Coahuila: A Drug Summit of Z's, BLO, CJNG Juarez Cartels seeking an Alliance

Reforma is reporting that four major criminal organizations sought an alliance that would create a  cartel power alliance and reconfigure the entire map of drug trafficking in Mexico.

Supposedly, intelligence reports from both the Mexican government and the United States revealed  that the cartels seeking a pact in common, they are; The New Generation Jalisco Cartel ,the Carrillo Fuentes organization, the Beltran Leyva Organization and Los Zetas, which operate in two-thirds the country. 

What is reported is that, last June, the premier leaders of the four  organizations held a drug summit in Piedras Negras, Coahuila.

Attending the meeting were;  Ruben (or Nemesio), Oseguera Cervantes, "El Mencho"  premier leader of CJNG;  Vicente Carrillo Fuentes, "El Viceroy", leader of Juarez Cartel, and Alejandro "Omar" Trevino Morales, "El Z42" visible leader of Los Zetas, along with another man identified as the "Z43".

Reportedly, the only capo  who did not attend,  was Héctor Beltrán Leyva, aka "El H". However, he sent on his behalf, Fausto Isidro Meza  aka "El Chapo Isidro", he considers the most trusted and reliable person to represent the leader.
  

Who is Z43?
The reforma article states a Z43 was present with Trevino at the meeting.  However, in 2010 David Rivera Alvarez aka " Z43" was executed.  (see English language transcript here) He was the second in command in the state of Tabasco.  Rivera had been sent to Tampico to "heat up the plaza", and had only arrived two weeks prior to being kidnapped and killed by a single gunshot.  It is uncertain who this new Z43 is but there is no doubt that a Z43 was killed in 2010.

Before being shot he admitted to being involved in the Mirage nightclub killings of 7 people  and the grenade attack during the Tampico fair.

Itzli found an article from Grupo published in 2012, saying 7 Zetas were arrested, among the 7 was another Z43;  Carlos Guízar Valencia alias "el Z-43" (also called El Charly), supposedly plaza boss of  Tabasco. This Z43 was charged with murder and other charges in 2012.  Whoever attended the meeting with 42, has substantial prominence in the Zetas cartel,.  Another article I found says Carlos Guizer at the time of his arrest was a drug coordinator with Colombia and several Mexican states.  It sounds like it may be him, but that also means he escaped, or...?

It is him, and he was released from prison because of lack of evidence.  He is a top lieutenant in Zetas and works directly under 42.   

He is Carlos Guízar Valencia  alias "E lCharly" "Superior Comandante" del Grupo Operativo Zetas La Compañia.

The four cartels
Each of the four organizations have different areas of specialization, for example; "Mencho" specializes in the manufacture of synthetic drugs, the Beltran and Carrillo are primarily involved, on  large scale, the importation and trafficking of cocaine, and Los Zetas, is a cartel that has  diversification, only 50% of their activities are drug related, the other 50% are criminal activities  such  extortion and kidnapping, oil theft, counterfeit merchandise, sex trade etc. 

Mencho has allied his group with the new Templarios splinter group "Los Viagras" who have a strong presence in Michoacán, a state Mencho strongly aspires to control.  Los Viagras are manufacturing in  Michoacán much of the synthetic drug for Mencho.

It would not be surprising to learn that La Familia Michoacana  would be a part of an alliance in some capacity since they are rumored to have a pact with CJNJ.  Allegedly the fracture of LFM leading to the formation of Caballeros Templarios, was due to a proposed Zetas alliance by leader Chango Mendez.  The Tuta group vehemently objected to.  Mendez was later arrested, he and Tuta are archenemies.

At least two of the Sierra Santana brothers, are godsons of Chango Mendez.  The Sierra Santanas are founders and leaders of the "Los Viagras", first and only Templarios splinter group.

Los Zetas and Beltran have a history of a close relationship, with  alliances,  or  non-aggression pacts with each other at since 2007.  

In a  PGR investigation referenced as  UEIDCS / 241/2008, it is mentioned that in 2007,  Sergio Villarreal, alias "El Grande" Beltrán representative, and Heriberto Lazcano, "El Lazca" then leader of Los Zetas, agreed to joint actions.

Viceroy is still influential in the Juarez Cartel but he's not a shot caller due to many of his top men were arrested and they still use Vicente's name because they can't find information on the New Linea leaders remember being low key is what keeps you alive. Also the Linea is now in Zapopan Jalisco.

Personally I think Chihuahuense push more drugs than Sinaloense, here in Phoenix all the narcos with power and money are Chihuahuehse. In Chihuahua people from Villa Ahumada and Cuathemoc are the serious pushers and have big influence in La Linea/Juarez Cartel.

El mencho gives los zetas a in on the meth and ecstasy markets and cjng gets in return the muscle to make a serious push for plazas up north. VCF also gets more meth production. Blo keeps their areas. El mayo the last man standing for Sinaloa might just have a "heart attack" and call it a day. Amazing news, ground breaking shit.     1. The rumor was El Viceroy was ill in South America. It was reported he was on his death bed but obviously that report wasn't accurate. I believe Chivis did a report a few months ago that said El Viceroy was coming back to Juarez to claim the terroritory that belongs to him. It wasn't Chivis words but rather it was the word on the streets in the state of Chihuahua. I guess it was true.

  16. It is a logical development, what any 'legitimate' enterprise would do if competition had become too expensive or was absorbing too much of the profits. There was testimony during the Zeta money laundering trial in San Antonio, TX, that the Zs were spending huge amounts of money buying weapons and fighting the other cartels, mainly the Gulf. (BTW, I always found it amusing that Mamito testified that he had enough money put away and didn't have to worry about supporting himself or his family. I don't think the prosecutor followed up on that.)

    This development points out the similarities and differences between normal corporate enterprises and the cartels. The more successful cartels are fast adopting the best corporate practices and business models. In this respect, the Sinaloa cartel is ahead of the groups named in the article that are trying to merge. But it looks like these cartels will go Sinaloa one step better by merging and at the same time creating a diversified business model. This is straight out of conventional MBA school doctrine. The difference, of course, is that the cartels are not limited by anti-trust laws (or any laws, for that matter, but particularly anti-trust). This is why I believe it was an inevitable development.

  18. It is going to be extremely hard to make this work with all the bad blood between some of these cartels. One shooting could completely ruin this alliance and start a war...

    However, if it lowers the violence in Mexico, I'm all for it. Worth a shot I guess. I just wouldn't get my hopes up.

  20. Actually, It is known that the CBL has had an alliance with the Zetas that began with the the Zetas rupture with the CDG. In fact, BLO has had a strong presence in Monterrey for some time now and handed control of the Monterrey plaza over to the Zetas once the separation with CDG occurred in 2010. They have an alliance with la linea already. There is some historical conflict between the Zetas and CJNG since it was CJNG who carried out massacres of Zetas/supposed Zetas in Veracruz a few years ago in order to clean-up Veracruz of Zetas. This while proclaiming an alliance with Genre Nueva, who if I'm not mistaken carried out a brutal war with la linea for control of Juarez within the 7 years. Will the conflict be put aside and an alliance endure? Will this lead to a peaceful division of plazas and bring relative peace to Mexico? Only time will tell. As far as Z-43 is concerned
    -- whatever did happen to El Verdugo's body. It was believed for a time that El Chayo had been killed by federal forces in Dec. 2010
    Only to be announced and killed again by the autodefensas in earlier this year. This is getting very interesting.

  40. It's hard to believe that CJNJ and the Zetas Cartel would ally themselves. CJNJ fought Los Zetas in Veracruz and the Zetas made incursions in Jalisco and killed 20 or something like that. However, let's not forget that CDG and Sinaloans fought for Nuevo Laredo and them allied themselves to eliminate the Zetas.

It may not last forever, but this could be an absolute game changer and I have wondered ovr the years why these power alliance are not done. if cds and zetas would have allied 2 yrs ago, they would control all of mexico

  54. I knew it!!!!! For months I been talking about how Guerreros Unidos and Zetas are aligned but nobody would believe me. I didn't want to post that CJNG and Zs were talking because i wasn't sure but this just confirms what I thought. This is why Mencho brushed off Caro-Quinterno like if he was a nobody. Mencho needs those plazas to pass through his product. Nuevo Laredo, Piedras Negras, and Acuna are the Zetas most profitable plazas while Juarez is VCF most profitable but only border plaza. This alliance would benefit everybody. Zetas would have access to Jalisco and perhaps Mencho would set up labs and help the Zs get their foot in the meth biz. And the Beltran-Leyvas would provide access to the golden triangle. These are just a few scenarios we'll have to wait for more OFFICIAL info.

If CDS makes a pact with all the people they can and locks up Tijuana and the whole state than that would give them massive revenue. Although the number of people on each side matters, the only thing that is convincing people to take sides is money. Also, skills and training make a big difference which is what the Z's have. At the time of the split CDG outnumbered the Z's but in clashes it was generally Z's who came out on top. One thing that Z's don't have but CDS do is experience they did what Z"s are doing now. 'The Federation' was made up in a similar fashion.
