Borderland Beat is currently seeking new contributors.

We’re looking to expand our regional coverage and are especially interested in writers with knowledge of underreported areas. If you follow organized crime, security, or regional developments and have been looking for a platform, we’d like to hear from you.

Please note that Borderland Beat is an independent, volunteer-run project and contributions are unpaid. Contributors would submit draft articles for review, and approved pieces will be published with full credit to the author.

And people forget that all these articles are basically translated, and these guys here go through the trouble of reading all these articles and looking to select the ones that they think we are going to want to read the most.

  18. Also, I would like to clarify something for the individual stat thing that I’m going on some RANT ETC. This is what I’m talking about. When I was defending, Mr.Sol. I was doing so on the basis that many people here come down on an individual for misspelling something. They would come down on Sol And call him a cheerleader because he chose to write about a certain group. I believe that everyone has the right to put articles up on whomever they see fit. Maybe it’s easier for them to do so. Who knows? Maybe he has a past with them where they probably did something to him or one of his friends or a family member and he chooses to put those videos up. I do have to say that, even if Sol has a certain personality, which is even to my taste, not the best. He wasn’t being a cheerleader. It was just easier for him to post articles and find articles on those specific groups. Most of you were not complaining when he was posting all those videos. And most of you wanted him to put more Goresh stuff like it’s fun to see people getting chopped up and cut up into pieces. And technically, these are some of your same comrades as far as nationality. I would never want to see Dominicans being chopped up all the time, even if they deserved it, but it became more than that. It almost became like a sport for you guys to wanna see some of those things and not necessarily even comment or say anything good about it. And again for the third fourth and fifth time I don’t think Sol Did anything wrong with saying that he just wanted to get paid for what he’s doing? We all have preferences and our preferences have to be respected or should be respected. That’s all.

    CIA IGNORED CHARGES OF CONTRA DRUG DEALING

    The SPEAKER pro tempore. Under a previous order of the House, the

    gentlewoman from California (Ms. Waters) is recognized for 5 minutes.

    Ms. WATERS. Mr. Speaker, well, the CIA has finally admitted it and

    the New York Times finally covered it. The Times ran the devastating

    story on Saturday, with the headline: CIA Said to Ignore Charges of

    Contra Drug Dealing in 80s.

    In a remarkable reversal by the New York Times, the paper reported

    that the CIA knew about Contra drug dealing and they covered it up. The

    CIA let it go on for years during the height of their campaign against

    the Sandinista government.

    Among other revelations in the article were that ``the CIA's

    inspector general determined that the agency `did not inform Congress

    of all allegations or information it received indicating that contra-

    related organizations or individuals were involved in drug

    trafficking.' ''

    The Times article continued pointing out ``[d]uring the time the ban

    on [Contra] funds was in effect, the CIA informed Congress only about

    drug charges against two other contra-related people. [T]he agency

    failed to tell other executive branch agencies, including the Justice

    Department, about drug allegations against 11 contra-related

    individuals or entities.''

    The article continues stating ``[the Report] makes clear that the

    agency did little or nothing to investigate most of the drug

    allegations that it heard about the contra and their supporters. In

    all, the inspector general's report found that the CIA has received

    allegations of drug involvement by 58 contras or others linked to the

    contra program. These included 14 pilots and two others tied to the

    contra program's CIA-backed air transportation operations.

    The Times reported that ``the report said that in at least six

    instances, the CIA knew about allegations regarding individuals or

    organizations but that knowledge did not deter it from continuing to

    employ them.''



    Several informed sources have told me that an appendix to this Report

    was removed at the instruction of the Department of Justice at the last

    minute. This appendix is reported to have information about a CIA

    officer, not agent or asset, but officer, based in the Los Angeles

    Station, who was in charge of Contra related activities. According to

    these sources, this individual was associated with running drugs to

    South Central Los Angeles, around 1988. Let me repeat that amazing

    omission. The recently released CIA Report Volume II contained an

    appendix, which was pulled by the Department of Justice, that reported

    a CIA officer in the LA Station was hooked into drug running in South

    Central Los Angeles.


    I have not seen this appendix. But the sources are very reliable and

    well-informed. The Department of Justice must release that appendix

    immediately. If the Department of Justice chooses to withhold this

    clearly vital information, the outrage will be severe and widespread.

    We have finally seen the CIA admit to have knowingly employed drug

    dealers associated with the Contra movement. I look forward to a

    comprehensive investigation into this matter by the Permanent Select

    Committee on Intelligence, now that the underlying charges have finally

    been admitted by the CIA.

    Manuel Noriega says he had good reasons for allowing drugs and guns to slip through Panama: The last seven CIA directors, including George Bush, asked him to help with the guns, while four directors of the Drug Enforcement Administration sought his help on the drugs.

    CIA directors who asked Noriega to allow them to travel through Panama included George Bush, Richard Helms, William Colby, James Schlesinger, Stansfield Turner, William Casey and William Webster.

    The DEA directors who purportedly asked Noriega to allow drugs to pass through Panama included Terrance Burk, Francis Mullen, Jack Lawn and John Ingersoll.

    The assertions came in papers released Thursday by the U.S. District Court in Miami, where the deposed Panamanian leader is scheduled to be tried on drug charges Sept. 4. Noriega’s lawyers have always said that the U.S. government authorized his involvement in drug and weapons dealings in Panama in the 1970s and 1980s. But they never said who provided the authorizations until they submitted the names under seal in a March 22 court filing. The papers were made public Monday.
    The weapons shipments were destined for Nicaragua and Honduras, the papers said.

    Besides Bush, the CIA directors who asked Noriega to allow them to travel through Panama included Richard Helms, William Colby, James Schlesinger, Stansfield Turner, William Casey and William Webster.

    “Further, Gen. Noriega was requested that these shipments not be inspected or molested by the Government of Panama”, the papers say. “Upon the return flight of the aircraft, Gen. Noriega was also requested not to inspect the returning cargo to the United States.”

    The court filing did not identify the returning cargo.

    A CIA spokesman in Langley, Va., declined comment, citing an agency policy not to discuss pending court cases.

    The DEA directors who purportedly asked Noriega to allow drugs to pass through his country included Terrance Burk, Francis Mullen, Jack Lawn and John Ingersoll.

Legal documents show him with immunity and warned of impending raids by USG as recently as 2012-2013. the attorney for CDS had his charges dropped. . I will post the case data here. Also, the current head of CDS boasts of his CIA , National guard ties in Mex. in Italian police intercepts of his communications, I will post that also

    WORLD WAR II
    The Office of Strategic Services (OSS) and the Office of Naval Intelligence (ONI), the CIA's parent and sister organizations, cultivate relations with the leaders of the Italian Mafia, recruiting heavily from the New York and Chicago underworlds, whose members, including Charles `Lucky' Luciano, Meyer Lansky, Joe Adonis, and Frank Costello, help the agencies keep in touch with Sicilian Mafia leaders exiled by Italian dictator Benito Mussolini. Domestically, the aim is to prevent sabotage on East Coast ports, while in Italy the goal is to gain intelligence on Sicily prior to the allied invasions and to suppress the burgeoning Italian Communist Party. Agency operatives help the Mafia seize total power in Sicily and it sends money to heroin-smuggling Corsican mobsters in Marseille to assist in their battle with Communist unions for control of the city's docks. By 1951, Luciano and the Corsicans have pooled their resources, giving rise to the notorious `French Connection' which would dominate the world heroin trade until the early 1970s. The CIA also recruits members of organized crime gangs in Japan to help ensure that the country stays in the non-communist world. Several years later, the Japanese Yakuza emerges as a major source of methamphetamine in Hawaii.

    Chinese Communist revolution causes collapse of drug empire allied with U.S. intelligence community, but a new one quickly emerges under the command of Nationalist (KMT) General Li Mi, who flees Yunnan into eastern Burma. Seeking to rekindle anticommunist resistance in China, the CIA provides arms, ammunition and other supplies to the KMT. After being repelled from China with heavy losses, the KMT settles down with local population and organizes and expands the opium trade from Burma and Northern Thailand. By 1972, the KMT controls 80 percent of the Golden Triangle's opium trade.

    It's the kind of government exchange you assume never actually takes place. But it did. And it went something like this:

    CIA Chief: Dear Attorney General, Do you mind if CIA agents or informants are dealing drugs? I mean, we don't have to tell on them, do we?

    Attorney General: Of course not! Well, you did. But I just changed the law. Don't worry about it.

    CIA Chief: Gee, thanks!

    This may sound absurd, but according to a series of recently declassified documents obtained by the MoJo Wire, it's just what happened in the spring of 1982.

    Central Intelligence Agency Director William Casey's request to then-Attorney General William French Smith isn't in the public domain. But two letters, one from Smith thanking Casey for his request, and a follow-up by Casey, are both available. They were released as part of a internal CIA report that explored allegations of CIA involvement in drug trafficking. (The most comprehensive allegations were reported by Gary Webb in a series of San Jose Mercury News reports and a book entitled "Dark Alliance.") In the first document, Smith thanks Casey for his letter (the one that isn't public) and says:

    "...in view of the fine cooperation the Drug Enforcement Administration has received from CIA, no formal requirement regarding the reporting of narcotics violations has been included in these procedures."--William French SmithAttorney General

    Casey in return thanks the Attorney General for his understanding:

    The two men then codified their agreement in a Memorandum of Understanding. According to the agreement, intelligence agencies would not have to report if any of their agents were involved in drug running. (By agents, the agreement meant CIA sources and informants. Full-time employees still couldn't deal drugs.) That understanding remained in effect until August of 1995, when current Attorney General Janet Reno rescinded the agreement.

    It's reasonable that the CIA be allowed to keep its mouth shut if it knows that some of its agents are involved in minor illegal affairs. Presumably some of the value of informants comes from the fact that they keep company with shady characters who engage in unlawful activities.

    But why would the CIA ask to be exempt specifically from drug enforcement laws? According to Congresswoman Maxine Waters (D-Calif.), who is calling for full disclosure of the facts, "The CIA knew that the Contras were dealing drugs. They made this deal with the Attorney General to protect themselves from having to report it."

    Some of the remaining questions may still be answered. The Department of Justice and the CIA have finished separate investigations into possible CIA involvement in drug smuggling. But neither report has been made available to the public; the Justice department cites an "ongoing investigation" while the CIA says their report is an internal document and therefore classified. Says Congresswoman Waters: "What is it they don't want Americans to see? If the CIA was involved in drug trafficking, they should be brought to justice. Not covered up."

    I turned over video tapes to your NSC staff assistant, Tom Harvey, January 1987, wherein General KHUN SA, overlord of Asia's "Golden Triangle", offered to stop 900 tons of heroin/opium from entering the free world in 1987. Harvey told me, "...there is no interest here in doing that." General Khun Sa also offered to identify U.S. Government officials who, he says, have been trafficking in heroin for more than 20 years.

    Instead of receiving an "Atta Boy" for bringing back video tape showing Khun Sa`s offer to stop 900 tons of illegal narcotics and expose dirty USG officials, Scott was jailed and I was threatened. I was told that if I didn't "erase and forget" all that we had discovered, I would, "hurt the government". Further, I was promised a prison sentence of "15 years".

    I returned to Burma with two other American witnesses, Lance Trimmer, a private detective from San Francisco, and Barry Flynn from Boston. Gen Khun Sa identified some of those in government service he says were dealing in heroin and arms sales. We video taped this second interview and I turned copies over in June 1987, to the Chairman of the Select Committee on Intelligence; Chairman of the House on Foreign Affairs Task Force on Narcotics Control; Co-Chairman, Senate Narcotics Committee; Senator Harry Reid, NV; Representative James Bilbray, NV; and other Congressional members. Mister Richard Armitage, Assistant Secretary of Defense for International Security Affairs, is one of those USG officials implicated by Khun Sa. Nothing was done with this evidence that indicated that anyone of authority, including yourself, had intended to do anything more than protect Mr. Armitage. I was charged with "Misuse of Passport". Seems that it is alright for Oliver North and Robert MacFarlane to go into Iran on Irish Passports to negotiate an illegal arms deal that neither you nor anyone else admits condoning, but I can't use a passport that brings back drug information against your friends.

    A U.S. agent I have known for many years stopped by my home last month enroute to his next overseas assignment. He remarked that he had worked for those CIA chiefs named by KhunSa, and that by his own personal knowledge, he knew what Khun Sa said wastrue. He was surprised it had taken so long to surface.

    Media Censor CIA Ties With Medellin Drug Cartel

    The Washington Post (2/12/88) included this politically delicate aspect of Rodriguez's testimony in its headline: "Drug Money Alleged to Go to Contras." But Joe Pichirallo's page 30 article tiptoed around CIA involvement with Rodriguez. The Post also failed to mention Rodriguez's assertion that he worked with US banks, and it did not include his statement about laundering moneyfor the CIA after his drug indictment. This omission was egregious in view of the fact that Senator Kerry questioned Rodriguez in detail about an accounting sheet which a federal prosecutor submitted as evidence at his trail:

    Senator Kerry: What does your accounting show with respect to the CIA?

    Ramon Rodriguez: It shows that I received a shipment of three million and change sometime in the middle of the month. (Watch the video)



    At the end of the hearing the Post's Pichirallo asked chief counsel Jack Blum why the CIA would use Rodriguez to funnel money after he'd been indicted. Blum responded that such a time would be ideal, since US government investigators cannot approach a defendant after he has been indicted. Extra! later asked Pichirallo why Rodriguez's testimony about moving dirty money for the CIA was excluded from the Post, but he was not forthcoming: "It is my policy never to discuss anything I do."

    (Ramon Rodriguez mentions that he also paid the Watergate burglars earlier in his career, but Senator Kerry doesn't ask further questions.)

    Senator KERRY. Let me do this, because my colleague is also under some pressure. I want to ask you a few questions about one area, and then we'll come back. But I do want the record to go through this detail. I know it's tedious, but it's very important.

    In 1984, you said your shipments began to change. Is that correct?

    Mr. MORALES. Yes, they did.

    Senator KERRY. Is that the point in time in which you were approached by people you knew to be part of the Contra organization?

    Mr. MORALES. Yes.

    Senator KERRY. Can you describe specifically when that took place and what took place?

    Mr. MORALES. That was right after my indictment.

    Senator KERRY. When was your indictment?

    Mr. MORALES. March 3, March 3 or March 6, 1984. Right after that, few weeks, maybe a month, I was introduced by the Contra leaders in South Florida.

    Senator KERRY. Who were you introduced to?

    Mr. MORALES. I was introduced by Popo Chammoro, Octaviano Cesar, and --

    Senator KERRY. Popo Chommoro.

    Mr. MORALES. Yes.

    Senator KERRY. Octaviano Cesar.

    Mr. MORALES. Yes, and Marcos Aguado.

    Senator KERRY. And Marco Aguado.

    Mr. MORALES. Which they represent themselves as being leaders of the Contras and also represent themselves as CIA agents.

    Senator KERRY. Now when you say they “represented themselves,” did you know of them at that time?

    Mr. MORALES. I heard about they being CIA agents. Yes, I did.

    Senator KERRY. When you say “their being,” who was a CIA agent?

    Mr. MORALES. Marcos Aguado and Cesar Octaviano.

    Senator KERRY. How do you know that?

    Mr. MORALES. It's being very well known through many people for a long time around Central America and south Florida. (...)

    Senator KELLY. He said he could take care of your legal problems?

    Mr. MORALES. Many times I talked to him and he told me that he had plenty of friends, being him, the CIA, can advise the superiors about my financial support and airplane and training, and, therefore, they will finally, eventually will take care of my problem, which they did. To an extent, they did. As a matter of fact, they did.

    Senator KERRY. We'll come back to that in a little while. If you'd make a note on that, we'll come back to that in a while. I want to just run through this so Senator McConnell can have his round.

    Mr. MORALES. Drugs.

    Mr. MORALES. Of course they know that.

    How do you know they know that?

    Mr. MORALES. Because we discussed, as a matter of fact, we discussed to bring drugs that did not belong to me. They were their own drugs.

    Mr. MORALES. I was in the beginning of the runway. The plane lands and unloads the drugs into the end of the runway.

    Senator KERRY. How did you know they were drugs?

    Mr. MORALES. I saw them.

    Senator KERRY. What did you do with those drugs?

    Mr. MORALES. Sell them.

    Senator KERRY. What did you do with the money?

    Mr. MORALES. Give it to the Contras.

    Senator KERRY. All right. I'm going to come back to this because there's obviously considerably more detail that needs to be filled in.

    Mr. MORALES. Let me make myself clear, Senator.

    Senator KERRY. Please.

    Mr. MORALES. I gave them back to the same people because the Contras means a lot to a lot of people. I gave them back to Mr. Octaviano Cesar, who works for, used to work for the CIA, and Mr. Popo Chammoro, and Marcos Aguado...

    How much -- can you estimate the amount of narcotics in dollars that you shipped back as part of this scheme for transfer of weapons down there?

    Mr. MORALES. How much was the money?

    Senator KERRY. How much money in narcotics value was brought back in as part of this linkage in 1984 and 1985?

    Mr. MORALES. Many, many, many millions of dollars. Many millions of dollars. Many.

    Senator KERRY. Can you give us an estimate of the kilos of cocaine?

    Mr. MORALES. In 1984, the kilos of cocaine in July were going around $32,000, $34,000, $35,000 a kilo. That is $35 million right there, in July.

    Senator KERRY. It’s $35 million?

    Mr. MORALES. In July.

    Senator KERRY. In July.

    Mr. MORALES. July, yes...

    Senator KERRY. Now, when the drugs flew back in, did they come in the daytime or nighttime?

    Mr. MORALES. They come in in nighttime. A few of them in daylight. But a few of them.

    In the United States, they came twice at night. The rest of them came daylight.

    Senator KERRY. Now here you are. You have been indicted before. You have a known reputation in the region as a narcotics trafficker. You are leading a pretty flashy lifestyle. You have helicopters, planes at your disposal, you are racing fast boats, with a lot of money moving around. And you’re telling us that at this airport, with all of this knowledge about you, you were still able to move around without any fear?

    Mr. MORALES. I was very, very surprised myself.
