Gulf Cartel's Octavio Leal Arrested in Monterrey, Nuevo León

Octavio Leal Moncada, a leadership figure within the Gulf Cartel - Hidalgo faction, was arrested in the city of Monterrey, located within the state of Nuevo León, by FGE agents on charges related to his alleged involvement in a double homicide. 



The Arrest of Octavio Leal Moncada 


At 3:55 pm on the afternoon of Tuesday, July 5, 2022, Octavio Leal Moncada was arrested on the street Paseos de los Misterios, in between its intersections with Guadalupe Street and Paseo del Acueducto, in the city of Monterrey.



The arrest warrant for Octavio Leal was granted by a judge based on evidence of Leal’s probable involvement in a double homicide case that occurred in Hidalgo municipality, Tamaulipas.  



Octavio Leal Moncada, alias “El Tarzán”, claims to be merely a leader of an autodefensa (or self-defense group) called “Columna Armada Pedro J. Méndez”. This autodefensa group, whose name is often shortened to simply Columna Armada, is based out of the municipality of Hidalgo, Tamaulipas, and has influence in Mainero, Villagrán, Padilla, San Carlos and San Nicolas, according to Tamaulipas-based newspaper El Mañana.


The group is heavily supported by local political figures such as Juan Contreras Castillo, the mayor of Hidalgo, and Nohemí Estrella Leal, a former congresswoman. 



The group alleges it was created to protect local civilians from the violence of organized crime; however according to leaked files from the National Guard (which were covered here and here) Octavio Leal is considered by federal intelligence to be the “regional leader of Cártel del Golfo (CDG) in the municipalities of Hidalgo, Villagran and Mainero, the Columna Armada Pedro J. Méndez group is considered a front for the CDG.”



The arrest operation for Octavio Leal was carried out by agents from the state Attorney General’s Office (FGE) of both Tamaulipas and Nuevo León. Leal was then immediately transferred from the state of Nuevo León to a FGE office within the state of Tamaulipas. 



The arrest operation is currently shrouded in mystery. There are no photos related to the operation which captured Leal, nor is any news publication currently reporting details about the arrest beyond what is stated in the official FGE press release or the arrest record that was made in the National Registry of Arrests. 





The Attempted Arrest Two Months Ago


Details about the operation are likely being kept highly confidential because an attempt to arrest Leal failed just two months ago when word leaked and there was a violent response by local cartel members.



This previous attempt occurred on May 13, 2022, in the city of Victoria. When agents tried to make the arrest, Octavio Leal’s vehicle sped away, leading to a high speed car chase. 


There was then a concerted effort made by some locals to aid Leal in escaping the area. Secretary General Gerardo Peña Flores alleged on twitter that CFE workers (federal electricity workers) deactivated a number of state government security cameras in order to prevent authorities from being able to track where Leal’s vehicle was heading. 



Then when the car chase reached the town of El Tomaseño, they encountered a roadblock which was made by cartel members, stopping all traffic. The CDG Hidalgo faction (that Octavio Leal is a part of) is believed to currently be allied to Los Metros, another CDG faction. In a leaked audio recording, Los Metros members El Chiricuas and Guero Cleofas were heard discussing Octavio Leal Moncada and referring to him as “Jefe Moncada” or Boss Moncada. 



In that same recording, the leader of Los Metros at the time, Juan Manuel Loza Salinas, alias “El Toro”, is also referred to as a “jefe” which may suggest a similar level of power within the Gulf Cartel. For full details on the leaked recording, please see this previous story

He was Co-Creator of the Zetas and leader of the Reynosa "Plaza" as assigned to him by the Federation of United Mexican Cartels. He also grows weed in Hidalgo. And exports cocaine and low grade weed to Dallas Tx and Houston Tx.
    Has ranches that he has stolen. He's ruthless and cold blooded. People didn't even mention his name until a few years ago. He had his nephews arrested by planting guns on their property. He had his sister's gas station burned down. He often kills his collaborators. He has armed children guard him in meetings. Sergio "Checo" de la Rosa had been trying to take over this town by arming the people of Buenavista, and with help of money he stole from Moncada himself. El Viejo has properties in Chiapas also. He uses them as a base of operations. He also has 18 wheelers he employs out of Allende, Nuevo León. And has a home in Santiago, Nuevo León. His son finances illicit activities and is said to be as ruthless as his father. These people have killed and disposed of hundreds of people.
    But, He was relatively unknown until he had bombs planted in Cd. Victoria. He has some sort of connections to middle eastern terrorists. As a Middle eastern man went to Hidalgo to show them how to build bombs with fertilizer wich were detonated them via cellphone. His next in comand Is Eloy Flores who has been in hiding for the past 20 years since he tried to kill Jose Rendon and failed. He lives out in the brush. But his family lives in Nuevo León. The Mayor of that town is basically taking orders from Moncada. Moncada has created a cult following. Based in fear and intimidation. They attacked police yesterday when they discovered a mass grave. They should ask Pedro Estrella who's bodies he's made pozole. There's so much going on in that town for the past 25 years. It surprises me how little coverage it gets. But I know people in that town that won't talk about it to their own families. In Hidalgo a rumor can get you and the one who spread it killed.

  7. Is it true that El Sierra (Gaby Sierra) (CDG) is out? I've heard rumors for a couple years now that he's been out. Also Moncada wasn't just aligned to Los Metros. There's a video that's way more recent then those audios of La Columna and Los Espartanos from CDG rolling around in a blindada together. At the very least it seems he was pure CDG and not click tripping. He was alot smarter than them small minded individuals who want to be fighting amoungst themselves
