Tumbicastío, Michoacán Autodefensas and Special Forces: Closing in on El Chayo and La Tuta

The Hunt for Chayo and La Tuta
I  reported on Friday that Chayo was located at a specific ranch in Tumbicastio, Michoacán .

After being reinstated as spokesman and leader for Tepalcatepec autodefensas, Dr Mireles was ratified as equal spokesman and leader of the autodefensas general council with Hipolito Mora and Papa Smurf.  Presently, that is the status of Dr. Mireles.

On Friday there occurred a meeting between autodefensas and the Feds.  

Autodefensas have agreed to not engage in advancement of large cities, at this time.  Feds have agreed to send an elite team of Special Forces and satellite tracing equipment to the location of the discovery of Chayo.  La Tuta is also in that area.

Tumbicastío, an extremely remote area, with problematic accessibility, it is located high in the Sierra Madre del Sur mountains at an elevation of 12, 600 ft.  Because having only two dirt mountain roads accessing Tumbicastío, people of the sierras have learned to use steep, treacherous access pathways to maneuver in and out of mountain roadway.

The dirt roads are no picnic in of themselves.  Snaking through the Sierra requires knowledge of the area or  an abundance of time.  This plays in favor of Caballeros Templarios who navigate the escape routes quickly permitting escape.

Due to the lack of knowledge in navigating the mountains, Federal forces have been stopped in their tracks, after  receiving information to the location of key Templarios leaders, namely Chayo and La Tuta.

Since Friday, the concentration of federal forces has been Tumbiscatío to Arteaga.  Bringing with them satellite equipment, heavy artillery and tanks. 

For their part AD teams have accompanied Special Forces, as guides as they advance in to Tumbiscatio, and have stationed in points encircling the mountain range.

Publically today, Dr. Mireles stated to reporters, that with  their  joint action with the Special federal forces, they  are close to capturing in Nazario Moreno González, aka "El Chayo" and with luck, also Servando Gomez, aka "La Tuta ".
Dr. Mireles shared with reporters, including El Universal:
"We are close to some leaders, "El Chayo", was on a ranch near Tumbiscatío" reports José Manuel Mireles....
But here at Borderland Beat readers already knew that “news” from our "source".
 
Dr. Mireles Calls for the Ouster of Infiltrators
Dr. Mireles visited several communities today in an autodefensa caravan, reminiscent of his life prior to the airplane crash that left him in critical condition. 

He is partially paralyzed and blinded in one eye. 

Although he appears to have decided to forego his last two weeks of therapy, he seems rejuvenated from just a week ago, and appears stronger.
He visited the site of the Los Reyes killings of 5 unarmed autodefensas, killed when Templarios open fired from rooftops. 

Dr. Mireles, spoke to the crowd, had a moment of silence and left a bouquet of flowers on the black and white checkerboard tiled walkway where those killed fell.
A part of his message today to the crowds, was to not be afraid to give information about infiltrators that wear the shirts of autodefensas, but who are criminal infiltrators.

Autodefensas report that tomorrow mayor Uriel Chávez will be removed from office.  He is charged as operating under the direction of Caballeros Templarios.  A new city council has been selected.

Bar Heaven Mass Kidnapping Audio: Witness Account Translated

The following is the translation of a recorded testimony given by a witness who was a patron at  the Bar Heaven, when 12 people were taken in a mass kidnapping in Tepito on May 26th.
 
This was difficult to transcribe I welcome any corrections that are relevant to the witness account. 

Below is footage at the time of kidnapping

 “This is the complete truth…”

“We were sitting down, then the manager; El Polo arrived and told us that an operative was going to come because the owner of the Black was hit, so we were all thrown out…”

“My friend and I were the last ones to get out …”

“They were going out of the door of the Heaven (bar), they were trying to exit and that’s when the convoy arrived…”

“I never saw anybody, I was inside and when it arrived, my friend closed the door and we were the ones that managed to get out through the roof terrace”

“The police need to find the manager of the Heaven, he is called El Polo”

“At one point in time  I saw the entire ruckus and I started to run inside.…
This is not an operative; there is no need to enter with guns”
“I was with Gabriela (Reyes Martinez) and with the ones at the other table…”
“Then they were doing an operative and one by one they were  going out but I was the last one because I was saying goodbye to all my friends and that’s when it started…”
 
“So when I got out I didn’t see Polo (manager) at the front entrance of the bar Heaven.”
"I didn't see him anymore..."  "Josue and his brother were taken, they were with the blonde girl wearing a blue dress, I don't know if they took her too because I think they were searching for her."
“We were told that an operative was going to take effect, so we were exiting one by one, the music was turned off and we were going out one by one (inaudible)”
“Outside Heaven, I saw the disturbance…”

“Honestly, I was very bad, I saw what was happening and I got scared and since my buddy ran out I did the same thing. We were hiding for an hour and when everything ended, we went inside the bar but it was already closed, so we had to climb through the back (terrace)…”
“The manager should be located (contacted), he is responsible for all this! He must have something and probably it was he was who sent them (the convoy), he said: go out! I’ll make you pay…” (This is confusing)

“We were the only ones there, the last ones; and there were some guys that were able to get out when they announced that they were going to close”

“They even took themselves some beer, they were the first ones to go out but we were paying for the bottle”

“My buddy was the one who used to talk with the manager but he doesn’t answer the phone calls anymore”

“I’m going to tell you something: Did you know that one at the bar Black who was killed?

“I think it was the manager of Heaven who did it, because he had gone to find  us when we managed to get out”

“My buddy called him when all of this happened and he told him: Now what Polo? don’t fuck with me, what is all that fucking shit about? what about my friends?”

“He says: No bro, I don’t know, I don’t know- kill them- kill them all.. And my friend asked: what do you mean kill them all?”

“I don’t know who did it and then he hung up and I didn’t know of anything else…”

“And he also told me that he was the one that killed the guy from the Black (bar)”

“All I know is that he is called Polo, he is a short guy, he always wears suits, and he has hair with  a lot of gel”

“He is a short guy that uses suits… He is dark skinned, short, always uses suits and he was always in the bar Heaven and everybody knows him…”

Suspect Captured: Kombo Kolombia Timeline...Not All Bodies Recovered From Well

Reports were coming in at a fast pace, each day the number of bodies retrieved from the Hidalgo well became greater and closer towards the 19 presumed executed then thrown down into their deep dark watery tomb. 
Their executioners clearly thought their labor would remain their evil secret. The last report from the governors office stated "we have found all the bodies except those that can't.  Most likely meaning not all bodies could be retrieved and the mission of recovery has ended.
The mass murder of 19 young men, 15 members of the musical band Komba Kolombia, and 4 of their staff would have remained one of those tragic mysteries that have become a part of life in Mexico. 

Had it not been for the escape of a witness, a man who unmistakably had nothing to lose, a man marked for death,  who within minutes of his pending execution made a fateful decision that saved his life. {below is a Borderland Beat video, a slide timeline tribute]

Because of his decision we do know exactly what happened that night that begun with the band doing what they loved, singing, playing their instruments and entertaining people.  It began that way, but ended in a unimaginable nightmare
The escapee had to witness a horrible scene, the execution of his friends and colleagues. , it is difficult to imagine how anyone could live through a mass murder of ones friends, and ever be whole again.
The musician was able to run and escape from his kidnappers before being killed, it was him who assisted authorities locating the place of execution, and the well  where the bodies had been disposed.
According to a police source, the musician seized  an opportunity as the killers were occupied discussing the disposal of  bodies, he was able to escape without being seen by the sicarios and  managed in  reach the highway,  which is the road to Monclova.

When reaching the road,  by another stroke of luck, he was helped by a truck driver.  Luck because in Mexico many  are fearful of becoming involved, and one never knows who the “good guys” are......continues

CONFIRMED:Marina Releases Statement on Lazca: Reporting he was Killed in Sabinas, Coahuila Yesterday

Bodies gone, given to relatives after autopsy:
Lazca built his "pantheon" as his final home (El Universal)
Both Acuna and Piedras are apx 1:50 min drive from Sabinas

El Universal:
Reports the conflict was at 2:30PM on Sunday.  Reporting further that the official announcement will not be released until the DNA results have concluded and confirm identity.  In the report it says that the Marina was on regular duty and patrol when meeting up with the Zetas, the Zetas began launching grenades at them and the conflict ensued.

SEMAR CONFIRMS:
The navy just issued a press release that there is strong evidence that Lazano leader of the los zetas cartel was killed yesterday. 

Proceso reports:
Lazca was in a convoy in Sabinas at 1:30PM on Sunday when one of the vehicles began launching grenades at the Marina which began the conflict that resulted in two dead narcos, one was identified as Lazca.  One sailor also was killed in the conflict.

This is what other reports say that occurred in the capture:
 

Heriberto Lazcano Lazcano, El Lazca, leader of the Zetas, is dead according to preliminary identification techniques.  SEMAR released a statement in this hour that they are waiting on final testing to give a positive confirmation, must indicated the possibility is high that it is the Z leader.
What is known is that the confrontation occurred in Juniper road to Progreso, in Coahuila, which killed two suspected members of the Los Zetas criminal organization.
During the armed conflict an element of the Marina was wounded.  The federal force took the Zetas by surprise as the cartel members  watched a baseball game.
A third Zeta manage to escape.
The bodies of the subjects were lying inside of a Ford Ranger truck white at the height of the arc that welcomes progress.
According to eyewitnesses the armed men enjoyed a baseball game when suddenly arrived elements of the Navy of  Mexico.  After  a Chase which sparked a shootout two subjects were killed and one sailor wounded.  In the chase the Marina were fired upon with the grenade launcher.
This action occurred after that elements of intelligence had been tipped off that at the site was the leader of the Zetas.  It was said those who called in the tip were at the game.
Reportedly found at the crime scene, in the truck the Zetas were driving  were long rifles, 13 grenades and a rocket launcher with missiles to bring down helicopters.
The Marina is still  working on the identification of the bodies, waiting for forensics to confirm positively.  
United States authorities offered up to five million dollars for information leading to his capture, while in Mexico there is a reward of 24.6 million pesos.
On 5 June 1991, at age 17, Heriberto Lazcano Lazcano enlisted in the ranks of the Mexican army and lasted seven years. At the age of 24 he left the armed forces to venture into the world of drug trafficking.
On 27 March 1998, according to records of the national defense Secretariat (Sedena), Lazcano requested his discharge from the army when he had reached the rank of corporal infantry.

                                                      Just now from Washington PostMEXICO CITY — The Mexican navy says top Zetas drug cartel leader Heriberto Lazcano has apparently been killed in a firefight with marines in the northern border state of Coahuila,

The navy says there is strong evidence the body of one of two men killed in the shootout is Lazcano, who is also known as “El Lazca.”

After a series of clashes the day yesterday, which began in Progreso, Coahuila and lasted until Sabinas, the Mexican Marina fought against  command  in which Heriberto Lazcano, leader of the Z, was killed.

The death of "Lazca" was after at least three clashes  on the road to Progreso Sabinas, Coahuila.
Heriberto Lazcano, was one of the founders of Los Zetas, a criminal organization dedicated to drug trafficking. 

The confrontations were last night, but waited to confirm indentification of the casualties suspecting Lazcano may be one.  He was indetified today.

UPDATE 10:43PM
apx 10 minutes ago a national network from DF (Mexico City) ran the report on TV saying is is Lazca that was killed in Sabinas....still no government confirmation.

reports on Mexican radio and Twitter is a violent confortation between GATES and Zetas resulted in the capture or death of Miguel Trevino the leader of the Los Zetas cartel.  This took place either in Sabinas or Saltillo.  Sabinas is a city close to Piedras Negras and Acuna.  Saltillo is the capital and is also in the states of Coahuila...waiting for conformation...for now it is rumor but wide spread.  It is either Lazca or Trevino, however Trevino would be th more likely one, if true. This has not been confirmed.  Keep in mind we have gone down this rumor path before....if  anyone has additional information please send in.

So far it is waiting for an official statement or a version of the relevant authorities.

Corruption: A look at a Meeting Between a Mexican Mayor and LFM

MUNICIPAL PRESIDENT OF TELOLOAPAN, GUERRERO 2012-2015

This is Mexico’s truth, how cartels are allowed to operate with impunity and at will, how even good men are imprisoned by fear and terrorized at the thought of their love ones paying the price of any misstep on their part .

In the following video Ignacio Valladares Salgado, the elected mayor of the municipality of Teloloapan, Guerrero, has a conversation with representatives of the group “La Familia Michoacana” (LFM)

The location is nonspecific, but most likely near or in Teloloapan, it last for about six minutes. This appears to be the wooing stage of LFM. They ask in peace but the innuendo is clear that if the agreement (compromise) is broken there will be consequences. Seemingly the mayor finds himself in a potition of defeat either way he goes as he edges around the fact he has been approached by other groups. 

The mayor appears relaxed in the meeting, and if not for the fact he is speaking with members representing ta drug cartel it would appear as just a typical business meeting however he does seem to want to say more but is cut off by the narcos. Words with ambiguous meanings are used, but the intention is clear to the new mayor.

Here is the video narrative translated into English. For narrative indentification purposes I have assigned the following codes:

(M)Mayor, (LFM 1)first person speaking and (LFM2) for the second.

LFM1: What is your name?

M: I am Ignacio de Jesus Valladares Salgado

LFM1: Elected president of Teloloapan?

M: Elected president of Teloloapan

LFM1: The reason why we are here is because we want to have a peaceful town and it is in your hands, so we want you to compromise with us in establishing a director like we agreed… Tell me what we agreed on?

M: Yes, well, we agreed, I have to compromise with you and with all the citizens in putting a director of Public Safety that is external to the interests of other people, someone neutral and that dedicates himself to work, just as I will do it, in benefits to the entire citizens.

LFM1: Ok, who will this director be? What options do you have?

M: At this moment I don’t know who that might be, but I compromise in that I would look for a person that is external to the interests of any group or person, always attentive to benefit and care for the physical integrity of the citizens of the municipality of Teloloapan.

LFM1: You compromise with us to do so?

M: I compromise today with you and above all, I make the commitment just like I did when I was member of the parliament….

Interrupts lFM2: With us the Familia Michoacan!

M: With you the Familia Michoacana, just like I did when I was member of the parliament, I served the citizens, I made many public works, my intention now, If God gives me life, is doing it as Municipal Mayor

LFM1: Do you have a friendship with our leaders?

M: Yes, I have a friend relationship…

InterruptsL FM2: Exactly with whom?

M: I don’t know the name…

InterruptsL FM2: What is he called, aka ?

M: El Pez ( the fish)

LFM2: Close friends?

M: Well, not that close but…

LFM2: Just like us, we are friends.

LFM1: The reason for this is because we want to have a peaceful Teloloapan

M: Yes sir

LFM1: And while you don’t mess with any group, we will have everything controlled

M: I have to tell you…

LFM1: Neutral

M: It is not my intention to mess with anybody; my greatest interest is to have peace and quiet and I love life and I want life as well as I want the life of my loved ones and of course I respect the life of others.

LFM2: But here because of the friendship you have with Sr. Pez, with the boss…

LFM1: We are being attentive to you

LFM: And nothing is going to happen here, since we are friends, aren’t we? You with Mr. Pez, with us, everybody

M: We are friends and I hope that people external to you give me the chance of doing the things like I have to, because you also know that we are confronting other situations with other groups and well, I am going to maintain myself out of everything

LFM1: That is what we want, that your police to keep out of this, it is a commitment that we are doing right now so we can have peace and quiet, we never mess with the police. On the other hand, if the police and I want this to be clear, if the police act again against us then, Teloloapan is going to burn

M: What endear the most is that Teloloapan have peace and I tell you that I compromise myself …

Interrumps FM2: Teloloapan is going to have peace as long as we keep the friendship that we have

M: I make the commitment that all the police forces of Teloloapan, at the moment I take office and they are under my orders, I make the commitment that I am going to invite them to not get into any trouble that lead to greater difficulties to them, and to dedicate themselves in keeping the peace.

LFM1: And you have the obligation and the right to tell the army or any competent authority if a police is getting out of line.

M: But it is also my responsibility to tell you that sometimes not even our own children do what we tell them to do and that is when if any, if any gets out of line, we have to act in consequence to us, either fire them or turn them to the competent authorities.

LFM2: That’s right

LFM1: That is correct; you have that compromise with us then?

M: Yes, sir

LFM1: That is all

A Cartel Threatens You Into Recruitment... What Would You Do?

DD said...”What would you do?”
What would you do? You are a state police officer whose duty is patrolling the highways looking for speeders or drunk drivers. You have been on that job for many years. The worst corruption you have been guilty of is taking a small mordita (bite) occasionally when you stop a speeder. You are parked at one of your usual spots watching for speeders. It is just after dark. Suddenly a black SUV pulls up and parks in front of you. A pickup with it's lights on bright pulls up close behind you. Four men appear at the front windows of your car. One enters the passenger door. He hands you a set of keys and says "this is the keys to the new pickup behind you. If you don't accept this gift, we will kill your wife and daughters in a horrible way" And they call your wife and daughters by name. They tell you all they want of you is a little information from time to time. You will receive a monthly sum of money as a gift to show our appreciation. You have to give us your answer right now. Do you accept our gifts?

This happened to the uncle of my niece's husband several years ago. What would you do in his shoes?"
A BB reader and forum contributor know as "DD" wrote the above comment in the comment thread for my post  titled "My Son is One of Them, But he is a Good Person"
 
DD” is a friend. He is educated, kind, thoughtful and fair. He’s a Texan who years ago along with his wife and son moved to Mexico, her home country.  In both of the Mexican cities DD and I are in, the plaza is governed by the last letter, Z,  or “the letter” as they say in Mexico. We connected through BB, and he is one of two people that I allowed to interact with my office staff, something I just do not do for security purposes. I trust him. His comment compelled me to also weigh in on this topic.
Before my move to Mexico had I been a reader of this post I would have been sanctimoniously blaming the mother, blaming the son, and sure in the conviction that he had choices and his mother has her head wedged in a dark nasty place. 
Drawing from my personal history and  the safe, strong, law and order American society that I grew up in, I would be critical and disbelieving that anyone could be forced into criminal behavior.
When I read this story the faces of the children I have known since they were beginning their lives flooded my memory. I am going to speak to you in general terms, I realize there are exceptions. Mexican parents are just like you, they have dreams for their children of enjoying a better life than that  which they have lived. But the drugwar violence intervened, and now the wish is for them to be exempt from the narco life, stay safe and not have their lives terminated in their youth.
Nine years ago in Mexico, narcos were an off topic between friends, family, and unequivocally never spoken about at school. Life was surreal to me, as no one would speak to me about the narco war, or narco events in our city. If I would bring the topic up, it was met with nervous chuckling and subject went nowhere. Everyone knew who the narcos were, where they lived, some of the activities, most everyone had relationships with a narco, they may be a friend, a family member, or a neighbor. But,  no words spoken.
That was then. 
About 3-4 years ago things changed. Children began openly speaking about narcos. Poor children began aspiring to become a narco, or to marry one. A girl spoke of her dream to be a teacher and was mocked by another “you will be poor, and I rich because I will marry a narco”.
Children began drawing pictures reflecting narcos and their lifestyle. On Dia de Los Muertos, a day to honor the dead, children sometimes dressed in sicario costumes and made altars honoring a dead narco who lived the life. Things became more open.

I was crushed to begin recognizing the faces with the nextels. The sweet-faced babies whose mothers would proudly introduce to me, are now middle school age or younger,  spending their hours on designated spots working as a "halcon" (lookout) for narcos.
About the post. I posted it to see where readers were with this issue. To hear from you and how you feel. The truth is this story could be told thousands of times by thousands of people and it can be 100% true. This story absolutely happens. People, adults and children are forced into criminal activity. If it was a simple offer to be rejected with no penalty, the overwhelming majority of people would do so. But when you family is threatened, your mother, your child, whomever, it is a different game. What would you do? I saw a comment, “they should move from the area” ha! If only that easy. We are talking about people that live in poverty or has an extended family so large it is impossible, you see extended family are not exempt. You disappear, and their lives can pay the penalty. Your refusal is made into an example of what will happen to those that do. 

Allow me to play the devil’s advocate in this story. Lets concede the son in this story was lying, he joined of free will.  Martha loves her son. The son adores Martha. That is evident because he either saved her life or invented the story for Martha to save her the pain of knowing that her son freely chose this path. So, he is a good son in that respect. And why would he choose the threat story? Because he knew she would accept that story, because it is a fact that many young people and adults are recruited that way when the money is not enticing enough.
Are there those that freely choose the criminal life with cartels? Absolutely. Do some children aspire to be a rich narcos and are recruited by their free will? Ditto.
However, many are forced into the life, and in southern Mexico in places like Michoacán when children are age ready, narcos barge into private homes and kidnap young males. Adults in key positions such as police, or media are often targeted.

With respect to those who choose the life, Mexican society and its movers and shakers have done this to themselves. By marginalizing the poor and perpetuating a racial discrimination against Mexicans of Indian ancestry, they have excluded them from an education that has parity with the middle and upper classes. By middle school they become NiNis, I cannot place blame against those that are outcasts of society. Clearly they are culpable for their actions, but the motivator is hopelessness, lack of education, lack of opportunity. In a country with the majority of persons  below the poverty level, the decisions to exclude certain people,  would come home one day to bite society in the ass. 

And it has. NiNis are the biggest pool of recruitment for cartels. Society has made this so simple for cartels to acquire those foot soldiers, the bottom layer, all these young dead bodies you see in photos in the aftermath of a shootout.
El Chapo himself is illiterate. The travelling teacher that visited his town in the sierras stopped going when he was 8 years old, so there too was the end of his education. He is so restricted in reading and writing that while in prison he would dictate his words to another prisoner to write his letters. 
 
This is a gray area issue that is so complicated one can’t explain it in a post, it takes devoting time to the issue and studying it. A fast study is to live among it. I have begun an article about a nini named Carlitos. I met him a construction site, I spotted him as he was struggling to maneuver a wheelbarrow filled with wet cement. He was 13. He was completely illiterate. We began a journey that day that has been astounding. His story is a study in the lost potential of millions of children thrown away by Mexican society, deemed not worthy of an education. It has had its bumps, and near misses, as Carlitos visited his hometown of Monclova for a summer staying with a childhood friend and was almost recruited. He is now back on the educational path with an incredible story about his journey to become educated.

And those children that survive the violence, how will this emotional tragedy manifest itself when they reach adulthood?  Already I have seen children that can turn off emotion completely when describing horrific events.  A young boy from Mier, living in the shelter of San Miguel Aleman, was happy, laughing and playing board games when we asked if anyone would like to speak about Mier.  He was still smiling until he spoke about the night his father was taken "by the bad guys".  He was void of emotion, speaking in monotone when describing the event.  At the end of his interview he was asked "what do you miss most in Mier?"  His face  then reflected a deep sadness when he answered, "my dog".  The children exposed to the violence are not given counseling. These are the children of Mexico's future.

So, as DD asked, “what would you do?”, your life and that of your family are threatened, there is no such thing as calling the police, as the police are also "with them"....I know what you would do, unless of course you are a sociopath, you would go along with the program.  That is my guess.
