2 severed heads found near Mexico City military base with message

Justice in Mexico

On Monday, two severed heads were found outside the Mexican Defense Ministry in Mexico City with a note proclaiming the “new administration” of a new cartel.

Mexico City has long been spared from the increasingly brutal violence that some drug cartels have characterized as their signature mark, but the protection the city once boasted has now been broken.

One decapitated head was left on the pavement of a busy road that many Mexican generals frequent, the other left on the roof of a car. Both heads were discovered across from the army’s headquarters at Military Camp 1.

The Washington Post reports that this incident is the first multiple decapitation in the capital since January 2008, when two heads were found near the city’s international airport.

The office of Mexico City Attorney General Miguel Mancera stated that there was also a note by the heads, signed by the “Mano con Ojos” gang, a splinter organization from the Beltran Levya cartel.

Mancera reported that the message left on Monday warned that the “Mano con Ojos” is a “new administration” operating in Mexico City and the areas of Huixquilucan, Atizapán, Tultitlán, Cuautitlán and Izcalli.

The Associated Press reported that the “Mano con Ojos” or “Hand with Eyes” drug gang formed after the 2010 arrest of Edgar Valdez, aka “La Barbie,” a top assassin for the Beltran Leyva cartel. The alleged leader of the “Mano Con Ojos”, Oscar Osvaldo García Montoya, 36, a former Mexican marine, was arrested in August and confessed to prosecutors that he was involved in over 600 killings.

The current leadership of the gang in unknown and a forensic investigation is underway.

  1. Does this mean La Mano con Ojos aligned themselves with Chapo? But why would they want to align themselves to Chapo Guzman or what is the interest of Chapo Guzman in Mexico city?

  2. Just by reading this article you would think that the Beltran Leyvas lost a faction or a cell, the truth is they did if La Mano Con Ojos is collaborating with Chapo Guzman.....

but the Beltran Leyvas already have their own cell or group operating in Mexico City its called El Cartel Del Centro or el Hongo.Oscar Osvaldo Garcia Montoya talk about it in the interrogation video when he got caught.

  5. I'm new to all this and just curious.
So why and how Mexico City and its metropolitan area remained safe from drug wars ? Is it because security there is good enough? Or is it that cartels don't want to mess up in the biggest metro area where everyone can make enough profit from ?

  6. I hope the cartels don't turn Mexico City into a warzone now. Next thing the Zeta's will advance that way then more innocents will end up getting killed.

  7. According to Reforma, the new leader of la Mano con Ojos/ "Hand with Eyes" is Ex Beltran Leyva operator: Juan José Rodríguez Rodríguez, "El Casas"

It is said he is between 35-40 years old, an expert in weapons and a long criminal history.

He had been with the Fuerzas Especiales/Special Forces of Beltran Leyva (a comando of 20-25 special trained guards that moved with "El Jefe de Jefes"..

When Beltran Leyva will killed in Dic 09, El Casas became both driver and personal chief bodyguard to Óscar García Montoya, "El Compayito", the founder of La Mano con Ojos.

  9. October 4, 2011 12:06 AM Unless you plan to purchase drugs, sell drugs or otherwise associate with members of a drug mob there is no reason you should not be O.K.
As far as I know Cancun has have drug related problems but I haven't read anything about kidnappings, extortion, or tourist being hurt or target by the cartels.

Just remember to be careful and you should be O.K.
