Camarena's Killer: Caro Quintero Ordered Arrested and Extradited

A Mexican judge on Wednesday ordered the arrest of notorious drug lord Rafael Caro Quintero -- who was freed last week on a technicality -- after receiving a US extradition request.
US authorities were outraged  by the surprise release of Caro Quintero, who had served just 28 years of a 40-year sentence for the abduction, torture and killing of a US drug agent in 1985.

The 60-year-old, once a senior figure in a now-defunct cartel, was convicted of killing the US Drug Enforcement Agency's Enrique Camarena and his Mexican pilot Alfredo Zavala.
But on August 7 a judge in the western state of Jalisco ordered his release, and Caro Quintero has gone missing since he left prison.

The federal judge accepted the request from the US government, saying Caro Quintero was wanted for "various offenses" in the state of California, the Mexican attorney general's office said.

If and when Caro Quintero is detained, US authorities will have 60 days to submit a formal extradition request, it added.

The US National Security Council had said Sunday it was "deeply concerned" by Caro Quintero's release and feared another individual connected to the Camarena killing could also be set free.

Mexican Foreign Minister Jose Antonio Meade downplayed the dispute over the release, saying it would not affect relations with Washington because both governments opposed the court ruling, which he said should be "revised."

Caro Quintero was a leading figure in the Guadalajara Cartel. The now-defunct organization was one of the early Mexican drug mafias that linked up with Colombian groups to smuggle cocaine and other drugs into the United States.

After 28yrs. of waiting, the U.S. govt., the DEA, and Camarena might finally get what they worked tirelessly to achieve : the extradition of Rafael Caro Quintero to the U.S. inorder to face justice for the murder of American hero Kimi Camerena. Everyone involved in his release knew that the USA was going to be upset about his release and gave him enough time to disappear and then announce his re arrest and extradition order. He basically paid to break out of prison thru the front door and knew he only had a couple days to play the best hide and seek game of his life.

After Black men and women completed all the work on the beautiful churches and projects the THEN Mexicans started systematically killing all African slaves. Some escaped only to be enslaved again in Texas etc. One famous probable black in Mexico was "José María Morelos" At one time African slaves out numbered Spanish 100 to 1. So the Mexicans then just killed them. Look it up if you can find it.

    So when you see a beautiful aqueduct or Cathederal in Mexico thank a slaved black man for building it.

      You are wrong sir about the history of Mexico. All the beautiful historical buildings that were built were buildings by the native peoples of Mexico. The Spanish brought slaves to Central, South America and Caribbean and were instrumental in the development of those colonies/later nations' economy/culture; however, Mexico was not one of those colonies. The same goes for some other former colonies that Spain at one time controlled. The native peoples' of Mexico were the pool labor the Spaniards utilized as their slaves, whose descendants have played a integral role in building the modern 20/21st century superpower U.S.A. The indigenous people of Mexico have built U.S.A. as well as Mexico. The number of Africans slaves brought by the Spanish to their colonies, for example Cuba, DR, Colombia, pales in comparison to the number of slaves brought to the Americas by the Brithish/England and Portuguese. Population increases of black people to Latin American in recent years has had more to do with economic immigration, like for the building of the Panamal Canal, than Spanish slavery.

    MERIDA INITIATIVE is way to long to do a post, but I will give a little overview:

    Merida Initiative gave Mexico:
    A. 1.4 Billon Dollars for equipment
    B. Judicial, certain military, and police training
    C. Maritime and border strengthening and training (Mexico has no border patrol)
    D. Vetting The Merida Initiative provides for the vetting of Mexican police officers -minimize cash transfers to Mexico and Central America, and secure communications so law enforcement agencies can share data without the risk of criminals eavesdropping

    there is more, like intelligence technology but EPN came in and reneged on agreements that benefited the US such as access to Mexican intelligence, so the playing field is contentious now.

    Other interesting facts are RICO and other ACTS that allow for a broad range of crimes that require Mexico to extradite narcos.

    AND THE US CAN go into Mexico and forcibly abduct under the Supreme Court‟s ruling in Alvarez-Machain.

    Alvarez is the doctor who worked for the Guadalajara cartel and revived Kiki for further torture and interrogation. The doctor was abducted in Mexico and taken to the US, he was acquitted because of lack of evidence. he was deported and he sued the US government for unlawfully taking him. It went to the supreme court and the ruling was in favor of the US and against the doctor.

    This gave way for possible abductions of narcos but because Mexico until EPN had cooperated in extraditions there has not been a need....until now.

    It remains to be seen what happens, it is feasible US intelligence will find Caro Quintero for example and abduct him.

    They have given intelligence to mexico resulting in every big capture taking place there, they had a good relationship with Mexico under Calderon, things are very different now and perhaps different tactics will be enforced. but it could be the opening of Pandora's box.

Tell them how Kiki befriended Miguel Felix, Don Neto and Rafa, and asked Rafa to be godfather to be one of his kids first communions. Say how Kiki told the Guadalajara group they could work with impunity and he would inform on his office's activities to them for some money of course. Tell them that Alfredo Zavala the SARH pilot, who discovered El Bufalo was the one who snitched at the US consulate and put Kiki into a tight spot. The tight spot that would cost him his life. The Mafia doesn't forgive betrayals. Tell them how Kiki received pay offs and didn't give a shit about his job anymore because he was ready to leave to San Diego and leave the life in GDL behind. Tell the people the truth of how Kiki really was. Sticks up the anus? Ice picks to the shins? Stuff of slasher films.
