El R7 alias El Piolin of the CTNG detained in Guadalajara

Translated by Otis B Fly-Wheel for Borderland Beat from a Televisa News article
Subject Matter: Juan Jose Perez Vargas, El Piolin, El R7, JP
Recommendation: Read this article by BB reporter El Wachito see link

With information from Hiram Espinosa
In Guadalajara, Jalisco, authorities detained Alberto N one of the leaders of the Cartel Tijuana Nueva Generacion, allegedly responsible for the wave of violence in the frontier city. A Alberto N, is identified with the aliases El JP, El Piolin and El Amarillo and El R7. ( Otis: in previous Zetatijuana articles this individual has been identified as Juan Jose Perez Vargas).

According to investigations of the PGJE of Baja California, El R7 orders the assassinations of rivals. He is part of the struggle for control of Tijuana with the Cartel Arellano Felix. Alberto N has arrest warrants issued by the Baja California authorities.

His arrest occurred at the junction of Lazaro Cardenas and Lopez Mateos Avenues while travelling in a Jeep accompanied by two people in possession of drugs, ninety thousand dollars in cash in local and foreign currency.

According to statements of the detainee, he was in Guadalajara visiting a relative.

    5. He used to live right in front of my house when he was not that big in the cartel and was with cartel de sinaloa. He still has all of his houses her that are being watched by all of his guards. My family and all the neighbors know his family and were really close to them. Seeing all of this has changed really fast. I used to hang out with his son and now knowing that hes moving with his dad and helping him out tells me hes also getting really involved with this. His son was arrested with him holding a large amount of his dads money and was later released.

    1. I checked quite a few other outlets, and Televisa news is the only one I could find running this article, but they do tend to get stuff out first. I haven't seen anything about him dying in a car accident, perhaps you could post up a web address where you saw it.

  8. The low down:
This story was very confusing to me, I stayed away from it because I could not get a confirmation anywhere. Then Tijuana authorities confirmed “his death” in an auto accident in Guadalajara where he was visiting his mother. The people in the auto, 3 women and 3 men were unrecognizable according to Tijuana authorities but a driver’s license was found at the scene, you can see an image of it on line, and that is what they based the identification. Really stupid if true, and the license was later deemed fake.

So the above was the story around the 10th of the month.
I kept my eye on it but it seemed to go nowhere…UNTIL

Yesterday, the attorney general of Jalisco, Jesús Eduardo Almaguer, issued a statement on his website stating saying that JP, along with two men, Efrain “N” and Luis “N”, were arrested Tuesday afternoon in Lazaro Cardenas while travelling in a late model truck.

Here is the link to the atty general website and directly to his statement.

    https://fge.jalisco.gob.mx/prensa/noticia/1326

For those who don’t know, JP was once working for Chapo before defecting to the Jalisco cartel working for Mencho. His role was to set up in Tijuana as the CJNG wing called CTNG.. to take over the plaza, and lead the trafficking business into the U.S. from Tijuana. CJNG refrained from widespread trafficking into the U.S. for years. A strategy that proved to be brilliant. He gained power and wealth operating in other markets rather than the overly crowded U.S. market dominated by chapo. He waited until Sinaloa weakened and then made the move to Tijuana and into the west coast of the U.S.

He is an American citizen having been born in San Diego.

    2. jaja, well, truth be known, I wasn't 100 myself. and I expected more kick back from readers. BTW I have been told we have the best backstory info on chapito isidro. Isidro and Mencho are the two most powerful shadowy figures of Mexican Organised Crime.

When I am asked , I recommend that writers write about either of these two or El Tequilero. Tequi is the most terrorizing, idiosyncratic narco figure I have ever known of.

We see him on video, so alcohol annihilated, during a kidnapping of a mayor, that one of his men has to literally hold his body up from behind. I thought it was a joke at first. Even the mayor seems concerned.

Then, there is his kidnapping the social activist, I think an autodefensa, which pisses off the victim's wife who has Tequi's mother kidnapped. Mom is on video, "Mijo, if you have the engineer please help out and let him go"....unbelievable. The blackest dark comedy ever in the land of narco. but nothing funny about his responsibility of making 5 gro towns into ghost towns as teachers refused to go in to teach and people fled with the clothing on their backs. His historical tentacles reach into LFM and GU Iguala.

The governor says Tequi's (my nickname for him) stopping is the greatest urgency in Guerrero. I am gathering info on the subject. If any of you have fotos or material I can use for a series I am attempting to write, please help me.

    3. Chivis, you and your team do a great job reporting on what goes on in the narco world, keep up the good work.

What's your intel or opinion on MZ in relation to all this upheaval and what seems to be a concentrated effort to take down cjng and its allies.

      Delete
    4. Chivis , what's your thoughts on what's happening in the mountains in Chihuahua. Areas like Cuatemoc. Who is who ? Who is gaining ground ? Who is aligned with who?

      Delete
    5. Lucha Narco in those areas in Chih have been ongoing since as long as I have been pounding the keyboard at BB. No matter what offshoot cell names are given, it is Sinaloa (Gente Nueva) vs Juarez (La Linea)

Then I reported a hunch back in May or June 2016 that CJNG was involved. I based this after a raid of a La Linea safe house where war weaponry was discovered that only one cartel had, or would spend the money on and the war weapon MANPAD was discovered. The first discovery of such a weapon ever in Mexico.

I began researching and found that CJNG and La Linea had entered into an agreement allowing CJNG access to their plazas, this occurred at end of 2015 or very beginning of 2016. Supposedly with Cesar Gamboa 'el cabo'. and most particularly in the GOLDEN TRIANGLE. This allowed CJNG rapid escalation of power. Two months ago Mexico mainstream media finally began writing about the agreement and that CJNG now is the power group in Chih according to Mexican agencies.

If true that they have reached that level. And IMO I think it is reachable.. but there? Not so sure. That said, it follows the path I thought they were on to conquer the border left to right leaving gulf side for last showdown because of it ambiguities and unconventional narco war differences. It will be like fighting like sitting in the middle surrounded by a circle of weapons pointed inward. BUT one of the genius' of Mencho is his ability to determine strategic overtures resulting in outcome of POINT CJNG. Like Sinloa, Tijuana, Michoacan, etc etc usually using an agreement or limited alliance.

You guys make me work way too hard! JK I like sharing information I am most interested in. In this case Not so much chih, but CJNG taking all of the most important border points, which if successful, has never happened and would change the complete dynamic of the Mexican Drug War.

    8. From my perspective el Cabo from Cuatemoch was the one person in Chihuas who was allowing CJNG to try and enter local plazas there to sell crystal meth and or getting them to the U.S. El Cabo died months ago at the hands of La Linea and Crystal sellers are being killed left and right in Juarez as of this moment and possibly in Chihuahua city also. This lead me to believe that CJNG aint nowhere near as strong along Chihuahua much less the U.S. border as authorities have been reporting.

    9. I wish it were so, but it is MUCH greater than you describe. I have been studying this guy for years, also Isidro. I have family in Mochis, Guadalajara, Mazatlan etc etc, also Sonora, just follow the pacific coast and we are there. So I have had a personal interest. The thing about Mencho is that he leaves a footprint that allows me to recognize it is him and what is happening. He doesn't detract much from that pattern. Because it works. One important element is military on payroll at border check points important to him, so that military becomes his halcones. The government provides the equipment, so it is a good business maneuver. For example: when Harry Devert came thru 126-15-51 the military thought him suspicious with his dual passports, so they offered to escort him "for security", giving them time to contact Mencho. They were ordered to hand him off to Viagras right before Huetamo on 51. Viagras gave him crossing into gro, to El Tigre of CJNG. Tigre was plaza boss of Zihuatanejo. Good friend of Viagras. In fact when tigre was arrested hiding in his home was the vigras premier leader. Mencho has military along POE of an important state to him. and he pays huge money.. two three times other cartels. He is selective of what he does but assures it is as no other to nix competition. Another part of the footprint is limited agreements. in the end those who play ball with him are usually eliminated. Weaponry, war weaponry is hug key factor. if you see it, he is there no matter who you see it with. who needs those weapons? unless you want to bring down aircraft, helos or wipe out hundreds in a stadium from a far distance. why? take a guess i don't even like to say it.

There is more. Like what he did in Michoacán is part of the footprint, and brilliant. A friend today said in need to put everything in a post. I am thinking about it. That is why I asked for any info to be fwd to me. and photos. although I think I have all the Mencho photos. what would derail his assent is of course to be captured. his BIL already gone. and Isidro likewise. he was almost captured in Mty, he became sloppy. But looks like he has learned. Anyway those are my thoughts.

    10. Chivis, I find it funny you or anyone else for that matter mentions MZ. Is he no longer relevant?

    11. Chivis, why are you duckin' the question about M.Z?

You say you have fam in Mochis, Guadalajara, Mazatlan etc, and you also say in Sonora. If so, What's your inten on MZ todate? Being that MZ has influence of the states and cities you mentioned as well as the pacific coast and el mar de cortez.

Also, what was movement about that just went down in or near "Rocky Point" aka Puerto Penasco 4 days go? And in la Sierra de Moctezuma, Sonora? And what do you know about the plaza bosses in Mexicali who killed off some of Menchos peoples/squad just recently? You said "I like sharing information I am most interested in." Why not share all?

Are you the same person who asked the question initially? I don't think so. Why the obsession? a little strange your push, no big strange, you answered the question yourself, in the order of things of most importance and interest ...he is not at the top of my list.. Rocky Point? If I am going to get into it i would began with San Luis not PP, unless i want to play golf.

I don't work for readers and Buggs thinks it best not to engage so much, it becomes to time consuming, but will answer questions in a responsible manner If I have knowledge. I did not feel I do with respect to MZ, who quite honestly I don't have big interest in at this time. There are priorities and since we are volunteers we select within our wheelhouse on what to research, if we are going to give up our time.

Having family wherever is not something I want to ever pursue or involve. Most of my cousins know nothing of what I do, it is best that way, a smart person could have figured that one out.

I posted your inquiry so that people more informed than I could possibly weigh in.

      Capeech?

    13. Chivis, I am the anonymous that I initially inquired. Thank you for the follow up. You're right that if you begin engaging with commentary it will take too much bandwidth from you and your team.

My curiosity was just that his name has gone back to the shadows. Funny how a man who's been known to move multi-ton shipments, has a $5M bounty in the US, and is head of one of the largest DTOs with influence across the globe is no longer sought out or written about.

I have heard he likes to dabble in funding news publications and even buying some media outlets outright.

    7. it is circumvented by using the term "detained" as in questioning. not arrest. they can keep them locked up for 6 wks for detainment without warrant or arrest. but that can be stretched to much longer. Mexico constitution and judicial system [federal] is patterned off of the united states. In fact fed prosecutors were trained by their U.S. counterpart. But they can not be led to refrain from compromise, and some points of law are very different. especially speedy trial, take a look at Doc Mireles, or even Chapo. Chapo was never even convicted of anything in Mexico after all those years in prison. which may impact his point tally after a conviction in the U.S.

But that does beg the question why would one of the CTNG Lieutenants be working part time as a cabbie in Guadalajara? Yes it was a false ID, but most medium to high ranking narcos carry false police or army ID's so if they are stopped, they are released immediately without suspicion.
