Mexico Arrests Suspect in Fast and Furious Killing

By Michael Weissenstein
Associated Press

Mexican federal police announced Friday that they have arrested a suspect in the killing of U.S. Border Patrol agent Brian Terry, the slaying at the center of the scandal over the botched U.S. gun-smuggling probe known as Operation Fast and Furious.

Jesus Leonel Sanchez Meza is one of the five men charged with killing Terry in December 2010 during a shootout in Arizona near the Mexico border. One is on trial in Arizona and the other three remain fugitives. Sanchez was arrested Thursday in Sonora state.
Two guns found at the scene were bought by a member of a gun-smuggling ring that was being monitored in the Fast and Furious investigation. Critics have knocked U.S. federal authorities for allowing informants to walk away from Phoenix-area gun shops with weapons, rather than immediately arresting suspects.

In Operation Fast and Furious and at least three earlier probes during the administration of President George W. Bush, agents in Arizona employed a risky tactic called gun-walking—allowing low-level "straw" buyers in gun-trafficking networks to leave with loads of weapons purchased at gun shops.

The goal was to track the guns to major weapons traffickers and drug cartels in order to bring cases against kingpins who had long eluded prosecution under the prevailing strategy of arresting low-level purchasers of guns who were suspected of buying them for others. During Operation Fast and Furious, many of the weapons weren't tracked and wound up at crime scenes in Mexico and the U.S., including the Terry shooting.

In July, U.S. authorities made a rare disclosure linked to the botched gun-smuggling probe, revealing identities and requesting the public's help in capturing the four fugitives accused in the shooting death of Terry. The release of the suspects' identities in an unsealed indictment came with the offer of a $1 million reward for information leading to their capture.

The FBI said it was seeking information related to Jesus Rosario Favela-Astorga, 31, Ivan Soto-Barraza, 34, Heraclio Osorio-Arellanes, 34, and a man identified as Lionel Portillo-Meza, which Mexican police said was an alias of the man arrested Thursday in Puerto Penasco, Sonora. Portillo-Meza's age and birthplace were unavailable.

The other three fugitives were born in Mexico, but their hometowns were not available. Authorities had previously released the identity of the fifth suspect, Manuel Osorio-Arellanes of El Fuerte in the Mexican state of Sinaloa. He was shot during the gunfight and has been in custody since the night of the shooting. He has pleaded not guilty in the case, telling investigators that he raised his weapon toward the agents during the shootout but didn't fire, the FBI said in records. His age was not immediately available.

All five men have been charged with murder. They also face charges of assaulting four federal agents. FBI agents declined to discuss which fugitive is suspected of firing the shot that killed Terry. They also would not comment on whether the weapon was linked to an Operation Fast and Furious purchase.

The five men, plus another who faces lesser charges in the case, went to the U.S. from Mexico in order to rob marijuana smugglers, the indictment said.

  2. to set the record strait this reporter or reporting lays blame on Goerge W. Bush for the gun walking, lets not forget that "Fast and Furious Operation" happened under President Obama, AKA (KEEP NO PROMISE OBAMA), now i am not saying that guns never walked under Bush's Command but it is a FACT that Fast and Furious happened under Eric Holder's and Obamas Command. See the Senate Hearings on you tube...........very eyeopening.....Ms. Holder new about it and did nothing to stop it...the ATF Agents assigned to Mexico had absolutley no knowledge of the gun walking.....see HEARINGS PLEASE....see for your self

  10. To be fair Bush did make similar programs that Obamas administration continued. This did not only happen in mexico but in Iraq too back in 2005.

  12. Something I don't understand why do the American govt allow weapons such as assault rifles, grenades, or other high powered military type weapons which seem only fit for military purposes be available for public purchase? I know in the amendment it states you can etc etc, but these kinds of weapons are only fit for military use, trained people using them, why don't they just allow pistols & shotguns to be purchased? There's enough evil people wanting weapons like these in America without the drug cartels being able to get their hands on them too. And any Americans reading this don't get offended I mean it in a serious way i'm not saying you're all idiots just wondering what you guys think, such as that "batman" killer etc...greetings from Europe.

    1. Citizens in Europe have military grade weapons. Citizens of the Netherlands are required to have arms in their households. The USA has more firearms than most countries yet we don't have rampant gun violence like some countries that have more restrictive laws. Grenades are not legal for citizens in the USA. The fact that grenades and other weapons are in the hands of. Riminal groups re-enforces the idea that our citizens should have the means for an adequate Defence.

    2. @4:58 "uh hey der why uh do uh americans allow assault rifles and grenades herf derf for sale in Emerica?" You hapless dolt. Gun stores don't sell grenades, and "assault rifles" are either neutered or outlawed in almost every state. The versions for sale are very very different from military models...even in Texas and Az. Idiots like to think that cartels are using guns bought from American stores exclusively. That is not the case at all. There are also many practical uses for AR-15's and AK variants to the private collector: one being defense. I dont apologize for owning guns, nor for guns designed to kill people. If Mexico had more US 'like' gun laws, there would be less impunity on the part of their criminals. ,

This is a link to Part one of three parts on a Hearing regarding The Walking of Guns from USA into Mexico. At some point later in the video (position time pointer at 1:10 to be able to follow that upcoming question / answer interaction; I suggest the entire video be watched when you have time to view it all, it's quite lenghty) a question is asked regarding the origin of most gun guns found and examined in Mexico and guess what answer is given? 15. Does it really make sense to let guns walk to catch kingpins? Like if the big dogs over there use them personally on the front line. They knew they were going to foot soldiers the whole time but when this came to light that was there best excuse they gave instead of the truth. Sorry POS.

Amid crime drop, Texas ag commissioner trumpets border crime
    September 08, 2012 7:04 PM
McALLEN — On ProtectYourTexasBorder.com, the Texas Agriculture Department’s controversial border security website, the evidence looks unmistakable: There’s big trouble on the Rio Grande.
Last month, the website began featuring video interviews with Rio Grande Valley farmers, ranchers and government workers who describe harrowing incidents along the border. Called “Texas Traffic – True Stories of Drug and Human Smuggling,” the 16-part series aims to shame the federal government into increasing border security.
“I didn’t want it to be my word for it,” said Agriculture Commissioner Todd Staples, who’s running for lieutenant governor. “I thought farmers and ranchers telling it firsthand would be the most effective tool.”
While powerful, the videos provide a narrow perspective on crime along the border.
The state-run website doesn’t mention that both the McAllen Police Department and Hidalgo County Sheriff’s Office reported that crime dropped significantly during 2011. McAllen’s crime rate hit a 21-year low, marked by a dramatic drop-off in auto theft, according to McAllen’s annual crime report. The Sheriff’s Office reported the second-lowest crime rate in 15 years, which included a 21.9 percent drop in violent crime.

  27. With or without consent from.regardless the president in charge ,sending weapons yo track some one isn't going.to work . Is like saying lets throw gasoline to a fire maybe it will go out..no people Use Common sense. We need to start asking for people like holder commiting whitr collar crimes at such scale to go away without punishment. How CAN THE ATTORNEY IN GENERAL testify without swearing under oath. what kind of democracy bullshit is that ?
Or how about a.drug lord suing the us?
And the US got stuck when they asked to declassified documents. All the us could say to.not do it ,was " its a threat to national security " if they were to release such documents. Could've been worst then watergate.
Stop focussing on who to blame but focus on the real criminals and knowledgethe crime

  33. Obama and Eric Holder should be charged with conspiracy to commit murder. Mr. Terry was killed by guns they gave to these gangsters. How did they plan on "tracking" these guns once they were in mexico in the sicarios hands?? Amazing really...if there was any justice left in this world Eric Holder would be on trial as well as Obama. They are fueling the drug war. Ask any liberal about fast and furious and they will tell you they thought the movie was cool. Thats how clueless and brainwashed they are by our socialist government.

    2. @12:26... *sigh* I am encouraged by the fact that the only time I get an attack post, it's always some illiterate fool talking about "street, and respect blah blah blah". You are part of the problem. Right now people have more resources than ever before, yet many are still uninformed morons like yourself.
It tickles my pride to know that the dregs of the world and myself do not see eye to eye. And for the record, I am not at all afraid to say my real feelings because I'm a well travelled and educated man with a concealed carry permit. The reason I patronized and snapped at euro boy was simple, he wants to have an opinion, the info is freely available, but he doesn't inform himself ; thus he thinks grenades and machine guns are available at gun stores. Ignorance is no excuse anymore...the stakes are too high. But thanks to people like you, the struggle goes on. Please read a book Byron.

Chivis was doing a ton of work and may be just taking a well-deserved break. Whatever the case may be Chivis will be remembered and valued by those who mingled with that reporter's posts leaving commentaries and asking questions with the many Chivis Replies

You've notice that Buggs is doing 99 % of the work now? That means it's turned into an overtime job with just one person trying to keep up. You do excellent work Buggs but I hope you get some input & relief from other reporters soon, we can't do the same thing all day every day or we'll fall off the edge.

You are easily led down any path laid before you because your priorities in life are to sound tough and stupid at all cost. I have bruised my knuckles and bloodied my shoes on many a bald headed fools like yourself Fredo.
As for the problem in Mexico, it's gonna take a lot of changes and a lot of time. There will always be little dicked macho men who want to shoot their way to success. They are too stupid to be reasoned with and the only answer is an informed and armed middle class. Mexico hasn't had a middle class...ever. It's a shame that opportunistic criminals have seized on such a vulnerable state. I hope that there will be a radical push toward arming the people who need to defend themselves and disarming those who prey on others.
Hopefully the USA will participate, but ultimately this is Mexico's problem. Drugs come from the South and arms from both north and south. The violence is a symptom not the problem. Drugs need to be legalized, weapons legalized and registered to law abiding citizens. The public needs to band together and kick out the corrupt political machine. It's going to take forever and a miracle, but it can be done. The only thing holding it back are idiots with clinched fists and limp dicks...like my buddy here I've been 'conversatin' with yo. Hey stupid, what set you claim...g?
