More phantoms found in Duarte’s dealings

 After uncovering phantom companies they're now finding phantom projects 

 First came the accusations that Veracruz governor-on-leave Javier Duarte had embezzled public funds through the creation of phantom companies.

Now the Federal Auditor’s Office (ASF) and the state comptroller have uncovered phantom projects.

In 2012 the state’s Finance Secretary obtained two loans valued at 1.3 billion pesos from the federal development bank Banobras and the infrastructure and security financing program known as Profise.

But an audit has found that of the 17 projects for which the funds were intended, four do not exist. The state reportedly spent close to 400 million pesos on them.

One was the Periférico Sur beltway in the state’s capital, Xalapa, whose completion was certified in 2012 by two state comptrollers.

Reported on paper as a 100% complete, construction of the 142-million-peso project never even began, reported the newspaper El Universal.


For the construction of a penitentiary in the municipality of Medellín the state allocated 312 million pesos. Only a perimeter wall was built.

Duarte’s administration was also supposed to build warehouses for the DIF family services agency, but on the site of the 10-million-peso project there is only a parking lot today.

The fourth phantom project detected by auditors was the renovation of the Xalapa planetarium, for which 10.5 million pesos had been earmarked, but the work never took place.

The findings have resulted in a criminal complaint that was filed November 17 with the state Attorney General’s office.

Meanwhile, Duarte’s whereabouts are unknown and a warrant has been issued for his arrest on corruption charges, for which a reward has been offered.

  2. Damn cheap to build a structure there. Feel free to post the businesses who sell materials that cheap to build structures. They certainly couldn't keep up with supplies if others knew

    1. Its easy to find materials sources in Mexico. You just have to know somone and speak Spanish . Remeber there is a slight difference in cost of living too

    3. 10:24 pos a güebo, permits are real expensive on th US, while in mexico there is nothing left after paying your kickbacks, unless of course, you work with the mafia en el poder.
      But on the US, the mafia in power will get you government loans and funds to get by, and if you k ow the right people you don't ever have.to pay anything back and will have no strings attached, we'll just rise more taxes or tax rates to get by, taxing blogs commenters would be a good idea,

Vicente fox cowardly agreed to release money to the governors of the states and to allow them to contract debt as they saw fit, that started today's corruption, and pemex will not be there anymore to save their putas nalgas, no pudieron co el paquete, ni porque estudiaron en harvard, yale, stanford, Pero tenian que andar ahi de calientes.

    3. @12;27 A restaurant in Piedras Negras used to advertise that they invented nachos. Seems like that would make it Mexican food if true.

No the orange processed cheese on them is the gringo version just like hamburger taco.Yuk.You haven't had a REAL taco til you've been to Mexico.The fish taco was invented in San Felipe,Baja.By the way does anyone know who runs that plaza San Felipe or is there any 'untouched' plazas left in Mexico?

  5. I am shocked—shocked—to find that corruption is going on in here!
    The PRI and the midgit knew what was going on here and QR and all the other states. Only now that they lost so badly in the mid term elections are they pushing a fake 'anti corruption' PR campaign. Will they go and 'claw back' the stolen money from all the political families in these states that participated in the thefts?

  6. Dang, there will not be enough prostiturers to out the cases against criminal politicians together, unless there are quick prizes to prosecute them in masse, best thing would be to just put them in front of a firing squad, it worked QUICK FOR FIDEL CASTRO.
    --THEN it went south for Camilo Cienfuegos, Huber Matos, El Che Guevara and General of "drug trafficking" Arnold Ochoa...

Priistas have been going as outsiders for a long time, take rosario robles, buying herself an argentinian toy to play with and eat hot dogs on the street corner in Niu Yor' as a perredista and then stealing from the poor in veracruz as a gata del epn priista and partner of javier duarte, while living like a queen on el DF.
