A Metro Vancouver man
missing in Mexico has been identified as a target in an investigation linked to
the E-Pirate money laundering case.
Postmedia has learned
that Rachid Ali Jalifi, 36, was reported missing to police after disappearing
on a trip to Guadalajara, Mexico in late July.
Global Affairs Canada
official John Babcock confirmed in an email Friday “that a Canadian citizen has
been reported as missing in Mexico.”
“Canadian consular
officials at Global Affairs are providing consular assistance to the family and
are in touch with local authorities to gather more information,” he said. “Due
to the provisions of the Privacy Act, no further information can be disclosed.”
Jalifi is a suspected
drug trafficker who had been under investigation in B.C. at the time he
vanished.
His name also surfaced
in the Vancouver police investigation dubbed Project Trunkline targeting
suspected drug traffickers believed to be laundering their money through Silver
International — the illegal bank at the centre of the E-Pirate investigation.
Two subjects of the
Trunkline case, David Bjorn Johnson and Michael Reg Whieldon, visited Jalifi’s
West Pender apartment building while under police surveillance in August 2015.
Johnson entered
Jalifi’s suite and left a short time later carrying a “weighted Urban Fare
shopping bag,” court documents obtained earlier by Postmedia say.
“Mr. Jalifi has been
involved in previous investigations by VPD and RCMP including being stopped on
Nov, 13, 2012 in a taxicab in Vancouver B.C. with a duffel bag containing three
kilogram bricks of cocaine and based on my training and experience I believe
that Mr. Jalifi is involved in trafficking controlled substances,” the
documents say.
While several people
were arrested and some civil forfeiture lawsuits were filed by the B.C.
government, no one was charged after the Truckline investigation or in a
related Vancouver police case called Project Tar.
Postmedia earlier
reported that Project Tar target Richard Yen Fat Chiu was found stabbed and
burned in Colombia in June. Chiu, a well-known B.C. drug trafficker for two
decades, was also suspected of using Silver International to launder millions
of drug proceeds.
Jalifi has no
drug-related charges or convictions in B.C., but he was sentenced to 90 days in
jail in 2014 for assault in Kelowna three years earlier. Jalifi attacked two
men after making homophobic remarks directed at them outside a nightclub in the
Okanagan city. He appealed his conviction twice but lost both times in 2015 and
2016.
He had better luck
fighting the B.C. Director of Civil Forfeiture in court.
The director filed a
suit seeking the forfeiture of expensive jewelry that police found in a
Vancouver condo they claimed was Jalifi’s during a raid in July 2014, including
an 18-karat gold Rolex Datona men’s watch containing 32 diamonds, a Breitling
Super Avenger watch with 745 diamonds, an 80-cm necklace in 14-karat white gold
containing 117 diamonds, and a pair of 18-karat white gold stuff earrings each
containing 16 diamonds.
The government agency
alleged “the jewelry is derived directly or indirectly from unlawful activity,
including trafficking of controlled substances.”
To support his claim,
the director said the RCMP was investigating Jalifi for his link to
“street-level drug trafficking” in 2013 and 2014 and executed the search
warrant at the suite linked to him. Officers found a small amount of cocaine,
MDMA pills, two fentanyl pills, one oxycontin pill, a scale with cocaine
residue, shell casings for two types of firearms, seven BlackBerrys and other
phones.
But Jalifi’s lawyer
said his client did not live at the suite in question and “denies the jewelry
was derived directly or indirectly from unlawful activity.”
He also said that
Jalifi’s Charter rights were violated during the police investigation and that
“it is clearly not in the interests of justice to permit forfeiture of the
jewelry in whole or in part.”
In August 2017, there
was a consent order to dismiss the director’s lawsuit and the jewelry was
returned to Jalifi.
Come on kid....This isn't the 70's/80's or even 90's when you could travel South to meet the plug with his protection and be safe.
ReplyDeleteThis is an entirely different era. I know a few white and black guys that went down to Michoacan or Sonora back around 2000-20005 and it was relatively safe under those circumstances as they were moving weight for them. But this is an ENTIRELY different era
I used to go to Tiajuana when I was on vacation in San Diego but being a white guy who doesn't speak Spanish I WON'T DARE cross San Ysidro anymore.
I knew a black guy from Atlanta that was caught in Zacatecas back in 2006 bringing merchandise from Michoacan to the states, he chose to serve his time in mexico i met him in el cereso de cieneguillas. He was a real nice guy. Hope he’s back in the staes. But yes back in those times it was sowed up by the narcos they had principals and the drug runners were left alone.
DeleteNo
DeleteYou don’t be quiet
Mexican heavies wouldn’t meet like that, they wouldn’t cut out their own people from making $$$
DeleteNo offence but your an idiot if you truly think this is s rare occurance. There has to be atleast a 100 dudes from BC that go to Mexico regularly to meet there connects..this is just one of those cases where shit went south lol
DeleteHA, United Nations, Asian Triad, Arabs, White, Sikh Indians, Canada full of drug trafficking gangs, Eh.
DeleteHells Angels
DeletePapi....who said it was a rare occurence? There have been at least 10 Canadians killed in Guadalajara this year posted on this site alone.
DeleteAnd the rest of you can believe what you'd like. It comes as a matter of profound indifference to me.
Hell's Angels alias los Hijueputas were kicked out of the US by the Mongols MC, because they too pretty to put up a fight against Mexican bikers and their prospects
DeleteVagos, Banditos, HA, Mongols, Outlaws, Pagans, Warlocks, etc. Many OMGs in USA and worldwide.
DeleteYeah u don't know what you're talking about. As long as everything is in order and you're not stepping on toes, snitching, or owe money the connect will welcome you to his turf with open arms and champagne.
DeleteCome on kid....This isn't the 70's/80's or even 90's when you could travel South to meet the plug with his protection and be safe
DeleteYou making it sound like people dont go down south to link with there connects on the regular..
People are doing this on a daily basis.. all the work that's in Canada is coming from mex for the most part so the guys bringing it in are obviously in contact regularly..
I'm not saying nobody gets plugged.. of course they do lots I have a personal friend that was killed last year in jalisco that this site has already made an article about.
Lots of foreigners get smoked in Mexicoof course, but I'm just saying there are LOTS of guys going, living in Mexico to conduct business and this is one of the situations obviously someone fucked up on the load
Canadians bringing in coke directly from Colombia and H directly from AFG via India.
Delete9:29 stop talking nonsense kid..mongols aint bikers just a bunch of lames that couldnt cut it as surenos. The mongols own pres ratted his own members out. Hhahah
DeleteLOL canadians working in Colombia. You think Mexicans are going to allow this get your head out of your a$$
DeleteYou are very wrong about that. Canadians buy coke directly from Colombia. It never enters the USA.
DeletePor andar de caliente
ReplyDeleteSo in 2012 this guy got caught with 3 kilos of coke in B.C then says that he didn't have any drug convictions in b.c wow wonder why??but I been seeing a pattern of Canadians getting killed in Guadalajara the last few years.
ReplyDeleteThere isn’t a pattern chill.
DeleteJust bad hombres dying
Cooperation gets you free everywhere, then you feel so safe you go to Mexico to meet with your pushers and your bookies who got your number by the Ying-Yangs. Hehehe.
DeleteYou know estupido?
Whats with all these foreigners being killed in Mexico?? Who did they piss off>
ReplyDeleteIt is very easy to be a drug trafficker on Canada. You only have rival drug traffickers to fear. What happened to the three kilos of coke he had? Not charged with anything? I know a few of these guys in Vancouver and Calgary. On their home turf they are protected. When they go to Mexico and Colombia they disappear.
ReplyDeleteWere you a drug trafficker in Canada?
DeleteHe was in victorville like six years ago the black guy that did time in Zacatecas
DeleteCan confirm that my personal experience with drug traffickers both on a retail and city-tier distribution level is they are typically left to their own devices given they keep a low public profile. Over all organized crime and crime in general does quite well in Canada, for the most part the public seems to have a fairly lax attitude towards it. Police can't really be bothered to investigate things like construction site break ins for example. I know people who have suffered a loss of tens of thousands of dollars in equipment, only to have the police show up once or twice to look around and then tell you there's nothing they can do.
DeleteFurther, organized crime has a relatively easy time with money laundering in BC casinos for example, or controlling construction contracting in Quebec because of this. It isn't unknown for members of the Hells Angels to avoid murder charges either and for the most part people simply try to avoid talking about them or admitting we have a problem.
Also similarly to Cartels in Mexico, gangs have been known to openly wear branded clothing. The Independent Soldiers are constantly caught with labeled paraphenalia, as are members of the United Nations gang in Vancouver.
Anyways, my point is it isn't just easy to be a trafficker in Canada. It's easy to do a lot of things here, our police are not exactly equipped to handle organized crime at a national level.
Yes, you are correct, Eh.
DeleteThieves, liars...
ReplyDeleteProbably try to scam someone like them 3 Italians
ReplyDeleteMaybe he didn't disappear? Maybe He's on the run and making it seem like he disappeared.
ReplyDeleteMaybe this, maybe that, maybe, maybe...
DeleteI think the reason we see more Canadian drug dealers than US drug dealers being killed in Mexico is because there are far less people of Mexican descent in Canada. Therefore you have a lot more white drug dealers from Canada going down to Mexico dealing direct with the cartels whereas in the US noone needs to do that because they use the Mexicans here as middlemen.
ReplyDeleteSinaloa cartel operatives have been in BC for many years
DeleteA lot of men that get deported from Us are still able to fly over and deal to Canada
DeleteI dont think it has much to do with white drug dealer going to mexico and more to do with Americans having lots of the cartels already in the US and the work available at a blink of an eye to them without having to bring it in, the Mexicans deal with bringing it through.
DeleteCanadians, instead of going through an American middle man and paying extra money would rather cut out the American middle man and go straight to the cartel in Mexico. Or else they have to deal with the middle man in he states stepping on there shit and raising the prices.
This Canadian knew the danger of traveling in Mexico as a white person...Why did he go if he knew he could be killed by the cartel he was working for - or by any cartel - if they found him on the roads or living in Mexico?
ReplyDeleteIf you owe a cartel $ they don't care your race. Mexicans get killed in Mexico 2
DeleteI dont understand why everyone is calling him white. Hes spanish. The guy grew up down the street from me.
DeleteThank you Mexico for taking care of Canadian trash.
ReplyDeleteA guy named Curtis runs everything in BC.
DeleteYour welcome
DeleteAmong the foreigners in Mexico there are many Chinese, or so I'm told. How do they manage to avoid trouble?
ReplyDeleteThe Chinese have been in Mexico since the 1800's. Cartels get their precursor chemicals to make meth from China. Chinese powerful in Mexico, Jews and Arabs as well. A lot of immigration to Mexico over the years
Delete@7:58 like anyone , mind your business and stay Away from trouble you’ll be fine... also yes I’ve been deep in Mexico and I’ve see. A few chinamen, they run little business . In a small town in michoacan they actually have a Chinese restaurant people LOVE IT..
DeleteThere are is huge population of Chinese in Mexico . They speak Spanish fluent . Go to Quilar Sinaloa and see for yourself . Lol you will find the most authentic Chinese food there
DeleteThey're not informants
DeleteCorrect, Chinese are not informants and do straight business. They also do BIG business, some of them move more weight than a lot of Mexicans in Mexico.
DeleteYup but it’s weird to talk to them because they talk in Spanish not in English lol
DeleteJalifi and his peoples en Venezuela y Paraguay make work with DEA to clean money porque no quieres problemas por la familia negocios con cocaína y contrabando cigarette en Canadá.
ReplyDeleteHe knew better... I mean come on. I am black and wouldn't dare cross into Mexico unless it's with some Mexican I know that going to have my back and then I will still think about NOT GOING SMH
ReplyDeleteBro it’s cool as long as you don’t look for trouble. Go to Tijuana and you’ll see a lot of black families having fun and enjoying Tijuana.
DeleteLOL you say you are black and you wouldn't like you have more of a chance then surviving then other race ahahah
DeleteMoney is what will increase your chance on living kid
Such a shame, so often Canadian is followed by a Muslim name, bc Canada is full blown selling out its culture and people, but atleast Quebec stands up for their history and culture instead of fining people over made up gender words and paying terrorists millions bc they were locked up for being terrorists. Toronto will keep having truck attacks, bc even moderate Muslims hate all non Muslims and that evil book espouses that all lie and rid the world of Kaffirs. Just look up some polls of how Muslims in western countries fee after attacks, even the concert bomber in England, it will disgust and enrage you. How about the rate of genital mutilation and back alley sharia courts in Minneapolis, in the Somali invasion there. Now imagine such a pussy and moron like Trudeau tripping over himself to degrade Canada’s Anglo roots while acting like a 12 year girl from her first gender studies bullshit course, calling the world people kind, bc his dumbass brain doesn’t realize mankind is simply short for human kind. Atleast Mexico stays proud of Mexican heritage and are allowed to celebrate it.
ReplyDeleteFinesse
Hear, hear. I said the same but my comment wasn't posted.
DeleteCanadian girl
Irrelevant.
DeleteHere, here, brotha. Canada is getting culturally enriched. Trudeau will soon be canned.
DeleteSenor Trudeau may give hiccups to many conservatives, but he seems to be trying to do a good job in spite of his opposition, unlike Other world leaders and "so called presidentes"
DeleteRachid and his family are from Spain and speak spanish and of Moroccan descent. I believe his father is or was a diplomat. Also it is not uncommon for people to be caught with a few kilos in Vancouver and not be charged. I knew Rachid or as people called him "Sheed" back in the day. We stopped talking as he accused us of stealing $40000 from him. We are not thieves.
ReplyDeleteHe was a rata. Started snitchin 2012-13, caused a lot of damage to one of our networks in his area. Good thing el Senor Chapo put in place the compartmentalizing of our routes, middle men and handlers. You take out one, the other is already in place. We call it in English the substitute ORDER. You may be sitting in a Starbucks drinking coffee and not even realize your handler is sitting right next to you. Encrypted VOIP has been replaced with runners.
ReplyDeleteIf he had a local handler, as is often the case, why would they have called him all the way to Guadalajara to kill him? So as not to bring heat on the local representative?
DeleteBy their very nature a local handler knows just about everything there is to know about those they're in charge of.
Where was chapos handlers when he got caught? So “señor” chapo was smart enough to implement all of this but thought it was a good ideas to meet with Sean and Kate? 🤔
DeleteMexico and Canada have always had a good trade . Had an uncle who got deported , and was able to fly to Canada for business after . Connections are there not really heard of
ReplyDeleteThere's people of all races living peacefully in Mexico, even American citizens. If you're involved with this crap you'll always be in danger.
ReplyDeleteTrue but as a first language--- generally. But go to Asia. speaking Spanish to Chinese is a trip---Spanish with Mandarin accent. and they love to practice speaking what they have learned with a Mexican
DeleteIs this Michael miller? 😂
ReplyDeleteThat black guy that did time en cieneguillas zacatecas i met him at victorville
ReplyDelete
