National Guard Members Met for Lunch With Alleged Oil Thieves in Puebla

"MX" for Borderland Beat

National Guard (GN) members having lunch with alleged oil thieves in Puebla
The Governor of Puebla, Miguel Barbosa, confirmed last week that several members from the National Guard (GN) met for lunch with a family that allegedly runs oil theft operations (huachicol) in Venustiano Carranza, Puebla. The news of the meeting was made public after pictures of the GN members sharing a table with alleged members of the Valencia Ávila clan were uploaded on social media.

The family in question is linked to a local political bloc and is reportedly involved in large scale illegal oil operations, as well as kidnapping and drug trafficking. The clan's head, Vicente Valencia Ávila, is the mayor of Venustiano Carranza municipality. The family has held power in the municipality since 2008 through various political parties.

Puebla state authorities and the GN commander Luis Rodríguez Bucio confirmed in a press conference that they were investigating the meeting. They said that they would prosecute those who attended it for agreeing to meet with people who are publicly known to be involved in organized crime.

Background and aftermath
Puebla is a strategic state for Mexico’s illegal fuel industry. Known as the "Red Triangle", the area is a lucrative turf for oil smugglers and is now a major battleground for the control of the oil theft business. There are several fuel pipelines that cross and intersect through Puebla. Many of them reach Veracruz, Hidalgo and the State of Mexico. The Puebla-Orizaba highway is also one of the busiest in the country for freight transportation.

In addition, violence has increased in recent years because Puebla is one of the states with the least resources invested in the fight against organized crime. While there are states that allocate between 5 and 6 percent of their year budget to this initiative, Puebla barely had a 2 percent spend in 2019; more than half of Puebla’s total spend is used to cover outstanding fees from previous years.

Another picture from the meeting between GN members and the alleged oil thief clan
The pictures of the meeting were uploaded on social media by Jonathan Valencia Calderon, the son of the mayor. The GN confirmed that there are more pictures that were not released on social media that frame several GN members with the Valencia Ávila clan. One of the pictures shows several GN vehicles parked outside one of the clan member's home.

On 1 May, a commander of the GN was released from the force after authorities stated that he was in the meeting with the alleged oil thieves. His name was not released to the press. Investigators stated they were investigating 10 other GN members.

      That's how it usually goes.

    3. Nah, that isn't how it works in normal countries. Definitely not here in the UK.

    4. Maybe the other way around: those who have the chips are allowed to operate... of course on the condition of paying 'piso' to the cops. THAT is how organized crime works.

    5. @9:39 oh yes it does everywhere! Organized crime everywhere can only exist in collusion with the government.

Of course there is plenty less organized crime in the UK, but whatever there is, is for sure paying for the right to operate.

    6. 9:39 on the UK, alias the british empire, what works is: international murdering intrigues in cahoots with world powers for benefit of a few world capitaistas at the expense of a few dictators and millions of their slave subjects...former PM John Major was saved from Nuremberg style trials after some UK journos exposed his dirty little mouse droppings.

I mean, corruption never sleeps, presidents, governors, mayors should know better, back in the day they all would get poison to make room for better or worse, AND I MISS THOSE DAYS,

  16. Well he is the mayor, so pictures with National Guard are no surprise.
Article says allegedly oil thieves. So have they ever been charged and or convicted?
Also did the governor confirm the pictures or also that they are thieves.
This article is very misleading. Article written without facts sounds slanderous and politically motivated.

    1. Click the links. The sources describe the family as being involved with oil thieves ... even the governor said so. But no, never convicted as far as I know. But they have been under suspicion for years. Conviction rarely happen so don’t be surprised!

    3. My thoughts exactly. But the sheep will believe anything they read. That's how politicians get elected. This article is very irresponsible.

    4. The sources in the article says that the family has been accussed and suspected of being involved in organized crime activities (primarily oil theft operations) for years. That was enough for the Governor of Puebla to call out the National Guard members who ate and took pictures with them. He certainly knew this was a "black eye" for the entire force. I didn't find any info on a formal conviction. That is not uncommon at a local level where regional caciques hold a lot of influence. I found info on house raids and some arrests, which could point out to an ongoing formal investigation. In Mexico, that is called an "averiguacion previa" and could lead to an arrest if authorities have court warrant.

Thanks for the feedback. I will certainly keep an eye on these points in future publications should a similar situation arise.
