Salvador Ríos Denies Being a Zeta, Claims Tortured by GATES

Last week, I posted the article "Miscellaneous News from Coahuila" in which I reported that Salvador Ríos Núñez was arrested in Piedras Negras by the Group of Specialized Arms and Tactics (Grupo de Armas y Tácticas Especiale, known as GATES) and that they claimed that he confessed to being a financial operator for Los Zetas.  

The following day, I received an email from his brother, who wished to correct false information being reported.  Since then, I had the privilege of corresponding with this brother, who has not hesitated to answer any of the questions I have asked.  He strikes me as a fair, unbiased individual, who is naturally worried about the health and safety of his brother, yet has remarkably been able to keep his emotions in check.  The following is their side of the story:

Salvador Ríos Núñez is the son of Juan Ríos, a native of Piedras Negras, Coahuila and former Judicial Police officer who passed away in 1984 due to complications from diabetes.  Despite sharing the name with Salvador "Chava" Ríos, the former sheriff of Maverick County, Texas, of which Eagle Pass is the county seat, there is no family connection between the two individuals.


Growing up, Salvador was a gifted student, making straight A's, and he graduated from Eagle Pass High School in the year 2000.  Thereafter, he moved to the Dallas-Fort Worth area, where he obtained a Bachelors in Science in Telecommunications from DeVry University and then proceeded to work at Avaya, a multinational corporation specializing in business communications equipment.  During that timeframe he suffered a motorcycle accident, which left him partially blind in his left eye, and he returned to Eagle Pass to heal up, under the care of his mother.

After the several months it took to recover from the accident, he held several different jobs.  At one point he pursued a career as a United States Customs Officer and, following a rigorous application
process (including a required Certificate of Criminal History Record Information, a copy of which is seen here and indicates he had no criminal background), he was accepted, but was unable to complete the physical.

Salvador is currently employed by the Union Pacific Railroad in Eagle Pass, where he is a Yard Manager.  He is married to a Mexican citizen from Piedras Negras, who continues to own a home there, and, for the past two months, he has rented an apartment in Eagle Pass, where they live as her United States residency application is being processed.

According to the account Salvador provided to his brother, around 6:00 PM on Monday, December 22, he left Eagle Pass and crossed the border to Mexico, stopping by a duty free shop to pick up some bottles of liquor before heading to La Tachuela restaurant (located in the Guillén colonia, near the Manuel Pérez Treviño bypass) to meet with some friends for dinner.  Via instant messaging, he chatted with his wife and let her know that he would soon be heading back to the United States as soon as he stopped by her Piedras Negras home for some personal items and over the counter medication.

Salvador and a married couple, part of the group of friends whom he was giving a ride, left the restaurant in his white 2014 z71 Silverado pickup, followed by the rest of his friends who traveled in a separate vehicle.  While driving on the Manuel Pérez Treviño bypass, a GATES patrol pulled behind the vehicle in the rear and signaled for the vehicles to stop.

Assuming that the patrol was only pulling over that vehicle, he continued to drive on, yet the GATES pursued him and he stopped his pickup on República boulevard.  When the leader of the GATES patrol saw Salvador, he said something to the effect of "Wow what a surprise, I’ve been looking for you and now I have you, we’ve been watching you all since you were having dinner".

The entire group was then taken to an empty lot on the outskirts of Piedras Negras.  There, the GATES questioned them for money, went through the pickup, took the bottles of liquor, and then proceeded to beat them, one by one.  Eventually the married couple was released, but the GATES continued to hold Salvador.  The female then made the situation known and one of Salvador's family members begins notifying the rest of the family.

Meanwhile, according to Salvador, the GATES ask where he lived and then load him as a passenger in his own pickup, which they drove to his wife's house in Piedras Negras.  There, they ransacked the home and took all the liquor they found.  He was then taken to another house, where he was beaten and tortured.  A plastic bag was repeatedly placed over his head and only removed each time he nearly passed out.  While his face was covered, he was beaten on his head, kicked in his stomach and back, and hit with clubs on his legs.

He was also placed in handcuffs; the officers would jump on his wrists and stomp on the handcuffs.  At one point a pistol was shoved into his mouth and towards the end he was water boarded.  During this torture process, he was repeatedly questioned about money, asked where the title of the pickup was, and ordered to pay them 1 million pesos ($67,675 at the current exchange rate).  When he told them he did not have that amount of money, he was told that if no one claims him he would be killed.

Sometime around 4:30 to 5:00 AM on the morning of Tuesday, December 23, the GATES handed him over to agents of the PGR.  It was while being held in their custody that Salvador's brother visited him "When I saw him, he showed signs of bumps on his head, could barely speak because of damage and soreness to his mouth, his left hand was swollen to twice its size from the damage of the handcuff stomping and both wrists were heavily bruised one small cut on the bottom right wrist.  He complained of stomach, leg and head pain".

Salvador was quickly processed and taken to federal prison without being assessed by any medical staff.  The Public Ministry turned over his personal items to his mother: credit cards, various identification, his United States passport, 5 thousand pesos, and his iPhone for use in the United States.  A number of items were missing: jewelry, including a gold bracelet and rings, his watch, two credit cards, a cell phone for use in Mexico, American currency, and his keys, which included ones to his pickup, house, and post office box.  Salvador's brother inquired about his pickup and was told that it had not been impounded but was in safe hands.  Upon being questioned what that implied, the officer of the Public Ministry responded "I have it under my control". 

On Monday, December 29, Salvador's brother spoke with a representative of the United States embassy in Nuevo Laredo.  He was told that a representative in Piedras Negras visited Salvador while he was under the custody of the PGR and that they had received a document in which Salvador denounced being kidnapped by the GATES and that they had planted false evidence.

However, the rep never made us aware they were present or even tried seeking some relative or other.  They did not provide medical help, I am unaware whether he denied help or was aware the rep could provide that or if the rep ever asked him about medical assistance.  If the person saw him as I did, she would have asked, as we did, upon which he requested some pain relief for his headache and stomach ache due to the injuries he received".

And Chapo got captured even though he was in Beltran Leyva territory got caught disheveled came out for the perp walk like he was going to a dance and called his wife to see if she wanted to go shopping. Yeah and the Marines and the DEA are the good guys too right? We don't torture too (sometimes).

I feel sorry for the dude,my parents are from piedras i grew up in eagle pass,let me tell you guys a lil bit about the gates,when they first rolled into town everybody was happy here was a tactical group that was going to fight the zetas which people were tired of dealing with.they were good for thr first couple of months they eventually pushed the zetas out to the outskirts of town.zetas still have a tight grip in piedras but they cant ride around like they used to they lost alot of money soldiers and power.but now you might as well label the gates as a new cartel or even worse because they have a badge now the gates run the town they have control of the local jail el cereso and have multiple drug stores tienditas all over the city,they kidnap and charge ransoms for people they hold.who knows if this guy salvador is innocent or not but the gates are just as bad as the zetas

  5. Sounds fishy....just so happened to have a new 2014 Silverado pick up...yard managers do not make that kind of jingle to be tossing down on new vehicles. Driving a vehicle of that caliber makes one stand out in cartel country. Then stopping to buy bottles of booze, not one but "bottles". This just does not sound kosher especially driving "IN" Mexico when he is going tot he US. Why would anyone if legit be so stupid as to flash a new vehicle in Mexico when if he had any smarts he would have BEEN in the US not driving around Mexico, eating buying booze. Either he is an idiot or he is a Zeta. Why also the emphasis on "over the counter medication"? What is over the counter to mean?? A kilo of powder handed over the table or aspirin bought at the local store without a script? To many attempted "justifications" of everything to make one believe automatic innocence. Not enough "real" facts here, just a one-sided version, explanation from family as told by the perpetrator. The customs paper and background mean nothing. Almost every cartel member is a current or former police office and many do not have records as they have not been caught yet. I am at a loss to his guilt or innocence. If that were a member of my family I would attempt to "justify" his innocence like his brother but something of this story still smells...of fish.

    1. Not saying he's a zeta or not. What I will say is that the railroad most definitely pays enough to their lowest wage earners so they can afford said truck and a house. Two, buying bottles of alcohol in a duty free zone is a lot cheaper than buying anywhere else, and three mofo's go to Mexico because they love it and going back to flash a new vehicle is not any different from a poor guy in America making it, and going back to the old neighborhood to let them know he made it....it's a very human thing to do....that said, my gut tells me he's a zeta.

He was also by witness accounts fleeing the officers at a high rate of speed and when finally apprehended they found a loaded AK-47, 3 magazines for the assault rifle and 60 loose cartridges along with cocaine and marijuana some already packaged for resale. This was an individual also wanted by the police prior to his arrest. I too am curious about the "over the counter" remark. Why make such a comment? Does he have a card to possess marijuana in the USA? But why was this so important to say? Guilty until proven innocent. Oops, this is Mexico, guilty until bribes paid to federal officials. The story and information provided do not add up and why the immediate response to BB by email the next day? More investigation needs to be done on this, I think the Mexican police got their man.

    13. For your info I've been driving my new Vehicles - my Ford Expedition and/or my Mercedes in and out of Mexico for the past 15 years. I live in Texas B/c my engineers come from UTD, I own my business and drive once or twice a month to DF, Monterrey, Culiacan, Leon, Saltillo, and other cities to license my technology and I have never had problems - in Mexico that is.. I got car jacked and beat with a pistol in Plano in broad daylight leaving Red Lobster. To sum it up your CLUELESS about Mexico except for what you read and dream up in your mind.

Then they drive.down to Mexico to show off their brand new trucks and then the buy food and load up on booze and buy over the counter medicines for their freinds and family because its cheaper and better than the American pharmaceutical drugs. then they cross back after buying their Obleadas. thats what people do at every border city. The reality of the situation is that most people are blissfully unaware of what goes on in the bordercities so they cross over unaware for the most part. i myself have been going back and forth my whole life and have never encountered any corpses or bad cops or Narcos as they do their narco stuff. im not stupid to think it doesnt go on. but everything always looks normal everytime i go. people are going about their daily lives. but everyone is aware.

  15. First I read where someone said this version sounds fishy. Well to the person writing this and spoke with the brother. First thing is US customs would be a federal job in the US. Meaning the criminal history would be carried out by an agency like the FBI. This would require a national criminal record covering all 50 states for federal offenses. What is presented there is nothing more than a single state criminal report which could be required to have as a care giver. So that is unusual. Also you can simply pay to receive a report like that from any state.Some employers will pay to get it for you when applying for a job in that particular state. Also when they asked for his vehicle registration, what was the reply? That is to be in the vehicle at all times. If he has US citizenship, then he should know that. However, if he had a federal record anywhere in the US, then his passport would not be any good. He could be telling the truth on some things, but the US customs thing doesn't add up. That record presented proves nothing more than no criminal record in Texas. You cannot get a federal job of that nature without a full criminal background check.

Then again the age old corruption of the police . What was described sounds pretty standard of the way its always been . I cant imagine myself going and enjoying the night life on the other side . Havent even considered it for decades . Not after my last police shake down in Villa Acuna 1985 . In the past 15 years I have not believed it safe to go in day time. I see a few young brave souls that say" its not as bad as people say , I haven't had a problem . The truth is IT DONT HAPPEN UNTIL IT HAPPENS . Then its too late .
    I hope that young man isn't involved in crime ,and if not I hope he is freed . I think the railroad is a pretty good job . Hope the cartels haven't bought them .

  22. The story is very fallible and questionable at best. What about the other alleged people involved? What is their actual story? Seems hard to believe GATES would release them without thought after the beating and secure Rios. Obviously he is a wanted fugitive or individual in this case or else the PGR would have ultimately released him. I see no intervention on behalf of the US Embassy since he is a US citizen so as the saying goes "Houston, we have a problem."

    Only time will tell on this situation but odds are not looking good for him since he was being watched and followed.

And driving around in what would appear to be a caravan of cars makes things seam even worst... You either will get stopped by the federales, military, or la maña, el cartel.. And walking around with wads of cash... Wining and dinning.... FISHY.... none of his actions ar illegal but in a place like mexico right now they just dont make sense.... Speaking of railroads, the U.S. city of Eagle Pass across Piedras Negras is fighting against the Dos Republicas coal mining company that was illegaly approved by the Texas Railroad Commission to have an open mine pit along a major creek that floods each year in a densely populated neighborhood. The creek eventually leads to the Rio Grande and Eagle Pass Water Works. Someone please expose these U.S. politicians and officials working with these Mexican Companies run by none other than the Cartels.

  35. I hap previously put a post in that has not been put on. Nothing that should not have been posted. I elaborated on the so-called criminal history report from Texas. First it was mentioned that he was applying for a US customs position. This is a federal position meaning you cannot have a record in any of the 50 states. So showing only one state criminal report is no indication he does not have a criminal record in another state. Usually the record is pulled by federal agencies for federal positions, not local law enforcement. Also no record of his vehicle registration. All american citizens know nationwide that that should be in your vehicle at all times. I respect his sibling standing up for him, but how many times have family members not known about a persons activities?

  39. I have a quick story about my mexican encounters with masked individuals back on 2010, with large rifles in state of nuevo leon mexico. I took the bus to mexico city from nuevo laredo. At some point we made a stop near Monterey on some type of check point where they order everything and everyone of the bus....put everyone in line facing the bus. The made everyone to drop they pants, and started to demand cash and asking and yelling some shit in spanish. The first thing that cross my mind is what" the fuck I'm doing here,"and this is not happening. Next thing I heard "los 35 los 35" and everyone started to run towards different directions...I clearly remember do I run , I was in shock. A about 25 minutes later some sedena, trucks show up treat everyone like shit again and told Omnibus de mexico driver to get everyone and to drive none stop till they got out of nuevo leon...well the moral of this shit is that fuck mexico and I'm never going on vacations at least not on the bus....
