Z40: "Lazca Ordered Lalo Moreira Killed"

After the capture of 40, you may recall I had concerns that the government was trying to charge 40 with the migrant deaths in San Fernando.  I stated so because there was an abundance of proof he had nothing to do with the killings, and in fact killed the triggermen.  Those responsible said that they were supposed to recruit, "but things got out of hand".  My fear was that he would be exonerated for that crime and given a relatively shorter prison sentence for trafficking and laundering.  It appears he is well prepared in the event of a capture to be convicted for crimes apart from murder.

Posted by Bjeff: The former leader of the criminal organization Los Zetas,  known as Z-40", denied involvement in the murder of Jose “Lalo” Eduardo Moreira, son of the former governor of Coahuila and national leader of PRI, Humberto Moreira, which happened in October last year near Ciudad Acuña, Coahuila.

According to a statement issued by the newspaper El Siglo de Torreon Coahuila in its Wednesday edition, the drug trafficker arrested last July 15 in Nuevo Laredo, Tamaulipas, confessed to the Attorney General of the state of Coahuila that Heriberto Lazcano ordered the murder of the nephew of the current governor of the state, Rubén Moreira Valdez. “El Lazca” aka ”the Executioner”, was killed October 7, 2012 in Progreso, Coahuila, but whose body was stolen from the funeral home by an armed group ordered by Treviño,

This is what, Homer Ramos Gloria, said in the paper:

"In the case of the murder of Jose Eduardo Moreira (committed on October 3, 2012), Z-40 does not accept responsibility as such, says he is completely detached from it and points outside ministerial records, to Lazcano as the mastermind".

The official explained that Z-40, presently incarcerated in the federal prison Altiplano, in the State of Mexico, was questioned by federal prosecutors assigned to the Deputy Attorney Specialized Investigation of Organized Crime (SEIDO) at the request of part and a questionnaire prepared by the Attorney of Coahuila.

Ramos Gloria told the newspaper that Treviño was involved "in many cases" of kidnapping, extortion and murder in Coahuila.

However, the official said, in his statement “he does not admit any matters relating to kidnapping and murder, a fact attributed to a strategy of his lawyers, because the penalty for these two crimes are greater.

"He is well advised and has been very careful in the statements of ministerial character," the official said. [below at an event for the kicking off of a "roof" project for impoverished people, this was a few hours before his slaying, he is wearing the same shirt as in the death photo]

A Nephew for a Nephew by Chivis Martínez

Acuña is a city in control by Los Zetas.  Every element of the city is under the direction of Zetas leaders, city hall, police, and the media all function under the cartel’s command.

Lalo’s execution was a hit ordered by  by the premier leader of Los Zetas, Heriberto Lazcano, aka “Lazca”.  At the time of the killing most people assumed it was Miguel Treviño aka “Z40” who ordered the hit, but if we are to believe Zeta Salvador Alfonso Martínez aka “La Ardilla” (the Squirrel) , that was not the case.  When apprehended "Ardilla" (at his wedding with Lazca above left)said he himself was surprised to learn it was Lazca and not 40 who ordered the hit.

On Tuesday October 2, the day prior to Lalo’s killing, another young man was killed, his name; Alejandro Treviño Chavez, the son of Miguel Treviño’s sister.  He was killed in Piedras Negras, Coahuila in a shootout with GATE.  GATE is the Special Forces agency of Coahuila, and Governor Ruben Moreira had ordered their mobilization to Piedras Negras.  The death of Z40’s nephew was blamed on the increased presence.

To fully understand how Zetas could conclude the death was the fault of the Governor, one must understand that Coahuila is a “Estado Zetas”, and that means the entire state with little exception, government employees from the top down collaborating with the cartel.  When I arrived in Mexico, Zetas were the enforcer group of the Golfo Cartel.  And Golfos controlled Coahuila.  After the split, Zetas gained a huge chunk of Golfo territory, Coahuila being one of those territorial gains.

Although Nuevo Laredo is the most valuable plaza for the Zetas, for drug trafficking, Coahuila is the home base for the administrative element; most leaders make Coahuila their home full or part time.  They for all intents and purpose operate with impunity and have full reign of whatever it is they need or want. 
Coahuila is a PRI state, and most of the past state leaders have been sleeping with the enemy.  However it seems that this Moreira wasn’t playing ball.   And Zetas were pissed.  It was evident the new governor was not going to play by their rules, which doesn’t necessarily mean that the governor was a law and order kind of ruler, it could also mean that his group wants to play with a different team.  For example giving favor instead to Chapo and/or Golfos.

Returning to October 2, that evening there were rumors and reports between citizens of Acuña, and on social networks that narco mantas had been spotted that threatened the governor with “Family for Family”, “Nephew for Nephew”.  It was Carlos Moreira, brother of the governor and president of the Coahuila teachers union, that confirmed the presence of mantas.24 hours later, Eduardo Lalo Moreira’s 25 year old body was discovered in the driver seat of his truck, with a bullet wound entry in the back of the head. His body was “discovered” by police supervisor Victor Sifuentes.  Victor vanished directly after giving his report of the finding.

Lalo was buried the following day, hundreds of Acuña citizens gathered to mourn the loss of life of the young person who was “theirs”.  He was of Acuña, he worked with the poor and those in need.  The young man who was a love child of Humberto and Lalo’s mother, herself born and raised in Acuña.  He was never a part of the luxury life that his half siblings lived in the state capital of Saltillo. 
Although his father made frequent trips to Acuña to visit Lalo, he was not acknowledged by Humberto as being his son until Lalo was in his late teens, at a time when Humberto had decided to cast a bid for governorship. Clearly, had Humberto remained silent about his relationship with Lalo, to the people living in Acuña the paternity was well known, therefore the “secret” would have been revealed during the campaign.  ..continues next page



By all accounts the father and son had a loving, close relationship, and Lalo was loved by his siblings and extended Moreira family.  Humberto encouraged Lalo to leave Acuña, a small dusty border town a far different than Saltillo the city where Coahuila movers and shakers called home.  Humberto tried again shortly before Lalo was killed, explaining that opportunity is in Saltillo, not Acuña, Lalo declined the offer stating again that Acuña was home.

At Lalo’s funeral service both the church and cemetery, though the church overflowed into the streets with mourners, there were glaring absences; the police Chief, Mayor and local dignitaries, no federal dignitaries, no state chiefs…and no "uncle Rueben" Moreira,  the Governor of the State.

One can understand federal PRI chiefs shunning the man who many predicted would be president of Mexico one day, most likely the candidate in 2018.  That is until all hell broke loose from a financial scandal and he was forced to resign his position of national chief of the powerful PRI political party.

  1. Easy to blame the dead guy. 40 tried putting out this rumor before he was captured too. I think he realized it was more heat than he wanted and regretted the hit. However I highly doubt Lazca ordered the assassination.

  7. So if Z40 didnt order the hit on Lalo Moreira, then it was Z42 since Alejandro Chávez Treviño was also Omar's nephew!? There seems to be some incrimination by the Treviño's in regards to Lalo's death when these "nephew for nephew" banners were posted all over C.Acuña - then subsequently finding José Moreira's body at the edge of the Río Bravo. Its easy to blame the death on a dead man who cant defend himself if you think you
    are somehow going to get away without paying for your debt to society for all the crimes a defendant has commited. For all practical purposes, the murder of a PRI's presidential leader's son spelled the end of Z3s and Z40s freedom/ life - that is probably the real reason for the Zetas' leaders downfall. They're not the institutional party for nothing. The SEMAR was sent to headhunt for the Zetas leadership.

    There have been reports that Coahuila ex-governor Humberto Moreira embezzled large amounts of state gov. funds that were crucial in funding EPN's presidential campaign. You can kill 200 migrants, raze a town to the ground, massacre casino patrona, even kill Americans - but dont make the mistake of killing a son of the PRI leadership because justice will then be carried out in some form another.

      This is one of the best comments here ever. And is true. Americans think that Mexico is ruled by the narcos. Is just corruption. They pay alot of money to gov so they are protected and they do alot of shit. But look what happened when you mess with the gov. They killed Lazca just a few days after Lalo's killing. When Caro Quintero murdered Camarena Don Neto knew they were doomed.And they got them a few weeks latter.
      When the narcos fucked up they are done. If the Mexican gov really want to catch chapo azul mayo or any of them they will. But is about money and corruption. But if they fucked up they will be arrested killed or else. Just like when chapo was messing it up in 1992-1993 when he worked for Amado. He was framed with cardenal Posadas Ocampo murder. And then Amado and Guero Palma gave up chapo to the gov. The rest is history.

Chivis you should still say you assume Lazca ordered it, or it is believed by many who are knowledgeable because it hasn't been proven and especially in light of what The Squirrel said last October.     I read your comment 4 times and I am left confused as to what you are saying.

    What I can say is I wrote in my article "IF we are to believe what Ardilla says......"

    But it is more than that, directly after the murder the word in Coahuila was it was Omar, then that changed to Lazca. If you are familiar with the organizational structure it would make sense Lazca would ordered it. It was more to do with the build up of GATE and not the nephews, the nephews were a good excuse.

    I don't mind being looked at as an unprofessional journalist, if you must. I am not here to be a journalist, only to provide information which includes personal knowledge. I write and editorialize.

    What I find compelling is that the squirrel seemed genuinely surprised it was his good friend that ordered the murder. But 40 was in the south and Ver operating at the time and Lazca and an hour away. Omar would have to have gone through Lazca to ask for the hit. and that is probable. But it would be Lazca that would have ordered it.

    To me it did not matter, Lalo was killed and for sure the police force from the top down were in on it and it was ordered by Zs.

    But now it becomes important. and sadly in 40's favor now that he is captured. One can suggest that 40 laid the ground work to avoid a murder conviction by directing his leaders if caught to say Lazca did it. That is a possibility. if so, a smart move and one that will assure his legal innocence. Remember the case is closed by the state and Lazca was determined to be the architect of the hit.

I suspect that will happen, or even letters, ala La Barbie who gave both on camera interview and letters to express himself.

    you must not live in Coahuila. of course he had reason. everything went upside down when pelon sat on the throne. you are not understanding it really was not about the nephews. It is such an involved story. See the threats against the Moreiras began BEFORE Lalo's murder. This was confirmed by Carlos after the funeral. He said those mantas and messages told the governor a family member would be killed, they had warning. He moved his kids to safety and left Lalo a sitting duck.

    It was about the mobilizations. Zetas had a good "working" relationship with the last letter, you do know who his FIL is, right? But pelon and bert had a huge falling out over the election.

    Bert,and his family blame pelon because there were warnings for a couple of weeks. When the nephews died it was not about them it was the opportunity. The widow went on twitter and blame pelon, facebook also saying he left him exposed knowing what was to happen.

  21. Regardless of who was guilty of killing Lalo, Z40 is done. He will be extradited to the U.S.A. and subsequently have the book thrown at him. Goes to show you how much pull Rafa Caro has. He might have accomplished something Benja AF and Osiel C.G. couldnt accomplish : avoid extradiion to the U.S.A.

  26. I am living again in Acuña for 5 year. What you are attemps to explain are correct. Why that killing was about Pelon now prefer golfos and chapos not as his brother Humberto who was Zeta. The wife of Humberto is Vanessa Guerrero of PN, her father is Zeta. first narco mmantas says "familia" not "sobrino" only when lalo dead reads sobrino. Pelon protects his family not Humberto. lalo was a good person regular civil job and helps many. The father was far and did not corrupt him

  27. The immediate killing of the Lazca after the killing of Lalo (2-Oct and 7-Oct) shows again that the authorities know exactly what is going on.
    The cartels operate in accordance to what the various branches of the government dictates (some of which provide protection/impunity to the Zetas others to the Chapo and yet others to Los Golfos etc).
    Humberto pressured the Zetas and El Lazca did not like it. As a warning the Tervino nephew got hit and El Lazca hit back at Lalo. This was a step too far and he got wacked.

    The cartels are controlled by the various greedy government officials who collect big bucks in bribes. The cartels are the loosers doing the dirty job. The big money however ends up with those collecting the bribes and those guys are sitting safe.

Hasn't Chivis been saying that forever? That it is not about narcos, it's about corruption but mostly apathy towards same?

    as for the casino there was very swift justice and reaction, migrants also as far as arrests. Mexico does that in high profile cases when the world is watching.

    I can't say it was Lazca who ordered the hit but it just makes more sense that Z40 would have. Besides remember the mantas put up in Piedras Negras after Lalos murder saying "nephew for nephew" signed by Z40 and aimed at Ruben Moreira Lalos uncle. I just think Z40 is trying to avoid more serious charges blaming El Lazca now that he's dead. And unfortunately I don't live in Coahuila but I was born in Cd. Acuña and have family who live there. I moved from Acuña over two yrs ago For the moment I'm in Coatzacoalcos Veracruz and just so you'll know over here the Zetas run things. They fired all the police dept, for corruption reasons, and have the marina patrolling the streets now. In your reply you stated that The Zetas had a good working relationship with the last letter when The Zetas and the last letter are the same. Thanks for the info Chivis.

    I wish it were true, but if Mexico tries to pin Lalo's murder on 40 he will be found legally innocent. Same with the SF murders. You see, others have confessed and been found culpable.

    Here is what you somehow missed, and this is HUGE. The mantas began 2 weeks BEFORE the murder, only it was directed at Pelon (you know who that is ...right? The governor is called Pelon for obvious reasons) at that time the mantas did not say "Nephew" they said "family" and threatened a family member of Moreira, it was because of the intense mobilization and Zetas were being hit hard. This was Lazca's doing. No Moreira was selected just a Moreira if the Governor did not hold back mobiliazation.

    Pelon was defiant and ordered additional troops to roll in PN. When 40's sister's kid was killed by that very mobilization this infuriated Lazca, it was like spitting in his face, Humberto was in the Zetas back pocket so Lazca was not used to this. So that DAY and only that DAY more mantas in PN and Acuña went up saying the same text but instead of Moreira family it said "Nephew for Nephew" and a few hrs later at around 6:15PM lalo had a meeting with death.

    after the funeral, which my foundation attended, and many of my friends attended, but no dignitaries went, even Pelon or his damn kids. I am not a Bert fan but there are some things that blood circumvents anger and this is one.

    Enrique Pena and all the big PRI party people attended Vanessa and Bert's wedding in PN, but no one was at Lalo's funeral.

    Carlos Moreira, then the Educational Union Chief in Coahuila, after the funeral had a news interview and he is the one who confirmed the mantas had been a warning for weeks and Pelon only took care of his family, his own kids, and instead of helping Lalo he took his armor car and state police bodyguards away.

    So Lalo's widow and the family blame Pelon. I have an article on this if you do a search, "Lalo".

    There is a readers who wrote something about this and he/she is correct. So a "Moreira" was going to get nailed. Then because of the mobilization NOT because of the nephews. I have tried to explain this multiple times and this is it for me. I know Coahuila, I know Acuña, I know the story, and that is all I can say about it.

    What would be a travesty is that 40 is charged with crimes he can fight against and thereby gain his freedom. They must stick with crimes they can prove. But I will tell you this, a friend, a reporter of a mainstream paper in Mx says 40 is very smart and calculated his defense long ago. I feel he made sure certain crimes could not be brought to him in a trial.

    Even today he is still only charges with weapons and money laundering. I have been waiting to see exactly which murder charges he will face.

Talking to people in the states sometimes is impossible to explain but people that know how this is will. lazca was pissed after the prison breakout he thinks everything normal like before. He had a surprise . It began at that time. the nephew was the good opertunity to go with it. Carlos Moreira spoke for the family and said 'weeks warning that moreira family will pay with family'. never once says nephew until that day because the decision was not made who there had to be opertunity first. and Lalo was that.

    40 won't even be charged prosecutors know better. There are other murders they can prosecute but you correct all the big ones are already blamed and confessed to others.

    There is a murder that would be a good one to go for. If you saw our coverage on the Trevino trial Mamito was on the stand and spoke about the murder of Gordo. He said it was 40's order. do a search. PLUS Gordo was working as a DEA informant so there is good evidence.

    IMO that is the murder to at least include

    You are asserting assumption and conjecture. He was not even a politician, he was a civil worker, working for the city.

    At the time of his death, he was loved and a good kid who preferred little lay back, homely, but homey, Acuna over the big city lights his father wanted him in. People that hate Lalo hate him because of his genetics because they hate Bert. I get that. I also hate the person Bert is and what he did to Coahuila.


    What Lalo would have become, is unknown. He was so happy in Acuna and grew up there. But it is unfair for you, a person who is a stranger to cast judgment of his future. Shame on you. He loved people, we worked together on projects, he was energetic, always upbeat and polite and friendly to all people.
