The biggest thing most people misunderstand is that CAF is split into 2 wings it has its cellular street crews and it has its white collar upper echelons. After the civil war and after the capture of tigrillo and eduardo in the 2010s the nucleus of the CAF contracted inward and put up a fire wall with very few privileged people allowed to come into the inner sanctum.
