Wikileak Memo: Obama Refused DEA Permission to Assassinate Chapo

BorderlandBeat.Com Posted on Forum by Siskiyou Kid

Stratfor Memos Leaked By WikiLeaks Show US DEA Was Refused White House Permission To Kill Drug Kingpin Joaquín Guzmán Loera

By David Iaconangelo,

If one high-ranking employee with the global intelligence firm Stratfor is to be believed, not only did the US Drug Enforcement Agency (DEA) once know the whereabouts of Joaquín "El Chapo" Guzmán - the Sinaloa drug cartel kingpin and fugitive from justice in Mexico - but the agency even asked the White House to go into Mexico to kill him.

Among the 5 million "Stratfor memos" published by WikiLeaks in 2012 are several messages from Fred Burton, vice president of intelligence and top expert on Mexican drug cartels for Stratfor, describing classified interactions from 2007 to 2011 between Mexican and US intelligence and even President Barack Obama's response to the 2010 DEA query.  Guzmán, one of the most powerful of Mexico's cartel capos, was sentenced to over 20 years in prison in 1993 on drug trafficking charges but escaped by bribing a prison guard.  He remains a fugitive from justice.

The first of the messages from Burton came on November 2, 2007.  "If the DEA can specifically locate the Sinaloa boss El Chapo, he will be assassinated," Burton wrote.  "A decision memo has been authorized to take him out, as a national security threat."  WhoWhatWhy, an investigative journalism website, writes that the "decision memo" could refer to a decision within the DEA pending approval from the National Security Council, or a memo indicating the Bush administration - still in office at that time - could have approved the plan.

Whatever the case was, a DEA operation was never carried out.  But Burton later says, in a February 2010 email, that the DEA "had a window of opportunity to render El Chapo" but the White House "would not let them do it", quipping, "God forbid we upset our lovely MX neighbors".  In a July 2010 email, he expounds a bit on what happened, writing, "DEA Special Ops submitted a finding to go into MX to whack El Chapo. Obviously, the decision came back as no. Never made it past the deputies committee."

The intelligence VP ends the email striking a pose of nonchalance toward the Obama administration's apparent rejection of the DEA request in that message.  "As Gomer Pyle would say, 'Surprise, surprise'" he writes.  That attitude might be explained by the last of the memos on El Chapo, coming in April 2011, when Burton says, "Obama won't approve a finding for covert action inside MX based on 'moral ground'", adding that then-Mexican President Felipe Calderón "has told a few that violence has reached a point that he would turn a blind eye to unilateral CIA or DEA actions, if they wanted to go down that path, as long as he has 'plausible deniability.'"

Close cooperation between US and Mexican intelligence agencies has been a politically sensitive one in Mexico.  Under the Calderón administration, the agencies were known to have collaborated to an unprecedented degree - though perhaps not to the extent that the Stratfor memos suggest.  But the administration of current president Enrique Peña Nieto, who came into office in December 2012, has tried to wedge out old space.  And the opposition on the Mexican left denounces such collaboration as an incursion on Mexican sovereignty, a claim which Obama dismissed in a May trip to Mexico as "a distortion".

Burton also details ways in which the DEA might have gone about killing the Mexican drug lord. "One of the scenarios discussed to kill El Chapo or other Zeta HVT's [high-value targets] was a 1000 yard head shot by a U.S. shooter, to plant the seed of paranoia in the minds of the narcos as to who pulled the trigger.

"CIA 'Ground Branch' assets and/or DEA SO [Special Operations] have stated they have the ability and intelligence to pull it off without getting caught."

Very good report.

DEA also believes El Chapo is in the same area, so that could be
"circular information".

DEA had a window of opportunity to render El Chapo but the WH would not
let them do it. God forbid we upset our lovely MX neighbors.

I've never seen the wife of the Guat Prez alleged links to the Zetas. I
can verify that if desired?

We are slowly slipping into tyranny and no one is noticing because of all the bad things we are constantly bombarded with. Personally I cannot understand why anyone wants to come here, I would like to leave. It's more dangerous here than people think, & if you're not wealthy it's really bad. It doesn't matter who the president is, they are all the same. Now Chapo, etc owe Obama a favor back right? He let him live so...

  3. Another great decision by our asshole president who as we speak is about to go and bomb Syria because it attacked Syria, so he must kill those Syrians who killed other Syrians, and arm and train the Syrians to kill the Syrians so that Al Qaeda can officially run the country. Right now he just told the world that we have six warships ready to go between now and whenever. When did a Commander in Chief tell the bad guys his plans? I'd rather have Mexico's corrupt president than our current corrupt president.

And come on everyone knew Obama was dirty when he enter into office he's first term.. The Flores twins in Chicago would sponsor him when he was a senator.. and As for Syria , the US needs toond they're own business.. We have understand that' all this middle eastern countries have been killing each other since the beginning of time.. we are billions , if not trillions of dollars in debt , we can't affort another war.. Not only that, what about all our troops been slaughter out there , for a war that had nothing to do with us in the first place..Hey Obama are YOUR daughters gonna inlist??

    4. The president of the US has unlimited, and unilateral power to bring the nation to war. obtaining permission to go to war from congress is constitutionally mandated, but unfortunately has been systematically ignored. The last time a president went to congress for a war vote was Franklin Roosevelt in WWII. Obama is did approach congress for a vote on Syria, but make no mistake that its simply more of a gesture than procedure at this point.

Calderon was like Bush, he had balls. Willing to do unpopular shit cause it was the right thing to do. Obama's a pussy. A black dude that grew up in Hawaii and went to prep schools and now tries to identify with the plight and struggle of colored people. The only thing funnier is how minorities in the US actually buy in to this shit. Unbelievable. This fuckin' guy has to ask congress first before he can even bomb Syria? No balls.
And EPN? Forget for a second this dude looks like a Mexican Ken doll and talks tough.
Ask the communitarian police that have to protect their own towns with shotguns and pistols and beat up piece of shit autos against multi-million dollar cartels in convoys of 15-20 brand new trucks and seemingly unlimited supplies of weaponry, ammunition and shooters. They'll tell you all you need to know about EPN.

Either that or they are playing psychological games with chapo making him think the DEA knows where he is at in the hope he makes a dumb mistake and exposes himself. No doubt if the CIA wanted him dead he would be. However, isn't the objective of the DEA and Mx. govt. is to catch him alive. Then again if they would catch him alive he could reveal all the facts about the people who protected him and aided his cartel in trafficking large amounts of drugs. I think the DEA, CIA, Mexico/ U.S.A. govts. would rather have Chapo remain on the loose or dead - not alive and in custody.

Actually under the law, Obama can do anything he wants with the military, including hit Syria with an airstrike but he has to receive authorization from Congress to continue after 90 days.

The way the upcoming operation has been described, the bombing will last considerably less than 90 days.

Saturday's press conference was Obama asking Congress voting an Authorization to Use Military Force to get him out of political trouble with his leftist base for his "red line" remark he made a year ago.

Why do it now when he has never done it before. Al Qaeda marks all over it (the gassing).

Assad must be doing the right thing by Syrian Sunni, Alawites, and Christians to have their support.
The gassing was done cause Assad's forces were kicking ass and had Al Qaeda FSA on the back foot (were beating them and regaining areas).

So the Americans give the green light to gas children.

Why were inspectors shot at when they tried to inspect the site when the area is meant to be controlled by Al Qaeda FSA? Cause they dont want the inspectors confirming Assad had nothing to do with it.

a permanent seat. It would be interesting to see if the U.S. acts unilaterly even with
congressional approval. It doesnt look good for the Syrian rebels.

The Alawite control of Syria has benefited the Iranians geopolitical interests in their hopes of championing the Muslims resistence against U.S. interests in the region and Israels presence in what was ancient Canaan. Syria is used as a base to attack Israel through the Iranian backed Hezbollah and Hamas organizations. The removal of the minorty Alawite from power might bring a new partnership to peace in the mid east since Iran's allies would no longer have the base of support from Syria. Then again it could exacerbate and spread the conflict if Al Qaeda fills the power vacuum that the removal of Bashar would bring. There is more to this than just Syria. Then end game could be the appearance of the bringing of so-called democracy to the Middle East and the creation of a Palestinian state. This has all the markings of geopolitics and religion.

  57. Look, the US government does NOT want the war on drugs to end. In fact, it adds fuel to it every once in a while to not let it die down. Remember the US Federal operation dubbed "Fast and Furious" that allowed weapons from the U.S. to end in Mexico? What bone head could have thought that something "good" could come out of putting automatic assault weapons in the hands of criminals that are often drug junkies and/or without much higher than an elementary education at best? The U.S. is after Mexico's oil and its very close to getting it. The U.S.failed to get it with Felipe Calderon but is closer to getting it with Enrique Pena Nieto. Neither won the Mexican presidency(and the U.S. knows it) but the U.S. presidents quickly congratulated them. Felipe Calderon won by .54% of a point over AMLO and the U.S. government was OK with it even though there was a lot of proof of open boxes with votes exchanged with ridiculous numbers that did not match the votes it was legally suppose to have. Yet, months after the election in Venezuelan they refuse to recognize Maduro because "he only won by 2%"? That's almost 1.5% more than what Felipe Calderon supposedly won the Mexican presidency but it was OK then? The U.S. government instead of helping the Mexican people, as it claims its doing in Syria and in Iraq, it acknowledged those thieves(presidents) to have a saying in Mexico. When the U.S. takes PEMEX and Mexico gets into a bigger hole because of it we will see mexicans come to the USA in numbers never seen before. I hope you don't blame the mexicans but instead put the blame where it belongs with the government of the United Stames of America.

it is 80% that want congress to vote on it not that they are against hee are the hard poll numbers:

    50% against involvement
    40% support

but when the question is asked "do you support strikes from US Ships and no boots on the ground or planes involved" it reverses:

    50% support
    40% do not

The peace process between Israel and Palestinians is moving in a too slow of pace for the Arab publics liking. Why is the U.S. so quick to want to attack a Arab country for a recent single terrorist attack when the Palestinians have been living under a terrorist occupation for 36 years. The U.S. govt. needs to stop the hypocracy it practices in response to terrorism from Arab nations, while at the same time ignoring the terrorism of Israel.

But I have trouble with the story. if DEA wanted to kill Chapo given the opportunity they would do so, why ask Obama? At the time Chapo was in Guate, Guate was sleeping with the last letter. Get it?

An what would killing Chapo accomplish? Though he needs to be brought to justice, Removing capos never solves or changes anything. If so Calderon would be a hero, he captured the large majority of his chart of targeted narcos. What changed?

Through July almost 14,000 narcos deaths since EPN took office, through July! at the deadliest year with Calderon it was 12, 658. Yes I know the numbers are low but I am using it as a comparative, how there are more deaths and more capos out of the playing field.

  81. I am all for having this scum bag executed. But the DEA is not a hit squad. Yes, they have their snipers and tac crews. Assassination, however, is another art form altogether. It's painfully obvious that we'll never fully know what goes on behind the doors with the CIA, NSA, NSC, or even the White House. It's also obvious that these agencies have, at times, brokered deals with people and organizations that would no doubt cause an outrage if it were publicly known. But we have to be honest with ourselves - if we weren't buying the drugs, Chapo wouldn't have shit. If we weren't importing the sex slaves and the indentured servants, these organizations would have nothing. If your son becomes an alcoholic, do you blame the alcohol company or take him to rehab?

Execute all the Chapo's of the world. But stop turning a blind eye to the fact that it is America with the problem. Let's not spend so much time on the supplier and worry more about keeping our nation off the drugs to begin with. We will never be 100% successful, but we don't have to be. Attacking gang life styles, funding programs that really work (sorry D.A.R.E.), and developing accessible and quality rehabilitation programs would go a long way to weakening the cartels empires. Short of invading Mexico and trying to out right kill them all, there is no other alternative.

  87. You guys need to have gone to mexico and be mexican to understand whats going on. Obama did i good job not killing el chapo. El chapo and his mentor el mayo zambada are the only people who can save mexico. If either of them die expect a lot more heroin addicts and meth addicts in your neighborhood. El cartel de sinaloa does not kill innocent people, rob, kidnap, or sell their product to their own people. They only sell marijuana (which is crappy reggie brown weed) and cocaine. Marijuana and cocaine are probably considered the safest of all drugs. They never dealt with heroin or meth. Now los zetas were built by selling heroin (which if you have an idea makes A LOT OF MONEY) and meth and they started because they sold to their own country (mexico) and attacked the rich to receive money. The zetas leader (Lazcano, which supposedly they killed, but everyone in Mexico knows his death was staged, was trained in the middle east). Los zetas are a horrible cartel, but smart. The only reason why the Sinaloa cartel isn't able to take them out yet is because they bribe Mexican marines, cops, officials, and mexican-american US soldiers to work for them. A police officer, in mexico, gets paid $5,000 DOLLARS a year, which shows you why they are corrupt. USA has sent weapons and army, marine, and navy commanders to train the mexican military. They have sent a lot of weapons. Most of them end up in the hands of the cartels. The soldiers trained by the American commanders turn over to the cartel. They mostly turn to the ZETAS cartel, which is the reason why Mexico is so bad. Unless USA goes into Mexico to get rid of all the cartels, which they can do in a day, leaving el chapo guzman alive and vicente el mayo zambada alive is the best thing they can do.

    ReplyDelete
  88. The sinaloa cartel has the mexican government in their side, but the zetas have set up branches of their cartels all over mexico. USA trained soldiers. Sinaloa Cartel was losing the fight, until recently small towns have built civilian auto defense groups and have taken over their towns and not allow drugs or cartels into their towns. A small revolution is forming. They are standing in the entries of their town with small, weak guns, but standing to protect their towns. As you might know, guns are prohibited in Mexico. The corrupt federal government goes into small towns, searches their homes, and seizes their weapons, but mexican immigrants who progressed in the United States are sending money to their towns in order for them to buy weapons and defend themselves from the government and the cartels. Remember, we might not have won huge victorious wars like USA has, but when our government fails, our people always respond. You might notice my passion for this, but it is because my father was killed by those motherfuckers who kill innocent people. My father was trying to build a vacation home in Acapulco (A famous tourist city) to retire. The cartel noticed he had money so they kidnapped his brother.

    ReplyDelete
  89. You may call el chapo a snitch, but he is the one trying to stop heroin and meth from crossing the border. I don't know if you guys have heard of china white, but that is the purest form of heroin and that is what the "bad cartel" is getting rich off. The new mexican president was put there by the sinaloa cartel (and they still can't get mexico back into control). Obama called off the assassination of el chapo, which was a good move. I live in chicago and recently we've been hearing that los zetas are already here and we see the news of bodies being found chopped up with a Z knifed in their chest. The Zetas are in US already. Watch the movie The watch with jake gyllengejal (whatever his name is). Its based on the Zetas cartel in california. If US is not going to go into Mexico and eliminate the cartels, then at least support el chapo. When the sinaloa cartel had control of all mexico, there was never any violence. Even Americans loved traveling to Mexico, now I that I am a Mexican-American, am afraid of visiting Mexico.

  90. The world is becoming really bad. Is technology here to destroy us, or help us? When are we going to realize that money is the root of all evil. Look at Miley Cyrus and Justin Bieber. They were good kids, and money changed them. My father always had a quote that i think they should listen to, " the more money you have, the more humble you should be."

    ReplyDelete
  91. Mexican music even changed. It used to have meaning, and tell interesting stories. Now it turned just like rap music and became flashy. All you hear in mexican music now is stories of how they pass tons of cocaine through the border and how they kill. Before it used to be of stories of how much they suffered in mexico and how they came to america to better themselves. Mexico is going down the drain. It saddens them, but I am ashamed of my country. I am proud of the auto defense groups standing up for themselves i hope to see more of those, and so far there is more towns building their owns auto defense groups.

    ReplyDelete
  92. Obama made the right choice not killing el chapo. He is nothing like pablo escobar or el señor de los cielos. He doesn't torture his own country or people. He is the only one in power to get rid of los zetas (which have become really powerful from selling heroin and meth to USA and selling it to their own country. They also kidnap the kids of rich parents and ask for monthly payments from businesses in exchange for protection.
