El Chapo Guzman transferred this morning to Ciudad Juarez prison to await extradition

Translated by Otis B Fly-Wheel for Borderland Beat from a Proceso article

Subject Matter: Extradition of Joaquin Guzman Loera
Recommendation: No prior subject matter knowledge required

Reporter: Patricia Davila
Joaquin El Chapo Guzman will be housed in Cefereso No.9 while waiting to be sent to the United States, this country presented the Mexican Government with two extradition requests.

The morning of this Saturday, Joaquin Guzman Loera arrived at Ciudad Juarez, Chihuahua, on the frontier with the United States, where, for security protocols, he was transferred from "Alitplano, in the State of Mexico, to the Federal prison of Ciudad Juarez, Chihuahua

From 2am this morning, the Sinaloa Cartel leader can be found in the central penitentiary located at kilometer 33 of the Pan-American highway, confirmed sources of OADPRS.

Around 01:30 am, El Chapo Guzman arrive at the Ciudad Juarez Airport, under a strong guard of Sedena and the PGR, with the aim of transferring him to Cefereso 9, to be extradited to the United States.

The authorities arrived with the Capo in a jet plane, from which descended a person with only hands and feet visible, and was put into a Federal Police helicopter, that was waiting to carry him to the Federal prison.

One day before, 110 elements of Guards and Custodians arrived at Ciudad Juarez and were transferred to the prison.

They were sent by the Federation in a strategic operation to avoid any situation of risk in the transfer of Guzman Loera. The Mexican Government had maintained discretion about the transfer of the capo. It was only  at mid-day on Saturday when the National Commission for Security made it official

It appears that El Chapo has programmed a video conference, with a Judge in the municipality of Toluca that approved the transfer. El Chapos lawyers claim that the transfer is illegal.

Since the past week, the version is that Guzman Loera would be transferred to Ciudad Juarez, as part of the intelligence strategy that Secretary of the Government maintains. Since the month of January, when the narco trafficker was re-arrested, he has been guarded at "Alitplano" maximum security prison, where he has been guarded by elements of Sedena and the Federal Police.

At the prison they maintain a rota of 15 soldiers with two tanks, as well as patrols by 10 elements of the CNS, the commission for national security.

For his part, the United States authorities are preparing their Police escort for when the time comes to move him, when he is put at their disposition.

Unofficially, sources from the CNS confirmed the transfer of the narco trafficker for " Security Protocols". (Otis: other sources say that he has been moved due to security upgrades to the Atlipano prison).

Guzman Loera fled the security of the State of Mexico in July of 2015 via an underground tunnel constructed close to and under the installation. He was recaptured in January of 2016 and was sent back to the same Federal prison.

    4. Chapo will never be sent to the USA alive unless they do it to where he can never talk to anyone outside of law enforcement. If he starts naming names of people that are crooked the list would start with Obama on down to the border patrol (and most in between). Mexico's government would collapse in hours if he could talk to a real reporter.... He'll be back running his empire real soon.

    4. 8:15 and 11:00 . No offence but one sounds like he know the jargon pretty good and the other sounds like he has some real common prison experience .If he is convicted . This is El Chapo going into ADX Florence . He will be in one of the most secure prison cells on the planet . He will not be running anything . He will have very little outside contact and virtually no inside contact . Not sure if he will be allowed a commissary account or not . I'm pretty sure commissary is a privilege rather than right so I doubt he will have one. He will be the very least powerful person he knows . When Al Capone went to Alcatraz he was just another inmate and he was in general population . Chapo wont be treated as a common criminal . He will be treated as a evil Jeanie that they cant risk even his gaze seeing outside . Its going to be almost that bad for him . But he earned it and now he has to live . ADX Florence the greatest fear of all the big traffickers. Most prefer death .

      Delete
    5. @8:15 You are hilarious if you think El Chapo is going to be the King and rule ADX Florence. He will be the king of his 7x12 cell for 23 hours a day and no outside visitors. You should really read up on what Supermax is like in the United States. It's not like in Mexico. El Chapo has zero chance of running the show at ADX Florence. It's not like he'd be mingling with some sort of general population. There is no concept of general population in the most secure wings of ADX Florence as everyone is effectively in solitary confinement. Why in the hell do you think El Chapo and other cartel bosses have always feared extradition to the United States? Why do you think Pablo Escobar fought it tooth and nail? Because the gravy train ends when their Supermax prison door slams shut.

    ReplyDelete
  15. It might be fun to speculate, that since chapo's re-arrest, engineers have been tunnelling into Juarez Prison. Ready for the transfer of El Chapo. We will see if his lawyers objections to this move is just part of a double bluff, if they have a tunnel ready. They certainly have many tunnel experts in the frontier of Mexico/USA. I think just about anyone in the world is currently smelling a rat concerning this transfer, if you'll forgive the pun.

    1. That's an interesting point. Why not just keep him where he was? Extradite him from Alitplano. But on the other hand if he were to escape again before the US election, it wouldn't be good for Mexico.

      Delete
    2. I agree with you. Since there was no risk of escape this time around, why the movement? its just like when they had those tracking bracelets put on him ostensibly to always know where he is at any time and it ended up aiding his escape.

It looks like a strict and severe move on the govts part, but I think its just a smokescreen, that's how it must be viewed anyway judging by precedents.

Anyway, stay away from crime friends. With his talents and personality, Chapo could have been such a positive force for good and progress in society but what do we have here?

Crime's rewards is not worth your soul. Be good my Companeros

    3. Surely they had intelligence that indicated high risk at keeping him in Altiplano. Face it, Chapo's bench is very deep. It is also interesting to note that Chapo could now be moved to the U.S. on a phone call if intelligence again indicated a threat.

    ReplyDelete
    Replies
    1. No, in reality they have sent a 110 man personal guard, to guard him in this prison until his extradition. No one will get to him, and he wont escape.

EPN would lose what credibility he has left, with the world, if Chapo escaped, or was killed. I suspect if he is to be killed, it will be in USA custody before he can finger too many USA politicians that took money off him.

      Delete
    2. I don't think you all know how American prison politics work. The DEA and cia had a deal with Chapo which he can expose in court bu TV they would silence him and not let that information come to light and they will blame it on national security threats. VICENTE Zambada has already brought that deal to light in his case. The US didn't want the information exposed to the public so they had to offer Vincente a deal. Since El Chapo is the one who gave the go ahead for the Cartel to operate with the backing of the DEA and CIA he has much more information to reveal which the US will not let happen. So if he is extradited he will be given new identity or killed on IS soil by CIA officials who don't want it to come to light. If he remains in Juarez he will either be killed and burned beyond recognition there by removing the ability to have to identify him and given his freedom with clear instructions that you are to retire or death. But it will be on the next Mexican president term of office.

    3. I see, thanks Otis. Yeah it would be embarrassing if Guzman escapes again.

I wonder how El Mayo has never been captured it's puzzling to me, he's so good at hiding and being discrete that it almost seems as if the DEA and the honest section of the Mexican government (like the guys who captured Guzman) has given up on catching El Mayo.

    6. El mayo unlike chapo rarely leaves the sierra. Up there a druglord of their stature have plenty of men watching them not to mention the military. Its also said he is the one with the political connections. On top of that the locals love him seeing as he's a robin hood figure up there hence el padrino or el grande. Theres absolutely no way the governments looking for him will launch an operation up there with out them being spotted by his men or locals. Doing so would be a waste of money and effort it isnt like they havent tried either, they have many times with no success. Just look where el chapo has gotten captured never in the sierra. 5. You can be a fugitive and still get citizenship. I've known people that have gained citizenship under a deceased relatives name. For example 1 brother has citizenship but the other doesn't. The brother that had citizenship abruptly died. So the 1 without the citizenship assumes his identity. Lots of Mexican families operate like this. - El Sol Perido

  32. Otis, how secure is this facility and is it a mix of cartels or a majority of one group? Thank you.

    ReplyDelete
    Replies
    1. It is a Mexican maximum security facility. The State of Chihuahua Governor Duarte claims its more secure than Altiplano in an interview he gave claiming chapo will never escape from there. It doesn't have a great security record, and it only has a Maximum security wing, but that has the same rating as Altiplano.

It houses a mixture of inmates. I don't want to give too much away as Lucio has an article in draft on this prison, so expect an article soon.

They had no problem with an extra judicial excursion into another country when getting Osama bin Laden. 41. The soap opera continues. Nothing in the past has made any sense, other than the drama continues. All I can say if something unexpected happens, it mean the next chapter is about to play out. Nothing should be ruled out and as we have learned from Chapo, anything is possible. I tend to go with the fake death of Chapo and the DEA or CIA relocating him in the USA for his retirement. He's to big and to rich and he's worked hand in hand with both governments. It won't surprise me if the guy being jailed and moved isn't even the real Chapo. I think both governments just want a nice end to the story were they both come out looking like good guys and Chapo has a nice quiet retirement.

According to the article, Juarez jail is "less secure" than Altiplano. Maybe chaps told the next gov to lighten up. In exchange for him not spilling the beans on politicians and other sensation info he had them move him somewhere else. Remember when they nabbed him, he complained that his rights were being violated and that he was becoming a zombie for lack of sleep. Something just isn't right. Transferred w cholo Ivan and other known associates to his stronghold? Or maybe the gov came across Intel that he was planning another escape. Whatever the case I feel like he will never set foot on US soil. He will die in prison or will be killed.

The US government likely already knew of his corruptions. None of the politicians in Mexico would face consequences.
The USA wil supress or sweep under the rug any CDS deal as national security.
Mexico shares a border with the USA, and was teetering on the brink of the abyss, with proxy wars, civil wars, bandits, etc.. Of course its national security to them.

  63. The Americans used to say "too big to fail" and then they gave a free get out of jail card to all the scumbag banksters on Wall street. So they are willing to cut deals. Unless they or the Mexicans out and out kill Chapo to silence him, he may actually be 'too big to prosecute'. And if either the Mexicans Or Americans do, do the deed, Chapo may have enough of an army of sicarios waiting to do some nasty things to a few or if needed, many Americans in revenge, instantly devastating Mexico's second largest industry, tourism.. It wouldn't take too many bodies of the revenge killed innocent tourists laying in the streets of Cancun and PV to turn them into ghost towns in short order. If they extradite or kill Chapo, all hell may break loose in this country... does Enrique Peña Nieto want to risk that? Do the Americans or Mexicans want to risk what may come next over a single albeit high profile man? Justice may prevail on the terms of one or two sovereign states...but at what price?
