Woman Charged With Murder After Allegedly Supplying Inmate With Drugs As They Exchanged Kiss

Tennessee woman Rachel Dollard has been arrested on a second-degree murder charge after she allegedly supplied drugs to an inmate who later died, the Daily Beast reports.

Dollard visited inmate Joshua Brown in February this year, during which she allegedly passed a balloon pellet containing at least half an ounce of ethamphetamine. According to the Dickson County Sheriff’s Department and the Tennessee Department of Correction, Dollard passed the drugs to Brown orally when they shared a kiss. The man later died of an overdose after he swallowed the balloon pellet containing the drug.

“In February, Dollard was observed passing drugs to inmate Joshua Brown as the two exchanged a kiss during visitation at the Turney Center Industrial Complex,” reads the Tennessee Department of Correction statement published on Tuesday. After swallowing the pellet, Brown later died later at a local hospital." Dollard was arrested this past weekend by TDOC special agents and officers from the local sheriff’s department.

She’s currently being held at the Hickman County jail on charges of introduction of contraband into a penal facility, and second-degree murder. “This incident points to the real dangers of introducing contraband into prisons and the consequences that follow,” said David Imhof, Director of TDOC’s Office of Investigations and Conduct. “Our agency will pursue prosecution against any individual who threatens the safety and security of our staff, the men and women in our custody, and our facilities.” 

Brown was serving an 11-year prison sentence on drug-related charges, and was set to be released by 2029 at the latest. As a result of the incident, the Tennessee Department of Correction will place body scanners at all relevant facilities

  5. She did Mr.Brown a favor, he does not have to serve the remaining 7 years in prison no more.
    By the way did the drug come from Mexico.
    Somehow need to hold the government of Mexico accountable too, for letting drugs flow into US.

      By the way, every single death caused by fire arms in Mexico is for bullets coming for the US... In some way Mexico would have the same right to accuse the US for letting weapons flow into Mexico. Straight your facts first.

    2. Chris Rock had a great idea. Bullets should be taxed at the rate of 50 thousand per cartridge. We've made it too cheap to rack up bodies. Busting caps in someone's ass should be beyond the means of the poor.

    5. 554 where did you get 90% from? Did you make that number up? From my understanding a lot of drugs come from south America, other drugs from Asia and the Middle East and then you have some drugs that are produced in Mexico. Stop trying to pass your comment off as fact.

If I kill someone with a "made in China" knife, we (me/victims family) should blame China for supplying that knife?, If drugs enter your country, then dont allow them to enter... dont allow them to distribute, dont allow them to be sold on streets, dont allow that population to make a HUGE demand, not sure if is correct to blame the supplier that you guys are financing.... Suffering for your very own problems is great when theres always a Mexico to blame.

    7. @6:43. He probably produced that figure from the presumed origins of confiscated drugs in the US. Assuredly inaccurate but likely not wildly off the mark.
      Interestingly, according to Drugs.org, the first US drug laws targeted Chinese (opium). Next on the hit parade came Aftican-Americans who were targeted with anti-cocaine laws. Lastly, Chicanos and Mexicans found themselves in the crosshairs of anti-mota laws.
      To illustrate how long America has waged war upon its own citizens, in 1914 the New York Times detailed how Southern sheriff's were switching from .32 caliber revolvers to 38 caliber. According to the redneck lawmen, a .32 caliber was insufficient to stop, quoting, a "cocaine-crazed Negro."

      The US has been fighting a drug war all my 60 years and its perplexing why the citizen tax payers don’t demand that enforcement resources are not immediately diverted and deployed to drug education and marketing how ugly and stupid they make users. Some of the comments made herein would be great examples as to why not use drugs.

      Opium Trade in CHINA was re-imposed by the British Navy with reasonable arguments of their Navy Cannons until Mao kicked them out after WWII.
      With the Industrial Offshoring Revolution on the US the chinese were allowed to traffick drugs again to the US, but only after the SouthAmerican cocaine cowboys had their chance at money laundering and their specialist banks stole all the US industries they could through adversarial takeovers and bank robberies.
      After the chinese became trillionaires, they were given back Hong Kong and a partnership in the HSBC bank in exchange for all their dollars, and a chance to again traffick opiates all over the world...

    In my opinion she's not that bad looking.
    I wonder though how come they didn't give any specifics as to how he actually passed away. Meaning they could have said that capsules broke in his mouth or baggy. The digestive juices were too much etc.

    3. Swallowing the drugs in a balloon is an old smuggling method. This was a popular way of bringing cocaine in from Colombia 20 years ago but fell out of favor because of the balloons bursting in the digestive tracts of many smugglers leading to their deaths.
      They should have researched the risks before trying this route.

  9. I always wondered why I never had heard of Eth(yl)amphetamine, which when not a chemist one might suspect may be a friendlier form of it...somehow reassuring it now turns up!
