After it was announced that Ismael El Mayo Zambada would not face the death penalty, it was immediately revealed that Rafael Caro Quintero and Vicente Carrillo Fuentes, alias El Viceroy, had also requested to be spared capital punishment.

All three are on trial in the United States, and for months they have been negotiating with the US government to be spared the death penalty.

The most surprising case was that of Caro Quintero, because he is accused of several crimes, including the kidnapping and murder of US Drug Enforcement Administration (DEA) agent “Kiki” Camarena in 1985.

"Dear Judge Block: United States v. Rafael Caro Quintero, Criminal Case No. 15-208 (S-3) (FB). The government respectfully submits this letter to inform the Court and the defense that the Attorney General has authorized and directed this Office not to seek the death penalty against the defendant Rafael Caro Quintero," said the U.S. Attorney for the Eastern District of New York.

For its part, the U.S. Attorney's Office also requested on Tuesday that the death penalty not be considered against Vicente Carrillo Fuentes.

El Viceroy, brother of the late Amado Carrillo, El Señor de los Cielos, was part of a group of 29 drug traffickers extradited to the United States at the beginning of the year.

The US position on these requests and decisions to withdraw the death penalty is still unknown.

A judge has given the green light for Vicente Carrillo Fuentes, alias “El Viceroy”, the former leader of the Juarez cartel, to be extradited to the United States, according to La Jornada.

Julio Veredín Sena Velázquez, seventh district judge for criminal amparo proceedings, annulled the amparo lawsuit and denied him the protection of federal justice with which the drug lord had sought to stop his extradition to the neighboring country for an indefinite period of time.

On July 27, 2023, the Mexican Ministry of Foreign Affairs (SRE) granted the US government the extradition of 'El Viceroy', who is wanted by the Federal District Court of the Western District of Texas for money laundering and drug trafficking.

That same year, but in September, the same judge Sena Velazquez suspended the indefinite extradition of the brother of Amado Carrillo Fuentes, alias “El Señor de los Cielos.

In 2022, the Viceroy received an additional 20-year prison sentence, according to the Attorney General's Office (FGR), for organized crime to commit crimes against health.

In October 2014, Vicente Carrillo was arrested and placed at the disposal of a judge in order to be interned in the Federal Center for Social Readaptation 2 “Occidente”, located in Puente Grande, Jalisco.

Culiacán, Sinaloa - The man who died instantly in the early hours of Tuesday morning, August 6, on a highway in the municipality of Navolato while trying to change a broken tire on his car was the brother of the late drug trafficker Amado Carrillo Fuentes, better known as 'The Lord of the Skies', according to authorities.

The information indicates that the deceased was Guadalupe Alvarado Carrillo Fuentes, 54 years old, with a known address in the community of El Guamuchilito belonging to the municipality and at the time of the accident he was driving a recent model Chevrolet Spark red car on the north-south lane of the highway that leads from Ejido 5 de Mayo to El Limoncito.

Minutes later the authorities were alerted about the accident, but at first it was said that it had been a death by gunshot, but upon arrival they confirmed that it was an accident when they found a crosshead and a jack next to the unit as well as a tire so it was confirmed that he was trying to change the tire.

Due to the fact that the deceased had no documents among his belongings that screamed his identity, he remained unknown until this morning when he was identified by his relatives before the corresponding authorities and turned out to be the brother of the well-known drug trafficker who died in the 90s.

U.S. Prosecutors Protect an Informant Who Killed Mexican Citizens, as Two DEA Agents Barely Escaped Alive

By Bill Conroy
Special to The Narco News Bulletin

Mexican state police Commander Miguel Loya Gallegos disappeared in January.

Several of his associates disappeared, too, vexing law enforcement agents who say their mysterious disappearance – and consequent unavailability as potential witnesses to multiple murders – could prove very convenient to U.S. prosecutors and a confidential informant under their protection.

U.S. law enforcement agents, coming forward on the condition of anonymity, believe that the comandante – the U.S. Attorney indicted him in Texas as part of an alleged drug-smuggling organization – was witness to up to nine murders committed by a confidential informant while that informant was on the payroll of the federal Bureau of Immigration and Customs Enforcement (ICE).
