'El Flaco Salgueiro' arrested in Culiacan

Mexico City - Elements of the Army arrested Noel Salgueiro Nevarez, known as "El Flaco," who is consider the leader and founder of la Gente Nueva, or the New People, an organization that operates in Chihuahua under the command of Joaquin "El Chapo" Guzman.

Colonel Ricardo Trevilla, the director of Social Communications of the Ministry of National Defense (SEDENA) reported that on Wednesday the alleged criminal was arrested in Culiacán, Sinaloa, by a precise operation where no shots were fired.

The official said, that Salgueiro Nevarez had within the Sinaloa Cartel a similar level of command that Ignacio Coronel Villarreal, "Nacho Coronel." His involvement in such a criminal organization makes for a big arrest.

Salgueiro Nevárez, said Trevilla, began his criminal activities as leader of Gente Nueva in 2007, in the State of Veracruz and later expanded his operations to Guerrero, Durango and Chihuahua.


In that State, the director said, with the increased of violence in Ciudad Juarez, where he was leading the dispute over control of the plaza of the Carrillo Fuentes drug cartel, by controlling local gangs known as Artistas Asesinos and Los Mexicles.

"The detainee is considered to be responsible for kidnappings, extortions, tortures and the murder of large number of people in the State of Chihuahua, which includes various officials and prominent members of the business sector," explained Trevilla.

Salgueiro Nevarez was presented at the Department of Defense facilities and made ​​available to the Deputy Attorney of Specialized Investigations of Organized Crime (SIEDO), which offered a reward of 3 million pesos, about
$221,000 dollars, for his capture.

  9. 5:37 PM...It is doubtful you have ever set foot in Mexico if you don't think the military protects cartels. Have you ever read anything besides media articles. Generals and entire platoons are directed by cartels. Do yourself a favor, read "Down by the River" by Charles Bowden, then come back and make that statement. You Chapo nut huggers can't stand when someone speaks out. El Chapo has a long history of snitching, accusations come with the territory when you do that.

    This guy was as cold and calculating as anyone ever brought up on this site. He street gangs did everything La Linea and the Barrio Astecas did just as aggressively (murder, extortion, kidnapping). He was worse because one of his MOs was to kill innocent people and blame it on La Linea and also to kill innocent people and leave info that they were involved with CDJ for a public fear factor. He was a peace of shit in the worst way.

    If he was sold out, it was by an up-comer that wanted his job, or his supporting cartel wants to change their image. I always felt Nacho was sold out too. I wouldn't apply for that position.

  13. To the author, I'd like to see a story with some statistics about kidnappings in Mexico. Specifically the ratio between ransoms paid and the victim being freed vs. ransom being paid and the victim still killed. You would think that after a while the people would know they were most likely going to be killed regardless, so why ruin the families financial future? Disease will eventually kill itself out once it has eaten it's host. Same will be true with the cartels. You can't extort every business to the brink of failure, only to loose a cash base! But I doubt these guys think even a week into the future. They are competing with each other so viciously that not one of them is using any sort of decorum or restraint. They will end up putting themselves out of business, as well as most of Mexico! My tata always told me that the problem with being Mexican was that our people are too greedy and we cant look into the future. Take Mexican History at a college level, and each test is about who promised what to get elected, and how did they screw the people over when they took office. There is no foresight or plans, no self control to let those who you extort and kidnap keep their businesses open. At least the Italians understood this concept. If you paid extortion to some of them, they made sure you weren't 'messed with' or were having problems making money. When your a parasite, you can't suck your host dry and expect to live much longer.

  16. @ Capo...You are exactly right. This peace of shit couldn't hold a candle to Nacho. Nacho had been around for years. He was old school and his followers were very loyal. He kept security in central. Prior to LMF, he was consider the biggest manufacturer of amphetamine. He was independent and didn't just give the proceeds to El Chapo. The Sinaloa has not been the same since someone sold Nacho down the river. There had been rumors flying that he and Chapo were sideways. It makes you wonder. Nacho had his own independent organization more like El Azul. Nacho had 10 men under him that were 2 steps higher up than this guy. This makes you wonder if Sinaloa has realized failure in Chihuahua.

    I don't know if he was still with el chapo or against him cause all the reports seem to contradict each other. Im pretty sure he was still with el chapo and la gente nueva if not he wouldn't have set foot in culiacan. Also el chapo wouldn't turn him in to the army he would much rather have him dead and tortured if they were enemies.

    He's not M10, you're confusing him with M11 who is also nicknamed "El Flaco" and is m10 brother, they use to be in charge of the Durango plaza. That's why they call this guy "El Flaco Salguiero" he actually was at war with he brothers M10 & M11 for the Durango plaza even though they both belonged the CDS.

  23. October 5, 2011 6:56 PM I have not read that book, but that book was publish in 2003. Sense 2006 hundreds of people have been arrested for corruption, even some at the very top level including generals and interpol police.

    When you say Generals and entire platoons are directed by cartels, you make it look like every one is corrupted and every one is getting paid by the cartels.
    Some people have to follow orders just because the orders came from the top, nothing more.

    In Mexico before Calderon the cartels worked with the corrupted officials for years and they had the protection of many branches of the government. Many people hired before 2006 have most likely worked for the cartels, but many of the ones hired after 2006 most likely are not working with the cartels.

    Sense 2006 more than 20 of the 35 capos are dead or arrested and corrupted officials are getting arrested by the hundreds. The way I see it things are not they way they used to be.

  31. El M11 is the one who is still loyal to El Chapo. He run's Los M's and Gente Nueva in Durango. He went to war with Flaco Salgueiro because he was trying to heat up the plaza in Durango. Other than that I guess El Chapo patched thing's up with Salgueiro and got him to trust him again. I guess that's why he felt it was safe to come to Culiacan. An other thing is that Salgueiro was only the boss of Gente Nueva in Juarez. The real top head boss for Gente Nueva is no other than El 1. He is also believed to be in Culiacan or Mazatlan.

  46. The Durango plaza is under "M11" who's also nicknamed "El Flaco" and his brother "M10", who control "Gente Nueva" & "Los M's" in Durango,which are mainly ex cops and ex military.. "M11" & "M10" were at war against "El Flaco Salguiero" an his cell of "Gente Nueva" from Chihuhua over the Durango plaza because "El Flaco Salguiero" was trying to expand his control into Durango, even though they both belonged to CDS.   50. El Flaco is el F-1 o el 11. This guy wasn't just some chump. He wasn't very proclaimed via the news and corridos but for the last 6-7 years he reigned chaos in Chihuhua for la linea and CDJ. That being said. The whole thing is weird, how he was popped. In Culiacan, no security, no shots fired. Supposedly he had family there and estates like all the narcos for CDS but why would he leave his strong hold in Chihuahua? I don't buy the whole Chapo flipped him ordeal. He was a heavy pusher, shipping tons of weight north for CDS and overseeing GN in Chihuahua. A guy who has been doing this since the 90's isn't just some other narco.

  52. OK. First of all, this guy is El Flaco Salguario and he was born in the Mexican state of Chihuahua and worked under El Chapo after betraying the Carrillo Fuentes Cartel when it split.... El Flaco that took over Chihuahua is part of Los M's from Durango. His Brother M10 is in charge of La Plaza De Durango, El Flaco or El M11 is a founder of Gente Nueva which is like saying New Blood. El Flaco that got captured had a personal beef with M11 so El Flaco Salguario Le Calento La Plaza or " He Made the block hot" in the state of Durango to M10 and el Flaco/M11 so the Military operations would be intensified. This site punished the Story where they left out a message directed to a Salguario and another, and was sponsored by M's and G.N. and it had the frequency M11... Jajaja Of course he was turned inn by El Chapo, he was bad for buissness and Los M's and G.N. had control of what they call the Golden Triangle which includes The three states of Chihuahua, Durango and Sinaloa this people is the Drug Supper Highway or an American Artery ....
