The Reason to Meet
For health reasons, Mencho was working on his succession, and the plan to hand over the power to his son-in-law, Julio Alberto Castillo Rodríguez, (husband to Jessica Johanna Oseguera González) either temporarily or permanently, is unknown.
They would have met to find a way out of the conflict, but this meeting was interrupted by a military operation.
Doble R and Apa report directly to Juan Carlos 'El 03' Valencia González as he created The Elite Group. He is allegedly the stepson of El Mencho and the brother of Laisha.
Some of the most notable work of El 03 is that he is the alleged person responsible for the kidnapping of Jesús Alfredo and Iván Archivaldo in Puerto Vallarta.
Playing it Safe
Because Mencho loves all the attention, the inner brass of CJNG is constantly trying to outdo one another to be number one on Mencho's list. As you can imagine, this causes a lot of competition, but not without bad blood and losers!

In-Person Meeting
A face-to-face meeting is tricky for cartels because it usually involves important underworld figures being hunted by rivals and the government. An in-person meeting is unnecessary and only used for the most critical matters. In-person meetings are necessary when the subject is too sensitive to share between messengers, and a higher level of privacy is needed.
El RR would be the initiator of the meeting with Gerardo González Ramírez, El Apá. What was so urgent that RR would request an in-person meeting?

Since 2019, federal authorities have information that the leader of the Jalisco New Generation Cartel (CJNG) that kidney failure he suffers from has deteriorated his health and hindered his refuge in mountainous areas of the states of Jalisco, Michoacán, and Colima.
Rumors concerning the health of El Mencho are nothing new. But in August 2022, this would be the reason for the narco summit between Doble R and Apa.

Rejecting Mayate
This new decision of supreme leadership did not sit well with El Doble R and El Apa. The Ministry of National Defense leaked that, last Wednesday, August 10, its troops were about to apprehend two of those leaders in Ixtlahuacán del Río, Jalisco: Ricardo Ruiz Velasco alias El RR and Gerardo González Ramírez El Apá.
They would have met to find a way out of the conflict, but this meeting was interrupted by a military operation.

For now, it's safe to say that Mencho is running the show, and rumors have stopped regarding his health.
RR and Apa report under Juan Carlos 'El 03' Valencia González. He is allegedly the stepson of El Mencho and the brother of Laisha. RR and Apa are loyal to El 03 and would have more power under him.
As we learned in Chapter 1, The Elite Group of CJNG, a one-time commando unit, has fully taken over El Marro's cash cow, fuel theft. Also, we learned about the 3rd and 2nd ranks of the Elite Group, El Locochón, and his boss El Chawis.
If El Mayate took the leadership role, both men would lose power and the cash cow of fuel theft.
More Thoughts & Speculation
Mencho enjoys it when his subjects do stupid things to prove their worth. Some examples are Groupo Elite making a video for his birthday showing off an impressive force and equipment. How about kidnapping two female Marines at Walmart in Puerto Vallarta? Or kidnapping Chapitos at a popular restaurant? How about killing a YouTube kid, lol? Do these sound like good plans?
These sound like low-level grunt assignments with a high probability of being caught. So why would RR, 03, Mayate, Tony Montana, and Jessica Johanna Oseguera González (daughter of Mencho, wife of Mayate) participate in these activities?

DeleteI don’t think Laisha and her husband kidnapped those 2 Marines to try impress her dad for some part of the silly succession competition. I think she did it because they had just arrested and detained her mom, and she doesn’t give a fuck.

If anything, Alfredito gave up the information which wasn’t too secret. After all it was a birthday trip with a dozen or so on social media.
But Alfredito didn’t show up with dozens of sicarios at one of nicest areas on the strip. No Damaso or anyone else outside of CJNG could pull off that kind of move, in that location, and with that big of crew. The “intellectual” author of such event is El 03.
I look forward to showing the research and covering some new topics in the post on the kidnapping.
