El Teo an idiosyncratic Capo

The former head of Sicarios of the Arellano Felix Cartel, who flipped to the Sinaloa Cartel, is kept in a maximum security prison, given his profile of " a subject with contaminated criminogenic expansion and low crime threshold, showing idiosyncratic social reproach". At the beginning of the current year, Teodoro Garcia Simental was returned from Cefereso 11 Hermosillo to the federal penitentiary of Altiplano, where he faces 18 criminal proceedings for crimes of federal jurisdiction. Three of his brothers are also on penalties with the same characteristics.

The image that drug trafficker Teodoro Garcia Simental once tried to give, in the sense that he is a sensitive man, because in previous years, his jailers have told his children that he is a bloodthirsty capo and complained before various authorities, is distorted by a penitentiary criminological study that ensures that the inmate is manipulative and idiosyncratic.

Teodoro, Diego and or Eduardo Garcia Simental, who is also nicknamed "El Tres Letras", "El Alamo", "El Siete", "El Tomatero", "El Ruben", and "El Rojo", was on September the 20th of 2015 transferred from Alitiplano to Cefereso 11 Hermosillo, and in early 2017, returned to the federal prison at Almoloya de Juarez.

With the study carried out, the prison authorities fought a series of amparo trials promoted by "El Teo", who sought to be released from the Sonora maximum security prison; However, it was proven that the inmate has criminological profile to be in a penitentiary with special characteristics.


The specialist who interviewed the prisoner obtained the legal, psychological, social, educational, medical and safety opinions of the inmate of robust complexion, in adequate hygiene conditions and personal dressing, with suspicious questions of his interviewer though he collaborated.

This man who was a sicario and later cell jefe in the Arellano Cartel Felix, was initially evaluated in the psychological area, where he is described as a "subject that is a person located in space and time, whose memories are conserved, without presence of some alteration in the sensory-perception.

Based on the interview, it was noted that El Teo presents a functional deductive thinking, increased self critical judgment and decreased hetero chromatic mental functions of superior integration on average, during the activity his mood was normal.

The intelligence test showed that El Teo has an average IQ and shows impulsiveness, suspicion, aggressiveness, evasion, opposition and sensitivity to criticism. A questionnaire of 16 factors highlighted the mentioned traits, besides emotional sensitivity, concealment, anxiety and tension.

In criminological dynamics the subjects difficulty is evident for interpersonal relations, being dominant before them, minimizing the consequences.

Made in a urban environment, a high criminological zone, with the presence of criminal-contaminant friends and groups, Garcia Simental was linked to the Tijuana cartel or Cartel Arellano Felix and then to the Sinaloa cartel. As para-social behaviours, the inmate admitted alcohol consumption from the age of twenty and occasional tobacco use. He acknowledged having three gunshot wounds from an assault on him.

El Teo does not recognize the commission of crimes that he is charged with. Their denial is aided by reactive formation, repression and rationalization as a defence mechanism to evade his responsibility, and is manipulative and incoherent during his speech, denoting suspicion.

Specialists diagnosed that, within the group dynamics, the maximum security prisoner adopts a role of emergent leader. His aggressiveness is contained whenever he is in a controlled environment, however, he can externalize it, since his handling of impulses is inadequate, as well as his tolerance to frustration.

He is dangerous, the study stated that Teodoros capacity for discernment is limited. Because of the previous sentence, he is a subject with contaminating criminogenic expansion and a low crime threshold, and shows immutability to social reproach, being skillful and indifferently affective, since it shows few inhibitory brakes, and has been granted multiple disciplinary sanctions in Altiplano, which increases his delinquency nocivility, projecting himself as unimpeachable to the environment where he is, trying to be dominant in order to obtain some kind of benefit to himself, and is notorious for self regulation.

Things that trigger his criminological characteristics, are obtaining economic satisfactors in an easy and fast way, besides his adhesion to a criminological group for a sense of belonging, making him prone to commit criminal acts with greater facility.

Criminologists point out that according to the penitentiary records, El Tres Letras, initially hired as sicario within the AFO, and later transferred to drug trafficking after the arrest of the Arellano Felix brothers, had issues with El Ingenireo and his mother and her sister, took the decision to ally himself with the Sinaloa cartel and the Gulf cartel, causing confrontations between the various organizations.

Family criminological aspects were also highlighted, as the three brothers of El Teo are prisoners in various maximum security prisons. Among them, Marco Antonio Garcia Simental and or Mario Alberto Rivera El Cris, Manuel Garcia Simental, El Chiquilin, and Eleazar, who all played important roles in the CAF, among them payment of payroll to all employees, packaging and protection of cocaine, as well as executions and disappearances of undisciplined persons and enemies.

    For all of you who think the translation is bad - it's not, Otis is doing a great job of showing how obtuse, vague and overly flowery the Spanish language is, especially when used by Mexican journalists who have to fill up pages with SOMETHING that better not have too much truth in it.

Stuff like this makes total sense in the Mexican media although it's a huge LOLOLOLOL when translated. Writers who use the Spanish language should stick to poetry and Don Quijote and forget about journalism or anything serious.

  17. Having lived in TJ during the war that El Teo started and then dominated, I understand the article. The level of violence he precipitated was without precedent. Cops by the dozens were killed during his rampage. Average citizens saw the results of his mayhem at the break of day. Bodies piled up outside of elementary schools greeted children as they arrived for classes. If this man or his brothers ever see freedom it will be among the greatest travesties ever perpetrated in Mexico. Evil is a gross understatement for this man.

  18. el teo was a beast for sure..he had heads rolling by the dozens..but whats funny is the level of violence right now at this moment in sinaloa and also in tijuana far exceeds the levels back in the teo days...but its not getting near enough attention as tijuana had back in the 2008-2009 days..sure we know sinaloa cells are fighting for control and probley fighting el menchos ppl as well..but why havent any major cartel figures like teo havent been identified? maybe because of the political connections they have within sinaloa to keep stories and major battles on the low..who knows??.. either way whats going on in sinaloa right now and other parts in mexico is by far the worst its ever been and innocent women and children are getting killed left and right...i just hope the mexican gov can get control of this horrible situation and set it right

It´s easy being "tough" like Teo when you give orders for executions in TJ while living in La Paz, if Teo was as tough as they want to claim he is/was, he would have faced Leyzaola, the guy made Botija run to la baja sur. At the end of the day, Teo was STUPID, he lost friends, he lost the war, he lost his freedom, only for the Sinaloas to take control of Tijuana, the same Sinaloas he used to kill when he was a cell leader for AFO.
