San Diego, California: U.S. Marine Veteran-Turned-Drug Kingpin Pleads Guilty In Trafficking Case

Angel Dominguez Ramirez Jr., a dual U.S.-Mexican citizen, was key to the corruption probe of Mexico’s top federal law enforcement liaison

A U.S. Marine veteran pleaded guilty in San Diego federal court Wednesday to orchestrating a drug-trafficking operation that moved South American-sourced cocaine through Mexico and into the United States.

Angel Dominguez Ramirez Jr., a dual U.S.-Mexican citizen, pleaded guilty to a drug-trafficking conspiracy and a money-laundering conspiracy.

In his plea agreement, Dominguez admitted to being the leader of an organization that moved hundred-ton quantities of cocaine from South America into the U.S. According to the indictment, prosecutors say smugglers used boats, airplanes and commercial vehicles to move the drugs from South and Central America into Mexico, then brought the loads over the California and Texas borders for distribution.

He also admitted to coordinating the flow of cash from drug-sales profits in the U.S. back to Mexico.

Dominguez’s military training was an asset while working as an original member of Los Zetas, a paramilitary cartel that was initially created as an enforcement arm of the Cartel del Golfo, according to the indictment. Known as “Zeta 39,” he later named his own group El Seguimiento 39.

Prosecutors said Dominguez was able to operate his own organization through cooperative alliances with several other powerful cartels, including the Sinaloa Cartel and the Cartel de Jalisco Nueva Generacion.

He also relied on a deep network of corrupt government officials and law enforcement officers in Mexico, including Ivan Reyes Arzate — a top federal police commander who served as a liaison with U.S. law enforcement officials.

U.S. agents in 2016 had begun to suspect a mole in the upper reaches of government, but it was an intercepted phone call between Dominguez and another trafficker that indicated Reyes was the one sharing intelligence on U.S. drug enforcement operations with cartels, according to prosecutors.

At one point, Dominguez floated a plan to Reyes: Dominguez would feed the federal police with incriminating information against rival cartel bosses so that when they were arrested Dominguez could take over their territory, prosecutors said.

Dominguez was arrested in Mexico in 2016 and extradited to San Diego in 2019.

Reyes was prosecuted in Chicago and sentenced to 40 months prison in 2018.

    Ive always been curious about this man and his cartel which a news putlet dubbed "A Super Cartel" o "Cartel De Carteles" reffered to as Seguimiento 39 which according to intelligence reports was an alliance that included CJNG, CDS, CDG , CDJ, BLO and Zetas. Some reports indicate that a meeting was held in a Hotel somewhere Nuevo Leon or some border town where the following capos attended for the most part personally. Mencho ans Cuini CJNG, Z-40 and Z-42 Zetas, Chapito Isidro and Hector Beltran Leyva BLO/CDP, Viceroy (some outlets say he sent an envoy and did not show up himself) Chapo and MZ CDS and Tony Tormenta CDG, some reports leave out CDS others leave out CDJ but most agree that the above mentioned bosses were present personally and agreed to an alliance that would act as a Cartel De Carteles with a simple system in place to prevent war amongst one another but Allegedly Z39 had a sophisticated plan which he laid out for everyone where the main objective was making money and stopping the unnecessary violence. He had a network of connections in Mexico and South America with cocaine suppliers and Asian Chemical Suppliers,routes into USA, routes to get the cocaine and Chemicals safely into Mexico and then the cocaine and other drugs from anywhere in Mexico safely to the border and finally safely into the US, routes and ways to get the money back into Mexico, politcal and government protection amd "Moles" at the highest level, said to even have had protection and corrupt officials as well as moles who fed him info in the US and basically the alliance aimed to monopolize the drug trade with minimal violence.

    For real? The Flores Twins smuggled 2 tons total and they were one of the biggest in the US. This guy was importing 100x that?

    1. The flores twins were not the biggest. What made them so special and useful to chapo was that the way they dmuggled dope into chicago could be used to get drugs into other major hubs that Chapo already established or would established. Basically on top of selling their own drugs and having Chicago on lock they also assisted Chapo smuggling his dope to other major cities. Their route was universal in the fact it was capable of bring used for different places and that is why they were said to be these huge suppliers etc AND they used this same system to bring back the most imoortant thing. MONEY
      For assisting CDS they were said to be paid 10 million a month on top of whatver they made themselves supplyig chicago.
      About them SELLING 2tons a month THEMSELVES i dont buy it. In phone calls with chapo they talking literally like 10 pounds, 10 kilo deals and oaying 40-55k a kilo of heroin. Which i pricy af but still not stepped on so maybe not overpriced entirely. Even if tjey moved 10kilo a day of heroin thats 300 kilos lol not no 2 tons even cocaine, they made 10-20 kilo deals over the phone with chapo. They moved tons but not sold tons, they sold maybe alot of drugs yes but they were important because they could safely transport tons of drugs to other CDS distributors and sellers.
      Articles never really clarify that, they always want to paint the twins to be some dealers who sold tons at a time instead of drug dealers who moved alot of drugs but merely transported tons for chapo and co
