'La Mayiza' Alleges Government Corruption Ring Through Flyers in Culiacán, Sinaloa

  "Enojon" and "Pernicious Propaganda" for Borderland Beat 

On December 23rd of 2024, flyers would warn Omar Hamid García Harfuch, the Secretary of Security and Citizen Protection of Mexico, of an alleged corruption ring within the State Government of Sinaloa. The flyers were thrown out of a plane that flew over various points of Culiacán, Sinaloa. 

Watermarked with the logo of Ismael Zambada Sicairos 'El Mayito Flaco,' leader of the 'La Mayiza' faction of the Sinaloa Cartel (CDS), the message identified Government officials, and their family members that were allegedly involved in the corruption ring. The flyers urged Secretary Harfuch to launch an operation over the claims. The criminal organization would threaten to go after those they deem to be 'guilty' such as: 

- Enrique Díaz Vega, Secretary of Administration and Finances. 

- José Paz López Elenes, Mayor of Badiraguato. 

- Enrique Inzunza Cázarez, a member of the Senate of the Republic of Mexico. 

- Jose Rocha Ruiz, the youngest Son of Governor Rocha. 

- Alejandra Sofía Valadés Pelayo, the Wife of Ruiz. 

- Rubén Rocha Moya, the Governor of Sinaloa. 

- Eneyda Rocha Ruiz, the Daughter of Governor Moya, and the Director of the System for Integral Family Development of the State of Sinaloa. 

- Rubén Rocha Ruiz, the oldest Son of Governor Moya.

1,400 Narco Messages Are Left by Criminal Groups Across Mexico Each Year

Criminal groups in Mexico use narco messages to communicate publicly, including threatening the government, and accusing rivals of atrocities. However, there are few attempts to quantify their messaging. Based on a review of available datasets, I estimate that at least 1,400 narco messages are left in Mexico each year, or almost 20,000 since the beginning of the drug war.

A flower shop in Los Mochis, Sinaloa has been the target of threats and violence from a criminal group, who shot up the store while trying to kidnap the owner and later placed a threatening narco message on a funeral wreath outside. The events have been recorded on the businesses' security cameras.

Alleged CDS Banner Announces They Are At War With the CSRL

Identical narco message banners signed by the Sinaloa Cartel (Cártel de Sinaloa, CDS) in which they allegedly announced their intention to end the Cártel Santa Rosa de Lima (CSRL) have appeared within at least nine municipalities in the state of Guanajuato.


Already on social media, there are allegations of the banners being fake while others allege they are genuine. Regardless of the authenticity, here is what is what is being reported about these banners.

According to Guanajuato’s leading security analyst, David Saucedo, the banners have been discovered in nine municipalities within the state so far.

CJNG Grupo Elite Leaves Narco Message Directed Towards Rivals And Government In Celaya, Guanajuato

This morning, several large, professionally printed narco messages signed by the Cartel Jalisco Nueva Generación (CJNG) appeared on bridges in Celaya, Guanajuato. The messages attempt to absolve themselves of crimes, accuse rivals of two mass shootings, and again allege corruption within the local investigative (AIC) police force.

The banners were left on at least five different bridges around the city, on 2 De Abril, De Gaspar De Almanza, Avenida Tecnologico, Enecuilco, and on De La Pepsi.

The same banner design, with different text, has been used by CJNG Grupo Elite several times before in the state.



The message accuses rivals of being behind two mass shootings this year in Celaya, the August 6 mass shooting at Bar Tres Amigos, which left 10 dead, and the May 23 shooting at Hotel and Bar Gala, which left 11 dead, as reported by Borderland Beat. A narco message signed by CSRL found at the scene of the May 23 attack blamed the victims for supporting CJNG.

The message also accuses local investigative police of colluding with rivals the CSRL, and once again alleges that they operate without search warrants, a complaint the CJNG made before at the July 28 IED attack in Irapuato, as reported by Borderland Beat.

These messages were displayed just four days after CJNG paralyzed the state with coordinated attacks across 9 cities in effort to disrupt a law enforcement operation against their leaders, an action that generated nationwide outcry and statewide panic.

Narco message context in Guanajuato

This banner design, with a military green camo background, with the face of 'Mencho', and two roosters fighting has been used by CJNG Grupo Elite several times with the text altered over last two years in Guanajuato. This is one more evidence of CJNG's high level propaganda production capabilities relative to their competition.

There were over 100 narco messages found in Guanajuato in 2021. The CJNG left almost 60, more than any other group in the state, a reflection of their obsession with the region and the intense propaganda campaign they run.

Celaya was the city in Guanajuato with most narco messages in 2021, with 51, according to the Borderland Beat narco message database of 2021.

Narco Message Implicates CPS in Seven Victims Executed; A War of Narco-Messages with CDG


As previously reported by Mexican media, on Monday seven bodies were found inside a vehicle in front of the Hotel Paris, located in the community of Las Brisas, in Temixco, Morelos.

It was initially reported that a banner left at the scene had been signed by CDG (Gulf Cartel) but was in fact signed by CPS South Pacific Cartel. We will leave the messages as reported, as this fact is sketchy without actually seen the banners and we let you formulate your own conclusion.

Next to the bodies of a woman and six men was a narco-message that was signed by the Cártel del Pacífico Sur (CPS):

"THIS HAPPENED TO US FOR CALLING THE MILITARY ANNONYMOUSLY AND THIS IS ALSO GOING TO HAPPEN TO CAPTAIN BARRON AND CAPATIN CASTILLO OF THE FEDERAL POLICE. ATTE CPS."

Texto integro:
“ESTO NOS PASO POR ANDAR HACIENDO LLAMADAS ANONIMAS A LOS MILITARES Y ESTO LES VA A PASAR AL CAPITAN BARRON Y AL CAPITAN CASTILLO DE LA FEDERAL. ATTE CPS”.

In this message signed by the CPS it indicated that those killed had made anonymous calls denouncing the aforementioned criminal cartel.

FACTS
At around 0630 hours the agency of the Ministerial Police were informed that in the street of Tampico in the community of Las Brisas in the town of Temixco were seven dead people inside a car.

At the scene was a sand-colored Honda Civic bearing license plate GZM-4202 from the state of Guerrero State that had the bodies of the people inside which appeared to have 3 bodies in the interior of the car and 4 bodies inside the trunk. Also found at the scene was a banner with a message signed by the CDG.

The deceased were found tied on their hands and feet, showed signs of torture and suffocation, and so far authorities have identified 6 of the 7 deceased.

A short time later authorities reported that they had in fact identified the seventh victim, who answered to the name of Jesus Chavez Vazquez, 24 years of age, the young man was a construction worker.

By Monday night there appeared at least three narco-banners around Cuernavaca signed by the Gulf Cartel (CDG), where they disclaim any responsibility of the slaughter that shocked the city.

Mexican Cartels United Against the "Z"

Mexican cartels united against the Zetas are calling for the military to withdraw.

Reynosa, Tamaulipas - One of Mexico’s most violent drug Cartels “The Gulf Cartel” has turned against its former armed wing in the latest outburst of killings in the U.S. border to test President Felipe Calderon’s overstretched army crackdown.

In several states of Mexico, including Tamaulipas, have appeared banners directed toward the President of Mexico, Felipe de Jesus Calderon Hinojosa, where a group of people calling themselves "Cárteles de México Unidos contra los Zetas" or "Mexican Cartels United against the Zetas," are demanding that the military withdraw so they can do the work of cleaning the city.

The banner says that after eliminating the poison, the president can then return to do the Federal Government work.

The banners that appeared in various pedestrian bridges, in main intersections of the cities and at entrances of popular neighborhoods, the witting says the following:
"Mr. Felipe Calderón: With all due respect that you deserve stop helping us. The poison can only be fought with the same poison. Atte. Fusion of Mexican Cartels United Against the "Z." After we finish our work you can continue following us. WITDRAW THE MILITARY."
 These banners also appeared in Reynosa, Tamaulipas, where they have signed their name of Fusion Mexican Cartel United against the "Z."
