Caro Quintero ratified as responsible for the death of Kiki Camarena

Translated for Borderland Beat from a Proceso article by Otis B Fly-Wheel

Rafael Caro Quintero
A year and two months after the First Chamber of the Supreme Court reversed the amparo that freed Rafael Caro Quintero , the first Collegiate Criminal Court of the Third Circuit, that the boss of narco trafficking in Mexico , in the decade of the eighties is criminally responsible for the kidnapping and killing of the agent from the DEA Enrique " kiki " Camarena and his driver Alfredo Salazar.

The Collegiate Tribunal also found responsible for the same crimes , Ernesto Rafael Fonesca Carillo " Don Neto " , founder with Caro and Miguel Angel Felix Gallardo the cartel of Guadalajara.

However , it asked the Second Unitary Court of the Third Circuit to decide on the replacement of imprisonment for security measures , because of the senility and precarious health of Don Neto.

In the case of Caro Quintero , the Collegiate Tribunal , had to modify the amparo , which he had granted to him in 2013 , after which the First Chamber of the Court refused to intervene in the case , for the sake of independence of the Judges.

The Tribunal decided that Caro should be protected by the amparo because of violations in due process in the case of Camarena and because he had already completed his sentence for other crimes.

Caro Quintero left prison on the 9th of August of 2014 , but three months after , before the scandal and pressure from the United States to the Federal Attorney Office ( PGR ) , the First Collegiate Tribunal , retraced their steps and ordered the First Appellate Court to review their resolution to deny the amparo to him.

That's what the Judges did. Now he was declared criminally responsible for the crimes of unlawful deprivation of freedom , in the form of kidnapping and murder of Enrique Camarena Salazar and Alfredo Zavala Avelar.

They resolved that they should identify the penalties for the crime and where appropriate , order the re-arrest , which ratified that the ex capo is a fugitive , since the Ministers of the First Chamber voted against the amparo granted to him.

They also ratified the crimes against health ,  in the category of cultivating , packaging and possession of Marijuana , for the intent of trafficking , at the El Bufalo ranch.

The new resolution confirmed the stay of proceedings of the crimes of homicide , and the illegal deprivation of peasants working in ranches located in the Municipalities of Coyame , Jimenez , Julimes , Chihuahua.

It also exonerated him of crimes against health in the cases of the ranches Los Juncos and Montesco, as well as the crime of criminal association.

  1. It's amazing how the Mexican courts can fix any political problems that the ruling class may face from America.

    1. Also a bunch of crap. Amazing how if you can hang n there until your old, you can get a free pass to stay home and not in prison. Their criminal system appears as if committing crimes is a social security at a certain age. Let them die in jail. Who cares???????????????

    2. And "America" can blame others for their crimes. Research CIA agent Rodriguez and see what you come out with. This agent, the same that was seen in pictures right before El Che Guevara was executed, was also involved with the Guadalajara cartel bringing in drugs from south America through Mexico to fund the guerrilla forces in Nicaragua. Agent Camarena was investigating these allegations.

    3. I always thought US killed that agent and just thru Rafa under the bus cuz he didn't want to work for them

    5. And the reason america got involved in the drug trade is simply because they feared communism during the reagan administration. So to make sure the farmers in el salvador, nicaragua, and guatemala were not going to come to power and make a "communist" regime, the united states decided to sell drugs to the enitre north american continent in order to fund the contras and other governments instilled by the united states in latin america so that "communism" would not take over central america. Why did the US do this? Simply because the united states is a business run by business men. To have the farmers of el salvador or nicaragua come to power and bring social equality and better living and working conditions for the people would not allow companies and investors in the US to rob the central america of its resources and instill a government loyal to the US. So they label the farmers communists because the farmers are not going to allow the US to steal their resources and materials and also not allow that country to profit from their resources which results in people living in poverty and not making money. The US then creates groups like the contras funded by drug money on drugs sold allover north america and brainwashes them to think they are fighting for their country from the rule of a communist dictator. The real dictators are the ones installed by the US who dont give the people rights and open the door for the US to do as they please in that country specifically central america in this case.

  5. If you're looking for 'justice' in this life, you're not going to find it. Especially for those who are 'up and coming', and think that 'it's their turn', and that 'their time has come!' Justice can't be bought, and it can't be decided upon, because, let's be honest, What is 'justice' anyway? Justice for 'all'? Really? You can mock the belief in the afterlife, but mocking it doesn't give you any power over it. Whether Don Nieto or Don Rafa or Don Miguel or whoever, likes the fact that time is on nobody's side or not, it's not going to keep them alive forever. Should these men have been executed 25 years ago? If it bothers you that every day that these monsters are allowed to stay alive, in spite of the untold countless deaths they have been responsible for, does it bother you that 45 years later Charles Manson is also still alive? Sure Mexico turns their bad guys into folk heroes, but I think we've more or less been doing the same thing in America for quite some time. Voltaire - "To learn who rules over you, simply find out who you're not allowed to criticize."

    1. What an absolute pile of horse-shit. Moral equivalence at its worst. That Voltaire quote- who is being criticised in this case? And no, it doesn't bother me that Manson is still alive, but if he had been freed and glamorised and some dumbass said "Was he really to blame? And what does the word "Blame" really mean?" You pretend Manson is a folk hero, but you clearly don't know what the phrase means. He was a bitter little white supremacist who tried to start a race war with a bunch of fucked up teens under the guise of hippie ideas he twisted for his own ends, but instead of that sordid reality, in American popular culture he is portrayed as the epitome of evil. That is not a folk hero. Next time you quote from that "Little Book Of Philosophical Wisdom" that you keep in your toilet try this one, from Beckett- "People talk, and talk, and talk, and talk because they are terrified of silence. In the end, they are saying nothing"

  6. Yes he may be guilty but yet the generals, cia agents and other power brokers who were involved walk free? Rafa caro Quintero was used as a tool for the powerful as drug lords are still used today in order to make bankers astronomical amounts of money. The narco sells drugs and hand out street justice, the banker steals from the nation and prop up a corrupt government. I ask who is the worse criminal?

  7. The other latino juan ramon matta ballesteros may still be in prison in the US, not for traffickng drugs for them and assisting the reagan administration's mc lt. col. oliver north and ''soldier'' felix ismael rodriguez and general richard secord in doing it, but for doing some drug trafficking on his own...
--the mexican system of justice found that matta ballesteros was not guilty of the kiki camarena murder, after some carefully taking of kickbacks, i'm sure...
--the US no know nothin' bout anythin'...sworn on the bible...

  9. Why is it that every story concerning what Mexican courts say, or do, is totally incomprehensible? How can these clowns call murder "unlawful deprivation of freedom", and drug offences "crimes against health"? Where are the journalists, (print and television) and the publications that should be spending all their time showing Mexicans (and the world) this farce for what it is.....farce? The entire Mexican legal system is a Marx Brothers comedy: hilarious if it didn't involve the loss of tens of thousands of peoples' lives.

  17. Just read a article from the Miami news where a reporter was once again condemning Gary Webb as he did before . He said Gary Webb couldn't prove anything.
Sometimes a conspiracy can be almost clear as glass but can you prove it ? We invade Iraq with the ex president of Halliburton as vice president and Halliburton plays the lead . Completely running the show with a no bid contract . Ex head of the CIA is Vice president 2 administrations back (Bush Sr.) and the CIA is alleged to be overseeing dealing drugs , trading weapons to our enemies supplying weapon to overthrow governments ect and so on.
Bay of pigs in 1961 named operation Zapata . It was a coincidence G Bush Sr owned the oil company Zapata oil company out of Midland Tx . Another Coincidence they prepared on Zapata oil property in the gulf . We know there was no conspiracy because in 1975 when George Bush was sworn in as CIA director by president Gerald Ford he said he had never worked for the CIA.
And I voted for these assholes .
