"The Chapo Act" if passed would use Chapo's money to pay for "The Wall"

Chivis Martinez Borderland Beat material from AP and Twitter

In 2017, as Chapo was still awaiting trial, Texas Senator Ted Cruz proposed the idea to “make Chapo pay for the wall’.
On January 3rd Cruz reintroduced the Ensuring Lawful Collection of Hidden Assets to Provide Order (EL CHAPO) Act.  the idea he calls “El Chapo Act.

Cruz urges the Senate to pass the bill so that $14 Billion in Chapo’s seized dirty money,  is used to finance border security, which includes the wall.

President Trump has asked for  $5.7 Billion toward construction of a border wall/barrier.

Subsequent to the verdict, Cruz tweeted; “America’s justice system prevailed today in convicting Joaquín Guzmán Loera, aka El Chapo, on all 10 counts.”

‘El Chapo’ is the acronym for the bill’s title, standing  for Ensuring Lawful Collection of Hidden Assets to Provide Order.

The proposed bill, calls for the U.S. to seek 14 Billon from Chapo, but also other narcos, to cover the cost of border security.

Sen. Cruz Reintroduces EL CHAPO Act

BILL FUNDS BORDER SECURITY, RESERVES BILLIONS IN ASSETS FORFEITED IN THE CRIMINAL PROSECUTION OF JOAQUIN ARCHIVALDO GUZMAN LOREA “EL CHAPO” AND OTHER DRUG LORDS

January 3, 2019   |  202-228-7561

WASHINGTON, D.C. – U.S. Sen. Ted Cruz (R-Texas) today reintroduced the Ensuring Lawful Collection of Hidden Assets to Provide Order (EL CHAPO) Act. The bill would reserve any amounts forfeited to the U.S. Government as a result of the criminal prosecution of “El Chapo” (formally named Joaquin Archivaldo Guzman Lorea) and other drug lords for border security assets and the completion of the wall along the U.S.-Mexico border.

“Congress has a clear mandate from the American people: secure the border and build the wall,” Sen. Cruz said. “Ensuring the safety and security of Texans is one of my top priorities. Indeed, I have long called for building a wall as a necessary step in defending our border. Fourteen billion dollars will go a long way to secure our southern border, and hinder the illegal flow of drugs, weapons, and individuals. By leveraging any criminally forfeited assets of El Chapo and other murderous drug lords, we can offset the cost of securing our border and make meaningful progress toward delivering on the promises made to the American people.”

Currently the U.S. Government is seeking the criminal forfeiture of more than $14 billion in drug proceeds and illicit profits from El Chapo, the former leader of the Sinaloa drug cartel who was extradited to the U.S. to face criminal prosecution for numerous alleged drug-related crimes, including conspiracy to commit murder and money laundering.

With all the investigation by the government, they have yet seized any assets from Chapo.

You're confusing confiscation (which happens all the time) with diverting the funds for outright funding of the boarder wall which will make the government just another profiteer of the illegal drug trade. Bad move.

  2. It seems a smart idea but of course still a big waste of money as the wall won't stop human ingenuity to find a gazzilion other ways to get drugs across the border as long as it is profitable. 14 billion also goes a long way in funding rehab, education and prevention programs. Along with legalization it would be a much bigger blow the US could do against illegal drug trafficking. They should also take a look at the cost of jailing and prosecuting so many people on non-violent drug related offenses which costs many times the amount they can get back from El Chapo, -each year-. So yeah, good luck wasting money on a mere symbol.

Though Trump has his issues, it’s obvious the Democrats don’t care about the victims or the good of the US.

It’s about them (Dems) wanting the glory and credit for everything and not willing to concede because in doing so, it helps Trump.

Maybe if the Confient yet clueless, Alexandra Ocasió Cortez proposed a “Green Wall” made of biodegradable waste, in the Democratic “Green New Deal,” perhaps the wall would be fully funded.

  14. It won't pass. There will be a debate over using those funds in areas neglected for the past 2 years. The only accomplishment thus far is a high tax bill for the middle class resorting in lower tax returns or no return at all. Probably better to use the funds towards expediting the asylum process to determine if people who have crossed will stay or be returned. Instead of being held hostage in tents. We need to resolve the tactics that has already put the deficit over the top like building these camps. staffing them, There are many unpaid bills caused by this administration. Let;s be realistic and reasonable thinkers. In our homes do we just keep adding debt and not paying it? If this administration take that course it will all lead back to the middle class taxpayers eventually. Meaning they will pay for a promise that a small racist group was given. They claim Texas and Arizona are burden. I gave been there all the contractors and businesses voluntarily hire these individuals and pay under the table at a lesser rate than the minimum wage and evade workers comp insurance. I say fine those businesses and save that for the so called wall. Meanwhile pay down this ridiculous debt made due to the wealthy not paying their share. Use the money on the neglected American workers for infrastructure or the less costly healthcare they never provided in 2 years!

will it curb illegal entry? or stop drugs? of course not, but it is a one tool that will go to help.

    5. Very good point Chivis. The DEA’s eradication efforts, along with help from the Columbian government, moved the drug trade closer to the states and into Mexico. A secure southern border, means more opportunities for DTOs to infiltrate through the northern border. What gets me, are people who say “The U.S./Canadian border isn’t the problem.” Well, not yet. These organizations already have tentacles into Canada. It’s just a matter of time before it’s business as usual for them.

The real question is: El Chapo was the new Pablo Escobar narcolord. So who's the new El Chapo now? The media needs somebody flashy and controversial, somebody newsworthy who can captivate the easily bored viewing audiences. Somebody who can sell ad pages or views or eyeballs or whatever they count it in now. El Mayo doesn't give a chingada madre. El Mencho needs to go back to finishing school. Chapitos are pendejos.
