The Sinaloa cartel leader could face a 15-year sentence in the United States.

Last Wednesday, October 29, José Guadalupe "Lupe" Tapia Quintero had to review one last time the document in which he changed his plea from not guilty to guilty. It contained the crimes he had admitted to prosecutors. Nothing more. That's why he reportedly verified that the word "fentanyl" was not included in the indictment. He also agreed to pay the United States government $10 million.

That sum, equivalent to 187 million pesos at the exchange rate at the time, was, as it would be for any other drug trafficker, weak or powerful, an exorbitant amount. But as has happened with those who came before him, it's always better to pay than to remain locked up in a U.S. prison.

It was then that the San Lorenzo Valley kingpin signed the document and handed it to his lawyer, according to federal agents who have witnessed such scenes. Thus, one of the most powerful drug traffickers in Culiacán between 2005 and 2023 joined the long list of criminals who choose to change their pleas and pay hundreds of millions of pesos to the US in exchange for less severe sentences.

All the accusations he once faced, which led the DEA to label him one of the main poisoners of American society, including charges of fentanyl production and trafficking, illegal possession of firearms, and criminal conspiracy, are now a thing of the past. All of that was removed from the records, as the agreement Lupe Tapia signed at that time only charged him with methamphetamine trafficking and money laundering. And if everything goes as his lawyer has promised, he could be released from prison in no more than 15 years.

“He’s going to do well. Because he made a ton of money trafficking drugs, ice, fentanyl, and cocaine,” said a resident of El Salado, a municipality in Culiacán, who had known him for years.

The Drug Trafficking Route

Lupe Tapia, as those named Guadalupe are known, is originally from Estancia de los García, in Tacuichamona, a district south of Culiacán. Like many farmers from rural areas of Sinaloa, he worked in agriculture. And just as happens with people from areas with little or no social and economic development, he found a goldmine in drug trafficking.

First, the kingpin grew marijuana, then he moved it from one place to another, and life connected him with clients in the US, to whom he sent the drugs. He lived well, but he was just another drug trafficker. But with the rise of synthetic drugs, primarily methamphetamines, or "ice" as the drug traffickers call it, his income grew, and in partnership with Ismael "El Mayo" Zambada, the local kingpin, he went from being "El Lupe" to "Don Lupe," and on a larger scale, Lupe Tapia.

Thanks to a group of informants who collaborated with the United States, the DEA identified him as one of El Mayo Zambada's main associates. He worked alongside his brother, César, but the target was Lupe, as he was considered the mastermind of the brothers.

Investigations by the Ministry of Defense identified him as one of the main producers of fentanyl, according to court documents and press releases issued at the time of his arrest on February 9, 2023.

“The accused is considered the main producer of fentanyl and methamphetamine pills, in addition to carrying out large-scale cocaine trafficking from Central and South America to the United States,” reads the statement from the Ministry of Defense, then known as Sedena.

Since then, Lupe Tapia has remained in the shadows. He is currently incarcerated in a medium-security prison in Phoenix, Arizona, after admitting that between December 2006 and March 2012, he was in charge of coordinating the transportation and distribution of methamphetamine from Mexico to the United States.

Judge Michael Liburdi of the Arizona District Court set the sentencing hearing for February 2, 2026, at which his future will be determined, including the prison where he will serve the remainder of his sentence and how he will pay the $10 million fine.

Regarding this amount, Mark Davis, a former FBI agent, explained that although the money is part of an agreement between the government and the defendant, it is an amount that is unlikely to be recovered. He stated that it is merely a charade to demonstrate to the public that the government is actually impacting convicted drug traffickers and that the so-called "war on drugs" is being taken seriously.

"It's really done because these types of cases receive international press coverage, involve cross-border crime, but they are very complicated processes that rarely recover any assets from drug traffickers," explained the agent, who worked undercover in Mexico, where he led the FBI's hunt for drug traffickers.
 
In Mexico, it is common knowledge that assets It is common knowledge that the assets of drug lords are generally held in the names of third parties, including family members, friends, and other front men.

One Family Among Many

Just like the brothers Lupe and César Tapia Quintero, the latter arrested in August 2023 in the Guadalupe Victoria neighborhood, Lupe Tapia's eldest son, Heibar Josué Tapia, is also behind bars.

The arrest occurred on August 22, 2022, in the Las Mañanitas subdivision, near the Culiacán airport. According to the Defense Ministry, Heibar Josué was an operative for Mayo Zambada. Security in Culiacán

The family has been blacklisted by the U.S. Treasury Department since 2014, identifying them as part of the Sinaloa Cartel's most important drug trafficking group, laundering money for that criminal organization. The Treasury Department prohibits all Americans from conducting any type of business with these drug lords.

Navy Personnel clashes with La Mayiza / MF hitman in Cerro del Bichi, Sinaloa. Navy helicopter with Minigun was used to repel gunfire from the armed group.

In the afternoon of Tuesday, July 29, 2025, an armed confrontation was reported with a Navy helicopter, with a gunship being used against a criminal group. The clash occured in Cerro del Bichi, which is considered in the vicinity of Alconyonqui, Sinaloa. The territory where the clash took place is considered Los Mayos / La Mayiza / MF territory.

OPERATION IN ESTANCIA DE LOS GARCIA RESULTS IN THE DEATH OF EL 30

A heavy military operation was reported on Saturday, July 12, 2025, that included a helicopter gunship being used against a criminal group. The military took place in Estancia de Los Garcia, considered a town of the municipality of San Francisco de Tacuichamona, Sinaloa. The following towns are considered Los Mayos/MF strongholds and were once controlled by Guadalupe Tapia Quintero, also known as "Lupe Tapia," a former high-ranking member of the Sinaloa Cartel. 









The military operation took place early in the morning on Saturday, with reports of heavy clashes against the military special forces. Information was scarce on Saturday, although sources claimed several vehicles were seized and numerous armed hitmen were dead, but no confirmation of the following news.

The local Sinaloa news site, Los Noticieristas, confirmed on Sunday, July 13, 2025, that an operation that took place in Estancia de Los Garcia, Sinaloa, resulted in the death of four armed subjects that assaulted military personnel. 

El 30 was considered a financial operator for his father-in-law Victor Lizarraga Martinez, "El 20," a high-ranking member of the Los Mayos / MF criminal group. El 30, along with his father-in-law El 20, were both sanctioned by the United States government in March 2024 for actively participating in the Sinaloa Cartel.

Culiacán, Sinaloa.—The "blow" to drug trafficking amounted to more than 200 million pesos with the seizure of three vehicles loaded with more than half a ton of methamphetamine, better known as crystal meth, this weekend in Culiacán.

The federal government, through the Secretariat of Security and Citizen Protection (SSPC), reported that as a result of intelligence work, members of the Mexican Army located three vehicles loaded with drugs.

The cars were found outside a ranch and were loaded with plastic boxes and black bags filled with transparent bags, or "kileras," containing the drugs.

The incident occurred in the Higueras de Abuya municipality of Culiacán, when officers observed a group of civilians shoveling black bags into several vehicles near Rancho Salazar. However, upon noticing the presence of authorities, the civilians fled. Upon conducting an inspection, federal personnel located the following vehicles:
1 white Range Rover
1 gray Grand Cherokee
1 yellow Ford Bronco
The seized drugs contained 1,650 plastic bags containing 746 kilos of methamphetamine. The value of the seized drugs was 207 million pesos.

The vehicles and the seized drugs were seized and handed over to the corresponding Public Ministry authorities for investigation.

El Meño, according to sources, was behind the death (approved by Mayo Zambada and Chapo Guzman) of Manuel Alejandro Aponte Gomez, "El Bravo" former head of security for Joaquin Guzman Loera and plaza boss of Mazatlan. El Bravo was suspected of turning in Joaquin Guzman Loera to Navy authorities in 2014."

Recently, we covered violence in Choix, Sinaloa, on April 28, 2025, about rival criminal groups involved in heavy clashes. Moreover, Adelmo Nuñez Molina and the Fuerzas Especiales 28 group, aligned with the Mayo Zambada Organization, were responsible for these clashes.

Hundreds of bullet casings were found at the police booth. As a result of the attack, a municipal police officer who was clocking out from work was killed when he was hit by bullets. 

In the current Sinaloa Civil War between La Mayiza/MF versus Los Chapitos/La Chapiza, both criminal groups have ruthlessly attacked police authorities that are not align with their criminal organization.

An alleged member of the criminal cell “Los Rusos”, an organization linked to the Pacific Cartel, identified as Scott Harvey Lee Thompson, 41 years old, was arrested near the “El Chaparral” Bridge when he was trying to cross weapons into the municipality of Tijuana through a pick-up type vehicle with tinted windows.


According to the Federal Secretariat of Security and Citizen Protection, during random inspections, the suspicious vehicle was inspected, since it had tinted windows that prevented the view inside it.



Upon inspecting the interior, members of various security corporations located a total of three long weapons, two handguns, 19 magazines, more than 2 thousand live cartridges of different calibers, as well as three telescopic sights for weapons and a telescope. The weapons were confiscated, and the driver was arrested.


It should be noted that the insured is of American nationality. After intelligence work, his connection with the criminal cell "Los Rusos" was identified, which generates violence in the Baja California region.

The detainee and the seized items belong to the “Los Rusos” faction, which is related to the criminal organization “Cartel del Pacífico.”

The son-in-law of Ismael el Mayo Zambada, Juan Carlos “F”, known as Chavo Félix, was linked to criminal proceedings and will remain in the Altiplano prison, in Almoloya de Juárez, State of Mexico.

The Attorney General's Office reported that through the Specialized Prosecutor's Office for Organized Crime, it obtained the link to proceedings for his probable responsibility in crimes against health in the form of possession for the purpose of trading fentanyl and carrying a firearm for the exclusive use of the Army, Navy and Air Force.

It indicated that elements of the Ministry of National Defense, Ministry of the Navy, National Guard, Ministry of Security and Citizen Protection, as well as the FGR, arrested Chavo Félix, in the town of Quilá, in Culiacán.


During his arrest, he was found to have a long gun loaded with 26 rounds, a short gun loaded with 17 rounds, two plastic bags with 1,367 fentanyl pills, and 39 electronic devices.


Later, during the initial hearing, the Federal Public Prosecutor's Office (MPF) presented the evidence that was sufficient for the judge to grant the link to the trial, official preventive detention in CEFERESO 1 "Altiplano" and five months for the complementary investigation.

The following interrogation video is of a man named Jesus Ramon Felix Nuñez who claims to be the cousin of Rafael Guadalupe Felix Nuñez, "Changuito Antrax" a high-ranking member and lieutenant of Ismael Zambada Sicairos, "Mayito Flaco" leader of the Mayo Zambada faction of the Sinaloa Cartel. 

The United States Department Of Treasury says the following about Changuito Antrax, Rafael Guadalupe Felix Nuñez (Felix Nuñez), who began his criminal career working as a hitman for the Sinaloa Cartel. In 2008, following the separation of the Sinaloa Cartel and the Beltran Leyva organization, a new Sinaloa Cartel armed wing was formed by now-deceased Rodrigo Arechiga Gamboa (“Chino Antrax”) that would go on to be called “Los Antrax.” Among its original members was Felix Nuñez, who then became known as “El Changuito Antrax.” Following Rodrigo Arechiga Gamboa’s arrest in December 2013, Felix Nuñez took on more responsibility in the organization, and on July 25, 2014, Felix Nuñez was indicted on drug trafficking charges in the U.S. District Court for the Southern District of California. He was arrested by Mexican authorities in November 2014 and in 2017 escaped from a prison in Culiacan, Sinaloa with several other Sinaloa Cartel members. To date, Felix Nuñez remains a fugitive.

Since his escape from prison, Felix Nuñez has evolved into a powerful and violent Sinaloa Cartel leader in the city of Manzanillo, Colima, Mexico. The city of Manzanillo is home to a large port that shares its name and serves as a gateway for illicit drugs. The port of Manzanillo receives shipments from all over the globe, including cocaine from Colombia and illicit precursor chemicals — including those used to synthesize fentanyl — from Asia. In addition to being a North American entry point, the port of Manzanillo is also a strategic transport hub for drugs ultimately destined for the United States."
