Coahuila: A Drug Summit of Z's, BLO, CJNG Juarez Cartels seeking an Alliance

Chivis Martinez for Borderland Beat

Reforma is reporting that four major criminal organizations sought an alliance that would create a  cartel power alliance and reconfigure the entire map of drug trafficking in Mexico.

Supposedly, intelligence reports from both the Mexican government and the United States revealed  that the cartels seeking a pact in common, they are; The New Generation Jalisco Cartel ,the Carrillo Fuentes organization, the Beltran Leyva Organization and Los Zetas, which operate in two-thirds the country.

What is reported is that, last June, the premier leaders of the four  organizations held a drug summit in Piedras Negras, Coahuila.

Attending the meeting were;  Ruben (or Nemesio), Oseguera Cervantes, "El Mencho"  premier leader of CJNG;  Vicente Carrillo Fuentes, "El Viceroy", leader of Juarez Cartel, and Alejandro "Omar" Trevino Morales, "El Z42" visible leader of Los Zetas, along with another man identified as the "Z43".

Reportedly, the only capo  who did not attend,  was Héctor Beltrán Leyva, aka "El H". However, he sent on his behalf, Fausto Isidro Meza  aka "El Chapo Isidro", he considers the most trusted and reliable person to represent the leader.

Who is Z43?
The reforma article states a Z43 was present with Trevino at the meeting.  However, in 2010 David Rivera Alvarez aka " Z43" was executed.  (see English language transcript here) He was the second in command in the state of Tabasco.  Rivera had been sent to Tampico to "heat up the plaza", and had only arrived two weeks prior to being kidnapped and killed by a single gunshot.  It is uncertain who this new Z43 is but there is no doubt that a Z43 was killed in 2010.

Before being shot he admitted to being involved in the Mirage nightclub killings of 7 people  and the grenade attack during the Tampico fair.

Itzli found an article from Grupo published in 2012, saying 7 Zetas were arrested, among the 7 was another Z43;  Carlos Guízar Valencia alias "el Z-43" (also called El Charly), supposedly plaza boss of  Tabasco. This Z43 was charged with murder and other charges in 2012.  Whoever attended the meeting with 42, has substantial prominence in the Zetas cartel,.  Another article I found says Carlos Guizer at the time of his arrest was a drug coordinator with Colombia and several Mexican states.  It sounds like it may be him, but that also means he escaped, or...?

It is him, and he was released from prison because of lack of evidence.  He is a top lieutenant in Zetas and works directly under 42.

He is Carlos Guízar Valencia  alias "E lCharly" "Superior Comandante" del Grupo Operativo Zetas La Compañia.

Or Z43 the second

The four cartels
Each of the four organizations have different areas of specialization, for example; "Mencho" specializes in the manufacture of synthetic drugs, the Beltran and Carrillo are primarily involved, on  large scale, the importation and trafficking of cocaine, and Los Zetas, is a cartel that has  diversification, only 50% of their activities are drug related, the other 50% are criminal activities  such  extortion and kidnapping, oil theft, counterfeit merchandise, sex trade etc.

Mencho has allied his group with the new Templarios splinter group "Los Viagras" who have a strong presence in Michoacán, a state Mencho strongly aspires to control.  Los Viagras are manufacturing in  Michoacán much of the synthetic drug for Mencho.

It would not be surprising to learn that La Familia Michoacana  would be a part of an alliance in some capacity since they are rumored to have a pact with CJNJ.  Allegedly the fracture of LFM leading to the formation of Caballeros Templarios, was due to a proposed Zetas alliance by leader Chango Mendez.  The Tuta group vehemently objected to.  Mendez was later arrested, he and Tuta are archenemies.

At least two of the Sierra Santana brothers, are godsons of Chango Mendez.  The Sierra Santanas are founders and leaders of the "Los Viagras", first and only Templarios splinter group.

Los Zetas and Beltran have a history of a close relationship, with  alliances,  or  non-aggression pacts with each other at since 2007.

In a  PGR investigation referenced as  UEIDCS / 241/2008, it is mentioned that in 2007,  Sergio Villarreal, alias "El Grande" Beltrán representative, and Heriberto Lazcano, "El Lazca" then leader of Los Zetas, agreed to joint actions.

    2. Viceroy is still influential in the Juarez Cartel but he's not a shot caller due to many of his top men were arrested and they still use Vicente's name because they can't find information on the New Linea leaders remember being low key is what keeps you alive. Also the Linea is now in Zapopan Jalisco.

      Delete
    3. Vicente might still be the boss. It doesn't matter if you're a Chihuahuense or Sinaloense in the game all that matters is the weight and power. Personally I think Chihuahuense push more drugs than Sinaloense, here in Phoenix all the narcos with power and money are Chihuahuehse. In Chihuahua people from Villa Ahumada and Cuathemoc are the serious pushers and have big influence in La Linea/Juarez Cartel.

    8. Cjng is using la linea as muscle in Guadalajara. That's the big change. El mencho gives los zetas a in on the meth and ecstasy markets and cjng gets in return the muscle to make a serious push for plazas up north. VCF also gets more meth production. Blo keeps their areas. El mayo the last man standing for Sinaloa might just have a "heart attack" and call it a day. Amazing news, ground breaking shit. Knights Templar, gulfo cartel, and AFO are all going to have to blend in or be stomped out. Big winners are La familia, and CJNG, BLO. Places like Sinaloa and border towns in Sonora, tamplimpas

    9. All of you shut up already, who gives a monkey nut sack about who pushes more drugs, why don't you go and get a fucking job, instead of nuthuggin on sinaloans or chihuahua

    1. The rumor was El Viceroy was ill in South America. It was reported he was on his death bed but obviously that report wasn't accurate. I believe Chivis did a report a few months ago that said El Viceroy was coming back to Juarez to claim the terroritory that belongs to him. It wasn't Chivis words but rather it was the word on the streets in the state of Chihuahua. I guess it was true.

  16. It is a logical development, what any 'legitimate' enterprise would do if competition had become too expensive or was absorbing too much of the profits. There was testimony during the Zeta money laundering trial in San Antonio, TX, that the Zs were spending huge amounts of money buying weapons and fighting the other cartels, mainly the Gulf. (BTW, I always found it amusing that Mamito testified that he had enough money put away and didn't have to worry about supporting himself or his family. I don't think the prosecutor followed up on that.)

This development points out the similarities and differences between normal corporate enterprises and the cartels. The more successful cartels are fast adopting the best corporate practices and business models. In this respect, the Sinaloa cartel is ahead of the groups named in the article that are trying to merge. But it looks like these cartels will go Sinaloa one step better by merging and at the same time creating a diversified business model. This is straight out of conventional MBA school doctrine. The difference, of course, is that the cartels are not limited by anti-trust laws (or any laws, for that matter, but particularly anti-trust). This is why I believe it was an inevitable development.

However, if it lowers the violence in Mexico, I'm all for it. Worth a shot I guess. I just wouldn't get my hopes up.

  20. Actually, It is known that the CBL has had an alliance with the Zetas that began with the the Zetas rupture with the CDG. In fact, BLO has had a strong presence in Monterrey for some time now and handed control of the Monterrey plaza over to the Zetas once the separation with CDG occurred in 2010. They have an alliance with la linea already. There is some historical conflict between the Zetas and CJNG since it was CJNG who carried out massacres of Zetas/supposed Zetas in Veracruz a few years ago in order to clean-up Veracruz of Zetas. This while proclaiming an alliance with Genre Nueva, who if I'm not mistaken carried out a brutal war with la linea for control of Juarez within the 7 years. Will the conflict be put aside and an alliance endure? Will this lead to a peaceful division of plazas and bring relative peace to Mexico? Only time will tell. As far as Z-43 is concerned
-- whatever did happen to El Verdugo's body. It was believed for a time that El Chayo had been killed by federal forces in Dec. 2010
Only to be announced and killed again by the autodefensas in earlier this year. This is getting very interesting.

  27. Damn I have been saying this was going to happen since El Chapo's arrest. CJNG being involvement is a shocker but a pleasant surprise to the alliance since they have a heated rivalry with Los Zetas in Veracruz. Now the Golfos and Sinaloa plazas will be heated up to a all time high. The take over is coming. Golfos better clean up their act and unite or they are completely done. Sinaloa.....who cares. They have been babied by the government for so long it's time for them to stand on their own. El Viceroy has risen from the ashes. You dumbasses thought Juarez cartel was dead. It may not last forever, but this could be an absolute game changer and I have wondered ovr the years why these power alliance are not done. if cds and zetas would have allied 2 yrs ago, they would control all of mexico

    ReplyDelete
  44. This is not a desperation move lol wtf Zetas have all the money & muscles cds & cdg wish they still had. What zetas & BLO doing is making a alliance to drop as much of the heat from there cartels so they could drug traffic any boder they will like freely. Less heat = happy goverment. They know if they continue on the same route eventually the United States will get tired & bring down all of the mexican govr. for corruption. Put the puzzle together & you will see the bigger picture. Tijuana will eventually make a pack with this truce grupo. LaZ CompañiasZ AlianZa.

I didn't want to post that CJNG and Zs were talking because i wasn't sure but this just confirms what I thought. This is why Mencho brushed off Caro-Quinterno like if he was a nobody. Mencho needs those plazas to pass through his product. Nuevo Laredo, Piedras Negras, and Acuna are the Zetas most profitable plazas while Juarez is VCF most profitable but only border plaza. This alliance would benefit everybody. Zetas would have access to Jalisco and perhaps Mencho would set up labs and help the Zs get their foot in the meth biz. And the Beltran-Leyvas would provide access to the golden triangle. These are just a few scenarios we'll have to wait for more OFFICIAL info.

A shootout 4 days ago has not a god damn thing to do about what happened in June you fucktards. Leave the reporting to grown people and get off your mommies laptop. Z's run Coahuila and that is 42's backyard and there ain't shit the Golfitas can do about it. El Chapo couldn't get rid of Los Zetas, BLO and CF what in gods name makes you think the civil warring Metrosexual Golfitas can. They better stay in that hell hole they call Tamaulipas. Their tio El Chapo can't save their ass this time around. It's sink or swim motherfucker.

  63. Scumbag CJNG's came out calling themselves 'Los Matazetas' proves they are just in it for the money. The only 'man of honour' out of these guys is Vicente Carillo Fuentes he's an old school although so is H but he's not as powerful I would think. CDS will now have to strengthen their alliances with CDG, get some of the remaining CT's to go with them and all the other people that Z's, Juarez, etc. have pissed off. Also because AFO is just one of a numbers of organizations operating in Tijuana what is left of them should join up with CDS as well. In early 2000's Mayo, Chapo, Barbas, Azul and some others had a meeting like this and their goal was to create a 'super group' perhaps like this could be which would take over all of Mexico.

    ReplyDelete
  64. This is the PERFECT Alliance to strengthen the businessand u businessmen should know, this how it was when Quintero and Miguel EL Padrino started this game back in the late 60's, earlt 70's before they went to jail, they delegated the various plazas and area's to different families. But as you see, GREED got into the game and brought it down where it is today. But now I believe this is Rafeal Quintero arranging this UNITY behind the scenes. But read it carefully, you DON'T SEE or hear anything about the Sinaloas? Hum, maybe they will be making a move to get rid of them, since most of the snitching came from EL CHAPO and Vicente. Wake up, plus Pieto is the same Political Party of Quintero, thats why he was secret released earlier this year. If you dont know, now you know. There's power in Numbers, but somehow the CIA has to be involved to get their cut as well. Get your money game tight now, because the controls are about to be LOCKED DOWN, in a real way. Peace. CW

  77. PRI is back in power. All their henchmen are comming together. People in all these cartel's plazas where told to vote for PRI. Everyone gave the PRI money to get the authorities to distribute things. PAN wasn't given enough time to fight over half a century of PRI institutional control. Thats why when PRI left so did all the GAFES that became the Zetas. They then would help move shipments just like when their party was in power. The only thing that could make these cells stop feuding, would be very powerful allies in government.

    ReplyDelete
  78. 1:30 the zetas are epn and CIA's puppets, el PRI is back thanks to the zetas and zeta governors, and now epn is consolidating the extortion and shakedown of the cartels, he is done with stealing pemex and CFE and will need other sources of income, for all the police, military and political family, just more kidnapping, drug trafficking and extortion coming our way...

  82. Interesting that someone mentioned the women and others burned in the casino above. That is the first I have heard about that in a long time. I live in Mexico and no one ever talks about or seems to remember these huge massacres of innocent people. No memorials, no anything. This just shows that life here means nothing to people. They are worried about themselves and care nothing about other people outside their circle. In the USA something like this would have a memorial or more. The anniversary would be mentioned on TV stations. Not to be forgotten. I am amazed that the people are going to protest for Dr. Mireles. Maybe his arrest is waking hearts and souls, because he has shown how he cares and is willing to die for his fellow brothers, sisters and the youth of Mexico. He is a great human and humanitarian. Chivis, do you notice this same thing going on here in Mexico. If so how do you account for it.

  83. So obviously whoever controls a big border city will be able to get tons of finance. If CDS makes a pact with all the people they can and locks up Tijuana and the whole state than that would give them massive revenue. Although the number of people on each side matters, the only thing that is convincing people to take sides is money. Also, skills and training make a big difference which is what the Z's have. At the time of the split CDG outnumbered the Z's but in clashes it was generally Z's who came out on top. One thing that Z's don't have but CDS do is experience they did what Z"s are doing now. 'The Federation' was made up in a similar fashion.

    ReplyDelete

    1. The Zs have skills and training? What skills and training can a bunch of drug addicted junkies can have? None! If they could control something, then they wouldn't have to fight anyone. The only thing they do is murdering innocent people.

      Delete
    2. Obviously you have never trained with firearms or worked on different tactics. The Z have highly trained people in place who can train 13 year olds on how to become efficient killers and how to stalk your enemy. Some of the baddest people I have ever met were addicts but most could shoot a tick off a dog's ass at over 100 meters. It's all about the training and the tactics you use to complete your mission. The murdering innocents you speak of us tactic used to instill fear into the public and keep them silent.

      Delete
    3. You watch to much movies only the original zetas where highly trained so stop with your fake story if they were so trained they would never loose battles and more rivals and police would be killed not the other way around!

    5. 4:26 pm, 'Obviously you have never trained with firearms' I took basic combat training, infantry school and basic parachute training (jump school) at Ft. Benning, GA, I was deployed to Vietnam, after my combat tour was over I went back to Benning for Ranger School, that was in 1971, and I served with the 2 Bn of the 75th Ranger Regiment, then I went to the 509 PIR (Parachute Infantry Regiment) in Italy aka The Geronimos, I also served in Uganda and Angola attached to the French Foreign Legion, Villavicencio in Colombia, with TESONES in Honduras and in Latacunga, Ecuador, I ssrved a total of 24 years in the US military, that is why I'm telling you they have neither training nor tactics, they are nothing but a bunch of ignorant mofos and drug addicts who fire 200 rounds to kill one innocent person with 2 bullets, remember 'One shot, one kill' sorry bro, but you don't know shit either. Thanks, US Army Veteran 1968-1992 and Proud of it. I retired with the Rank of First Sergeant E-8. RLTW (Rangers Lead The Way!) AIRBORNE!

Maybe we see more narco jrs killed or in jail. But if this allienece is to fight against Sinaloa then this would just be a civil war without the title and revolutionary motives. 2. People are stupid or wat! they don't get it when I say the Sinaloenses , Chapos cartel is not the only run by Sinaloenses get it in your head search around investigate good Tijuana Cartel is run by Sinaloenses they got that border, Sonora is run by Sinaloenses they got that border , juarez cartel is run by Sinaloenses they got that border , and there's some Sinaloenses in Monterrey doing moves too, and they got They got cartel del golfo as allies, plus There's Sinaloenses in every organization because they have the biggest and best connections in South America that's why they have always been in front in the drug game since the 1920 and there's more Sinaloenses run organization the Beltran leyva and couple dozen other groups , Jesus Albino Quintero Sinaloense was a huge associate of Cartel del golfo since the 90s he had Veracruz in is pocket whe he would receive his huge coke shipments and that's just one example so is funny when people say Sinaloenses are defeated and there not the big bosses just because Chapos cartel is called Sinaloa Cartel they think that's the only Sinaloense cartel hahahahaha that shit is funny people don't really imagine the huge impact the Sinaloenses have had in the drug game u could of probably ask Pablo Escolar when he was alive and he would of told u he used to Come over to Sinaloa and have Kick backs with the Sinaloenses bosses and that's a Fact, even with Crystal Meth they made a big impact Michoacanos are know for been the pioneers of meth but With the Help of Sinaloenses and associates they put Meth on the map Sinaloenses Have huge labs in Sinaloa and durango plus who was known as the king of Crystal meth Nacho Coronel and he's not from Michoacan he's half Sinaloense and half Duragense , and the Zetas they had to get Allied with Arturo Beltran leyva Sinaloense to in order to survive after they split from cartel del golfo they went with Arturo because of his power and Huge Connections and he's drugs if Arturo wouldn't of helped them Lascano, Z-40 would of been killed or captured sooner but they had the protection Arturo had in is Pocket so is funny how people talk a lot of shit and they don't know anything they also talk shit because Sinaloenses don't shot it out with the government when they get caught , that's part of the game u go to Prision School and u get out and continue in the game and keep doing it enjoying it but if u r stupid u shot it out and die and that's it hahaha lololololol
