out that it is a legal aberration that the judge has not sentenced Mr. Caro Quintero 27 years later ... but he did not defend his release."

There was a verdict, but an appeals court in Mexico initially decided that it had been handed down by the wrong judge. In August 2013, the appeals court overturned Caro Quintero's 40-year prison sentence for the murder of Camarena and a Mexican government pilot. The panel alleged that a state court should have heard the case, and not a federal one, and ordered his immediate release from a maximum-security prison.

Months later, the Supreme Court of Mexico annulled the order that released him, stating that Camarena was an agent of the US government and, therefore, his murder constituted a federal crime, adding that he had been properly prosecuted. An arrest warrant was issued against Caro Quintero, who has been in hiding since his release. His release, carried out overnight, upset the US government and surprised Mexican prosecutors, who were notified hours after it was carried out.

It's a complicated matter for López Obrador, who has publicly pointed out that the Mexican government is no longer interested in stopping drug lords. In 2019, López Obrador ordered the release of Ovidio Guzmán, son of drug trafficker Joaquín “El Chapo” Guzmán, to avoid bloodshed.


Even if the president was misinformed as to why Caro Quintero was released in 2013, more than five years before he took office, what happened on Wednesday seems to illustrate how unimportant the case or the search for the kingpin is for the Mexican government, even though it continues to be a priority for the United States.

Recently, the court rejected Caro Quintero's motion to dismiss the judge in US extradition request, as reported by Borderland Beat.

Since his release, Caro Quintero has allegedly formed alliances with other drug cartels and has established operations in the northern state of Sonora, apparently to take territory away from the sons of "El Chapo" and the Sinaloa Cartel.

  1. I blame Calderon for all this mayhem and chaos and violence and murder. If he did not start the war on drugs and released the military a lot of this would not be happening. It would’ve been business as usual, settling of scores, some violence here and there but nothing of this magnitude. Man did he cause chaos within cartels and fragmented these cartels into sub groups and offshots. The cartels had no choice but to militarize their conflict in an open war with the government and their rivals. Arresting and killing top bosses only caused more ruthless violence and created huge vaccums to be filled. Groups breaking up, everybody fighting for the top spot. Don’t they realize getting rid of the big dogs only will cause more problems, death, and destruction????

    2. Yes sir. You had/have these bosses that kept everything in check, ruled with a iron fist, and kept things at the minimum. Now, you have these younger, newer generations that come up more ruthless, more crazier and more violent trying to be the boss. I also blame the government for unleashing the war on them and killing and/or imprisoning, extraditing the top capos and choosing sides which then caused more violence and dysfunction and war. People who once worked together under one umbrella now with no boss broken into bunch of different smaller groups fighting each other for control and that is just one area and cartel. Now take in consideration few big cartels fragmenting into smaller groups all across MX on top of having open wars with each other and militarizing the conflicts, disaster. It made no sense what they did with the main bosses across all the cartels they just made it worse. You’re absolutely right with Mencho. If they hadn’t killed Nacho, Mencho would not be what he is today? No? Now, getting rid of him I can’t imagine the breakaway violence and people underneath him fighting for his spot, breaking away with their own group on top of still fighting other cartels, the government. I mean look even with mencho as boss you had people break apart and create their own group and gave them a good fight (El cholo) now imagine once mencho is captured or killed. Destruction.

      Plus now you have the narco lifestyle, the military look, convoys, equipment imbedded into society and the younger generation. That shit is popular now and everybody wants to be a sicario or commander and dress up in military fatigues, big guns, armored trucks and bulletproof vest with 100 more gunmen behind them. I don’t know if it ever will be completely eradicated at this point. Too much blood was spilled on every side. Vicious cycle of the same thing over and over and over.

      The U S. does not care how many Mexicans die in this war on drugs so as long as drugs don't reach precious Americans. Of course we all know that drugs still make it into the country but nobody and their parents here in the U.S. really care how many Mexicans or other people die either way. If they cared the strategy for drugs would have changed years ago.
      Except for Sinaloa where the U.S. wants to leave that cartel intact of course which is why all big time leaders from there are still living free except for Chapo of course.

    6. Calderon was only an enhancer of a virus that was already coming. I believe he accelerated it. The biggest consequence was in Michoacan when he sent the the first military troops for his message to the cartels and over a personal difference with the stubborn governor of Michoacán. La Familia Michoacana was already having conflict within its members. Now this action caused fracture but internally cartels would have still destroyed each other. As they always do for their greed. Inject the government and you just have that result come faster. Bosses weren't arrested only in Calderon's administration. It happened many times before him. There are those who will always want more, in Mexico no crime union lasts

    Now if DEA wants him for drug trafficking that was not the reason for prison time and extradition.
    I mean why should Mexico give away one of it's citizens to be forever locked up in the U.S. while U.S. citizens are concidered mental cases for commutting mass murders in the U.S. for example and receive way less harsher sentences at far safer prisons?

  5. AMLO has every right to dismiss U.S request. U.S agencies go into foreign countries and destabilize entire regions. These special interests groups benefit at the cost of other nations security. If Americans are really interested in helping out their southern neighbors than maybe they need to consider paying more for their imported goods. Latin Americans need sustainable wages, just like Canadian and American laborers and professionals.

    1. Agreed. Camarena wasn’t just one DEA agent murdered—he was brutally tortured. He was set up. Lying in wait is punishable in the US by capitol punishment. He had much worse done. The US doles out capitol punishment to American offenders for less egregious crimes. Why should Quintero get a pass?

      And let’s be clear here: he didn’t serve real time. These guys avoid US extradition because thats real prison. They can’t even man up and do their time. They just was pay their way with their fake prison sentences in Mexico. That’s fundamentally weak and shows the inherent fragility of most cartels’ organizational structure. The Mexican mafia—not exactly angels but in the years I’ve cared for inmates behind bars as a doctor, I’d say there is a code that’s followed—you do the crime, expect the time. Everyone knows what happens if you kill an officer. You can’t run from that. And you can’t buy you’re way out. Its futile to think that will change. Certainly not for Quintero.

      We all know that. In fact, he did so well over 27 years “behind bars” that he could find his childrens’ very luxurious lifestyles as international equestrians. The fact that he was allowed to walk out let alone not expedited is a disgrace to Kiki, his memory, and his family.

      AMLO is interested in one thing: to protect himself. I’m sure he’s working both sides of the aisle.
