Salamanca, Guanajuato: Fuel Thieves Inside Pemex Facility

The storage and distribution of Pemex were under the control of fuel thieves, who managed to illegally load fuel into the Supply and Distribution Terminals in the municipalities of Salamanca and San José Iturbide.
