The violent outbreak of the CJNG in the Valley of Mexico

How the criminal group has spread to seize prisons and the drug dealing market

Although federal and local authorities have not admitted to the operation of the Jalisco New Generation Cartel (CJNG) in the Valley of Mexico, several investigations indicate that this organization intends to invade jails and drug dealing.

Sources from the Attorney General's Office (PGR) agree that, since 2015,  CJNG cells have been detected in the south and east of the State of Mexico, but that it was not until December 2017 that they had evidence of being in Mexico City. 

In file FGAM / GAM-2 / UI-1C / D / 1954 / 12-2017, initiated in the capital's Attorney’s Office, it appears that a "dealer" nicknamed "El Márquez" was kidnapped and murdered in Colonia San Felipe de Jesús, Gustavo A. Madero delegation.


A message signed by the CJNG was found next to the body, where it was threatened that they would take the territories of local criminal gangs. 

That was the first message, integrated into a research folder, attributed to the organization led by Nemesio Oseguera Cervantes "El Mencho". 

What alerted the authorities was that these type of actions were replicated in several delegations and municipalities of the Valley of Mexico, as a chain reaction. 

Initially, it was thought that they were imitators, but as a result of the exchange of information between the Mexican Public Prosecutor's Office and the Attorney General's Office, patterns were noted, such as the use of exclusive army weapons, and the gradual elimination of drug dealers who were considered strong and long-lived.

The State of Mexico Prosecutor's Office officially informed that in August 2016 the Navy and federal agents arrested José Catalino Díaz "El Cuatro Mil", regional leader of the CJNG in the municipality of Melchor Ocampo. 

After a confrontation that left one dead and several injured; "El Cuatro Mil" revealed that they operated in 13 Mexican municipalities, among them Tlalnepantla, Coacalco, Cuautitlán; Nicolás Romero and Atizapán. 

In addition, he said in his interview with investigative agents, that his cells raided Ecatepec and Nezahualcóyotl, where they faced Josué Ramírez Cabrera "El Tuerto", ringleader of "La Familia".
With this information, the PGJCDMX followed up and ordered their inquiries into the possibility that a new criminal organization was behind the homicides.

Based on the investigation CI-FAO / AOB-3 / UI-3C / D / 584 / 01-2018, in January of this year, the CJNG continued its incursion into Mexico City and hung two narcomantas in Periferico Poniente, in front of the Naval Military Hospital, in Colonia Progreso, Álvaro Obregón. 

The narcomantas contained threats against the Federal Police and elements of the Anti-drug-trafficking Public Prosecutor's Office, in addition to announcing that they were already in the capital. 

The murders of "dealers" were extended to Coyoacán and Tlalpan, according to the investigations of the PGJ, to eliminate dominant groups from those areas, such as "El H" and the son of Pancho el Perro "PP".
Héctor Hugo Peña Alcántara "El H" was arrested in March, while "Don Agustín" and his nephew Pancho,  “El Hijo Del Perro”, were displaced to the upper area of Tlalpan, and lost strength in University City, where they operated through ” Los Güeros" and staged a shooting. 

A month later another narcomanta was located where they declared war on "Los Rodolfos", in Xochimilco and the Union of Betito, El Centro, and Tepito. 

The threats emphasized members of the Union, such as Juan Iván Arenas Reyes "El Pulga", right arm of the absolute leader of the criminal group, Roberto Mollado Esparza "El Betito". 

Last June they complied with the warnings and "El Pulga" was gunned down outside his mother's house in the Cuauhtémoc delegation. 

This implies that, from north to south, El Centro, and several municipalities of the State of Mexico, the CJNG was attributed with kidnappings and homicides. 

Recently, the Jalisciense cartel was attributed with the deaths in Nezahualcóyotl and Iztapalapa, all for the control of the Neza Bordo Prison and Reclusorio Oriente. 

They also left narcomantas at the Penal de Chiconautla, in Ecatepec.
Sources of the PGR and the local PGJ say that they do not have a visible lead of who represents the CJNG in the Valley of Mexico, but they do have one that presumably operates from the Reclusorio Oriente. 

This is José Pineda Arzate  "El Avispón", revealed the sources that asked to remain anonymous, who was a CJNG accountant before being arrested in May 2016 by federal agents and according to what the PGR officially reported, this man is close to "El Mencho".

Before he  was associated with the Jalisco organization he had been part of Guerreros Unidos and operated a group of hired assassins in the Tierra Caliente region.

"El Avispón" is now in the Reclusorio Oriente awaiting extradition to the United States, where he is required for criminal association, drug trafficking and money laundering. 

Apparently, he and Eusebio Duque Reyes "El Duke", forged alliances in the Reclusorio Oriente to control the sale of drugs inside and outside the prison. 

La Silla Rota announced that "El Duke" was released and since then the violence related to vendettas between dealers has been ignited.  

One of his former enemies and with whom he was with in the Reclusorio Oriente, Jorge Flores Conchas "El Tortas" also obtained his freedom and founded the criminal organization "Fuerza AntiUnión", under the patronage of the CJNG. 

"We believe that from the Reclusorio Oriente, the Jalisco group began to position itself, through this man, El Avispón, in alliance with the Duke, and this opens the possibility that even with the rival,”Tortas', there is now a kind of alliance against the Union and other local bands," detailed a command of the Intelligence area of the Attorney General's Office. 

According to responses that the PGR gave to applicants via Transparency, the CJNG did not have a presence until 2017 either in Mexico City nor the State of Mexico, but all these incidents have strengthened the collaboration between the different local public security areas to corroborate or refute the claim of the federal agency. 

"Until today we do have indications that the Jalisco group is operating more than just money laundering, what we have not been able to determine is whether they have visible faces, whether they have managed to totally or partially subdue the drug dealer gangs, and whether there are police bodies that support them," said the PGJ command consulted.
