Zetas Boss 'El Chicles' Separated From Prison Population; Mexico Is Preparing His US Extradition

"Morogris" for Borderland Beat (formerly "MX")
Alfredo Rangel Buendía ("El Chicles")

Agents from Mexico's Attorney General's Office (FGR) are preparing for the U.S. extradition of Alfredo Rangel Buendía ("El Chicles"), a former high-ranking member of Los Zetas. He was one of the top lieutenants under original Zetas member Heriberto Lazcano Lazcano ("Z-3") and Miguel Ángel Treviño Morales ("Z-40"). El Chicles helped them coordinate international marijuana and cocaine shipments to the U.S. from Mexico.

Investigators stated that El Chicles was sent by Los Zetas to Mexico City to locate and kill former La Familia Michoacana bosses José de Jesús Méndez Vargas ("El Chango") and Nazario Moreno González ("El Chayo"). However, in 2008, El Chicles was arrested by the Federal Police in Mexico City along with some of his henchmen. He is currently imprisoned in the Federal Social Readaptation Center No. 1 ("Altiplano"), a maximum-security prison in the State of Mexico.

He is also suspected of being involved in the disappearance of four anti-drug investigators near Miguel Alemán, Tamaulipas, in 2002. These agents were investigating the Gulf Cartel in the area. El Chicles operated out of Miguel Alemán along with cartel members Víctor Manuel Vázquez Mireles ("El Meme Loco") and Zeferino Peña Cuéllar ("Don Zefe"), who remain fugitives.

U.S. drug charges
According to an indictment from the U.S. District Court for the District of Columbia (D.D.C.), on or around October 2007, El Chicles and other cartel members conspired with intent to distribute multiple cocaine shipments from Mexico and elsewhere into the U.S. They referred to his criminal organization as La Compañía (English: The Company), a name that collectively referred to the co-organization of the Gulf Cartel and its former paramilitary group, Los Zetas.

The indictment specified that on or around 5 October 2007, El Chicles possessed and distributed 11,700 kg (25,794 lbs) of cocaine in Altamira, Tamaulipas, with intent to distribute it in the U.S. The cocaine was seized at the Altamira port and dealt a huge financial loss for La Compañía. According to federal authorities, this cocaine seizure was the largest in Mexico's history at that time.

In a coded telephone conversation that took place on or around 12 October, La Compañía members said that El Chicles was "telling everyone" that the investors of the cocaine had 72-hours to pay the money they owned or that they would be killed. About a day later, El Chicles discussed a 100 kg cocaine shipment heading to McAllen, Texas. Multiple other drug conversations were wire tapped by U.S. authorities in the following months.

The other cartel bosses mentioned in this criminal count were Antonio Ezequiel Cárdenas Guillén ("Tony Tormenta"), Jorge Eduardo Costilla Sánchez ("El Coss"), Heriberto Lazcano Lazcano ("Z-3"), Samuel Flores Borrego ("Metro 3"), Miguel Ángel Treviño Morales ("Z-40"), Mario Ramírez Treviño ("X-20"), Juan Reyes Mejía González ("R-1") and a man only identified as "Lino". Nearly all of them have been arrested or killed over the years. Only R-1 remains a fugitive after falling off the radar over the years.

    1. As far as we know, Juan Reyes Mejia-Gonzalez (R-1) was overlooked as the Reynosa plaza boss during an organizational restructure, and was given La Frontera Chica while Samuel Flores Borrego (Metro 3) kept Reynosa. R-1 felt he deserved Reynosa more than Metro 3 because he managed a large South American supply chain and was quite successful at it for several years. U.S. indictments from the day seem to point out that R-1 was a big deal in linking the Gulf Cartel with people down there. There were several banners placed later that stated that R-1 had been killed, but there is no official confirmation. Rumors say he left to join the Sinaloans, worked as a freelancer, and/or fled for good.

    2. Can’t spell entitlement without ego. Until Osiel is released, CDG will never have a functional hierarchy again.

    3. El r1 killed el m3 because of one of 2 reasons according to cdg insiders. 1 maybe el coss ordered his death because he wasnt keeping the reynosa plaza ppl in line. Or 2 el metro 3 was always shitting on el r1 and el r1 got tired of his shit and decided to kill him on his own. Word was that el r1 got killed by a gunship but there was no proof. Cds claimed at one point that el r1 was working with them but also no proof. El r1 switched sides from zetas to cdg after being passed over for a higher position withing the zetas cartel.

  4. Original Zetas most ruthless cartel Mexico ever seen. Spanking snitchaloa Cartel so hard they created Carteles Unidos and received assistance from the Mexican and U.S government to fight them and still couldn’t beat the Zetas. Only thing that destroyed the Zetas was the civil war within themselves.

BUT The BOSS remains the BOSS, even if La Chapa is in prison.
If las zetas are.gone blame their #1 judas, la zeta chorrienta po ulling rank because of the texas connections of his brothers, and because el pinchi Lazca "no spitinglish" was only good for violence and betrayal.
At the end men who stood up to the treviñas trevis and their bitches made zetas look like the loosers they always were, soon as El Taliban said so from Fresnillo Zacatecas, he was not much for not getting paid because the treviñas chose to invest their money in Horse shit factories on the US that was preparing the END of the Zetas as they were known.
The greatest Mayor Reynosa has ever known remains on his high horse since Osiel Cardenas Guillén decided he was cute enuff to finance, just fo4 his wonderful smile...US born francisco Javier cabeza de cagadas de vacas, the narco-governor of tamaulipas running for "presidente de mexico", if from the closet...he has survived every war, must be because of something.
--Those 11 700 kg of cocaine may have been lost to the owners and investors, but my magic mirror says it was all profits for somebody else, granny used to say "don't put all your eggs in one basket"

  8. R1 was chased into the US in an armed gun battle with the Marina. then he crossed back to MX and moved to Nayarit to coordinate loads between chapo and cdg. He was eventually ambushed when his plane landed between gdl and tepic. He was killed and his plane burned. He was out in the west coordinating between chapo and el dias (Mellado) it is assumed that h2 people did the hit as they were working with the zs Descance in passe pendejo.

  10. Just regurgitating shit that I've read on blogs throughout the years, take everything with a grain of salt:

Apparently, at one time Chicles owed Lazcano a lot of money and Lazcano kidnapped, starved and tortured him for a month. He only let him live because Ivan Velazquez “THE TALIBAN” L-50 stepped in and convinced Lazcano to let him go. That was the story anyway. Plus he got a black eye when they arrested him. Now he’s getting extradited? Poor guy.

As for Abiel González Briones R2, he's dead. He was arrested in Miguel Alemán on August 29, 2011. R2 had previously worked for Juan Gabriel Montes el Sierra, the boss of Tampico until his arrest in 2012, but by the time of the CDG-Z split in 2010 he was second in command for R1. His arrest came 3 days before Metro 3 was murdered on September 1st 2011. There were a lot of rumors at the time that R1 had killed Metro 3 because he allegedly set up R2. Who actually killed Metro 3 is more of a mystery to me than the Kennedy assassination, especially since he’s revered as a saint in the CDG now, and nobody would want to admit to having a hand in his murder.

It seems that R2 managed to avoid being purged along with everyone else close to R1 following the murder of Metro 3 and continued working for the CDG, eventually being released from prison. Some time after his release he was killed in a shootout with the authorities (not sure who exactly). I’ve been looking for an article that confirms his death but I haven’t found anything. He’s dead though.

Getting back to the murder of Metro 3, both Sierra and R1 have been described, at least on the internet, as being very close and loyal to Jorge Eduardo Costilla Sanchez “XX”, at the time officially the boss of the CDG. When it happened, many people were saying that R1 killed M3 and that the murder was sanctioned by Costilla, possibly because of the R2 situation. In the aftermath of the murder it seemed that Costilla still had control over the southern part of Tamaulipas, but R1 and other alleged Costilla loyalists such as X-18 el Guerra were chased out of Reynosa/northern Tamaulipas by the groups loyal to X-20 and Metro 4.

At the same time in Matamoros there was a war between Osiel’s nephew “el Junior” Cardenas and Wicho “XW” which resulted in both of them getting arrested in the US. I’ve no idea how its connected to the events in Reynosa, but I’ve always had the impression that Wicho was another Costilla loyalist. If anyone has more info, please, I’d love to hear it.

If you know, I’d love to finally get some answers to these questions:

Did R1 get killed in Jalisco or Aguascalientes circa 2013 like a lot of people (including an alleged Zeta narco banner, full of Argentinian slang?!?!?!?, claimed? Never seen a picture of that one).

Or conversely, is he alive and well in Monterrey like some random internet commentators claim?

Also, who really killed Metro 3?

Why did el Junior fight el Wicho and how did the whole conflict spill over into Matamoros?

Who’s the real leader of each faction of the CDG right now?

I have NO inside knowledge, just trying to put the pieces together because it interests me. if I’m wrong please correct me.

    1. La Frontera Chica narcos love Monterrey. Rumor has it that Zeferino Peña Cuéllar AKA “Don Zefe” is also living in Monterrey, according to the BB forum. R1 was born in Ciudad Mier and Don Zefe was born in Miguel Alemán. They are a little over a 2 hr drive from Monterrey and a lot of old school Frontera Chica capos have lived in Monterrey for years. Examples: Edelio “Yeyo” López Falcón, Rolando “El Rolis” López Salinas, Gilberto García Mena “El June”, “Don Zefe”, you name it. I don’t find it surprising R1 could be there. Also, I think people said Jorge López Pérez “El Chuta” also lived there.

    3. There are very interesting comments about "El Chuta" on the internet.
They say that El Chuta was a "Scorpio" and he left other comments is that he is still active and that he is known as "Comandante 8 viejo" others say that he joined the CDS and that he is working for the "Chapitos" who calls himself Chuta from charay. How true will that be?
