Rafael Caro Quintero Arrested. Day 1

Borderland Beat Contributors

This was a live post that was periodically updated with the latest information by Borderland Beat contributors.

Rafael Caro Quintero, the leader of the Caborca Cartel and a top target of the United States government has been captured by the Mexican Navy in San Simón, Sinaloa. There were initially multiple conflicting reports as to the location of his arrest, first having the operation taking place in Guachochi, Chihuahua.

Navy sources confirmed that the operation carried out this Friday by elements of Semar and the Attorney General's Office (FGR), was to complete a provisional arrest warrant for extradition purposes to the United States against the leader of the extinct Guadalajara Cartel.

Quintero founded the Guadalajara Cartel with Miguel Ángel Félix Gallardo in the 1970s. He built a drug empire exporting product to the United States, placing himself in the cross hairs of US drug agents. After kidnapping, brutally torturing, and murdering undercover DEA agent Enrique Camarena in 1985, Quintero became the top target for the US government. He had a 20 million dollar bounty from the FBI.

According to Milenio, Quintero has an extradition order from the US government and two arrest warrants from the Mexican Attorney General's office.

The capture occurred just days after Mexico's President Lopez Obrador visited President Joe Biden in Washington, D.C.

In an official Justice Department press release, Attorney General Merrick B. Garland announced that the United States will pursue the extradition of Quintero, saying: "We will be seeking his immediate extradition to the United States so he can be tried for these crimes in the very justice system Special Agent Camarena died defending."

Background on Rafael Caro Quintero

Rafael Caro Quintero, known as RCQ is considered a godfather of Mexican drug trafficking He along with other members of the Guadalajara Cartel was one of the primary suppliers of heroin, cocaine, and marijuana to the United States in the late 1970s and into the 1980s.

In 1984, Mexican authorities raided a sprawling marijuana plantation owned by Caro-Quintero, and he blamed undercover DEA agent Enrique “Kiki” Camarena for the raid.

The following year, Camarena was close to uncovering a million-dollar drug pipeline from Mexico to the United States, but before he was able to expose the operation, the DEA Agent was kidnapped in Guadalajara, Jalisco, Mexico, allegedly on direct orders from Caro-Quintero. Camarena’s body, which showed signs of torture, was found a month later.

RCQ’s Arrest in 1985

Caro Quintero was wanted for allegedly being involved in the kidnapping, torture and murder of DEA Agent Enrique “Kiki" Camarena and Mexican pilot Alfredo Zavala in 1985.

He was arrested in Costa Rica in April 1985. After being extradited to Mexico, he was tried and convicted and sentenced to serve 40 years in prison in Mexico.

Release from Mexican Prison in 2013
A Collegiate Court of Guadalajara justified Caro Quintero’s release from prison in August 2013, when he had served 28 years out of the 40 that he had to serve. His guilt was not alleged, but the issue arose over what court should judge him, one of the federal jurisdiction or a local court. Under his protection, he was favored because he should have been prosecuted at the state level.

On January 16, 2015, the Second Unitary Court of the Third Circuit based in Guadalajara, Jalisco, ordered the immediate re-arrest of Caro Quintero to comply with the enforcement of Amparos 180/2011 and 101/2013, in which he was criminally considered responsible for kidnapping and murders of Kiki Camarena and the pilot Alfredo Zavala.

The judicial authorities ruled that the execution of the former agent, as an official of the U.S. government, represented a crime under federal jurisdiction, for which he had been prosecuted in the correct court.

“Together with our federal partners at the DEA, the U.S. Marshals Service, and the U.S. Department of State, we are committed to bringing to justice this dangerous criminal and cartel leader responsible for the brutal murder of a DEA agent,” said FBI Deputy Director David Bowdich. “Special Agent Camarena was devoted to stopping drug trafficking and breaking the cycle of drug-related crime. He showed tremendous courage to pursue the most violent drug traffickers, and it is because of his courage and his selflessness that we’re not going to stop looking for Caro-Quintero until we find him and put him back behind bars where he belongs.”

Added to FBI’s Team Most Wanted Fugitives List in 2018

The US justice has since offered a $20 million reward USD for information leading to his capture, which is the highest reward ever filed for a fugitive. Until his capture, he was considered one of the 10 most wanted men in the world by the FBI.

“Our objective all along has been to investigate RCQ’s current activities but also to hold him accountable for Special Agent Camarena’s murder,” Ellersick said. To that end, the FBI is working closely with the DEA, the U.S. Marshals Service, and the U.S. Department of State, which is providing the $20 million reward through its Narcotics Rewards Program.

The announcement to add Caro-Quintero to the FBI’s Ten Most Wanted Fugitives list was made during a press conference in 2018 at DEA Headquarters near Washington, D.C.

Caborca Cartel Leadership

It is worth mentioning that Caro Quintero, 69 years old, would be behind much of the violence that has been generated in recent months in the state of Sonora, especially with the so-called Caborca Cartel, which disputes control of the area with the Sinaloa Cartel including the sons of “El Chapo,” dubbed Los Chapitos.

“Caro-Quintero had tremendous power three decades ago, and he still has power today,” said Russ Ellersick, an FBI special agent in the Seattle Division who is investigating the case. Ellersick is one of many federal law enforcement officers and intelligence analysts working collaboratively across North America to bring RCQ to justice and dismantle the powerful Sinaloa Cartel with which he is allegedly affiliated.

Nine years after his release, Naval Intelligence sources confirmed Friday afternoon, that Rafael Caro Quintero, who was wanted by the Mexican justice system and the United States was recaptured. According to Milenio and Infobae, Quintero has an extradition order from the US government as well as two arrest warrants by the Attorney General's Office (FGR).

This is likely the most important arrest of the six-year term of President Andrés Manuel López Obrador, above José Antonio Yépez Ortiz, "El Marro,” leader of the Santa Rosa de Lima Cartel (CSRL), who was captured in October 2021 in Guanajuato.

Possible Extradition to the United States

The United States will push for his extradition. Given that he has already lost appeals against his extradition should he be captured, it is likely to happen quickly.

Last year, in 2021, RCQ lost his final legal appeal against possible extradition to the United States. A federal judicial official, speaking on condition of anonymity, confirmed the ruling against Caro.

Reforma said judges at the Mexico City criminal court had by majority vote dismissed the veteran trafficker's appeal that the crimes for which the United States wants to prosecute him were strictly a matter for Mexican justice. One judge dissented.

In an official Justice Department press release, Attorney General Merrick B. Garland announced that the United States will pursue the extradition of Quintero, saying: "We will be seeking his immediate extradition to the United States so he can be tried for these crimes in the very justice system Special Agent Camarena died defending."

US Charges Against RCQ

When the US government reiterated its interests against him, they revealed accusations in the Federal Court of the Eastern District of New York with an account of his criminal activities from 1980 to 2017.

But the DEA already had him on its list of the 10 most wanted fugitives for crimes filed since 1987 in the Central District Court of California, including accusations about the kidnapping and subsequent execution of Enrique Kiki Camarena, an undercover drug agency agent, and of the Mexican pilot Alfredo Zavala.

According to court records, the charges in Brooklyn represent a 40-year history, even while Caro Quintero was in jail and when he was released from prison in 2013, after his arrest in Costa Rica in 1985.

RCQ word and friendship had value so when he was released his people could purchase product at more favorable terms and start to regrow their group. Remember there are only so many clients at each level, these drug traffickers are competing for a limited amount of money and will do anything to outmaneuver their competition whether through quality, price, bullets, snitching or government. Snitching being the most cowardly method aka CDS modus operandi 🐀💯

    2. Pure speculation on my part, but two large operations by SEMAR within about 24 hours, with basically "no comment" by gob about the "party" despite evidence and vehicles being seized? Seems like more than a coincidence. A couple hundred miles is pretty much right next door when you're conducting a military operation.

Who ever got him out of jail my opinion it was mayo, gave him over 8 years to take out los Chapitos and didn’t so someone thinks it’s time for new management check out these conspiracy theories mayo got Chapo out of jail to make him the face of the company and get all the bad publicity for years mayo was like el azul no one talked about him, only talked about el Chapo.when his Kids started getting caught and businesses being black listed he had to cash in his most valuable chip el Chapo. El Chapo new he was going down soon that’s why his ass was trying to make a movie to Leave his story you don’t do a story on your life unless you know the story is getting to the end. Since el Chapo is gone los Chapitos want to take over their dads shit and start making problems at this moment for mayo people start saying who is the head of this Cartel and they start putting attention on el mayo witch is not good so how about we get The US government attention on someone else hey they hate Rafael Caro Quintero how about we get him out of jail so the attention could go elsewhere also gives me another chip on the table I think Rafael would totally be willing why not he is 70 years old why not enjoy some life outside anyways

Vicentillo got a sweet deal but had to call his dad for 1.5 BILLION to pay to the court.
If he's really the most powerful drug lord ever according to the Catalina groupie, it should be pocket change to him.
with that's said, the zambadas are tied to government and get special treatment..
The only bad ASS mafiosos are dead or in movies like scarface.
The top drug bosses like mayo are far from the movies drug lord figures..
Even chapo feared and respected El lazca from zetas. After the CDS paid the Mexican government to kill him that's when zetas took a downward fall..

    1. Lazca y sus zetas nunca pisaron los pinos. Los zambadas, los beltranes, los esparragoza y los guzmanes, si.
Hubo acuerdos con los pinos Durante varios sexenos y esta documentado. Zetas were always deemed low level scum by the euro elite class in Mexico City. Shit Sinaloan elite were never accepted and still are to this day even though the European elite in the city know the deal with them. Their pride won’t let them much less tamaulipecos. Open racism as a Mexican we would know.

dude had some crocodile tears when he got snatched off that helicopter from his neck.. when they caught El z 40 they treated him with respect an didn't even put cuffs on him.. he was walking with his head high..
Not glorifying any zetas but those two i mentioned put fear in those sinaloas like no other

      Delete
    3. Lazcano and as were all og zetas were very feared by Mexican government precisely because they were at some point part of the service In mexico since the late 90’s, but Sinaloan capos were respected by them simply because of the fact of how entrenched and protected they were by their own communities and these communities were able to infiltrate them as if they were Europeans

      Delete
    4. If you actually pay attention to what’s going on In Mexico City there is a proxy war being fought by sinaloan leadership dating back since the 80’s that have high level members from every major sinaloan drug trafficking family going against the elite euro related leadership through legal and illegal battles.

      Delete
    5. These guys are funny fighting over zetas who got smashed by La Familia Michoacána!

The shots are called from Michoacán not los pinos since ancient times. The chinolas got raped by the Spaniards that why they’re not respected. Michoacán is a whole other story they had the Europeans running for the hills in fear and to this very day still do.

The war on drugs started in Michoacán. Kiki was killed in Michoacán. Original zetas were ex soldiers from Michoacán. Sinaloas got all their drugs from Michoacán and from the Colombians and Chinese who gets threatened by Michoacános. Michoacán taught the chinolas how to cook meth but never could get the recipe right only wanted money. CJNG is a Michoacán family run organization who controls the Euro and Asian drug markets.

    6. 12:35 Kiki was killed in jalisco but dumped on michoacan.. (to calendar laplaza)
War on drugs started in michoacan because of sinaloas who hated on michoacanos and didn't want them to start their own cartels. In other words the didn't want competition from LA Familia mihoacana and paid calderon to take them out along with the zetas.. cds didn't get touched during his presidency. It's even mentioned how Calderon recieved 10 million from chapo.
Those sinaloas are some dirty bastards but then again its a dirty game.. why you think mentioned separated himself from them because he knew he was going to get set up from mayo or chapo eventually

      Delete
    7. They tried but never got rid of La Familia Michoacána. Sinaloas only powerful in their overhyped garbage music and are the poster boys for the gavachos who’s ancestors raped them!
Zetas had a lot of Michoacános in their ranks in their prime that’s why they were feared till they tried to step foot in Michoacán and got slaughtered by LFM.

I remember I was around 5 years old and there was a bunch of soldiers all over my town. My dad later told me the MARINA was out in michoacan that year catching any body with Marijuana growing in their lands. Nobody was safe because it was a big operation because of Kiki camarena.
The sinaloas knew what it would cause and they dumped him outside of their area of control with was jalisco at the time.

Two days after Lopez goes to DC he’s caught? I don’t believe in coincidences. Maybe Biden threatened to turn off the annual faucet of “security aid packages” unless they hand him over, what’s it up to now a billion for MX? 10 billion for all of Latin America? RCQ will be on US soil very quickly he’s done his time in MX unless they add bs charges just to hold him there but I doubt it very seriously. He MIGHT live 5-10 more years but will die in a US prison.

  55. If Mexico tries to claim Don Rafa was one of the six killed in the chopper crash. It will literally burn the internet down. I can totally see it now! If you think Rafa don't have that kind of bread, you are sorely mistaken. Rafa's network have been major players and totally uninterrupted since the 70's. To not be shipped to the US were you're public enemy #1. 50 mill, 100 mill, 200 mill, I'd think he'd pay just about any amount to walk and it would have to be something like a military helicopter crash to set the stage. Hopefully I'm wrong and he meets in the inside of a US prison within weeks!

The U.S.A are the real gangsters but let the Mexican caps take all the heat. They let them get rich and ALWAYS get caught Or killed at the end..
Not a good idea to be a Mexican narco.

  62. There is one major issue that Mexico and the US government continue to ignore when talking about extraditing Quintero for the murder of dea agent. The issue is double jeopardy. Quintero has already been tried an convicted in MX for the murder. The treaty with MX (along with US law) prevents him for being tried once again for the murder of Camarena. But as everyone knows the US just flatly does not follow the law anymore for anything so it is certain they will try and ignore the treaty and US law by trying Quintero for a crime he has already been tried and convicted for in Mexico. Let us see if the US courts and his defense attorney can get this thrown out due to it being against Mexico treaty and US criminal law.

    2. You are absolutely wrong and obviously are do not know anything about US criminal law or the treaty with Mexico regarding such things. There is a treaty with the US and MX that forbids Mexicans to be tried for crimes that have already been convicted for in Mexico. The US signed this treaty. Not only that US precedent shows that one cannot be tried and convicted for the same law twice even though if the conviction occurred in another country. He was already tried and convicted for the killing and served 28 years. He cannot be tried again for the same crime even if it is a US court.

    3. @10:27

      Keep dreaming.
If that were the case, DEA would have left him alone and not wanted anymore.

The treaty is no death penalty, so instead we will see, that he will be serving US prison time. He can't claim COVID.
