After it was announced that Ismael El Mayo Zambada would not face the death penalty, it was immediately revealed that Rafael Caro Quintero and Vicente Carrillo Fuentes, alias El Viceroy, had also requested to be spared capital punishment.

All three are on trial in the United States, and for months they have been negotiating with the US government to be spared the death penalty.

For its part, the U.S. Attorney's Office also requested on Tuesday that the death penalty not be considered against Vicente Carrillo Fuentes.

El Viceroy, brother of the late Amado Carrillo, El Señor de los Cielos, was part of a group of 29 drug traffickers extradited to the United States at the beginning of the year.

The US position on these requests and decisions to withdraw the death penalty is still unknown.

The News

On July 25, 2024, one year ago, news of the arrest of Ismael “El Mayo” Zambada began to spread like wildfire in international, national, and Sinaloa media, as well as on social media and WhatsApp groups. But it wasn't the only news; there was also talk of the arrest of Joaquín Guzmán López, son of “El Chapo.” Both were being held by the United States government.

That same day, the Attorney General of the neighboring country, Merrick B. Garland, confirmed that “El Mayo” Zambada and “El Chapo's” son were detained in El Paso, Texas. Both were accused of multiple counts of criminal activity, as well as being part of that country's fentanyl manufacturing and trafficking network.

The hours passed, the news shook Sinaloa and the country, and no federal authority issued a statement. It was the following day, July 26, when the then President of the Republic, Andrés Manuel López Obrador, asked his Secretary of Security and Citizen Protection (SSPC), Rosa Icela Rodríguez, to provide the information they had.

The federal official stated that it was at 3:30 p.m. on Thursday, July 25, when a call was received from the U.S. Embassy alerting them to the custody of both drug traffickers. The identities of both alleged criminals were later verified, prompting the Mexican government to request a photo and notify the secretaries of the Navy and the Ministry of National Defense (Sedena).

At the same time, Rosa Icela emphasized that "the Mexican government did not participate in this arrest or surrender, and we will continue to collaborate with the United States government," she said, leaving more questions than answers for Mexicans and unnerving the people of Sinaloa who, although they imagined what was coming, never realized the magnitude of this war fueled by drone attacks and explosive devices.

Zambada's Letter

Sixteen days after "El Mayo" was arrested, he broke his silence and shared a letter through his lawyer describing what happened on July 25 at the Huertos del Pedregal farm in Culiacán, Sinaloa, where he had supposedly been summoned to resolve the political conflict at the Autonomous University of Sinaloa (UAS).

In the letter, which was released on August 10, Ismael Zambada stated that he was the victim of an "ambush" orchestrated by Joaquín Guzmán López, son of "El Chapo" Guzmán, who allegedly kidnapped him to hand him over to the United States government.

I want to say from the outset that I did not surrender and I did not come to the United States voluntarily, nor did I have any agreement with either government. On the contrary, I was kidnapped and brought to the United States by force and against my will.

According to his account, Joaquín Guzmán López requested a meeting with Ismael Zambada to resolve some political differences in Sinaloa.

“El Mayo” shared that he arrived at the meeting place before 11:00 a.m. accompanied by four members of his security detail. Two remained outside the perimeter, while others entered with him: José Rosario Heras López, commander of the Judicial Police of the State of Sinaloa, and Rodolfo Chaidez, a longtime member of his security team.

On the way to the meeting area, he saw Cuén Ojeda and one of his aides, whom he greeted briefly. When he met Joaquín Guzmán López, the latter gestured for him to follow him, and they led him to another darkened room.

"As soon as I set foot inside that room, I was ambushed. A group of men assaulted me, threw me to the floor, and placed a dark-colored hood over my head. They tied me up and handcuffed me, and then forced me into the back of a pickup truck," recalled Zambada, who asserted that he was subjected to physical abuse that caused injuries to his back, knees, and wrists.

Later, they took him to a landing strip where they forced him onto a private plane with only the pilot, Joaquín, and himself on board. The flight lasted approximately three hours to El Paso, Texas, where US agents were already waiting for him.

"The notion that I voluntarily surrendered or cooperated is completely and unequivocally false. I was brought to this country by force and under duress, without my consent and against my will," he said.

Investigation Timeline

In August 2024, the Attorney General's Office requested the case and opened an investigation against Ismael "El Mayo" Zambada and Joaquín Guzmán López for the possible crimes of illegal flight; illegal use of air facilities; violation of immigration and customs laws; kidnapping; treason (Article 123 of the Federal Penal Code); and any other related charges.

The agency requested all relevant information from the governor of Sinaloa, Rubén Rocha Moya, which he provided to authorities and the media, demonstrating that he had not been in Sinaloa on the day of the alleged meeting at the farm. He also clarified that he was never aware of the meeting and that "El Mayo" had likely been summoned under this false pretense.

In February 2025, Attorney General Alejandro Gertz Manero confirmed that the Mexican government had requested Ismael "El Mayo" Zambada's repatriation to Mexico from the moment he was arrested in the United States, as he has three arrest warrants against him in Mexico.

The Murder of Héctor Melesio Cuén Ojeda

That same July 25, 2024, the day of the surrender of "El Mayo" along with the son of "El Chapo," but already after 9:00 p.m., Sinaloa was shaken again by the news of the attack on the leader of the Partido Sinaloense, Héctor Melesio Cuén Ojeda, at a gas station located on the Mexico 15 international highway, near the town of La Presita, north of Culiacán.

He was transferred to a private hospital in the city of Culiacán, but it was reported that he had arrived without vital signs. Reporters crowded outside the clinic, broadcasting live, still in disbelief at what was happening.

However, in the letter in which "El Mayo" describes how he was kidnapped, he revealed that Cuén was murdered on the same ranch and at the exact time he was taken from the farm to the United States.

I know that the official version given by the Sinaloa state authorities is that Héctor Cuén was shot on the night of July 25th at a gas station by two men on a motorcycle who wanted to steal his truck. That is not what happened. They killed him at the same time and in the same place where I was kidnapped," he stated.

Zambada García lamented the murder of someone he considered his friend, as well as the disappearance of two members of his security team: José Rosario Heras López and Rodolfo Chaidez. They remain missing to this day.

In August 2024, the Attorney General's Office (FGR) complained about inaccuracies in the investigation conducted by the Attorney General's Office of the State of Sinaloa into the murder of Héctor Melesio Cuén Ojeda. Among the most notable are:

The autopsy did not correctly establish the immediate cadaveric signs, temperature, thanatological signs, lividity, or the correct description and evolution of the body.

• The body has severe bruising on the head.
• The body was shot four times in the legs.
• The gas station video has sound, but only one gunshot can be heard.
• The crime scene and vehicle have not been criminally processed.
• Although there are human blood stains in the truck's bed, there are no expert reports or determinations on the matter.
• Nor have all the authorities involved complied with the body preservation measures, allowing cremation, which is contrary to criminalistic practices for homicide investigations.

For this reason, the Attorney General's Office (FGR) flatly rejected the version that Héctor Melesio Cuén Ojeda was murdered at a gas station in Culiacán, calling it "unacceptable" and a "set-up."

The Farm in Huertos del Pedregal

On August 21, Attorney General's Office agents located the farm named San Julián/Santa Julia, where the alleged meeting was held where Zambada García was kidnapped to be handed over to the United States government, and, it is now known, where Cuén Ojeda was murdered.

The property is located on the right side, at the end of the main avenue in the rural area, near the Bellavista police station, part of the Culiacancito municipality. It has a large wall with an electric fence at the top, security gates, a large pool, thatched roofs, grills, and beautiful gardens with palm trees.

At first glance, traces of dried blood were visible on the access ramp to the main entrance gate of the property. The Attorney General's Office began the searches on August 31.

In October 2024, the Attorney General's Office (FGR) reported that blood stains were found on the property, which federal forensic units have accurately determined correspond to the former rector of the Autonomous University of Sinaloa, Héctor Melesio Cuén Ojeda. This confirms that the person was present at the scene of the kidnapping and that his bloodstains correspond to the time the Federal Public Prosecutor's Office has established as the time of his murder, which occurred many hours before the locally released video of a gas station, which has since been dismissed by the FGR itself.

It also reported that human blood was found in the bed of the vehicle, corresponding to Rodolfo "C," currently missing and referred to in Ismael Zambada's letter as his bodyguard or member of his security team.

For all of the above reasons, the Attorney General's Office (FGR) has initiated an investigation into the alleged criminal and administrative responsibilities of police officers, public prosecutors, experts, and various personnel from the Attorney General's Office of the State of Sinaloa, who have already been thoroughly investigated for their involvement in the death of Héctor Melesio Cuén Ojeda.

Message of calm overtaken by reality

Days after Zambada's surrender, and given the context of the conditions in which it had taken place, journalists asked a Defense commander if they expected the violence in Sinaloa to escalate, and the answer was no.

I think not, but we will remain alert; we are prepared for any situation, with sufficient force to react to any eventuality. After this arrest, things have been relatively calm."

Things changed, and then a war between criminal groups would ensue, taking the streets as a battlefield and driving back the population.

September 9

Once the farm was located in August and the letter confirming the rumors was revealed: Ismael Zambada had been ambushed and handed over "by force" to the United States. On September 9, a shootout that left several soldiers wounded and one dead marked the beginning of the war between the two factions of the Sinaloa Cartel: on the one hand, the Zambadas' fury over the surrender of "El Mayo," and on the other, "Los Chapitos" defending the territory and containing the backlash attacks for having handed Ismael Zambada over to the US government.

At the end of his letter, "El Mayo" Zambada sent a message:

I also call on the people of Sinaloa to exercise restraint and maintain peace in our state. Nothing is resolved with violence. We've traveled that path, and we all lose," he concluded.

A message that was evidently not heeded by the groups that unleashed an era of shootouts fueled by explosive devices, executions, kidnappings, and bloodthirsty narco-messages accompanied by mutilated bodies, tire-punching in public spaces, attacks on homes, and assaults on the Mexican Army and police in Sinaloa. This has now lasted more than 10 months, resulting in the deaths of innocent people in the crossfire.

Today in Sinaloa, in addition to local police forces, there are federal reinforcements with more than 15,000 members of the Army, Navy, National Guard, and the Secretariat of Security and Citizen Protection. Omar García Harfuch and President Claudia Sheinbaum Pardo's security cabinet are constantly visiting to restore peace and tranquility to the people of Sinaloa.

Despite the results of more than 1,500 arrests, the seizure of thousands of firearms, and even though there are less "ugly" days than at the beginning, the question for the people of Sinaloa remains the same: When will the violence end?

Culiacán, Sinaloa.—The "blow" to drug trafficking amounted to more than 200 million pesos with the seizure of three vehicles loaded with more than half a ton of methamphetamine, better known as crystal meth, this weekend in Culiacán.

The federal government, through the Secretariat of Security and Citizen Protection (SSPC), reported that as a result of intelligence work, members of the Mexican Army located three vehicles loaded with drugs.

The cars were found outside a ranch and were loaded with plastic boxes and black bags filled with transparent bags, or "kileras," containing the drugs.

The incident occurred in the Higueras de Abuya municipality of Culiacán, when officers observed a group of civilians shoveling black bags into several vehicles near Rancho Salazar. However, upon noticing the presence of authorities, the civilians fled. Upon conducting an inspection, federal personnel located the following vehicles:

1 white Range Rover

1 gray Grand Cherokee

1 yellow Ford Bronco

The seized drugs contained 1,650 plastic bags containing 746 kilos of methamphetamine. The value of the seized drugs was 207 million pesos.

The vehicles and the seized drugs were seized and handed over to the corresponding Public Ministry authorities for investigation.

Culiacán, Sinaloa.- The girls Leydi and Alexa lost their lives due to a mistake by soldiers who shot them in Badiraguato, their families reported.

Their loved ones have spoken out on social media to clarify that the girls' deaths were not due to "crossfire" in a confrontation in Badiraguato, but rather that the soldiers mistook the van in which the family was traveling and opened fire.

An aunt and cousin of the girls stated that it was a totally unjust act, stating that the military is there to fight crime, not to take the lives of innocent girls.

“May 6th, the day my little girls, Leydi and Alexa, had their lives taken away, being just totally innocent girls unaware of all the events that occurred in Badiraguato, the authorities are currently handling it as “collateral damage” or “crossfire” unfortunately the information that the authorities or some media report is TOTALLY FALSE, the government only talks about what suits them, my little girls had their lives taken away by the MILITARY, yes, our own government, the military confused the car in which my family was traveling and began to shoot incessantly until they ended the lives of my girls, it is a totally unjust act, they are supposed to “fight crime” but this time they themselves took the lives of my little girls, they took away their dreams in an instant, this cannot go unpunished, for my little girls, niece and cousin. The information that Ismael El Mayo Zambada would provide, not only to Mexican and American authorities, but also to international public opinion through his lawyer Frank Pérez, would be an unprecedented bombshell, as it would reveal details related to the corruption of governors, politicians, military and police commanders, and businessmen from Sinaloa.

The information seems endless, according to intelligence sources in Mexico and the United States, and it would have started at the time of his arrest, on July 25, when he revealed details about how he had gone to Huertos del Pedregal, in Culiacán, to attend a meeting with the governor of Sinaloa, Rubén Rocha Moya, and the sons of Joaquín Guzmán Loera, and to mediate a dispute that the state governor had with Héctor Melesio Cuen Ojeda.

The meeting was actually a trap by Joaquín Guzmán López, as revealed by Mayo Zambada himself in a letter sent by his lawyer Frank Pérez to the media, because upon his arrival, the capo said that he was attacked, subdued, and later taken against his will to Texas, where he was handed over to agents of the FBI and the Department of Homeland Security (DHS, for its acronym in Spanish).

“The information that Ismael el Mayo Zambada has is a lot, and it would make the Mexican government tremble, more than that of the United States, due to his ties with politicians and officials,” said a military intelligence official, who at one time investigated cases such as that of Zambada García and Joaquín el Chapo Guzmán.

The kidnapping of the capo and his subsequent arrest has left a wave of death, because a little more than six months after the conflict between Mayos and Chapos began, the Attorney General of the State of Sinaloa has reported more than 900 deaths, and almost 1,300 missing persons.

As a new resource, Zambada García sent a letter to the Mexican embassy in New York, with a copy to the president of Mexico, Claudia Sheinbaum, to the Ministry of Foreign Affairs and to the Attorney General's Office demanding that the Mexican government defend him, as a Mexican citizen, and demand that the United States immediately repatriate him to national territory, and at the same time, prevent the death penalty from being applied to him during the process, since his arrest and transfer to the neighboring country to the north was illegal.

"I was deprived of my freedom in national territory, through physical coercion and deception, and subsequently transferred to the United States by a Mexican individual, without authorization from the Mexican authorities, and without complying with any of the applicable legal procedures," reads the letter, sent by Frank Pérez to this weekly.

The letter adds: The Government of the United States of America has a responsibility for action by omission since it is a well-known fact that the legal requirements and international commitments that are mandatory for both countries were not met when I was received. Therefore, it can be stated clearly and precisely that the express commitments of the international treaties that I invoke in this section have been violated.

David Weinstein, a lawyer and former federal prosecutor of the United States, said that given the power of convocation that Mayo Zambada has, he could influence his repatriation, and that the death penalty not be applied to him, although everything will depend on the agreements regarding the extradition treaties that exist between both countries and taking advantage of what he knows to negotiate.

“In this case, the accused can use that information he has about the government, and reach an agreement with both countries,” said Weinstein, who is currently a trial lawyer in Miami.

President Claudia Sheinbaum said that as a government they would review the case, because beyond who Zambada García is, and the crimes he committed, it is a matter that has to do with the rights of a Mexican citizen about to be tried in the United States, but without having followed all the legal procedure that the law requires.

“No one is defending El Mayo Zambada, but the fact, and there is an issue in the letter that has to do with sovereignty and the trial,” Sheinbaum Pardo stressed.

Zambada García refers to a series of constitutional articles, human rights, migration laws and extradition agreements between Mexico and the United States, including the case of Dr. Humberto Álvarez Machain, who was kidnapped by US agents in Mexico in 1992 and taken against his will to the United States.

Although the U.S. Supreme Court then ruled that his kidnapping did not prevent U.S. courts from exercising jurisdiction over him, the case sparked international controversy and led to the signing in 1994 of the Treaty between the United Mexican States and the United States of America to prohibit cross-border kidnappings, which establishes that neither party should carry out or tolerate the capture of persons in the territory of the other party to take them to its jurisdiction.

El Mayo emphasized that while the Mexican government determines how to defend him, the United States must commit to offering sufficient guarantees so that the death penalty is not applied to him.

The former leader of the Sinaloa Cartel also mentions that he hopes that Mexico really defends him, but that if he notices a certain passivity on the part of the Mexican State, he could interpret it as a renunciation of its responsibility to protect its citizens and would set a dangerous precedent that weakens its ability to defend its nationals in similar situations.

"If that is the situation, it would lead me to denounce my own country before international bodies," said the boss.

Mexico City.- The pilot of ‘Los Chapitos’, Mauro Alberto ‘N’, alias ‘El Jando’, will not be extradited at the moment, due to the protection granted by the head of the Third District Court in criminal matters.

Judge Augusto Octavio Mejía Ojeda granted ‘El Jando’ a suspension of the protection trial processed for extradition out of procedure, deportation, banishment, psychological torture, mistreatment, harassment, as well as lack of food and medicine.

The judge requested the Ministry of Foreign Affairs, among other federal authorities, to submit their justified reports to confirm if there is an extradition request by the United States government.

Mejía offered a 3-day deadline to ratify the demand, otherwise the precautionary measure (protection against extradition) will cease to have effect.

The legal situation of the pilot, considered a key operator of ‘Los Chapitos’, will be determined next weekend, since his defense requested the duplication of the constitutional term to gather evidence in his favor.

Once the deadline has ended, the judge must decide whether ‘El Jando’ is linked to the process or not.

The capture of Mauro ‘N’, alias ‘El Jando’

Mauro ‘N’, known as ‘El Jando’, is 31 years old and is a civil pilot.

The SSPC considers him a key operator of the ‘Los Chapitos’ faction of the Sinaloa Cartel and attributes to him attacks with explosives carried out in Vascogil and Tamazula, Durango.

In addition, he would be linked to the armed group sent to Jesús María on January 5, 2023, to rescue Ovidio Guzmán López, where he was captured.

‘El Jando’ was arrested in Jesús María, last Saturday, February 8, in an operation that began at 3:30 in the morning, according to witnesses.

Culiacán, Sin.- Mauro Alberto “N”, alias ‘El Jando” or “El Piloto”, arrested in Jesús María in Culiacán by federal forces in a military operation by land and air in the early hours of this Saturday, February 8, 2025, already appears in the National Registry of Arrests (RND).

After consulting this federal government platform by Los Noticieristas, it is confirmed that ‘El Jando’, pilot and operator of “Los Chapitos”, is officially registered as arrested.

He was arrested in Jesus Maria, where Ovidio Guzman, son of Joaquin "El Chapo" Guzman, was arrested in January 2023.

At 12:52 hours, Central Mexico time, his status was: IN TRANSFER.

He is being transferred by air from the Culiacán International Airport to Mexico City where he will be held in a penitentiary.

“El Piloto” is the alias under which he is registered with the federal government and according to his arrest record. In which they describe him as 1.70 meters tall, with a light complexion and at the time of his arrest he was wearing black pants, a black shirt and black tennis shoes.
