United States to turn over “El Güero” Palma to Mexican authorities

News reports have alluded to Mexican authorities’ efforts to detain and prosecute Hector Luis “El Güero” Palma Salazar, based on previous charges that still might be pending. On Thursday June 9 the U.S. Embassy in Mexico City released the following press statement about Palma’s legal status:

Hector Luis “El Güero” Palma Salazar is scheduled to be released from the United States Bureau of Prisons in the coming days.  Palma will be turned over to U.S. Immigration and Customs Enforcement, which is coordinating with Mexican officials his direct return to Mexican authorities.

Palma was arrested by Mexican authorities in 2002 on a U.S.-issued Provisional Arrest Warrant, and served five years in a Mexican prison under that warrant while his extradition to the United States was being processed, in accordance with the 1978 Mexico-U.S. Extradition Treaty.  After extradition, Palma pleaded guilty before a United States court and was sentenced to 16 years for transporting 50 kilos of cocaine.


Under U.S. Federal sentencing practices, the five years Palma spent in a Mexican prison counted as time served under the U.S. sentence.  As part of the U.S. Bureau of Prisons system-wide incentive scheme for good behavior, Palma was scheduled for release after having served 85% of his sentence.

The United States and Mexico enjoy strong cooperation in security, including a healthy extradition relationship under our robust bilateral extradition treaty.  The U.S. government is committed to continuing to strengthen this relationship.

For further questions regarding Palma’s sentence or release, we refer you to the U.S. Department of Justice in Washington, D.C. or to the Bureau of Prisons.

The US also enjoyed a "strong extradition relationship with colombia", it was used to extradite and persecute the drug trafficking kersey with the intent of stealing their drug trafficking business and splitting the proceeds in an orderly way, on top of murdering or getting murdered hundreds of thousands of people, blaming the guerrillas for some, the paracos for others while the poor million dollar armies could do nothing but share their butt with their commanders in la "Cofradia del Anillo..."

  9. Some nuthuggers are going to argue that this guy has done his time in the U.S. and should be released from prison once in Mexico. Probably the same guys that want Chapo realeased also. They say that nobody for the most part forces anybody to take drugs which is true. However if they argue that Chapo is only innocent if making a living off of drugs then they should also argue that all the other drug lords and Capis should be released as well for the very same reason/s.

      The Godfather is almost blind and deaf, so the Fourth District Court of Federal Criminal Proceedings (Cuarto de Distrito de Procesos Penales Federales) ordered the transfer of Félix Gallardo from the Federal Social Readaptation Center No. 1 ("Altiplano") in the State of Mexico. He has been in that prison since 1991, when it was first opened as the first maximum-security prison in the country.

      Félix Gallardo, now 68 years old, was sentenced in 1994 by a federal court in Mexico City to 40 years in prison for murder, several drug offenses, weapon charges, and bribery.

  15. Its obvious that none of the people commenting here have ever been in prison for a long time or does not know anyone that has. After being in prison for 20 Yrs or 28 like Caro Quintero. The last thing they want to do is go back to prison or be out in a gunfight over drugs.
    20 plus years in prison break you down and fuck with psych. I will bet you anything Caro Quintero is not involved in any dealings. It sucks that 28 in prison and he still has to be on the run.
    Palma Salazar will be in a resort somewhere with a few models and no one will hear from him again.

No I have never been to prison except for 2 nighters for not paying parking tickets?So what's your point?I do know people that have done federal time.Doesn't mean I can't read crime websites or read up on Mexican crime as I have spent a great deal of time there.There are people from many different walks of life on here which gives the website 'more flavour and variety therefore wider points of view.'
