In
2017, as Chapo was still awaiting trial, Texas Senator Ted Cruz proposed the
idea to “make Chapo pay for the wall’.
On January 3rd
Cruz reintroduced the Ensuring Lawful Collection of Hidden Assets to Provide
Order (EL CHAPO) Act. the idea he calls “El
Chapo Act.
Cruz
urges the Senate to pass the bill so that $14 Billion in Chapo’s seized dirty money,
is used to finance border security,
which includes the wall.
President
Trump has asked for $5.7 Billion toward
construction of a border wall/barrier.
Subsequent
to the verdict, Cruz tweeted; “America’s justice system prevailed today in
convicting Joaquín Guzmán Loera, aka El Chapo, on all 10 counts.”
‘El
Chapo’ is the acronym for the bill’s title, standing for Ensuring
Lawful Collection of Hidden Assets to Provide Order.
The
proposed bill, calls for the U.S. to seek 14 Billon from Chapo, but also other
narcos, to cover the cost of border security.
Sen.
Cruz Reintroduces EL CHAPO Act
BILL FUNDS BORDER SECURITY,
RESERVES BILLIONS IN ASSETS FORFEITED IN THE CRIMINAL PROSECUTION OF JOAQUIN
ARCHIVALDO GUZMAN LOREA “EL CHAPO” AND OTHER DRUG LORDS
January 3, 2019 |

WASHINGTON, D.C. – U.S.
Sen. Ted Cruz (R-Texas) today reintroduced the Ensuring Lawful Collection of
Hidden Assets to Provide Order (EL CHAPO) Act. The bill would reserve any
amounts forfeited to the U.S. Government as a result of the criminal
prosecution of “El Chapo” (formally named Joaquin Archivaldo Guzman Lorea) and
other drug lords for border security assets and the completion of the wall
along the U.S.-Mexico border.
“Congress has a clear
mandate from the American people: secure the border and build the wall,” Sen.
Cruz said. “Ensuring the safety and security of Texans is one of my top
priorities. Indeed, I have long called for building a wall as a necessary step
in defending our border. Fourteen billion dollars will go a long way to secure
our southern border, and hinder the illegal flow of drugs, weapons, and
individuals. By leveraging any criminally forfeited assets of El Chapo and
other murderous drug lords, we can offset the cost of securing our border and
make meaningful progress toward delivering on the promises made to the American
people.”
Currently the U.S.
Government is seeking the criminal forfeiture of more than $14 billion in drug
proceeds and illicit profits from El Chapo, the former leader of the Sinaloa
drug cartel who was extradited to the U.S. to face criminal prosecution for
numerous alleged drug-related crimes, including conspiracy to commit murder and
money laundering.
With all the investigation by the government, they
have yet seized any assets from Chapo.
Nope, and Mayo donates to pay for the National Guard. Not happening. never.
ReplyDeleteWanna bet..
Delete10:48
DeleteYes. I wanna bet. It will make the American government look bad and illigamimate as will it be using drug proceeds. Bad move.
3:12 I am with 10:48 . It will happen . Sure don't understand your rational . It sends a message for sure . DONT FUCK WITH THE USA ! We will Seize everything you have and ever will have . What about Pena Nieto . I think we have Manuel Noriega old cell empty . I need to run that by old Ted . His bill makes me think I have his ear . Its almost poetic . A tall wall for a short man .
Delete11:46PM
DeleteYou're confusing confiscation (which happens all the time) with diverting the funds for outright funding of the boarder wall which will make the government just another profiteer of the illegal drug trade. Bad move.
It seems a smart idea but of course still a big waste of money as the wall won't stop human ingenuity to find a gazzilion other ways to get drugs across the border as long as it is profitable. 14 billion also goes a long way in funding rehab, education and prevention programs. Along with legalization it would be a much bigger blow the US could do against illegal drug trafficking. They should also take a look at the cost of jailing and prosecuting so many people on non-violent drug related offenses which costs many times the amount they can get back from El Chapo, -each year-. So yeah, good luck wasting money on a mere symbol.
ReplyDeleteDrug related offenses are far from non-violent as the horrendous murder rate in Mexico demonstrates!
Delete9:12 illogical.
DeleteYou and I and a ton of other people think alike!!! Only problem is the smart sane people are the minorities that opinions don't get heard. This shit is so obvious and simple but the government has a secret hidden agenda that's not yet revealed untill many years from now when all of us are old and insignificant to do anything about it
Delete12:29 Wow you must have short vision . You seriously think that's all its about is the "little wall project ? Get chapos money build the wall and we're done ?
DeleteHow can they make Chapo forfeit any money? I can’t see them (US) going into Mexico and seize any of his properties.
ReplyDeleteThats want Bin Ladin said!
Delete1:22 . There is a lot of symbolism in the name . That being said its obvious they have a lot more ability and have progressed toward it far beyond what you comprehend . Look at who and what they had at trial . Everything didn't get exposed . There people out there on the hook that are going to cooperate . Greedy selfish people are predictable when it comes to self preservation .

DeleteGood one!!!
ReplyDeleteEl Chapo's money stays in Culiacan Sinaloa. Deep in the mountains of the golden triangle there its a building inside a cave its the Fort Knox of the Cartel . The building is inpenetreable. Gente Nueva Special Forces and Antrax Black Ops Operatives have created a team called Task 006. To provide security .They have recieved specialized training by an Navy Seals Team 6 and a SAS operator in high security.
ReplyDeleteThe Cartel 401k and worlwide investments are inside . A special titatniun safe was built only 3 people have the keys.El Señor always tokk care of his people

This guy has many haters for some reason. Who are these people?
DeleteDe Sacario glad you are fine, that bullet would was bad, invest in bulletproof arm protector.

DeleteYou should say no to drugs buddy.
Delete006 And than an earthquake happens and then it's gone forever!
DeleteFunny how Ted Cruz a politician has more faith in getting the money from a notorious drug trafficker for a wall over getting the money from congress. MAGA...lmao
ReplyDeleteFunnier how the majority of these Dems have been recorded on video agreeing to a wall, but oppose it now just to contradict Trump. I feel sorry for the people who think all Dems really oppose the wall bc they love the migrants. It's a struggle of power. What a time to be alive.
DeleteDemocrats demanded a cap be placed on the number deported criminal aliens 👽.
DeleteThough Trump has his issues, it’s obvious the Democrats don’t care about the victims or the good of the US.
It’s about them (Dems) wanting the glory and credit for everything and not willing to concede because in doing so, it helps Trump.
Maybe if the Confient yet clueless, Alexandra Ocasió Cortez proposed a “Green Wall” made of biodegradable waste, in the Democratic “Green New Deal,” perhaps the wall would be fully funded.
Q
Dem over der???
DeleteBoth sides are in it for “the glory and credit”, Queso
DeleteGND is the dumbest thing yet. No airplanes? Lmaoooo pay for those unwilling to work along??? And this girl wants open borders along with that 😂😂😂😂
Delete3:45 exactly....everyone nowadays are simple minded sheeple
DeleteHow they gonna get the money from him when they locked him in a living tomb? What incentive does he have to cooperate?
ReplyDeleteHave you not heard the frozen assets, the US imposed on him. Ya need to read more BB.
DeleteThey havent been able to find even a dollar of these so called "frozen assets" though.
DeleteThat law already exists, passed during the Bush administration and should be enforced to bypass this bread and circus political gridlock.
ReplyDeleteHaha even the commenters of right-leaning sites like DailyMail and Breitbart are asking the same question, “where is the money?”
ReplyDeleteRidiculous.. I doubt they have 1 billion in assets or money from chapo
ReplyDeleteIt's crazy how the government in mex and 8n the US help these Mexican capos get rich, and later when they get billions, the US goes to Mexico arrests them and later extradite them and take their money..
ReplyDeletethat's the REAL definition of war on drugs. What a joke
More similar to honey farming
DeleteYep this is how it works. First they make you into a hero and then cut your wings
DeleteNow you know who really is selling the dope.
Delete-Black Stone
That's what I'm saying LMFAO
Delete6:22 Lesson learned,do not get into the game then. Not worth it!
DeleteOr how about to fight, treat drug addiction, mental health, poverty and other “core” problems?
ReplyDeleteI agree. There are many sides to these problems that need to be addressed. If people keep consuming, this is going to keep happening. I don’t think that enough is being done to address the problem from these angles. A wall is nothing more than an expensive deterrent. People are sadly mistaken as f they think that a wall is going to solve all of these problems.
DeleteI would bet Chapo doesn’t have 14 billion lying around
ReplyDeleteIt won't pass. There will be a debate over using those funds in areas neglected for the past 2 years. The only accomplishment thus far is a high tax bill for the middle class resorting in lower tax returns or no return at all. Probably better to use the funds towards expediting the asylum process to determine if people who have crossed will stay or be returned. Instead of being held hostage in tents. We need to resolve the tactics that has already put the deficit over the top like building these camps. staffing them, There are many unpaid bills caused by this administration. Let;s be realistic and reasonable thinkers. In our homes do we just keep adding debt and not paying it? If this administration take that course it will all lead back to the middle class taxpayers eventually. Meaning they will pay for a promise that a small racist group was given. They claim Texas and Arizona are burden. I gave been there all the contractors and businesses voluntarily hire these individuals and pay under the table at a lesser rate than the minimum wage and evade workers comp insurance. I say fine those businesses and save that for the so called wall. Meanwhile pay down this ridiculous debt made due to the wealthy not paying their share. Use the money on the neglected American workers for infrastructure or the less costly healthcare they never provided in 2 years!
ReplyDeleteSo your racist if you want to keep out hordes of illegal immigrants? Haha theres no winning against you liberals. So tired of anyone supporting Trump being called a racist with no truth to it whatsoever. Just stop its counter productive.
DeleteNo--not to reasonably minded people. Sure there are some racists in the bunch, but not the majority. We live in a world of wall for protection and security. My house is in a walled neighborhood with a 24 hr guard and electronic gates. why? for security and to know exactly who is allowed in.
Deletewill it curb illegal entry? or stop drugs? of course not, but it is a one tool that will go to help.
drugs will then go under or around. most likely thru canada. which if you build barriers at the south border we must strengthen the north where it makes sense. JMO
Interesting comment 6:58
DeleteHow can one go against a machine that operates on paying your representatives to keep health care costs high? Along with pharmaceuticals hiking prices?
Companies are a people too. Which in turn can have their lobbyists pump more money into an issue despite its conflicting views.
Chivis I been saying the same thing since trump started with build the wall I said build it but build one in The border with Canada too because drugs and bombs have crossed thru canada. Fine but build the wall all around the USA
DeleteVery good point Chivis. The DEA’s eradication efforts, along with help from the Columbian government, moved the drug trade closer to the states and into Mexico. A secure southern border, means more opportunities for DTOs to infiltrate through the northern border. What gets me, are people who say “The U.S./Canadian border isn’t the problem.” Well, not yet. These organizations already have tentacles into Canada. It’s just a matter of time before it’s business as usual for them.
DeleteUse it for roads
DeleteDEA efforts only made the drug trade invisible in south america put it continues unabated.
DeleteOh lovely.Does that mean build a wall (the longest border in the world)8,000 kms. long along the northern border? They let it slip on the TV news today that Canada will be paying for the Mexican wall through the tariffs.
Deletelet it slip? jajaja FAKE NEWS in Canada also?
Deletenot true. in the U.S. a pres cannot just take money away from wherever the truth is below easily found on google:
As for tariffs it is none of Canada’s concern how U.S. money is delegated
Military construction money 3.6B
asset forfeiture – yep not just chapo’s if they ever find it, but from all asset forfeiture
Drug interdiction 2.5B
Congressional funding $1.37-from the bill
Dang Chivis ! Sometimes I think your opinions stink and then I see you get it . Obvious so many people don't . I guess I can move you off the same list as A O C (my personal list) . It seems to be getting a little political here but it is part of the drug war . Anybody with any capability of thought should understand that nobody thinks the wall could be the final solution . Cant build the wall and let everybody go home early like its fixed . It is only be one component of a multifaceted operation
DeleteHoly Crap!!! I was on your list along with AOC??? Behave yourself!!!! lol
DeleteSo... I've got the BILLION Dollar question: If they don't use this "dirty" money for the wall, where the hell does it end up!?!!? In fact, where does ALL "dirty" money end up!?!?!?!?
ReplyDeleteCovert operations not funded by congress due to US law.
DeleteThink of Iran-Contra, in the 1980s.
Q
Iran-contra, what an example of integrity and efficiency
DeleteIt ends up in their pockets where else. Smack yourself for asking.
DeleteAll politicians pockets
DeleteMen in black, FBI paranormal task ect...
DeleteCurious as where current forfeitures and assets go?
ReplyDeleteOnly seems right to securing our borders with drug assets from furthering trafficking.
Tax payers should not bear the blunt of this.
Pockets of corrupt officials...folks the states is as corrupt as Mexico.
DeleteThis is so stupid. If I was El Chapo I would make them a deal. Let me go and I would pay for the wall 😁
ReplyDeleteOh yeah let him go, so he continues to flood the world with drugs...your very clever, as a beaver.
Delete@10:29 AM first of all its you’re lol second with or without Chapo the flow of drugs continues if anything even after Chapo’s arrest the amount of drugs going to the good ole’ USA has increased. Please dont be stupid, thank you!
DeleteMany Narcos before him have tried, I Believe Rcq offered to pay off Mexicos national debt In exchange for his release. Obviously to no avail
DeleteI will have to agree with 729, free El chapo
DeleteTed El Pendejo Cruz is a complete moron.
ReplyDeleteMexico was supposed to pay for the wall.
I mean we the middle class will pay for tRUMPs wall.
....If the Treasury department Can freeze some of Venezuela’s assets, and allow the interm president access to the funds and not Maduro, it can certainly locate businesses, property purchased, and any other assets aquired by a criminal organization and enforce the El CHAPO act. .
ReplyDeleteOf course Not all $$ will be found such as hard cash in the mountains, but Money laundered using businesses and in bank accounts may.
Q
@633 i would bet he doesnt have 20 million sitting around.
ReplyDeleteSo basically american drug users will pay for the wall... ironic.
ReplyDeleteChivis, why you let idiot posting like sicario 006 fill the section with trash?
ReplyDeleteI hate politics. Shit doesn’t make sense sometimes. To think I might be more intelligent then the politicians
ReplyDeleteM”
ted cruz really cracks me up, sometimes it reminds of peña nieto
ReplyDeleteEPN was comedy gold. The world will never know a funnier politician.
DeleteThey should put Emma in jail so she can pay for helping Chapo escape and may other things and make her turn in her assets because her whole family also worked for old ass chapo. Everybody in culiacan hates Emma they want her to go to jail also
ReplyDeleteThe problem .if they make the wall is that traffickers will find another way in..and all it will cause is for prices to go up and make more profit for the cartl
ReplyDeleteTunnels ring a bell??
Delete10:10 Well then just let the floodgates wide open so all you addicts can get cheaper drugs.
DeleteWhat Chapo money? As far as I know Chapo is broke he hasn't given up any assets.
ReplyDeleteChapo does not need to voluntarily give up assets, because whatever is discovered (businesses, laundered money in bank accounts etc.) can be seized under US law.
DeleteSir 1018 USA has frozen his assets.Welcome to America.
DeleteThey have not found his assets as of yet.
Deleteas for assets in Mexico, mexico could seize them if they wanted. they did so in the Zetas trial even though the trial was in texas
This is one of the important factors in the Chapo case. Where's all the money? Oh I forgot, Mayo has it.
DeleteThe real question is: El Chapo was the new Pablo Escobar narcolord. So who's the new El Chapo now? The media needs somebody flashy and controversial, somebody newsworthy who can captivate the easily bored viewing audiences. Somebody who can sell ad pages or views or eyeballs or whatever they count it in now. El Mayo doesn't give a chingada madre. El Mencho needs to go back to finishing school. Chapitos are pendejos. None of the other narcos have the resume or the charisma or the brand, specially now that Barbie's just another butt boy.
Would like to hear your analysis Chivis on the reaction in Mexico to the Chapo verdict, how are the Feds going to find his money, WTF with Sean Penn and Sicario 006, and what's next in Narcolandia!
Also, Ted Cruz is sporting a beard now. What an asshole.
12:26 id like to hear that analysis too 👍🏻
Delete12:26 journalists in Spanish networks said some people in Sinaloa are afraid of what will happen within the cartel in the upcoming days.
DeleteYou can say that this is actually one step forward to legalize drugs, government administrations stealing money from drug lords and then getting greedy from that money. They built the wall, they miss that cartels money, less funding for DEA, either they don't actually stop drug trafficking or they just make them legal. Cartels money is US government favorite drug.
ReplyDeleteHush! The US government will hear u!
DeleteDon't want this to spread like wildfire
among the American people.🤨
The U.S owes china 22 BILLION but are trying to waste more billions on a USELESS wall. Ridiculous
ReplyDelete22 TRILLION is what the USA owes China.. weird fact
DeleteLol US owes 1 TRILLION to China nowhere close to 22 billion
DeleteThat much!
DeleteWe are fucked.
Brilliant idea Cruz.
ReplyDeleteLol brilliant
DeleteJajaja more bullshit propaganda about who's going to pay for the wall! The dumbass's will believe this perception. (Pipedream)
ReplyDeleteFrom what I'm aware of senor Joaquin Guzman lorea has not had a dime taken from him. No reports of it.
ReplyDeleteWant to discourage undocumented immigration? Do like Mexico does and mandate official documentation via Article 42 that the applicant is legally allowed to engage in actividades lucrativas. Oops no can do. Too much landscape, restaurant meals, car wash employment, and baby sitters would disappear. Find someone, ANYONE who could live with worker documentation. Find ONE SINGLE government employee or elected official who would agree to re-establishment of a very effective BRACERO PROGRAM. The EUA is a nation of idiot hypocrites. Couldn't pour piss out of a boot with the directions on the heel.
ReplyDeleteIt’s too fat gone for too many years the US govt allowed too many illegals to come live here and for too many people to cross the border to birth their kids here STEALING TAXPAYER’S MONEY (we all know 99% of these people didn’t pay for the birth). I always wondered why cross illegally to birth a child here to just go back to your country. Then the kid doesn’t even speak english. Then I met one who said that his mom said at 21 he could come back and claim her for citizenship 😭 which was not true. Lol
DeleteYou cry about them stealing taxpayers money but don't say shit about billion dollar companies not paying taxes though...
Delete7:52 billion dollar companies not paying taxes ? Study this stuff before you comment . The very rich pay almost all the taxes here in the USA . Working class families with children get a big check for more than they pay every year . Evil little rich George W. bush started that give away . A worker that makes a decent income that don't have a bunch of children like me pays a little . The earned income tax credit for the families with children lets them pay some in and get way more back . The top 5% pays around 60% of all taxes in the USA
DeleteIn contrast, the top 1 percent of all taxpayers (taxpayers with AGIs of $465,626 and above) earned 20.58 percent of all AGI in 2014, but paid 39.48 percent of all federal income taxes. In 2014, the top 1 percent of taxpayers accounted for more income taxes paid than the bottom 90 percent combined.Feb 1, 2017
DeleteThe wall is not to keep people out but to keep the people in.
ReplyDeletePresident Trump ought to be embarrassed that his former nemesis Cruz has the creativity and chutzpah to get the wall built with Chapo's assets.
ReplyDeleteCanadian girl
Walls lol el chapo got tunnels cuh😀
ReplyDeleteIf the U.S. can seize the ill gotten gains of Chapo or any other narco trafficantes then Trump can truly say Mexico paid for the wall.
ReplyDeleteReally american drug addicts did but why split hairs.
The wall - won't keep out all drugs but it is a deterrent for those who want to stroll across the border to have their baby or others who want to game the benefits American citizens enjoy.
Want to work in the USA, apply for a visa like everyone else in the world has to do.
Slaves never applied for a visa smart mouth. Immigrants are the "new" slaves or cheap labor how ever u want to call it.
DeleteEl Chapós act to pay for the wall.
ReplyDeleteOh my god this is so funny. Is almost as funny as saying Mexico will pay for the wall.
Fake news.
I don’t understand why the USA thinks people will not use extension ladders and ropes. I recently just watched a video showing people doing that. Using torches to cut holes and many more tricks.
ReplyDeleteFor sure the wall will help at first. But eventually people will adjust.
9:38 You don't get it . Anybody with any understanding know that one system wont stop everybody . The more deterrents there are out there the less people trying to cross . That give the enforcers more flexibility and more freed up man power . Another method that WILL be used is to stop rewarding the law breakers that make it . There is a push to stop border enforcement right now . These voice may sound dominant to many but they tend to make lots of noise and sound stronger than they are . Like howling coyotes . They sound like a bigger group than they really are .
