Ernesto Ruffo Appel, Former Baja California Governor, Arrested on Huachicol Fiscal Charges

Ernesto Ruffo Appel, former governor of Baja California state, was arrested by Mexico's Attorney's General Office (FGR) in Ensenada, Baja California on charges related to organized crime, fuel theft, and tax evasion through Ingemar, a firm founded by Ruffo.


Authorities also arrested Ricardo Thompson Navarro, another major shareholder of Ingemar.


According to the FGR, the arrests followed a long-running investigation into an alleged fuel contraband network linked to Ingemar, a company founded by Ruffo. Prosecutors allege the company participated in large-scale fuel imports that evaded customs duties and taxes, known as "huachicol fiscal".

The investigation is connected to the 2025 seizure of approximately 15.5 million liters of fuel and more than 100 tanker trucks at two railway yards located in Saltillo and Ramos Arizpe, Coahuila.
