CNN, NYT Report CIA Was Behind Car Bomb Assassination of Sinaloa Cartel Officer in March 2026

By "El Huaso" for Borderland Beat

In late-March, a Sinaloa Cartel officer identified as Francisco Beltrán “N” alias "El Payin" was killed when his vehicle exploded just after arriving at Felipe Angeles International Airport just outside Mexico City. Last night, CNN reported that the killing was orchestrated and carried by C.I.A. officers in Mexico, a claim which the United States and Mexican governments rejected. 


Citing anonymous sources, CNN reported that the killing is part of a new campaign against cartel members waged by C.I.A. officers operating in Mexico. The NYT ran a similar story today, claiming the C.I.A. planned the event, but did not execute the explosion.

The story has been denied by both the Mexican and United States' governments. After the story was published, C.I.A. spokesperson Liz Lyons tweeted: "This is false and salacious reporting that serves as nothing more than a PR campaign for the cartels and puts American lives at risk". 

The denial has been even more vehement from Mexican President Claudia Sheinbaum administration, who stated the NYT report was a “fiction the size of the universe”.

The rejection of the story is expected from both the United States and Mexico. The United States has been open about C.I.A. involvement in providing intelligence to Mexican forces, but has of course never acknowledged any involvement on the ground. For President Sheinbaum, avoiding U.S. kinetic action in Mexico at bay is a central objective of her presidency. 

In late April, two U.S. agents reported to be C.I.A, officers were killed along with two Mexican police officers in a car wreck in the northern state of Chihuahua while returning from the seizure of a clandestine drug lab. The revelation was inflammatory in Mexico, particularly to the federal government, who appeared to be blindsided by U.S. involvement on ground missions.

  1. I followed the original story by you and there had never been a convincing narrative, the closet one I saw was a grenade exploded accidently.

    This probably makes more sense to me, given the last few months. It’s hard to imagine CIA operatives or their assets getting close enough to guys like that to plant a IED but I don’t know.

    To undermine those groups structures you cause chaos and paranoia. The whole thing has seemed off. Didn’t seem like a hit by the other side, why not just hit them in the car? Or take them for information?

    I think the glimpse of the truth is in the Harfuch and Claudia denials, what they don’t offer is ANYTHING regarding an explanation for the Payin death. Nothing. A car exploded on a freeway and they don’t even have a counter narrative.

    1. could be true but doesn't make any sense strategically to start bombing random civilians who happen to be mid level sinaloa. what are they hoping to achieve? if it's legit, where's the other examples, and why are we not targeting the higher ups.

      it's plausible though this american administration has already demonstrated willingness to murder extrujudiciously. so it would be on brand.

      I did Drug Interdiction missions with the USAF in support of the DEA throughout Caribbean, South America and later Africa from 1998 to Sept of 2001. I never had an interaction that gave me a reason to suspect CIA involvement with my missions but I can share that the DEA was excellent at generating sources within lower, mid-level, and I believe senior level trafficking management (at least within the Golf Clan, FARC, and the Shining Path in Peru.
      I do suspect someone close enough to Beltran was able to place a remote or timed explosive device in his car.

      I DO BELIEVE WITH CONFIDENCE HOWEVER that the CIAs presence and involvement in Mexico poses an imminent, clear and present danger to US civilian tourisits in Mexico effective immediately.

If you have any information leading to the arrest, capture, or neutralizations of narco terrorists the CIA can accept your information but they are not law enforcement officials, so best bet is the DEA or DoJ or White House or something. The Department of State also has some rewards for snitching on people that they really want. Most of them are Latino Spanish speaking persons.
