Culiacan Public Security Director Sergio Leyva-Lopez Resigns After 7 Municipal Police Officers Arrested & Released for Protecting Los Chapitos Linked Agent

Following the resignation of Sergio Antonio Leyva López as Secretary of Public Security and Municipal Transit of Culiacán, local authorities are seeking a new director, one with a military background.

His resignation came after seven Culiacan Municipal Police Officers were arrested after an altercation they had outside of a medical clinic with state agents investigating two men who were admitted to the clinic with gunshot wounds. 

However, Mayor of Culiacán Juan de Dios Gámez Mendívil asserted that his resignation was for "personal reasons" unrelated to these events.

UPDATE: On June 5, the seven police officers were released from custody in Mexico with no charges being filed.

'La Mayiza' Alleges Government Corruption Ring Through Flyers in Culiacán, Sinaloa

  "Enojon" and "Pernicious Propaganda" for Borderland Beat 

On December 23rd of 2024, flyers would warn Omar Hamid García Harfuch, the Secretary of Security and Citizen Protection of Mexico, of an alleged corruption ring within the State Government of Sinaloa. The flyers were thrown out of a plane that flew over various points of Culiacán, Sinaloa. 

Watermarked with the logo of Ismael Zambada Sicairos 'El Mayito Flaco,' leader of the 'La Mayiza' faction of the Sinaloa Cartel (CDS), the message identified Government officials, and their family members that were allegedly involved in the corruption ring. The flyers urged Secretary Harfuch to launch an operation over the claims. The criminal organization would threaten to go after those they deem to be 'guilty' such as: 

- Enrique Díaz Vega, Secretary of Administration and Finances. 

- José Paz López Elenes, Mayor of Badiraguato. 

- Enrique Inzunza Cázarez, a member of the Senate of the Republic of Mexico. 

- Jose Rocha Ruiz, the youngest Son of Governor Rocha. 

- Alejandra Sofía Valadés Pelayo, the Wife of Ruiz. 

- Rubén Rocha Moya, the Governor of Sinaloa. 

- Eneyda Rocha Ruiz, the Daughter of Governor Moya, and the Director of the System for Integral Family Development of the State of Sinaloa. 

- Rubén Rocha Ruiz, the oldest Son of Governor Moya.

Mexican Military Disarms Entire Municipal Police Force in Culiacan

Local police in the city of Culiacan, Mexico have been pulled off the streets after the Mexican Army seized their guns, officials announced Monday. This came just one day after about 1,500 residents of Culiacan, the capital of Sinaloa, held a march Sunday through the city’s downtown to demand peace.

Ruben Rocha, the state’s governor, said Monday the entire 1,000-member municipal police force would not return to duty until they get their weapons back. Soldiers, state police and National Guard will take over patrolling until then.

Rocha said the seizure of the weapons for inspection of their permits and serial numbers was not a routine check, but rather was “exceptional,” and said “we hope it will end soon.”

Narco Blockades in Culiacan, Sinaloa Leads to Rumors of Ivan Guzman's Arrest

In August 29, 2024, clashes between armed civilians and security personnel were reported this afternoon in Paredones and Jesús María, north of Culiacán. There were also reports of a narco road blocks near Limón de los Ramos, where trucks were set on fire.

Several Mexican news outlets are reporting on the blockades and that they are the result of the possible arrest of the leader of Los Chapitos, Ivan Archivaldo Guzman Salazar, however no arrests have been reported.

Elements of the Mexican Army managed to secure six vehicles, this occurred in the Progreso neighborhood during the search that took place this Tuesday morning, June 11, in the state capital.

Among the items secured by the soldiers was a Porsche, as well as people detained at the scene of the incident.


The units that were secured are:

A Jepp pickup truck, Gladiotor type.
An old model Jeep pickup truck.
A Gymi pickup truck.
A Ford pickup truck.
One Porsche Cayenne pickup truck.
One ATV motorcycle.


In order to take the units away they had to bring in tow trucks to tow the units.

Prosecutor's Office:

These will be placed before the authorities of the Attorney General's Office.
The operation took place early this morning when the military arrived at a house located on Colinas and Maquío Clouthier streets, where they secured a property.

Once at the place, the agents of the Prosecutor's Office carried out the search where they secured several objects and vehicles.

Unofficially it was said that there are people in custody, who were placed in an armored unit that took them to the competent authorities.



Operations:

 

The first operation took place on Empaques Street between cerrada de Los Empaques and Article 110 of the aforementioned sector.

The second deployment took place on Maquío Clouthier and Colinas streets in the aforementioned sector.
It is presumed that both actions took place simultaneously.

It was explained that it was during the early hours of the morning, when they arrived in the Progreso neighborhood when they secured the property.

Good afternoon. I hadn’t had the time or the inclination to clarify the rumors that have been circulating. I wouldn’t have to, but the things that have been said are too much. It’s also worth mentioning that I was the first one at the morgue, and everyone there knew it. That’s why his son let me handle the funeral arrangements. On the day of the burial, it was a mess with people recording and taking photos, and a total lack of respect. As for the women who were posting photos with him and giving permission to pages to upload things, why didn’t they do that when he was alive? I never posted a photo of him with anyone on social media, and those who have a little common sense realize this.
I am not going to start posting photos with the deceased or partying because ten other women also have them. I prefer to maintain my dignity. I ask for respect for me and my children at this moment. Let’s let go of things and let those who have to live in peace. I will hold masses apart for the children and that’s it. Thank you."

 Clear "narconotas" "fingering" Ismael "El Mayo" Zambada appeared early this morning in different parts of the city of Culiacan, Sinaloa.   The messages accuse "el Mayo" one of the leaders of Cartel de Sinaloa, of betraying his alleged right hand man cell leader Manuel Torres Felix as well as Mario Aguirre and Lamberto Verdurgo. 

"Mayo me dejaste sola ya traias el plan de chingarme a igual que a Mario Aguirre y Lamberto Verdurgo y asi presentar trabajo a no los chinguen a UDS pero ya luego te espero  en el infierno.  Attn Manuel Torres"

"Mayo you left me alone you already had the plan to fuck me, Mario Aguirre y Lamberto Verdugo, and present work-meet a deadline- so you won't get fucked Then I'll wait for you or expect you in hell Attn: Manuel Torres"

Ironically the banners are signed by Manuel Torres Felix better known as "el Ondeado" or "M1."  Manuel Torres Felix was killed in an alleged confrontation with military personnel last Saturday, October 13. There have been reports that Torres Felix had been killed and delivered to the military.


The Narcomantas were found on footbridges on Emiliano Zapata in the vicinity of Lomas Boulevard more at the foot of of "La Lomita" Catholic Church and another by  the Military College on Calzada Heroico. (PME) made quick work of removing the narcomantas from their locations.

The Son of JT Executed

Culiacan, Sinaloa - In the cities of Culiacan, Fuerte and Los Mochis, three people were executed and two others were injured. The victims, two women and a man named Joel Torres Jimenez, was identified as the son of Javier Torres Felix aka "JT," main capo of the Sinaloa cartel.

With the violent death of the two females, the number of women who have been killed so far this year increased to 30.

Last Friday night in the residential area of Las Quintas, Culiacan Torres Jimenez was driving a white Mercedes without license plates and was in the presence of Antonio Estrada Angulo and Alejandra Valenzuela Verdugo, when they were attacked by a commando.

JT, leader of the Sinaloa Cartel was extradited to the United States in April 2008. This is not the first time the son of JT has been attacked. He was unhurt in a similar attack when he was with friends outside a pool in Community of Guadalupe Victoria.

The Culiacan Mayor seen with Drugpin

The confirmed the accuracy of the photograph where Ismael "Mayo" Zambada appears with Culiacan mayor Jesus Vizcarra Calderon


According to an article posted on Friday, Vizcarra Calderon admitted being one of the people in the photographs published by Reforma that also included family members of drug kingpins such as Ines Calderon and Baltasar Diaz.

During an interview at Valle de Amapas, the mayor of Culiacan reiterated that his attendance at the event was because he was buying cattle, activity that he was involved with at the time, and that at which he now has 80,000 suppliers.

"I never denied anything, we have never denied anything, we have always made things transparent and fair," he said to questions on anything to do with illegal activities.
