Former Agent Duncan: The backstory of Gustavo Rivera aka El EPI and his nexus with other players in Arellano-Felix Organization

Chivis Note: My friend, former agent Steve Duncan was at the arraignment of  Gustavo "Gus" Rivera, aka "El EP1" "P1" "El Gus", who was extradited the same day as El Mayito Gordo Zambada from Mexico to the United States.  Steve has extensive knowledge of Rivera’s background and history and has put some of it to paper in this post for Borderland Beat. This is the first of two parts.

ello Borderland Beat and my friends Chivis and Buggs. I wanted to share with you all my experiences and knowledge gained while investigating Gustavo Rivera-Martinez who was extradited to San Diego this past Thursday, December 19, 2019. Rivera is one of the most evil and influential characters in the San Diego/Tijuana drug scene over the past four decades and, for those who have been a part of the investigation, received an early Christmas Present.

Rivera was the connection to the Arellano-Felix Organization or AFO for San Diego gangbanger, David Barron-Corona, who brought dozens of fellow gang members to Tijuana to beef up the enforcement squads when the war between “Chapo” and the AFO was cemented in November 1992.

A few of the investigators from the case were present in the courtroom for Rivera’s initial hearing. DEA, HSI, USMS and FBI personnel were there even though nobody seemed to know about the extradition. There were no headlines and very little warning but we were there to see Rivera.

Some other guy, pudgy and plain-looking, was extradited with him – “Mayito Gordo.” They sat in the spacious jury section but in different rows.

In the front row was Cruz Elena Martinez-Herrera, Rivera’s wife. A portion of their four children accompanied her as well as Serafin Zambada-Ortiz. Pretty crazy stuff when you know that is was Rivera who built the bomb to blow up the Camino Real Hotel in Guadalajara in 1994 targeting Serafin’s father.

The following biography on Rivera needs to be told for many reasons. Over the past 3 decades every AFO related defendant in San Diego has taken a plea. We have never been to trial on an AFO Case, except in state court. 

Defendants expect a sweet deal as it is the norm and compare it with the measly amount of time the last extradited kingpin received. We have never been able to show just how ugly these assholes are and the thousands of lives they have ruined. Our efforts in law enforcement are reduced and undermined by our federal prosecutors in this case and our leaders whom go along with them. 

Their message sent to the victims is “we really don’t care.” Imagine being a citizen who has been continually victimized, losing a number of loved ones over the course of the AFO reign of terror and reading that Benjamin Arellano-Felix received 25 years!

In reviewing the latest indictment, it does not reveal the monster Rivera has evolved into. He started as a drug trafficker, evolved into a mass murderer and led several cells of the AFO as a top lieutenant. 

We have great evidence on murders and abductions he was responsible for in his later years with the AFO as the organization itself evolved into a police-like organization maintaining a stranglehold on the Tijuana Plaza by policing it 24 hours a day, 7 days a week. For some reason his violent side is not mentioned in the indictment and I fear this bastard may get out of jail someday. His family reads about him being a “financier.” He is a filthy murdering drug kingpin, nothing less.


Gustavo Rivera-Martinez, aka “Gus,” “Pancho,” “Lorenzo,” “Lic” and “P-1.”



On July 22, 1961 Gustavo Rivera-Martinez and Charles Rivera-Martinez, United States Citizens, were born to Onelia Martinez and Ernest Rivera at Paradise Valley Hospital in National City, California.  Both parents were born in Mexico but immigrated to San Diego and were living on Third Avenue in Chula Vista.

Gustavo Rivera graduated from Bonita Vista High School in 1978 and began selling drugs with his neighborhood buddies. By 1985 he was working with one of the most powerful drug lords in Tijuana, Javier Caro-Payan, aka “El Doctor.”

In February, 1985, 8 tons of marijuana was seized at a Chula Vista house on 20 Loualta Way. Rivera had rented the home from a friend who had told Rivera not to do anything illegal at the home. In the aftermath, Rivera and Caro-Payan were indicted and arrested for the weed.

On June 6, 1987, Rivera and Caro-Payan were arrested in Montreal and on April 19, 1988, they were extradited to the US and processed in San Diego.

Rivera was convicted in federal court for conspiracy to import marijuana and sentenced to federal prison. He served his time at the Federal Correctional Institution in Phoenix, Arizona. It is here where he met a Logan Heights Gang Member, David Barron-Corona, who was serving a 5-year term for Felon in Possession of a Machine Gun. He also met Oscar Paez-Martinez in Phoenix who was serving time for a drug offense. Oscar is the brother of Arturo “Kitty” Paez-Martinez.

It is this time period between 1988 and 1990 where Rivera, Barron and “Kitty Paez” became friends and business partners. This new partnership was the start of decades of death and drug trafficking.

These three charismatic and ambitious young criminals would recruit and train hundreds of young men to be assassins for the AFO in their war against “Chapo,” “Mayo,” Guero Palma, Amado Carrillo and anyone who took their side. This association lasts to this day.

Barron and Rivera were released in 1989. They remained in San Diego but were in close communication with “Kitty” in Tijuana.


Barron and Rivera started an auto broker business, Exclusive Auto Brokers, on Silverton Court in the Mira Mesa industrial community of San Diego. They purchased and resold cars and trucks with straight cash. They also purchased large 4 by 4 trucks to smuggle tons of cocaine for “Kitty” and the Arellano-Felix Organization (AFO) into the US.

Rivera cautioned Barron about “Kitty.” “Kitty” worked with Benjamin, Eduardo and Ramon Arellano-Felix who were known to be violent and crazy. Rivera was wary of working with a violent organization and preferred to just make millions in peace and “under the radar.”

Barron was infatuated with “Kitty” and started a close association with him and hence a close association with the violent AFO. Barron eventually fled to Tijuana as US law enforcement in San Diego was monitoring him closely and seizing cocaine loads that could eventually be traced back to him. In fact, in 1991-1992, at least three of cocaine loads between 400 and 500 kilos were seized from 4 by 4 trucks in San Diego and traced back to Exclusive Auto Brokers.


They also became quite efficient at mass-producing and distributing methamphetamine. They had their own chemists and precursor suppliers. Both Rivera and Barron families were involved in the business. Rivera was married to Carolyn and Barron was married to Judy Paraiso and the two families became friends.

Barron also worked as an enforcer for the AFO. Barron began killing AFO enemies for the AFO and was so efficient, Benjamin referred to him as Charles Bronson or “CH.”

Barron, Rivera and fellow Logan Heights Gang Member, Juan Felix, also did some side work moving marijuana and methamphetamine into San Diego from Northern Baja in private fishing boats navigated by “clean-looking” Caucasian males.

In 1991, Jose Albert Marquez, aka “Bat,” informed Barron that he (Barron) had been made a member of the Mexican Mafia Prison Gang and he was now a “Carnal” or “Brother.” “Bat” and Barron had done time together in the early 1980’s in San Quentin. Barron invited “Bat” to work with he and Rivera. “Bat” was a “free-spirit” and “loose cannon” but Barron watched over him and tried to keep him out of trouble.

Rivera, while on federal probation, was arrested in 1993, as he sold several pounds of methamphetamine to DEA Agents. Once given an opportunity to bail, he fled to Tijuana and rejoined Barron.

Steve Duncan is a retired Special Agent of California Department of Justice. He spent 20 years with CALDOJ, retiring in December 2016. Prior to CALDOJ, he was a Probation Officer for the San Diego County Probation Department for 12 years and was the first probation officer in San Diego history to formally work on a Drug Enforcement Organization Task Force. During his 32 years in law enforcement, his efforts focused on the investigation of the most violent criminals in the United States and Mexico. He is an expert on street gangs, prison gangs and Mexican Drug Trafficking Organizations.

The support and success of the cases against gangs and cartels came from the Arellano-Felix Task Force made up of federal, state and local law enforcement and military agencies. Steve was assigned to both the DEA and FBI as a task force officer for periods from 1992 to 2008.  Steve has directed and participated in the arrest of hundreds of gang members and cartel associates for various crimes in pursuit of their leaders and the dismantling of their organizations. He has sponsored several witnesses for the US Marshall’s Witness Security Program. Steve says the best part of the job was turning people’s lives around from evil to good and putting the dangerous predators behind bars.    

Steve and his partners’ successful case against the Tijuana Cartel began in 1992 and continue to the present as they await the extraditions of drug kingpins in their investigations. Most of those extradited have cooperated with the US government and he has been involved in hundreds of debriefings where he took notes, corroborated information and memorialized the debriefing in official reports. These debriefings also developed into other successful investigations in the US and Mexico.

Saving lives by targeting the “worst of the worst” was Steve’s focus in law enforcement. Multi-agency task forces dedicated to investigation of the worst criminals were his arenas to work these cases. He has worked with all law enforcement agencies and maintains a great relationship with them all. His cases typically involved Mexico. He understands the Mexican culture, economy and justice system and has worked extensively with Mexican Law Enforcement on Mexican soil.

  2. I appreciate the great stories through awesome contacts that are displayed here on Borderland Beat. Firsthand knowledge of the brutality of the search and hunt to displace cartel rank and high profile targets. These agents sacrifice everything to go after the cartels yet the leniency and lack of Mexican justice hurts the process until these gangsters can be brought across the border to face real American justice. I feel the American people do have an obligation to use taxpayers money to convict and house these killers, drug dealers and whatnots. The USA consumes the majority of the problem with mass addiction to the products offered by the cartels. Hence, in an small but alarmingly expensive way the government is assisting in at least serving real justice. For this it is worthwhile and with the FTO designations Mexico will no longer have a say as to how USA law enforcement and/or military will cross border and drone targets herein forward. Game changers are coming into play. The flow of drugs will continue but the soon to be full frontal attack and approach on these cartels will slow and stem the onslaught of drugs into the USA. The cartels will have to think of other ways to go around the soon to be active strikes by the American assault teams and drones. For we have NO hug and release program in place like AMLO. The Mexican cartels are in my opinion more violent then the Colombians were and their elimination and eradication will be on military terms as the USA has proven against ISIS, ISIL, Al Qaeda and the rest of the terrorist organizations who once operated and are operating around the world. 2020 and beyond will be a new era of ending cartel dominance and they will be slowly but surely be eliminated. The people behind the war against these syndicates have proven their loyalty to combatting the relentless bloodshed and violence and with all their work the FTO designation will prove to be the ultimate piece needed. My props go to all those who have went against the cartels from the beginning to try and eliminate the threat since the 60’s, 70’s, 80’s to now, the future. They have all made a change and contributed much to this war against drugs. We are now in the new phase of battle against these cartels. Keep up all the good work.

And only after they use some BS false flag event and the word "patriotism" to sucker all of their dumb civilians into thinking they are actually doing the "right" thing by supporting the murder of innocent men women and children. It almost looks as if the US tried to pull that shit with the LeBaron massacre but social medial and the world just being better connected nowadays just didn't let that happen.

In 1985 Kiki Camarena was murdered, Miguel Angel Felix gallardo spent the next 5 years until his arrest setting up the tijuanos and their accomplices the AFOS and their uncle el taquero Don Chuyito Labra Avilés, then Jorge Hank Rohn came to lead the organization as mayor of Tijuana, trying to buy Las Vegas Casinos and shit, but american narco-mafiosos shot him down, Las Vegas was not taken from the Italian Mobsters to allow "ugly mexicans" like the hank rohns into the business...
    The drug trafficking was taken from the Guadalajara cartel by chilangos, Generales, DFS agents, federal police and narco-governors, under the presidente in turn.
    Julian Leyzaola was a mexican army officer before becoming chief of police in tijuas, and jesus alberto capella ibarra is still fqck8ng at oil und in Quintana Roo's Cancun, nothing like being a hank rohn criminal...they were setting up tijuas and all the californias after their tejas union national bank of laredo got busted to make room for US presidential hopefuls' narco-governorship...

    By being lenient and generous with the capos their cases will not go to trial.

    So what???

    When there is a trial the capos and the witnesses spill the beans and the truth is exposed.

    The "leaders" Mr Duncan mentions DO NOT want the truth about corruption and the connection between the capos and our "leaders" to get out and are very much in favor of these deals.

    This way the flow of drugs continue unabated and the WoD goes on much to the satisfaction of our leaders and their constituencies/backers/interest groups.

    Our drug policy is such a sham that indeed all the people are being fooled for a long long time, which is what Mr Duncan points out.

    This era of Mexican organized crime is very interesting because we saw the Tijuana Cartel employing U.S.-born assassins in high numbers. I may be wrong here, but I think this was the first time we saw this phenomenon in Mexico at such a large scale.

    I'm glad you're bringing this era back to light for readers!

They were also responsible for decapitating Huero Palmas wife and throwing his kids off a bridge. Definitely nothing to glorify or admire there @7:37.

What are you doing, or what have you done to circumvent the high murder rates in Mexico. Do you know of any cartel stash houses in your parents hometown, and if so have you notified any local authorities? What steps are you taking in your political career to one day become mayor, governor or state senator where you live?... if none of what I mentioned applies to you mejor ni digas nada.

If the AFOs had not had their family friend Cardinal Juan Jose Posadas Ocampo threatening presidente carlos salinas de gortari right in Los Pinos because of the persecution, against AFO, they could have lasted a bit longer. But jorge Hank Rohn also attracted some as attention with his take over attempt of Las Vegas.

  33. Dear Mr Steve Duncan,I would love to congratulate you for all the hard work you have done. I just can't believe that one of the Arellano brothers is coming out of prison and that after serving 15 years he comes out like nothing, after all the people he has murders. I also can't believe that Gustavo Rivera is getting out pretty soon. What went wrong with the American justice, some of my family members have suffered from all this crime and injustice. Please inlighten me with what is happening. Thank you.
