Milledgeville, Georgia: Drug Leader Was Associated With Mexican Drug Cartel

One of the 22 people indicted last week by a federal grand jury on drug charges led a drug trafficking operation in Baldwin County that dealt with members of a Mexican drug cartel in the Stone Mountain area, The Union-Recorder has learned.

The man whom authorities contend led the illegal operation in Milledgeville and Baldwin County was identified as Jarvis “J Bo” Havior, 30, of the 2400 block of River Ridge Road, Milledgeville.

A federal grand jury recently indicted Havior on criminal charges related to the operation.

Havior was indicted on the following charges: one count of conspiracy to distribute controlled substances, six counts of distribution of methamphetamine, two counts of possession of methamphetamine with intent to distribute, two counts of possession of cocaine or cocaine base with intent to distribute, two counts of possession of a firearm in the furtherance of a drug trafficking crime, and one count of maintaining a drug-involved premises, according to the federal indictment that was unsealed last week by a judge in the U.S. Middle District of Georgia Courthouse in Macon. 

Havior and 21 other co-conspirators in the case appeared last week before U.S. Magistrate Judge Charles H. Weigle.

He remains in the custody of federal authorities.

Baldwin County Sheriff Bill Massee and Omulgee Drug Task Force Commander Wesley Nunn recently talked exclusively with The Union-Recorder about the major undercover drug operation that began in July 2020.

Since then, agents with the U.S. Drug Enforcement Agency (DEA) out of the office in Macon, as well as the Georgia Bureau of Investigation Region 6 Office in Macon, along with the Ocmulgee Drug Task Force, the Baldwin County Sheriff’s Office and Laurens County Sheriff’s Office in Dublin were involved investigating the “illegal drug activities of Havior, and the drug trafficking organization that he led” in Milledgeville and Baldwin County.

During the undercover drug operation, it was later learned that Havior was “a multi-kilogram distributor of meth, cocaine and marijuana in the Middle District of Georgia,” according to authorities.

Between July 2020 and November 2020, multiple controlled purchases of methamphetamine were made, according to Massee and Nunn.

The undercover investigation eventually rolled into 2021 when federal agents learned sometime between February 2021 and April 2021 that Havior was purchasing multiple kilograms of methamphetamine from a man named Noe Canela and another man identified as Nicolas Cuevas Flores.

The illegal drug transactions were made in Stone Mountain.

Havior was later arrested, along with co-conspirator Anrico Dontae Taylor, 32, of Milledgeville, following a traffic stop on April 5, 2021. The traffic stop was made on Ga. Route 22 in Baldwin County by Sgt. First Class Kevin Pope of the Georgia State Patrol, commander of the post in Milledgeville, along with Baldwin County Sheriff’s Office Deputy Sgts. Jerome Roberts and Brandon Towe.

At the time, the two men had in their possession four kilograms of methamphetamine, Nunn said.

Massee said authorities had learned through the ongoing undercover drug investigation that the two men had gone to the Atlanta area to purchase a large amount of meth with the aim of returning to Baldwin County with the drugs.

After arrests of Havior and Taylor, agents with the DEA Atlanta Task Force Group 4 continued the investigation and involvement of Canela and Cuevas Flores, authorities said.

The investigation led to the arrest of Cuevas Flores in October 2021.

Cuevas Flores was arrested during the controlled delivery of approximately 14 kilograms of meth and one kilogram of heroin, according to authorities.

Search warrants were later executed at the residences of Cuevas Flores and Canela in Stone Mountain and Lilburn.

The search warrants yielded approximately 67 kilograms of methamphetamine, one kilogram of heroin, several pounds of marijuana, and a number of assorted firearms.

This particular federal undercover drug investigation has led to the seizure of approximately 87 kilograms of methamphetamine, 2.5 kilograms of heroin/fentanyl, two kilograms of cocaine, nine firearms, and approximately $50,000 in cash.

Federal authorities say the case is ongoing and additional arrests are expected resulting from a separate federal indictment being sought in the U.S. Middle District of Georgia Federal Court in Macon.

As time went by he wouls regularly see the DEA and prison officials go visit him in his cell for hours at a time or pull him out and hed be gone for hours soeaking with the DEA. Theys bring him fast food and they brought him myltiple cell phones which he continued to conduct business with but everything he said and did was being recorded and he knew it. He was operating with the knowledge of the DEA setting people upand just running his shit still behind bars but as i mentioned as a CI
    They could hear him and his phones vibrating up aginst the bunk and sometimes the ringtones of incoming phone calls when not on vibrate but specifically late at night when the tier wouls be quiet he wouls be heard yelling orders and cussing to his men whom all had no idea he had already flipped and was simply helping the DEA locate drug, weapons and money shipments, wanted men, and building cases.

    6. I think for some of the guys, getting hooked up w the DEA is in the back of their head when they are getting tired. If things get too hot, they know if they come Stateside, confess, work with the feds to get larger fish or info (narc), lower sentence with the ultimate goal of getting released with quasi protection and family sent as part of the deal. US citizenship for family etc. These are truly safe Golden handcuffs. Handcuffs but much better compared to life in MX unable to flee the life.
