Lebanese Drug Lord Charged in US: Links to Zetas and Hezbollah

A Lebanese drug kingpin who allegedly has connections to the Zeta drug cartel and Hezbollah has been charged with drug dealing and money laundering, the Justice Department and DEA announced today.

Ayman Joumaa, a.k.a “Junior,” and his associates allegedly shipped an estimated 85,000 kilograms of cocaine into the United States and laundered more than $850 million in drug money coming out of Mexico from the Zeta cartel through front companies and The Lebanese Canadian Bank (LCB).

In a federal indictment that was unsealed Monday, Joumaa was charged with cocaine distribution and money laundering.

In January, the Treasury Department designated Joumaa a major narcotics trafficker, alleging that he used cash exchange houses in Lebanon that had accounts with the Lebanese Canadian Bank. A month later the LCB was designated by Treasury as a “Primary Money Laundering Concern”

According to U.S. officials, Hezbollah has obtained financing from Joumaa and his associates. U.S. officials say some officers with the Lebanese Canadian Bank and subsidiaries have connections with Hezbollah.

The case shows the reach of Hezbollah’s financial support network. U.S. officials have long known about the group operating in South America’s tri-border area in Paraguay, Brazil and Argentina where the group runs drugs and large scale counterfeiting networks, according to U.S. officials. In recent years there has been more recent concern about the group establishing a footprint in Central America.

“The defendant’s coordination of money laundering activities occurred in the United States, Lebanon, Benin, Panama, Colombia, the Democratic Republic of Congo and elsewhere,” the indictment alleged.

“According to information from sources, his alleged drug and money laundering activities facilitated numerous global drug trafficking organizations, including the criminal activities of the Los Zetas Mexican drug cartel,” DEA Administrator Michele Leonhart said in a statement.

The indictment alleges that Joumaa and his co-conspirators coordinated cocaine shipments from Colombia and Latin America to sell to the Zeta cartel and launder the drug proceeds, charging fees between 8 percent and 14 percent for laundering the funds.

“During the course of the conspiracy, the defendant typically picked up between $2 [million] and $4 million at a time in Mexico City,” the indictment said of bulk shipments of U.S. currency that Joumaa and his associates would receive from the drug sales.

“Money fuels the drug trade, and Mr. Joumaa is alleged to be at the center of it all,” U.S. Attorney Neil MacBride said. “Working with those producing the vast majority of the world’s cocaine to get their drugs safely into the hands of Mexican cartels, and then moving hundreds of millions in proceeds all around the world so the money can’t be traced back to them in Colombia.”

Mexican cartels don't technically get their cocaine straight from the source. Since its much too risky. Instead -source- will contract a third party (Guatemala per say) who ever their contact in this country is will receive large shipment. This party's job is to get it too Mexican contacts.
and on a side note when shipments this big are taking place money piles of cash are usually next to it.

This is why I still to this day have to see a real bust. All the bust we see are due to Intel information. Not good investigating.

The crime scene has already been licked then someone got the Intel on crime scene and finished the job. Because at the end of the day our agencies are the biggest baddest gang, so why not join the best team.

zetas don't seem to have direct link to Colombian suppliers, they always have to buy from a third party. unlike Sinaloa who runs their own coke labs in Peru or have direct suppliers. zetas have to scrape coke from dollar bills for their supply.

MEXICO, D.F. (Approved) .- U.S. authorities charged a Lebanese drug lord allegedly helping rack huge amounts of cocaine into the country and launder hundreds of millions of dollars for Mexican drug cartels.

The Lebanese Ayman Joumaa, 47, was accused of conspiring with others to help send about 85 000 kilograms of cocaine from Colombia, from 2005 to 2007.

He was also indicted for helping to launder more than $ 250 million in drug money for the cartel Los Zetas.
The indictment was returned by a federal grand jury in Virginia in late November and was opened by a judge on Monday 12.
However, Joumaa is not in custody, prosecutors said.

In January, Joumaa along with nine other individuals and 19 entities related to their organization, were listed as Specially Designated Narcotics Traffickers by the U.S. Treasury Department.

At that time, U.S. authorities said they had laundered Joumaa's drug money through Lebanese Canadian Bank, which was also designated as a "the primary concern of money laundering."

But the bank denied any licit involvement .

The indictment states that Joumma administered laundering profits from drug trafficking from Mexico, Europe, West Africa and Colombia and charged a fee ranging from 8 to 14%.

Even, sometimes gains were delivered to Mexico City in big dollar amounts, the paper said.
Joumaa face a life sentence if convicted.

U.S. Attorney Neil MacBride said that "money drives the drug trade, and Mr. Joumaa supposedly is in the center of everything, working with those who produce the vast majority of the world's cocaine for the drug to reach safely in the hands of Mexican cartels, and then moving hundreds of millions in profits for all the world. "

CHICAGO (approved) .- The Federal Court Northern District of Chicago, Illinois, ordered the government of Barack Obama to allow the legal defense of Jesus Vicente Zambada Niebla, El Vicentillo, access to all documents "classified" and decided postpone the start date of the trial of alleged Mexican drug trafficker.

"The defense of Mr. Zambada must have access to all official documents delivered to the Department of Justice on this Court, although that does not mean that classified documents be made public," said Judge Ruben Castillo, at the hearing held on Tuesday .

At the meeting, Alvin Michaelson, a lawyer in El Vicentillo, verbally requested the judge to "nullify" the trial for drug trafficking, taking into account that the Justice Department has not presented any substantial evidence to support the allegations against his client .

"I see nothing for the moment that takes us to cancel the trial, on the contrary, I think this will take much time, and is now considered that the date of February 13, for the start of the trial, will have to be postponed" , Judge Castillo said to the lawyers El Vicentillo.

The defense of the son of Ismael El Mayo Zambada, ranking number two in the power of the Sinaloa cartel, told the judge that in the coming days to formally request (in writing) for a mistrial, even when the Court of Chicago already announced that it rejects the request.

At the meeting on Tuesday, the defense again argued that El Vicentillo is innocent of the charges against him in America, and that his client "did receive promises of immunity" by the Federal Drug Enforcement Administration (DEA, for its acronym in English), in exchange for information concerning the operations of the Sinaloa cartel contrary to.

"My client is not part of the structure of the cartel and neither was in charge of the logistics of this operation," said Michaelson during the session before Judge Castillo.

The truth is that zetas have had a hard time getting steady supply of cocaine into Mexico ever since their break off from the gulf cartel. This lebanese coke broker was their only hope of restructuring their criminal network. Now that this happened they will fall fast and hard as their only income now will be small quantities of coke, marihuana which is grown all over Mexico and their usual exortions, robberies, and kidnappings. The capture of this guy is the best thing that has happened in while as far as the fall of the z goes.

@dec 16 2011 11:39am, cant put too much of a cut on it, because its going to wholesalers who take it from border area to inner US, chicago, ny, etc. Those are the ones who can put a cut on it, turn the one kilo that costs 19,000 at the border into 2 that will sell for 25-30,000 each in chicago, or ny. There is too much competition from the other cartels to be able to cut it much, they make their $ by being able to get it accross the border. Sure 8 a key sounds good, but if you cant get it over to the US then what good is it?
And even still, pot beat its again as an investment. A kilo of pot at the border, 400, turns in 700 for each pound in chicago or ny.
