CJNG will not be affected by the detention of La Jefa

Translated by Otis B Fly-Wheel for Borderland Beat from a Zetatijuana article

Subject Matter: CJNG, La Jefa, Rosalinda Gonzalez Valencia
Recommendation: No prior subject matter knowledge required

After the arrest of the wife of "El Mencho", federal authorities focus their sights to stop the leader of the Cartel Jalisco Nueva Generacion. They also went for the daughter, Jessica Johanna, considered the marketing brain of the criminal organization. The training of former Guatemalan kaibiles and Colombian paramilitaries of the CJNG is not new. The expansion of the criminal group through "Los Cuinis" has reached Spain, Russia, Italy and Germany

Reporter: Zeta Investigations
The arrest of Rosalinda González Valencia "La Jefa", wife (or former wife) of the alleged drug trafficker Rubén Oseguera Cervantes aka Nemesio Oseguera Ramos "El Mencho", leader of the Jalisco Cartel Nueva Generación (CJNG), was not violent, but expected and brought about the normal media circus.

The video captured and broadcast on Saturday, May 26, after the capture of the woman of Michoacan origin, showed the tranquility with which she handled her arrest and the way in which she was informed of the arrest warrant that was against her. Zero violence, no violation of the fundamental rights of the detainee, except the videotape itself.

Rosalinda had just been notified on May 21, in the amparo trial 286/2018, by the Third District Court Judge of Amparo in Criminal Matters in Mexico City, that 18 criminal trial district judges of the traditional mixed system and six of the New Justice System in Mexico City; as well as nine specialized district judges in Puente Grande and two from the Nuevo Sistema in Jalisco, had denied the existence of a warrant.

Also the Federal Ministerial Police and the General Commissariat of the Federal Police, denied having any judicial order to serve against Mrs. González Valencia.

The result of the "act that claims, does not exist", received during the last three years in at least half a dozen lawsuits, which could have lead to Mrz Gonzalez Valencia trusting that she wouldnt be arrested before promoting a new trial of guarantees. A federal judge issued the arrest warrant on May 23.

Versions that state police of Jalisco were required by the CJNG to prevent the capture of the defendant at the hands of the Secretary of the Navy, have not found any supporting evidence, for now. Governor Aristóteles Sandoval Díaz assured that there was a police presence in the area because, through the emergency number 911, the kidnapping of a woman was reported, but no attempt was made to hinder the arrest.

The detainee was placed at the disposal of the judge who claimed her arrest inside the Federal Center for Social Readaptation Number 16, in Coatlán del Río, Morelos, where the accused, for the crimes of organized crime and operations with resources of illegal origin, claimed in a Amparo, which was incommunicado. A federal judge granted her the suspension of the act demanded so that she could meet with lawyers and relatives.

By the way, the daughter of Rosalinda and "El Mencho", Jessica Johanna Oseguera González, also  to be captured by the sailors in the municipality of Zapopan, however, the young woman was not at that time with her mother. Johanna is considered the "marketing brain" of the organization; is the sister of Rubén Oseguera González "El Menchito", currently held in the maximum security prison in Puente Grande, Jalisco.

MILITARY STRATEGY

Aristotle Sandoval confirmed that among the members of the CJNG, there are South Americans and Central Americans with military and paramilitary training. At least five years before, the intelligence agencies documented it. In that time, camps have been found in which military hitmen and other elements of the criminal group were trained with military strategy.

"People who have had practice and especially training in the guerrilla and even military, are those who have been hired to train their people; in the arrests we have made and especially the places we have intervened in, in the camps where these people are trained, we have of course found a record of people coming from Colombia, "the president said.

What is expressed by Aristotle is not surprising, because after the shooting down of the helicopter of the Mexican Air Force, on May 1, 2015, in Jalisco,  It had also been shown in the ambush of the 15 elements of the Mando Unico, in the municipality of San Sebastian del Oeste. The members of the CJNG received military training from former kaibiles, Colombian paramilitaries and an American marine.

In 2017 alone, state authorities dismantled four camps in the municipalities of Tala and Teuchitlán. This cartel cell, which recruited new assassins with deceit, forcing them to join the ranks of the organization under threat of death for them and their families, was classified as the most bloodthirsty. In the villages of Navajas and Ahuisculco, in Tala, four people reported as missing and four others who had been in captivity for one month were rescued.

The deception was that the new members of the CJNG believed they had found work - through social networks - as pollsters, escorts, private security elements or policemen. They warned their relatives that they would move to Tala to get a job and they would not see them again. A man of Honduran nationality tried to pass himself off as "kidnapped" but was arrested on discovering that he was one of the trainers.

In the camps there were items for training in the use of weapons and combat and defense tactics. It was then considered that the training cell was the one that acted in the ambush and murder of four soldiers in May 2014, in Huachinango, Jalisco, who wanted to stop the activities of the huachicoleros that operate for the CJNG.

In those same days, a report by the Center for Investigation and National Security (CISEN) stated that the criminal group headed by "El Mencho" used explosives such as those used by the FARC in Colombia. According to the CISEN, the Jalisco cartel manufactured a bomb known as "potato", homemade, unstable and deadly. The official report stated that the Mexican cartels, in addition to drugs and weapons, obtain from international organizations, strategies for their development.

EXPANSION

The territorial advance of the cartel is not limited to 22 federal states, it has also grown internationally, according to data that is found in reports of dependencies of the Security Cabinet and in investigation cases in the common jurisdiction and in the federal sphere.

The efficiency in the treatments, the acquisition of drugs, chemical precursors, transfer, sale and distribution, are due to the strategies followed by the criminal organization of the 16 González González brothers, "Los Cuinis", originally from Aguililla, in Apatzingán, Michoacán , related to Rubén Oseguera González "El Mencho", for the marriage that he contracted in 1996 with Rosalinda González Valencia.

According to reports, the CJNG is composed of two important sectors. The first is an armed group that racks drugs, aligns rival organizations, collects extortion payments and has halcones, vendors, sicarios and all the elements necessary for the business to function operationally. As well as a second group of a financial nature, which is managed by "Los Cuinis" for the financing of shares, investments and money laundering, in which men negotiate outside the country and women are in charge of the management of real estate companies. , tourist areas and restaurants.

The CJNG is not excluded from trafficking with any type of drug, both the one that it buys from abroad, and the one that it makes in its own laboratories, based mainly in Michoacán, Jalisco and Nayarit. Cocaine arrives from Colombia, Peru and Bolivia, primarily to the Port of Manzanillo, Colima, inside cans of tuna or stuffed fish; revealed a protected witness a couple of years ago. Another part of the cocaine goes directly from Colombia to Europe, but "billed" by the Mexican cartel.

The group that founded its roots in the old gang of "Los Valencia" in Michoacán, and was baptized as the Millennium Cartel after the US operation that had that name in 1999, has people in various countries of Central America, such as Nicaragua and Panama , where they arrive, via Costa Rica, the shipments sent from Colombia.

For the operators of the Jalisco Cartel, it is not necessary for the drug to reach Mexico, since direct shipments to North America and other European nations are made with various buyers. Witnesses and detainees have pointed out the presence of the criminal corporation in the capital of Italy, Spain and Germany.

Process apart, it manufactures methamphetamine, ice, crystal and other synthetic products, which in addition to the domestic market, United States of America and Canada, have huge demand in Europe and Russia.

LABORATORIES

For the manufacture of  so-called designer drugs, it was necessary that in the 90s, "Los Valencia" of Michoacán and "Los Amezcua" (Jalisco) of Colima, brought chemistry and pharmaceutical professionals from other countries. Today, for the CJNG, that is not necessary. The formulas are processed by the same people in the "company."

Recruitment occurs in two ways: voluntary or forced. So incredible the demand for labor that the criminal organization has had to kidnap people to force them to work for it, as was seen in the case of the municipalities of the Jalisco Valley region, including Tala, or in Los Altos, as happened in 2016, in the municipality of Lagos de Moreno. The voluntary form is given through a friend or acquaintance within the clan.

So young people come to sell drugs or to force competitors who distribute goods for other bands or independently. Rafael N, arrested a couple of years ago, said about his start: "My friend told me that if he entered and all was well with" La Plaza ". I had to line up people, that is, kill or kidnap people who sold drugs for opposition groups and by means of beatings and rackets we had to convince them to sell our drugs. "

In another preliminary investigation, José N said that "at first he was doing errands to take his cars to the workshop and then they told me to start to settle in the retail sale of drugs, starting to look for the places and people that were selling and I already I came to tell them that they had to buy here with me. When some did not want to, they were forced to put themselves in order; and so I got involved until I had six salespeople at the time and they in turn also had their salespeople. I distributed cocaine and tachas, which in turn distributed cocaine to me. "

Some passed first as "hawks" and reported police and military presence; others were vendors, assassins, managers of "tienditas"; some more trained to bribes the authorities and on the way, some were trained as "chefs" to make methamphetamine, as long as they were not afraid of fire or explosions.

The Michoacanos moved their laboratories to the limits of Jalisco and Colima, also to the vicinity of the Metropolitan Area of Guadalajara. There methamphetamine were made like ice. Among the narco-laboratories dismantled and the geographical points described by witnesses or detainees, it is said that the most-served municipalities are Tlajomulco de Zúñiga, Pihuamo, Ciudad Guzmán, Cocula, Tonayan, Sayula and Tecalitán, where a couple of months ago three Italians disappeared.

"I understand that the drug that were sold, were marked with the acronym 'CJNG'. This is done in order for the authority to identify the drug of the cartel, because if the state, municipal and federal police come across it, they see the drug with the abbreviations of the cartel, they do not take it and let the sicarios carry on their way ", said another detainee in a different inquiry.

  3. Cjng aint immune to arrests like these. If menso is apprehended cjng will be a watered down version of zetas. They dont have multiile families that have been in the game for decades to keep the organization stable, just one and the valencias run is about to be over. This is just a bs article put together by a borderland beat moderator who still feels the sting of mensos wife who was mostly responsible for putting menso where hes at being detained. This is a major blow hence no reaction from cjng.

    2. Maybe not narco families but political families yes, which amount to roughly the same thing. The guadalajara cartel was run by families related to current politicians in Jalisco, Colima and Michoacan. Hence the name Nueva Generacion. Theyve never lost that territory. They pulled the strings of Caro, Amado, sinaloa federation and mencho. And theyll get someone new soon. Guys like Carlitos Najera, Emilio González Márquez, Aristoteles and his father especially and all their friends and compadres.

  4. 4:22 no mames güey, kicking La Mencha out of michoacan sent him to the waiting arms of Nacho Coronel, who soon "lost his ass to the Mexican army", I guess the plan worked, CJNG ended up owning one big empire without sweating for it, and they never lost their friendship with "el Migueladas" Miguel angel Gallegos godoy "el Trafficante más Poderoso de Tierra Caliente...

  7. What’s a bit troubling is the arrest warrant issuers. Rather the discrepancy of the arrest warrant itself not valid or substantiates the claims against her.
Expect some serious litigations on behalf of menchos wife. Wouldn’t be surprised if she walks.
Or am I wrong with what I have interpreted?
