DEA Reports Zetas in Northern and Southern Sinaloa

Borderland Beat

DEA Detects the presence of Zetas in Sinaloa. Ranks Sinaloa Cartel  as #2

DEA documents the presence of the Zetas;

north and south of Sinaloa

RIO DOCE
The presence of Los Zetas Cartel in northern Sinaloa is so obvious that the DEA points to a map on how the organization has expanded not only throughout Mexico but also in Sinaloa state where they have succeeded with the help of Beltran Leyva cartel, former members of the group led by Chapo Guzman and Ismael Zambada.

That coalition has caused an unprecedented war in the municipalities of Sinaloa de Leyva, El Fuerte, Choix, Salvador Alvarado and Guasave, where clashes have occurred not only between government and cartel hitmen from these allies, but between those criminal organizations that are fighting for the territories, the report reveals Drug trafficking organizations in Mexico, sources and trends that increase violence.

"There are routes that go through that part of Sinaloa and Sonora extend to, and are fought by both organizations and subcartels, and endless violence seems to exist", reports the study conducted by The Congressional Research Service, as released last month.

An example of the above statement can be seen in early May this year, when there was a clash between gunmen and elements of the Mexican army in the mountainous area of the municipality of Sinaloa and Guasave, leaving dozens dead, including three soldiers.

The research also reports that violence is on the rise since the beginning of the administration of President Felipe Calderon, from 2010 to date the trend is lower but then returns with force. It also states that from 2010 onwards there are targets that were previously almost untouchable, such as politicians, journalists, Americans and Central American migrants who cross Mexican territory illegally.

"Violence is not only associated with disputes over territory or to maintain discipline within an organization. But it seems that in every place where  the Zetas advance, they do not discriminate when targeting their violence, including applying it to media workers, or even the Government " observes the paper.

The map of death

According to the draft prepared by the Federal Drug Enforcement Administration (DEA), the Zetas have gained control of nearly half the nations territory. Everything that drains into the Gulf of Mexico, including states such as Chiapas, Zacatecas, Aguascalientes, and parts of Durango and Guanajuato.

According to Jim Creechan, a Canadian academic who has researched drug trafficking  for several decades,  the opening of the new bridge on the Durango-Mazatlán highway can benefit the Zetas, allowing them easy access to build up forces in Sinaloa.

"If they are there or not, that ability to get to Mazatlan can be crucial in the short and medium term, everything depends on how the Army monitors the area," noted Creechan by telephone.
The Durango-Mazatlan Bridge benefits Los Zetas

The DEA map ranks the Sinaloa cartel as the second most powerful cartel, which controls the entire Pacific area, except for the area of Michoacan and Guerrero, which is controlled by the Knights Templar, and the Beltran Leyva cartel.

Precisely the latter cartel, which is led by Hector Beltran Leyva, is present in several areas controlled by  Joaquin Guzman and Ismael Zambada, and these areas pass through Sinaloa and Sonora, and extend to the border with the USA.
The remainder of the map depicts the state of Chihuahua, mainly dominated by the Juarez cartel, and to a lesser extent by the Sinaloa cartel. while the Gulf cartel  has  presence in the area of Reynosa and Tampico, Tamaulipas.

Noted is  the presence of different groups in cities like Mexico City, Mazatlan, Culiacan, where the DEA also identifies the presence of groups operating in the area such as  Beltran Leyva.

According to the DEA, the map was completed in January this year and took six months to produce.

Windfall

According to Michele Leonhart, DEA policy expert, in 2011 drug trafficking organizations throughout the world had earnings of between 200 and 400 billion dollars, with profits coming producing, transporting and selling drugs.

"We're talking about an extremely profitable business, superior to human trafficking, arms trafficking and smuggling of diamonds, together," Leonhart explained in a statement sent to Ríodoce.

The DEA administrator added, "what we are doing now is damage to criminal organizations in their financial systems as a way to deny resources to keep producing, acquiring, transporting and distributing such substances.".

DEA's strategy includes impairing money laundering, and therefore have redoubled their efforts with the Department of the Treasury for the implementation of the Kingpin Act, and the projection is that the effort has produced favorable results.

In this respect, a recent case is that of  Juan Jose Esparragoza Moreno, Blu, including a portion of his family.  They are  included in the list of people persecuted by the U.S. Government Treasury.
"There are organisms that suggest that legalization or regulating drugs will alleviate the problem, but common sense and history has taught us that this does not happen because then the criminals would focus its efforts and migrate to other equally illegal activity" , stated Leonhart.

Kingpin Act; zero results

However, the U.S. government claims that freezing the assets of drug barons in the US and his citizens avoid establishing business relations with people  identifed as drug dealers is part of the solution to the problem, some feel otherwise.

June S. Beittel, international affairs analyst at the Congressional Research Service, and author of the report on criminal organizations in Mexico, mentioned in her report that this law, is more than ten years subsequent to implementation,  at this time has not yet yielded results.

"That strategy worked very well to dismantle the cartels of Cali and Medellin in the nineties, but clearly has not been as successful here in Mexico," said Beittel.

Other analysts agree that the strategy has created more Kingpin violence  in the country, and that has caused the fragmentation of several organizations, and therefore the violence has spread.

"When Calderon came to power there were four key cartels: the Tijuana, Sinaloa, Juarez and the Gulf. Now we see the Zetas, the Beltran Leyva, the Knights Templar, and it has influenced the strategy Kingpin, but the results are obvious, "said Beittel.

The DEA maintains a close relationship with Mexican authorities in their fight to eradicate drug trafficking networks that exist in Sinaloa and the remainder of the country.

The collaboration continues, not only as far as arrests are concerned, as we have collaborated in the arrest of several leaders of various organizations, but, for once have extradited several  in our territory to be prosecuted to the full weight of the law, "said Leonhart.

However, the sentences of Benjamin Arellano Felix and Osiel Cardenas Guillen, far from signifying "the full weight of the law." Both were seized a combined $ 150 million, and both were sentenced to 25 years in prison with the possibility of leaving in twelve years.
"The United States, with the help of Mexico will succeed in its fight against drugs," he said Leonhart, but not dwell in the sentences above lords.

According to Justice Department data, between 2010 and 2011, Mexico extradited 187 drug traffickers, including high-profile drug lords.

  4. Looks like the DEA has made this report to go after the Zetas so that their favoured catel, ie : Sinaloa Catel takes over the illegal drug trade. The CIA have a pact with the Sinaloa Cartel to have complete dominance of the illegal drug trade & the contraband money can be used by the CIA for their covert operations in other countries.

    2. @ anomyous August 8, 1:26AM.....The CIA, US goverment, etc are all agencies working for the big elite bankers and whichever drug cartel gives them the best deals suited to these agencies and bankers survives..It may be Zetas, Sinaloa or any other..Its an intricate web of deceptions & dirty deals..Its a case of divide and rule plus keeping the balance and squeeze the ones that dont agree with you..more than 1 trillion dollars is very big money for the bankers to just look away..CIA gets their share for covert operations..How is the CIA supplying weapons to the AlQuida militia involved in Sirya to overthrow the Assad goverment? Where is the unaccounted money for weapons coming from?

Zetas might be going in on sinaloa territory but that does not mean anything, im more than sure this is a tactic, we have to understand that the gulf and the sinaloa cartel have been in this business for a long time they are not going to come down easy plus chapo has enough money to buy anyone and anything he has way to much money and power their is stratagy behind letting zetas in sinaloa.

  9. Wtf! I thought Chapo ran shit in sinaloa!? What tha happend to Sinaloa being the most powerful cartel in the world?! Obviosly there is no divide within the Zetas, if they have their shit together well enough to make their presence felt in sinaloa then they must be ok! What tha hell is Chapo doing about this? Is his cartel not strong enough to handle the Z?

For example the z dont congrol DF or Ciudad de Mexico. LFM and the z as well as most of the other smaller cartels like The Templars, La Mano con Ojos and El cartel del Centro and even Chapos people have plazas there. Same thing with Guanaguato and Guerrero, LFM, CJNG, LOS ROJOS AND CIDA and The TEMPLARES own territory there so dont get fulled by this white bs.

  12. Thanks. Two articles in one. Annual world drug profits are 200 to 400..in a pig's eye. Its and interesting number though because it suggests entities at the top of the food chain are pocketing over a trillion a year.

The Kingpin act, like allowing seizure (witch was justified in the guise of fighting the mafia in 1976), will be used effectively against people with less. Notice banking laws that allow funds to be drawn from accounts concerning real and false debts, also. Three cheers for deregulation.

Unless a major turn around occurs El Chapo's days are numbered. Look how fast the Zetas are gaining territory. Its incredible. They are are much more effective at war and they pay. I doubt kidnapping will decrease once they gain control of the partnership with corporate entities for international distribution.

  14. "There are organisms that suggest that legalization or regulating drugs will alleviate the problem, but common sense and history has taught us that this does not happen because then the criminals would focus its efforts and migrate to other equally illegal activity" , stated Leonhart.

Horrendously bad argument. He actually tacitly alludes that legalization does work when he says this: " migrate to other equally illegal activity". So in other words legalization does work but because it does not stop all criminal activity it will not work? The length some people will go in order to avoid facing the truth, the war on drugs is a massive failure.

  26. I've never been one to suggest OR RECOMMEND OR INSIST ON Using Technology to help resolve mankind's problem but with the daily loss of life in Mexico because of armed criminals I am wondering if there is any technology that could be used to capture criminals faster. If all guns could be generate a signal that can be picked up by a gun signal receiver. Embedding the gun's casing with some kind of a signal generator is my idea. Are there are any military men out there who can talk on these matters here at Borderland Beat?, we'd like to hear from you.

Have any of you folks been online to find information on the AK-47 gun? Can you imagine what it would be like to have such a gun POINTING AT YOU WITHOUT A MOMENT'S NOTICE? The gun puts out 600 rounds/min !!

They are being backed financially by people who still got paper and plenty of it , so my guess is chapo and cds better make a truce or they will lose everything.los zetas are not divided, my guess was dat was propoganda by cdg or cds to disway recruits from joining zetas. The one thing dat is very clear is cds was helped by the fast and furious, and now dat all dat has been exposed the cia or dea maybe changing its mind about chapo.

  30. AT myself, 6:13 PM

Further thoughts of mine are a 'Programmable Signal Generator' because when criminals get their hands on military guns or police guns it's important to know WHO the bad guys are and if the Good Guys's guns have been reprogrammed to send out a signal of different frequency (frequency recalibration done on a weekly basis for example) then the good guys can continue to hunt the bad guys.

  32. Wow! It's official now that the DEA confirmed what everybody that is in the know already was history. You Americans are like a few months behind the action and yet you express ideas like if they were about the here and now.

Like it or not, the PRI has a pact with those opposed to the Sinaloa Cartel. See even MALOVA, the current Sinaloa Gov. switched to the PAN and gained state control, and their bet was that a PAN president would remain in control of the country, but that plan backfired due to some underestimation on their part and some very bad political decisions, first of which was making at least 50 thousand deaths in the country look like a good thing, that would be akin to the US republicans under Bush running the economy to the ground in 8 years and still electing Cheney as a reward to the party for a job well done (hypothetical situation, before you all get you panties in a bunch).

So you all see that there is more, much more to this than drug trafficking and Mexican federal government corruption is just the tip of the iceberg. If any of you ever took a course in the Mexican revolution you might get the gist of what I am trying to make you understand eith respect to the issues involved in this current Mexican drug war, if you have no clue then you will more than likely get a glimpse in about 6 months what most Mexicans know now, and they are behind the times at that, because most of the people involved in this crazy ass shit you all call the drug war are acting out shit that was planned at least a year ago if not more.

  33. the only reason the zetas are moving forward is it was the mission of the U.S. to get Chapo. They put all their effort and had their puppet, Calderon, doing the work for them.   35. The politicos run the show;

Don't be fooled by who's the current GM.

Zetas are not good for business because their business models is based on civil harassment, that is something the government can and will stop.

Next comes the 'tide', can you stop the tide? No, but you can use it in a controlled manner.

Miss-information is a successful tool, drug trading is nothing new, and neither is government involvement on it, read some past history.

Things are the way they are, if you get it, things are the way they are, if you don't....things are the way they are.

Sinaloa, durango, Michoacan, Chihuahua, Tamaulipas, Tijuana, Arizona, Chiapas are all strategic parts of the money raising model, they will continue to perform in an orderly manner, human traficking is on a lesser list, kidnapings, extortion, are pennies compared to the cash flow generated by illegal substance demand.

  37. The cartel situation in Mexico is multi-dynamic. An increase in violence after a strategy is implemented may be be a result of any of a number of factors. The recession for example or stronger vigilance at the U.S. ports of entry or a combination of things. This does not mean that the policy should be abandoned; just re-examined and adjusted. We can examine the situation with an atomic microscope and assign blame using DNA precision but as long as there is widespread corruption, it is all useless.

  42. The Sinaloa Cartel is not losing any territory. You must understand that Zetas pay their employees different than Sinaloa. Most of the People in Sinaloa get paid good money to be involved in drug trafficking. The same cant be said about Zetas. Yes, Zetas have a much larger arsenal of men. But some of these Zetas don’t even really get paid in real money; yes they’ll have access to what might be available but never actual ownership.

Majority of zetas are trained for two weeks (if that) then sent out on assignments. Then they have the select few, which are feared, these are like their special forces. Although this group is small in numbers they are absolutely the best of the best hands down. But as anyone will see this small group of special Zetas will never go into an assignment unless they know they will achieve their mission. But majority of Zetas have been involved in illegal activity before joining and are the type of criminal that are considered low class. Way too open about it

And Because Zetas allow so many of these men to be involved in their activities. They come up with their own ways to make money under the Zeta Umbrella which leads to the Extortion, and Kidnapping, theft and all that extra good stuff. But all this has to be done without getting in the way of the big bosses

Now Sinaloa has legions of men that aren’t as top notch as Special Force Zetas. But these are men that know each other since they were born. Most of them honestly don’t think of drug trafficking as illegal because to them its just a product and never developed a drug habit. And other than that they would never even stand out as a person who did anything illegal. They work hard and not afraid to get their hands dirty.

And the money with Sinaloa everyone takes their cuts as the money is moving up the chain and into the hands of the main bosses. But Zetas all money goes up without being touch, then Bosses will disperse salaries back down. Of course the only people who aren’t part of this chain of command is actual small street dealers that deal to consumer.

Also Sinaloa gunmen rarely go out of their habitat. So this is where the confusion starts, of who has more control.

Sinaloa and Zetas both have their Disposable Foot Soldiers. And these are the men they send out to create footholds in places before actual men of importance start showing their necks around. Since Zetas pretty much have an unlimited amount of these men, they are able to send them and disburse them throughout the country better. And as soon as one gets wacked another one is exchanging his sandals for the dead mans boots already. But Sinaloa doesn’t have that luxury so when these Disposable Foot Soldiers are sent out. They are technically on an even bigger suicide mission than Disposable Zetas. But by the time these Sinaloa men have already done their job which is just get intel.

Then government forces come in and do their job ☺

So when speaking about actual important territory Sinaloa wins it hands down. Just like zetas got their key territory on lock so do the Sinaloans. And when talking on a world wide level I don’t even have to say who wins, YOU KNOW

krgv Officials: Live Grenade found in Starr County was Altered

    Posted: Aug 7, 2012 9:49 PM

    Updated: Aug 7, 2012 10:21 PM

STARR COUNTY - Investigators are determining how a hand grenade ended up near the banks of the Rio Grande.

A landowner in La Rosita found the explosive on Sunday and reported it to the Starr County Sheriff's Office. It wasn't until today that he learned the grenade was live.

The McAllen Police Department bomb squad was called to dispose of the devise. They detonated the grenade.

Jesus Garza said his nephew discovered the grenade next to the river.

Garza said he picked up the grenade and moved it because he worried his cattle would step on it.

"You can see the tracks in there, they come in here and they drink water," Garza said. "What I was afraid of was one of them would step on it, and boom."

"What was I thinking," Garza said, laughing. "It was rough."

Garza said he picked up the grenade and placed in the hole of a tree.

"This thing hasn't been in the water for three or four days. It's been in there for a long time. I knew there was something inside it," he said.

He said his family has owned the land for more than a century.

Garza said he's used to seeing things and people turn up from the other side of the river. But it wasn't until CHANNEL 5 NEWS told him that he realized he had been handling a live grenade.

"Well I'm a veteran and I do remember that we used some of these grenades for practice," he said, laughing.

Discoveries like this are fueling concern among people in Starr County.

"Maybe they're going to try to do like they did in Mexico. But we're not going to let them do that. I'm not afraid of them ... maybe a little nervous. I always pack my 9 mm with me," said J.M Solis, a La Rosita resident.

Starr County Sheriff's investigators said grenades like the one found in La Rosita are used for crowd control. Officials said the device was altered. It was packed with ball bearings and gunpowder to make it more lethal.

Federal and local investigators are working on the case.

  46. Very interesting comments.im from el paso and we root for Carrillo here. I just think everything was fine here until chapo decided he wanted to be the king of Mexico. All he des is cause death where ever he goes. Look at murder rate before he decided to invade. Same as when he tried to take over gulf territory! For gods sake that how the zetas came about! And then in Tijuana! And he fucks over everyone who gains too much influence in his organization! To me the Beltran leyvas are some loyal and fearless mofos!their not afraid of shit and are takin on chapo head on despite him having the army! I'm not for the zetas but I give them props for sayin" he'll no chapo", I think once chapo is gone mayo and el azulejo will restore order and everyone will have their plaza and work together . I think z40 will be captured because it will have to happen to restore a somewhat tenuous peace between zetas and everyone else.

  47. Hola Chivis '11:28 PM'

I had no bad intentions when I wrote to you about the paragraph you told us you had trouble making sense of in an e mail you had received. To examine that paragraph for me was not for the purpose of wasting time or doing something useless, I in fact placed much importance on that incoherent paragraph but my interest was not meant to distract from the ENTIRETY of your post. As you know, Not Once have I ever complained about any of your writing or work. In fact I get upset at comments by bloggers who say that you've screwed up in your exposition of any given theme you're covering especially when they really come on strong and almost seem to be saying you should feel shame. Any comments I have written in the past about you have been to show appreciation towards your dedication, fine writing, hard work, things of that sort.

Cheers, Que tengas un buen día Chivis,

  48. As there is basically no law and order in mexico, there has been an expansion of all types of criminal activities. In this climate the Major cartels, sinaloan, will only succeed if they operate in every criminal activity possible. This tactic strengthens the zetas with more financial resources, necessary contacts and more operatives at all levels. This is the template for zetas expansion and success.

  52. Gizzle,
Well put, para la gente movida it's all they have known as their occupation. For years everyone around them including friends and family have prospered in Sinaloa. They know the risks that come with being involved but for so many years it was their opportunity to prosper. For them it's puro jale and that is it. They know that la droga es para un buen cerebro. The Zetas do seem to have an enormous amount of foot soldiers but as always mentioned they recruit some of the worst people imaginable. The doors were opened with the Carrilo and BLO's to clearly inflitrate Sinaloa for that they have lost alot of respect from people in Sinaloa. It's clearly a war that hasn't been won by either party. Have the Zetas entered Sinaloa, yes. But with the help of the Carrilos and Beltrans, a move that likely will cost them dearly.

The map looks pretty good but I wish they would have given golfos a distintive color, say purple or blue.

SPeaking of maps, there is a new one that depicts which cartel is in which US city. I was excited at first and then realized it was missing the last letter, unless they are called the unidentified on the map. I wonder if I should post it anyway to show how uniformally they are present from the west to the east-north and south.

A few weeks ago they found a back pack full grenades and other explosives in a southern California city, you get stories like these every few months or so but they seldom make much noise in the news.

  62. There is a special element about the Zetas, all Zetas are not there voluntarily, they are often citizens who are abducted and trying to keep themselves/their families alive. Yes they are all bad, but the Zetas are run by a group of intelligent mean mind messing psychopaths. The power means as much if not more than the money. The drug trafficking is a small part of this, they will do Anything with no boundaries to control there often hostage held workers. They have become movie stars in some young persons eyes. They work with the reality they will eventually die, so many are like the shooters who do mass murders, held by no conscience, they hate all that is good or pure. I know these things first hand

Only the government can broker this deal because they are all affiliated with a cartel. this war was started by CDS and its allies which were the politicians all for greed. If the deal would to be brokered it would be like back in the day when there was just one cartel (Guadalajara) but each section of Mexico was run by a capo. this would end all this war shit so come on pena nieto broker the deal before the zetas go in and complete take over sinaloa and teach el chapo a lesson.
