"El Chuy Raúl" Extradited and El Chapo's brother ordered transferred to Altiplano

Jesús "El Chuy Raúl" Beltrán León, a Sinaloa Cartel member accused of working as the lieutenant in charge of security and former bodyguard of Joaquin "El Chapo" Guzmán's son, has been extradited to the United States.

Beltrán León is facing charges related to drug trafficking, including money laundering, in the U.S. District Court for the Northern District of Illinois.

Below is the article posted by Chivis in 201 when he was captured:

Personnel from the Navy of Mexico, managed to secure in Sinaloa a suspected member of the Sinaloa Cartel, in an operation conducted by the Mexican Navy.

Initial reports indicate that the first operation occurred  early on Sunday in the city of Culiacan, resulting in the arrest of  Jesús Beltran León, alias " El Trebol " or "Chuy Raul" .

Beltran León is the alleged leader of security for  Archivaldo Ivan Guzman, son of Joaquin "El Chapo"  Guzman .

The governments of Mexico and the United States have maintained investigations against him for organized crime and drug trafficking.

No shots were fired in the operation.

In other news, Miguel Angel Guman Loera, the brother of El Chapo, won his legal fight to be transferred to No. 1 Prison known as Altiplano.  Prison official fought against the transfer citing overcrowding conditions, and the recent prison break of Miguels’ brother El Chapo.  The court sided with Miguel and ordered the transfer.  He is currently incarcerated in Oaxaca.

El Chapo also won his bid to be transferred back to Altiplano, but the transfer was never realized, he was extradited to the United States instead.

    9. Despite a part of myself wanting a strong and secure border , a wall will only divide us further. Further from the cultural ties and neighborly bonds Which have brought prosperity to us both. The food , music festivals but most importantly our sense of respect towards each other.
So nonsense with the blackhawks reigning fire and weapons of mass destruction upon our neighbors. Finding common ground towards a fight which have so many with there panties in a bunch ( excuse the French) is worth searching for.
Solutions to our problems are mutually beneficial.
We are both facing wars, economically, financially and politically? America erecting walls will not only change the landscape of our nations but bring prejudices amongst ourselves. A nation of principles and diversities from which this nation was founded on. Strong borders are a priority but at what cost?

America is definitely fueled by nazi regime. Expect this to backfire upon American society and its citizens.
Most recall Ronald Regan telling Gorbachev to tear down the wall. A historical moment in history when borders (wall) divided and Surppressed .
American democracy now is under attack. Media, free speech, and protests all under scrutiny.
We all want change for a better future but an infringement of civil liberties is not the solution.

    15. 7:45 . Man you took that wall in Germany and the event when it came down way out of context . That wall was not a border .It was a wall separating Germany into 2 parts . If you could flee from east to west and make it you were still a German citizen , but a free German citizen . It is no where near the same thing at all. When the wall came down and Germany was allowed to govern itself and be sovereign country is what that symbolized . The only oppressive regime in Mexico is Mexicans .
Germany was given a chance at the treaty of Versailles in 1919 . Then immediately began to build for war again . Conquered most of Europe and tried to take the world , committing unthinkable atrocities as they went . Tring to wipe out whole ethnic groups and races of people. When they were falling they prayed for the usa to be the ones who conquered Berlin instead of the soviets . Their prayer were in vain .
We kept (the usa and the soviets) out foot on their neck for a long time to prevent a 3rd build up . Germany was still full of Nazi's that believed they were right .
The german people are very hard working intelligent people and have , since the fall of the Berlin wall risen to the top (economically)in Europe . You cant compare the berlin wall to the Mexican border and sound very knowledgeable to anybody who knows squat.

  2. Finally begin to see progress fro Mexican government officials in doing what needed to be done years ago. Can it be because Mexican interests are at stake with the tough stance of New American President?
Somehow I expect to see much more in the coming months with the more individuals being captured and extradited.
American government has known for sometime that the Mexican government officials were Blocking the captures and arrest of these individuals. A new policy has seemed to taken place. Where either the Mexican government is fed up with this war? Or trying to keep face under a new American administration?
    Nevertheless it was long overdue.
In my opinion ,capturing and extradition of chapos sons and all the major players who have wreaked havoc on our communities would definitely show America and the world we are allies. Allies in combating drug trafficking and peace.
Many Americans like myself are tired of seeing potential futures wither from drug addiction. Families broken, violence overwhelming communities, etc.
Many may have an opinion that race is the key element for this new presidency. Unfortunately let me say as a Hispanic it's not racial but an obligation as a human being to make this a better world.

    1. @6:50 Good comment 6:50. You are correct that there is change in the wind. The violence continues but it seems the govt. is winning more of the battles than in the past. More leaders of the criminal organizations have arrested or killed. More corrupt politicians have been outed and some of them actually charged with crimes. That was a rarity until fairly recently, now it is almost daily news. But most of that started a good bit of time since the Presidential election in the US.

In your speculations of why these changes are happening are wrong in my opinion. You are leaving out politics in Mexico as a primary reason. EPN's approval ratings have dropped to around 10%. PRI was clobbered in the 2016 state and local elections. There are more state and local elections this year but the biggie which is coming up fast is the 2018 Presidential election. Even though EPN cannot run for re-election he won the 2012 election as the "new face of PRI". The people perceive (rightly so) that EPN and PRI are one and the same. For PRI to have any chance in upcoming elections and even survive as a political power they have to create the perception that they are the good guys. They have to be able to campaign built around "look at what we have done. look at all the leaders of drug trafficking we have captured and put in prison, look at all the corrupt governors we have outed and are prosecuting. we are as clean as the driven snow".

In my opinion the killing and capturing of drug traffickers had nothing to do with lessening drug trafficking in Mexico or making the people more secure in their homes. Going after corrupt politicians had nothing to do with eliminating or reducing corruption and making ordinary citizens lives better. Nor is it being done to please the US or it's newly elected President. It is all about political power and how they can attain and retain it.

    4. Your point holds truth. Political turmoil has become a major issue for citizens of Mexico. Upcoming elections and the disapproval of government ratings have hit rock bottom.
Hopefully a new political party can realign its objectives as a country for its citizens and not for themselves. Wipe out the corruptive practices that has stagnated the country from real progress.
But like all political parties like here in the United States there seems to be a rift of how to approach issues. Complicating matters with red tape and a lot of mumbo jumbo. It would be wise for government officials to work for its best interests of its constituents rather than personal interests. Unfortunately governing seems to be a tiresome task to make everyone content .
Nevertheless , if this political party wants to retain its control it does need and will do what's necessary for it to happen. Appeasing the masses.

    1. It was nothing personal against Chapo necessarily to extradite him. This move was a message to greedy people in Mexico that would take any amount of $$$ to help him escape. A U.S. dollar goes a looong way in Mexico and Chapo had plenty of them to corrupt almost anybody. There are legit judges and even politicians who wanted Chapo in jail for life in Mexico, but corrupt prison guards and authorities would have ended with Chapo escaping perhaps never to be re captured again and this is something that these honest politicians knew so they had no choice but to send Chapo to the U.S.
There is no way Chapo is escaping in The U.S.

    1. The costs for addiction treatment is costly to the taxpayers. Many non for profit groups, organizations do have treatment facilities to help those who want to be helped. Unfortunately not many think it's wise to invest in such programs. Due to the relapse, the percentage of reverting back to drug use.
It's a complicated issue. As many feel addicts should not be given any tax payers dollars for their stupidity. While others need this as a vital reason to overcome and educate.
Drug addiction whether from illegal drugs or prescription pills will always exist.
However it would be wise to curtail the illegal drug trafficking from entering the country. Becoming more difficult to attain the easily obtained drugs that America faces. The less drugs the lower the addictions we will have.
The priority should consist of reducing the number of illegal drugs , enforcement on all strongholds ( borders) and stiffer penalties for criminals.
The world will be a better place when minds can attribute positive and meaningful to communities and society.

      Delete
    2. @6:14am Your first sentence which sets the stage for the rest of your comment is debatable. In my opinion if drug addiction problems were addressed as a health issue rather than a criminal issue a well thought out well funded treatment program would be much cheaper to the taxpayer than the TRILLIONS of $$ that have been wasted over the last 40 years in an attempt to interdict and stop drug trafficking in a failed War on Drugs.

      Delete
    3. Great point dd. Maybe some type of legalization will work like in Europe.
Unfortunately, one of the negative side effects of the "war on drugs" is a cultural one, that of the drug user as a "bad person" which leads to skewed thinking about the whole thing; deeper issues, like health ones, are overlooked and the legal hammer is dropped at every opportunity with sometimes disastrous effects.
      -Sarai Fan Club

    5. Those trillion of dollars are all profit and they go with the billions of dollars drug trafficking produces, the US is famous for making profit from all parts of the pig, including the squeals. Drug treatment does not work too many times because treatment centers are many times just recruiting centers for other smarter drug traffickers...
Too much money involved either way

      Delete
    6. Agree. It is a global health issue. The resources to fund such programs are costly and not necessarily 100% effective. Rather the percentage of those having an effective outcome are slim.
Both scenarios here are costly that I think we can agree on. But ,despite the crazy reality of how much money has been spent on fighting the war on drugs from both ends of the worlds. Stemming the flow of drugs should be priority. Making it harder and less expensive for the fewer addicts to treat.
My sibling has been battling addiction for some length of time. Despite the treatments and support by family members. It's a demon hard to combat. The availability is everywhere and easily obtainable in every corner of the world. Eradication is definitely not realistic here but the stem of flow and its volume entering can and will have a significant impact for those fighting addiction.
I have been ignorant to accept liability as a brother by disassociation. And pray one day it can all be right one day.
      Apologies . Sensitive subject.

      Delete
    7. Prevention and treatment of drug addiction needs to be on the same footing as enforcement. Both are important but the War on Drugs has completely ignored prevention and treatment in foreign countries.

      Delete
    8. Prevention is all about getting budget and stealing it, or spending it on insiders and recruiting.
Enforcement is about identifying the competition, arresting them, scalping their ass for all they are worth, co-opting them or sending them to prison.
the solution to drug addiction or trafficking is free supply and free treatment, not 'privatizing' of funds.

They have a list and line-up of Colombian cartel leaders that are going to testify against Chapo along with the Flores rats. It was first come first serve and the USA already said there will be NO deals, they have enough on one indictment to forever put him and several others once they are captured in prison for life. 30. All the noise from Trump is a negotiating tactic. He is holding EPN by the ankles outside the window from a tall skyscraper. EPN and Trump are now negotiating in private.
There will be a deal, new deal.
Yesterday, General Motors announced they are sendin 635 jobs from Canada to Mexico while building plants and hiring in America.
They would not do this without TRump's approval that they will not be hit by stiff targets.
Most likely Trump told GM to send the jobs as a goodwill gesture to EPN--as the Canadian PM Trudeau spit in Trump's face numerous times during the American Prez campaign.
100Ks of jobs will be fleeing Canada to America and Mexico as the snowflake commies in Canada add dozens of new taxes!

    1. Not sure which GM plant in Mexico but this was planned a long time ago before Trump. The GM Equinox and GM Terrain are both getting new models so it's those that are coming on line in Mexico.I suspect most of the US auto plants in Canada [GM has 3 been there for 50 plus years]will relocate to Mexico depending on the tariffs and the Canadian dollar and peso.Trudeau is a total leftie and now that Canada has gone 'green' with the carbon taxes and Trump and Nieto not they are very uncompetitive with the rest of the world.

  31. You are correct except that the Mexicans also repeatedly spit in Trump's face, which makes me wonder if maybe the outsourcing to Mexico isn't a deal sweetener to get them to pay for the wall. And they will pay, Trump will take it out in $$$$ or ass.

    1. Trump would prefer to stick it to Trudeau in Canada, as no Canadians vote in America, and Trudeau has more influence on the world stage to undermine Trump!
So, take jobs from Canada for America and Mexico while striking a new deal with Mexico!!!
Trump, love him or hate him, he is a very very good business negotiator.
No one listens to crooked EPN!

  38. 8:56 The big bite out of crime is not about making "crime smaller", it is about feeding his own personal bank accounts.
Former associate of the donal's Roy Cohn used to persecute communistas, gays, the opposition, innocent people fingered by not so innocent criminals, ronnie helped by spying on fellow actors, Richard Nixxon was with them, then his curiosity killed Roy Cohn, aids, but he left behind
"The Roy Cohn Escuela de Rateros" now called trump university and secret lists of "american enemies" and secret lists of voter fraud to go with the props used to declare divestment, yellow envelopes full of blank white papers...
