Mexico issues warrant for U.S. extradition of 'El Chapo' Guzman

Lucio R. for Borderland Beat -Republished from AP
AP:

A judge in Mexico issued a provisional warrant to detain escaped drug lord Joaquin "El Chapo" Guzman based on an extradition request from the United States.

A federal official who was not authorized to be quoted by name said Thursday that court hearings would be required before the extradition could ever be carried out.

Guzman also faces a host of Mexican charges following his July 11 escape through a tunnel from Mexico's highest-security prison.

The U.S. filed an extradition request for Guzman on June 25, about 2½ weeks before he escaped.

Former Mexican Attorney General Jesus Murillo Karam said earlier that Mexico wouldn't extradite Guzman until after he had served time for his crimes in Mexico, saying the U.S. might get El Chapo in "about 300 or 400 years.

Note from Lucio:

In the article below it eludes to the expectation that El Chapo would now face “a host of other charges following his July 11th escape.”  In Mexico, it is rare that an inmate is charged with escaping.

There would have to have been deaths or injuries involved in the escape.  Mexico does not prosecute for the escape itself, holding to the philosophy, that it is a natural compulsion for humans to escape confinement, thereby escaping or attempting escape is reacting in a  natural human instinct and should not be punished.

Let’s refresh our memory and go back to what Mexican Attorney General Jesus Murillo Karam [aka #YaMeCanse] said in January 2015;
"I could accept extradition, but at the time that I choose. 'El Chapo' must stay here to complete his sentence, and then I will extradite him," Murillo Karam told The Associated Press in an interview.
"So about 300 or 400 years  — it will be a while."
The United States also filed a warrant with Interpol, similar to that of Chino Antrax, if Chapo should be captured in a country outside Mexico, he will, after a hearing, be sent to the United States.

  4. Reforma newspaper reported that Joaquin El Chapo Guzman requested and was granted an injunction to avoid being extradited to another country, assuming he is arrested. Please confirm BB

  5. I seriously doubt that Chapo Guzman will allow himself to be arrested, especially knowing that he now faces extradition to the U.S. and the supermax federal prison in Florence, Colorado. If Mexico ever gets close enough to arresting him, he will either die in a shootout with the military or he will take his life. Either way, he is sure to rise to the level of a martyr in the eyes of many poor Mexican citizens.

There is also a rumor or belief that many Mexican politicians do not want to see Chapo Guzman extradited to the U.S. They are concerned with what he might divulge to federal prosecutors concerning favors they did for he Sinaloa Cartel, information passed to Chapo Guzman and possibly for arranging his escapes from Mexico's maximum security prisons. This is all conjecture at this time but there is some compelling evidence, which shows that is exactly what happened when he escaped the first time.

Whatever the outcome, it will be interesting to see what transpires in the coming months now that he is free again and presumably back in charge of the Sinaloa Cartel.

    1. The U.S. probably doesn't want him extradited either, or at least elements within the DEA, etc. who likely had dealings with him just like the Mexican government did.

But it wouldn't surprise me if Chapo didn't go out shooting. He probably thinks he could outwit his captors once again. Either view bribes and money, or escaping. It wouldn't surprise me if he took his chances with being captured vs. taking a bullet to his head.

But the most likely outcome is an extrajudicial execution by whoever is sent in to capture him. They'll likely shoot him regardless. It probably won't matter if he wants to be taken alive when the time comes.

    2. Great point but he is only a pawn in the grand scheme of the drug business. The organization in charge of the Sinaloa Cartel are the same politicians we in the US and our families in Mexico vote for. But true, he will never get arrested until the politicians he's working with turn on him too.

  8. 🐵🙈🙉🙊 (CNNMéxico) - The legal defense of fugitive drug trafficker Joaquin El Chapo Guzman lodged an appeal to challenge any arrest warrant for extradition, according to public records of the Federal Judiciary Council. Chapo lawyers filed the appeal on Wednesday in the Fifth District Court of Amparo in Criminal Matters in the Federal District, one day before an arrest warrant be released to the United States to extradite drug trafficker. In the legal process to defend entered Guzman Loera, the Fifth District Judge Patricia Cerda Marcela Diaz, he granted a stay to avoid extradition. 🐵🙈🙉🙊 Al 💯 #701

--El chapo is no Noriega "Cara de piña"...he has botox and manicure on his fine hands.

  9. Enjoy your vacation while you can El Chapo because when the US gets ahold of those nalgas you will wish you were back in Altiplano prison. You will not be captured. You will share the same fate as Pablo Escobar.
